(AP) — The shadowy leader of a powerful al-Qaida group fighting in Syria sought to kidnap United Nations workers and scrawled out plans for his aides to take over in the event of his death, according to excerpts of letters obtained Wednesday by The Associated Press.

Iraqi intelligence officials offered the AP the letters, as well as the first known photograph of the Nusra Front leader, Abu Mohammed al-Golani, the head of one of the most powerful bands of radicals fighting the Syrian government in the country’s civil war.

The officials said they obtained the information about al-Golani after they captured members of another al-Qaida group in September. They spoke on condition of anonymity because they weren’t authorized to speak to journalists.

“I was told by a soldier that he observed some of the workers of the U.N. and he will kidnap them. I ask God for his success,” read an excerpt of a letter given by officials from Iraq’s Falcon Intelligence Cell, an anti-terrorism unit that works under Prime Minister Nouri al-Maliki.

The officials said other letters planned the kidnapping and killing of other foreigners, and Syrian and Iraqi civilians.

One U.N. worker was kidnapped for eight months in Syria and was released in October. Another two dozen U.N. peacekeepers were briefly held this year. It’s not clear if those abductions had any relation to al-Golani’s letters.

Syria’s uprising began with peaceful protests, but it turned into an armed uprising after Assad’s forces cracked down on demonstrators.

Since then, hard-line Islamic brigades have emerged as the strongest rebel forces in Syria, chiefly among them the Nusra Front.

Under al-Golani’s leadership, it has dominated rebel-held parts of southern Syria, and it is a powerful fighting force in the Damascus countryside and northern Syria, with an estimated force of 6,000 to 7,000 fighters.

Al-Maliki’s Shiite-majority government is considered a quiet ally of Syrian President Bashar Assad. The officials may have released the letter excerpts to underscore the dominance of al-Qaida in Syria.

The intelligence officials did not where they found the al-Qaida fighters who handed over the documents. They also would not say when the letters were written, though they said it represented a tiny sample of a large cache of documents.

The officials couldn’t explain why the letter excerpts were in a sloppily written, grammatically incorrect version of an Arabic dialect used across the Levant. It is believed that al-Golani was an Arabic teacher before he rose through al-Qaida’s ranks, and typically hard-line Muslims try to write in classical Arabic.

It may have been that an aide was writing down al-Golani’s speech. Arabs typically speak in dialects that are often quite different from the classical Arabic.

“The claim by Iraqi intelligence that Jolani and by extension, Jabhat al-Nusra, have been behind an explicit policy of kidnapping U.N. workers should be treated with some suspicion,” said Charles Lister, a prominent analyst of Syria’s militant groups. He referred to the Nusra Front by its Arabic name. “While it might well be true, elements within Iraq’s security services have a clear interest in portraying jihadists in Syria and Iraq in a highly negative light.”

Little is known about al-Golani, including his real name. He is believed to be 39 years old. The photograph suggests a man in his thirties.

Al-Golani is a nom de guerre, indicating he was born in the Israeli-occupied Golan Heights.

A Syrian native, he joined the insurgency after moving to Iraq.

He advanced through al-Qaida’s ranks and eventually became a close associate of Abu Musab al-Zarqawi, the Jordanian-born leader of the militant group al-Qaida in Iraq.

He eventually returned to Syria shortly after the uprising against Assad began in March 2011, where he formed the Nusra Front, first announced in January 2012.

The group gained prominence in April after Golani rejected an attempted takeover of the Nusra Front by another rival al-Qaida group, now known as the Islamic State of Iraq and the Levant.

Iraqi intelligence officials said it was members of ISIL who gave them the information about al-Golani.

UK watchdog bans govt ‘Go home’ ads targeting immigrants

A UK advertising watchdog has banned a controversial Home Office advert suggesting that illegal immigrants in the UK to ‘Go home or face arrest,’ saying that it was misleading. However, the ad was not ruled to be ‘offensive’ or ‘distressing.’

The Advertising Standards Authority (ASA) absolved the government campaign of either attribute, despite the widespread belief that it was offensive forming the basis for the majority of the 224 complaints filed against it. The vans bearing the controversial slogan were driven around six London boroughs with large immigrant populations as part of a Home Office pilot scheme in July.

The ASA took issue merely with “inaccurate statistics” on the vans, but complainants deemed the ads to be “racist.” Out of the five categories of complaint made, a mere two general points were upheld, the first being that the writing on the ads was not legible, and the second being that the ad was not substantiated and misleading.

After instructing illegal immigrants to “go home,” the ads cited a statistic that there had been “106 arrests last week in your area” across the six boroughs.

The ASA said that the figure “related to arrests made throughout a significant part of London north of the Thames,” and not necessarily relate to the specific areas where people would have seen the vans.

