NEW YORK (Reuters) – Foreigners fled from short-term U.S. assets in September as a budget battle in Washington raised fears the government could default on some obligations, though demand for longer-term securities rose, U.S. Treasury data showed on Monday.


The budget standoff that was building in September forced a partial government shutdown that lasted for the first 16 days of October. That dented the safe-haven status of U.S. Treasury bills and pushed yields up sharply on bills maturing toward the end of that month.


Including short-dated assets such as bills, foreigners sold $ 106.8 billion in September, the biggest decline since February, 2009. August’s outflow was also revised higher to $ 13.8 billion from an initially reported $ 2.9 billion.


Congress raised the debt ceiling a day before the Treasury said it would have run out of money to pay some obligations.


“You probably had a lot of people avoiding the short end of the U.S. yield curve at that point, which likely drove the big drop there,” said Gennadiy Goldberg, U.S. strategist at TD Securities in New York.


But investors increased holdings of long-term securities in September by $ 25.5 billion as buying of Treasury notes and bonds as well as stocks and agency debt rose. That came after long-dated holdings fell by a revised $ 9.8 billion in August.


Goldberg credited the turnaround to the Fed’s surprise decision not to start slowing its bond purchases in September, leaving most market participants expecting the central bank will not start winding down quantitative easing until early 2014.


“The non-taper decision probably led to the sizable reversal on long-term assets,” he said. “We saw strong buying in pretty much everything across the board in the U.S.”


Longer-dated Treasury holdings rose by $ 27.8 billion, more than reversing August’s $ 10.8 billion decline. China, the largest U.S. foreign creditor, saw its holdings rise by $ 25.7 billion to $ 1.294 trillion, a four-month high.


Overall, though, it was private foreign investors who bought Treasuries. So-called “official” investors, which includes central banks, were net sellers in September, according to the Treasury data.


Foreign demand for debt backed by the biggest U.S. federal housing agencies rose by $ 14.7 billion during September, just below August’s $ 16.8 billion inflow.


Overseas holdings of U.S. equities also rose by $ 12.5 billion, nearly reversing August’s $ 16.9 billion decline.

What Happens to the GOP When White Is No Longer the Norm?


The GOP is burdened with a base too steeped in racial denialism and resentment to allow Republicans to reach out to minority voters. Republicans have painted themselves into a corner through decades of appealing to racial fears and stoking the racial resentments of their base.


Staying in that corner is a one-way ticket to political irrelevance. Getting out of it is going to be messy.


Racism In 140 Characters (Or Less)


How messy? Last weekend, Nina Davuluri became the first Indian American to be crowned Miss America. No sooner was the tiara on Davuluri’s head, then racist attacks against her popped up on Twitter. Some accused her of being an Arab, a Muslim, a terrorist, and even a member of Al Qaeda. Others claimed Davuluri — who was born and raised in New York state, and whose parents who came to the U.S. 30 years ago — wasn’t even an American.


It’s becoming a trend.


  • Twitter was flooded with racist tweets in June, when 10-year-old Mexican-American Sebastian de la Cruz sang the national anthem before game 3 of the NBA finals. Some claimed de la Cruz was an undocumented immigrant who “snuck in the country like 4 hours ago,” and was tapped to sing the national anthem. Cruz — San Antonio native, son of a Navy vet, and “America’s Got Talent” semi-finalist — wasn’t even on the program. He was tapped to sing the anthem when Darius Rucker cancelled at the last minute.

  • Former Hootie and the Blowfish frontman Darius Rucker made headlines when he responded to a Twitter poster who suggested that Rucker “leave country to the white folks.” Rucker, who has built a successful country music career since parting with the Blowfish, called the racist tweeter an “idiot,” and responded, “I’ll take my grand ole Opry membership and leave your racism. Wow.”

  • Twitter was again flooded with racist tweets in July, after native New Yorker and Grammy winner Marc Antony sang “God Bless America” at the Major League Baseball All-Star Game. One tweeter asked, “Shouldn’t an American be singing God Bless America?” Several complained that a “Mexican” was tapped to sing the patriotic favorite. (Anthony is of Puerto Rican descent.)

These tweets echo the waves of despair and anger that broke over social and conventional media after Barack Obama’s re-election in 2012.


  • Former Saturday Night Live cast member Victoria Jackson tweeted America’s demise, “I can’t stop crying,” and  ”America died.” Jackson later posted an image of a tombstone reading “R.I.P America” on her Facebook page.

  • Former GOP presidential candidate Donald Trump ranted, “We can’t let this happen. We should march on Washington. Our nation is totally divided.” Trump followed up with, “Lets fight like hell and stop this great and disgusting injustice! The world is laughing at us.” Trump went on to declare the election “a sham and a tragedy,” and the electoral college “a disaster for democracy,” before deleting most of his tweets

  • The hashtag #tcot (for “Top Conservatives on Twitter”) featured declarations like, “I just want to knock half the country upside the head,” and “Our country may not survive four more years of this man.”

