
Capping a year dominated by sagging approval ratings and criticism of his signature health care law and domestic surveillance programs, President Barack Obama said Friday that 2014 “can be a breakthrough year for America.” Asked about his flagging poll numbers, Obama insisted that he is used to ups and downs but that he’s continuing to push forward with a forward-looking agenda despite being dogged by controversies throughout the first year of his second term.