When White Is No Longer The Norm


The over-the-top anger unleashed against Davuluri, President Obama and others on Twitter is fueled by a profound sense of loss felt by some white Americans. After the election, I described it as a loss of primacy — the feeling of being “primary, preeminent, or more important” than other groups.


Anti-racist author and activist Tim Wise said during a 2011 CNN interview that cultural and economic changes have hit many white Americans particularly hard, financially and psychologically. White Americans who were taught that they would be rewarded if they worked hard, are now working harder than ever for less than ever. An increasing whites are also sharing space in the unemployment line with “those people” — black and brown people.


“For the first time since the Great Depression,” Wise said, “white Americans have been confronted with a level of economic insecurity that we’re not use to. It’s not so new for black and brown folks, but for white folks, this is something we haven’t seen since the Depression”


That economic insecurity is compounded by demographic and cultural changes. As the country becomes more diverse, and more of our icons — political leaders, celebrities, sports heroes, beauty queens, etc. — are people of color, many white Americans feel as excluded from popular culture as they do from any economic recovery.


The face of America, and for white Americans it is no longer a reflection of their own. The definition of what it means to be an American is changing, and white is no longer norm.


“We can no longer take it for granted that we (whites) are the dictionary definition of an American,” Wise said. For older white Americans who grew up in a time when America’s icons were virtually all white, this loss of primacy is an alarming development. Their alarm fuels at least some of the fury of tea partiers waving signs blaring “I want my country back.”


The election of Mitt Romney would have been a restoration of primacy. The re-election of Barack Obama, instead, confirmed the worst fears of white conservatives about where the country was headed and their inability to stop it.


Is White The New Black?


The white-hot anger against Davuluri, de la Cruz, Anthony, and Obama is sparked by the collision of demographic trends with economic reality. It is fed by an unreality that Republicans have preached to their base for decades.


Denialism — the refusal to accept reality, established theory, facts, or evidence in order to avoid dealing with and uncomfortable or inconvenient truth — comes in many varieties. Climate denialists, for example, deny the role of human activity in climate change. David Sirota, in 2011, wrote that perhaps the largest group of denialists are those who deny that Blacks and other minorities usually face bigger obstacles to economic and political success than whites. Instead, they believe that whites are now the most oppressed.


  • A 2011 survey showed that while both blacks and whites believed significant progress has been made against anti-black racism, some white Americans believe that progress has come at their expense.

  • A Public Religion Institute poll found that 44 percent of whites identified discrimination against white as being just as big as discrimination against blacks and other minorities. The poll found that 61 percent of those identifying with the tea party, and 56 percent of Republicans, and 57 percent of white evangelicals felt the same way.

It’s no coincidence that significant numbers of white conservatives believe white is the new black. From Richard Nixon’s “Law and Order” rhetoric to the demonization welfare programs in the 1980s and affirmative action in the 1990s as persecuting whites, the GOP spent decades stirring the pot of racial fear and resentment.


For a long time, it worked. Republicans could rely almost entirely on white voters to win elections. It may have worked too well.


Demographics, District Lines, And Destiny


In power, Republicans seized the opportunity to revamp congressional districts, and create more “solid Republican” districts. The result is that 80 percent of House Republicans represent districts more heavily white than the national average. By contrast, 64 percent of House Democrats now represent districts where the minority vote-share exceeds the national average.


What was an advantage is now a disadvantage. Running in all-white or nearly all white districts worked for Republicans, when white vote-share exceeded minority vote-share, and the party had a lock on the white working class vote. But, as Robert Brownstein pointed out in a recent National Journal piece, demographic trends have increased the minority vote share, while vote-shares of white groups the GOP has long relied upon have declined.


Part of the reason the GOP’s minority outreach has failed is that Republicans aren’t used to talking to — or listening to — minority voters. They haven’t had to do so in order to win. Now, they hire hold retreats to learn how to talk to minorities, or just hire consultants to do it for them.


As Paul Waldman wrote, is that nobody had to teach Democrats how to talk to white people, because “you learn that no matter where you live.” Plus Democrats have had much longer to learn how to reach out to diverse groups of voters, because they’ve had to in order win elections.


After 2012, Republicans tried to convince themselves that merely changing their “tone” would be enough to help attract minority voters, without changing their policies, even though their positions are precisely the reason the GOP doesn’t attract more minority voters.  As I’ve said before, Republicans are asking themselves the wrong question.


Instead of asking “Why don’t more blacks, Latinos, women, etc., join us?”, Republicans should ask “How are we failing to address the concerns of blacks, Latinos, women, etc., so that more of them will want to join us?” That’s a question that Republicans can’t ask, because answering would mean changing their tone and their policies. Republicans can’t do that without having the very same rage they encouraged in their base turned against them.


But if Republicans are to remain politically viable, that’s the question they have to ask and answer for themselves, however painful.

Market"s "Hall Pass" Is Gone: "Bad News Is No Longer Good News"

It has seemed that the Fed’s liquidity back stop has provided excuse after excuse for whatever macro-, micro-, or event-risk driven problems that market has faced. But now, as Morgan Stanley’s Adam Parker notes, the big outcome from the earlier-than-expected start of tapering is that going forward, bad economic news will be bad for markets.” The market knows and most Fed governors know there are diminishing returns to QE’s efficacy, and we have shown it here. So, something new and massive would be required in order for poor economic news – should it surface – to be rewarded the way it has been for much of the past year.”  What is more concerning to Parker is that diminishing returns to the existing QE are already an implicit form of tapering and if the Fed wanted to maintain its impact on the market, it would have to expand QE – i.e. Fed tapering already underway.

We think the Fed is aware of the diminishing returns to QE, and in the face of stabilizing economic data, this led them to signal that they would begin to withdraw from the program. We have been saying for some time that “good economic news is good for markets and bad economic news is good for markets” or that the market had a “Hall Pass” until July. Well, we think the Hall Pass is over and that this regime changed last week. The big outcome from the earlier-than-expected start of tapering is that going forward, bad economic news will be bad for markets.


The market knows and most Fed governors know there are diminishing returns to QE’s efficacy. So, something new and massive would be required in order for poor economic news – should it surface – to be rewarded the way it has been for much of the past year. On the flip side, we don’t think we will remain in a prolonged environment where good news is punished. After all, the market has already become anticipatory of the coming tapering and ultimately the tightening a couple of years down the road.



The early response of the S&P 500 to QE showed a positive and significant correlation to weekly balance sheet changes. While no longer significant, this correlation remained positive until April 17, 2013. Recent correlations have been negative to flat.




This situation – a strong initial response, followed by weaker subsequent impact – is reminiscent of the diminishing returns we observed late in QE2. Perhaps even without tapering, the current program may soon be inadequate to further influence equity markets.


We think the Fed knows this, and hence, 2 months later, had to signal that they would begin to withdraw from the program. We have been saying for some time that “good economic news is good for markets and bad economic news is good for markets” and that this regime will change.


We think last week was a big deal, because now bad economic news will be bad for markets. The market knows and most Fed governors know there are diminishing returns to QE’s efficacy, and we have shown it here.


So, something new and massive would be required in order for poor economic news, if it surfaces, to be rewarded the way it has been for much of the past year.


Diminishing returns to the existing QE program complicate evaluation of the impact of tapering on equity market performance. Said differently, diminishing returns are already a form of Fed tapering, and the Fed should actually be expanding its QE if it wanted to maintain its impact on equity markets.


From the standpoint of the S&P, Fed tapering is already underway.

Bilderberg Delegate Speaks On Record


Elite Group members realising that increased exposure means they can no longer hide

A Bilderberg Group delegate who attended this past weekend’s secretive elite meeting has discussed the organisation on record, in a move that signifies a shift toward more transparency, enforced by alternative media and activist exposure.


Sir Sherard Cowper-Coles, a former leading British ambassador to Afghanistan, now a leading executive at arms manufacturer BAE Systems, spoke on record to The Watford Observer today.


Predictably, Cowper-Coles merely repeated the establishment media hoax that Bilderberg has no influence and is merely a “talking shop” or a golfing holiday.


“I can honestly say, having been at the meeting, all the conspiracy theories are wrong.” he said, adding “It was just a private discussion of the kind that takes place at conference centres all around the world, all the time.”


“I don’t know [why people protest the meetings], I suppose one thing that distinguishes Bilderberg is it’s pretty high level. But I am slightly at a loss to understand exactly why it should be controversial.” the ex-diplomat stated.


On Saturday afternoon, close to 2000 protesters crammed into the designated campaign area in the grounds of the Grove Hotel in Hertforshire, England. Cowper-Coles claims that some Bilderberg members strayed from their rooms behind the ring of steel fencing, and actually walked down the grounds to look at protesters.


“The protest wasn’t discussed during the meeting but everyone was aware of it and some parties actually went down to see the demonstrators and find out what was going on.” he noted.


Infowars reported last week that an unnamed Bilderberger would speak about the group on record, after a source close to the security operation surrounding the confab told our reporters that numerous Bilderberg Group members are aggrieved at the organization’s obsession with secrecy and want to see more transparency.


Sherard Cowper-Coles also defended the secrecy surrounding the meeting, noting “It is the rule of the group that all these senior people are able to exchange views in private, it is no different from many other conferences where proceedings are conducted under what is called the Chatham House Rule.”


“I found the experience very interesting and very valuable. We covered a wide range of topics – everything from Syria to the economic situation to British membership of the EU and even big data, which is very topical.” he added.


“It was two and a half very full days of discussion. We covered jobs and the global economic situation, growth, European politics, Africa, the Middle East, big data, medical research, nationalism, populism, online education, cyber warfare, America and the World, Syria.” Cowper-Coles also stated.


Cowper-Coles also predictably claimed that anyone who attends Bilderberg does so in a personal capacity, and not as a representative of any government, organisation or corporation.


“I am sure that was the case [that he was invited due to his diplomatic experience] I certainly wasn’t there representing BAE.” he said.


Those claims run counter to comments made in 2011 by the office of British Chancellor George Osbourne, as aides disclosed to the London Guardian that the head of the Treasury was there in an official capacity.


Osbourne was once again present at this year’s meeting, along with his opposition counterpart, MP Ed Balls, and the Prime Minister David Cameron.


Labour MP Michael Meacher, who visited protesters at the weekend, today made good on his vow to officially quiz Osbourne on his Bilderberg attendance. However, it was MP Kenneth Clarke, a Bilderberg Steering Committee member who answered the question in the House of Commons, dismissing any theories that the group influences public policy, and claiming that the group is not beholden to public scrutiny.



Clarke stumbled and spluttered, however, when it was noted that as a trustee of the registered “charity” that funds Bilderberg Group activities, he is beholden to fully to declare his role as a leading organiser of the secretive meetings, in order to avoid potential conflicts of interest that would impact his role as a public official. Clarke admitted that he may have failed to do this because he “forgot” that he was a trustee.


The London Telegraph quickly released a story on Clarke’s admission, but it was removed from their website within an hour of publican. The link now ends in a 404 error page.


As we have exhaustively documented, there are numerous examples to illustrate the fact that Bilderberg is not merely a “talking shop” as some in the corporate press frame it, but a venue where consensus is formed for the implementation of both national and geopolitical policies.


Documents read by the BBC and later released by Wikileaks divulge how Bilderberg members were discussing the creation of the euro single currency nearly 40 years before it was officially introduced in the 1992 Maastricht Treaty.


“A meeting in June in Europe of the Bilderberg Group- an informal club of leading politicians, businessmen and thinkers chaired by Mr. Davignon- could also ‘improve understanding’ on future action, in the same way it helped create the Euro in the 1990s, he said,” reported the EU Observer in March 2009.


In spring 2002, when war hawks in the Bush administration were pushing for a summer invasion of Iraq, Bilderbergers expressed their desire for a delay and the attack was not launched until March the following year.


In 2006, journalists who got leaked information from inside Bilderberg predicted that the U.S. housing market would be allowed to soar before the bubble was cruelly popped, which is exactly what transpired.


In June 2008, we learned that Bilderberg were creating the conditions for a financial calamity, which is exactly what began a few months later with the collapse of Lehman Brothers.


Bilderberg has habitually flexed its muscles in establishing its role as kingmaker. The organization routinely selects presidential candidates as well as running mates and prime ministers.


Despite widespread expectation that former British Prime Minister Tony Blair would be announced as the first European Union President, the former Prime Minister of Belgium, Herman Van Rompuy, was picked for the role just days after he attended a Bilderberg Group dinner meeting.


Bill Clinton and Tony Blair were both groomed by the secretive organization in the early 1990’s before rising to prominence.


Barack Obama’s running mate Joe Biden was selected by Bilderberg luminary James A. Johnson, and John Kerry’s 2004 running mate John Edwards was also anointed by the group after he gave a glowing speech at the conference in 2004.


Despite the fact that the establishment media, many titans of which are Bilderberg members, routinely plays down the weight of the group’s influence on world affairs, in a 2010 radio interview former NATO Secretary-General and Bilderberg member Willy Claes admitted that Bilderberg attendees are mandated to implement decisions that are formulated during the annual conference of power brokers.


Although the topics on the agenda are usually disclosed during the course of the Bilderberg meeting, we already know that the group will have an influence on picking Mitt Romney’s running mate for the U.S. presidential election, with Florida Senator Marco Rubio being the firm favorite.


Rubio recently flaunted his “foreign policy chops” during a Brookings Institution speech in which he called for the U.S. to attack Syria and Iran.


The damn is breaking on Bilderberg secrecy, and the group knows it. Thanks to sustained efforts by alternative media journalists and activists, the vast amount of mainstream media coverage of 2013′s meeting represents an unprecedented breakthrough that should be celebrated as a victory by anyone and everyone who values government transparency and corporate accountability.