Additionally, the arrests had been made more than two weeks prior to the vans being sent out, not in the last week, and the ASA ruled that a breach had been committed under “misleading advertising” and “substantiation.” “We…noted the posters were displayed during the week of 22 to 28 July,” said the ASA, conceding that the data provided in support of the “106 arrests” statistic in fact “related to the week 30 June to 6 July.”

However, the watchdog conceded that that “most” of the complaints had challenged whether “the poster, and in particular the phrase ‘Go home’, was offensive,” because it was considered to be “reminiscent of slogans used by racist groups to attack immigrants in the past.”

The slogan has echoes of the Neo-Nazi National Front rhetoric in the 1970s, with ASA chief executive Guy Parker telling BBC Radio 4′s Today Programme that it “clearly carries baggage.” However, he added that the campaign was unlikely to cause “widespread offence.”

Shadow Home Secretary Yvette Cooper told the Labour Party Conference two weeks ago that: “Those ad vans were driving past the offices and homes of families whose parents and grandparents had to endure those same slogans scrawled high in graffiti 40 years ago.”

The ASA highlighted that complaints had been made accusing the campaign of having the potential to exacerbate racial tensions, particularly within multicultural communities. Britain’s business secretary, Vince Cable, himself termed the campaign ‘stupid and offensive’. However, the ASA did not uphold the criticisms.

“We concluded that the poster was unlikely to incite or exacerbate racial hatred and tensions in multi-cultural communities,”
it said.

The Home Office responded, stating the advert would not appear again in its previous incarnation and welcoming their dismissal of complaints calling it ‘offensive’. “We are pleased the ASA has concluded that our pilot was neither offensive nor irresponsible,” said a Home Office spokesperson.

“This campaign was about encouraging illegal immigrants to leave the country voluntarily and was not targeted at particular racial or ethnic groups.”

This means that the UK’s government still remains at liberty to direct the ‘Go Home’ slogan at UK illegal immigrants, providing statistics are both relevant and accurate, and the writing is of a legible size – the second complaint which was upheld was made by a ‘few’ people who found the most questionable feature of the vans to be the fact that the smaller print was illegible on a moving vehicle.

“We considered… that small print should be clearly visible to a normally sighted person reading the marketing communication once from a reasonable distance and at a reasonable speed,” said the ASA in its ruling.

“The ad must not appear again in its current form,” the ASA report concluded.

Issa demands FEC records in IRS targeting probe

  • FIRST ON CNN: House Oversight chairman demands records of FEC contact with IRS

  • Rep. Darrell Issa’s demand follows CNN report of contact between the IRS and FEC

  • Issa demands the FEC turn over its records by August 21

  • GOP warns of possible broader targeting of conservative groups; Democrats dismiss assertion

Washington (CNN) — House Oversight Committee Chairman Darrell Issa demanded Wednesday that the Federal Election Commission turn over records of more than five years of communications with the Internal Revenue Service — a move that significantly expands the California Republican’s ongoing probe of alleged federal targeting of conservative groups.

In a letter to FEC Chairman Ellen Weintraub — a Democrat — Issa cited CNN reporting on Monday that raises “the prospect of inappropriate coordination between the IRS and the FEC about tax-exempt entities.”

Among other things, Issa asked for records of all communications between the IRS and the FEC dating back to the start of 2008. He also requested records of any FEC discussions relating to tax-exempt applications or organizations since 2008.

The letter was co-signed by Ohio GOP Rep. Jim Jordan, a prominent member of Issa’s panel.

FEC vice-chair says email raises questions of improper contact with IRS

Iss’a letter came after Don McGahn, the vice chairman of the FEC and a Republican, told CNN that he saw an e-mail from an FEC investigator to Lois Lerner, the former head of the IRS division responsible for reviewing applications from various groups for tax-exempt status.

The investigator asked Lerner, herself a former FEC employee, to discuss the status of the American Future Fund, a conservative political advocacy group.

McGahn noted that after Lerner was contacted, the IRS sent a questionnaire to the American Future Fund.

Lerner, the figure at the center of the congressional investigation into alleged IRS targeting of conservative groups seeking tax-exempt status, invoked her Fifth Amendment right against self-incrimination when called to testify before Issa’s panel in May.

“Dealing with Lois Lerner is probably out of the ordinary,” McGahn said, stressing that FEC commissioners had not given their staffers permission to reach out to the IRS on the matter, a step typically required for such inquiries.

Last week, GOP congressional investigators disclosed several e-mails between Lerner and an FEC attorney inquiring about the status of both the American Future Fund and another conservative outfit, the American Issues Project.

IRS, Issa escalate fight over investigation

Issa’s letter identifies the FEC attorney as William Powers, an official in the commission’s Office of the General Counsel.

The e-mails between Powers and Lerner were initially uncovered by House Ways and Means Committee Chairman Dave Camp, R-Michigan, who sent a letter last week to acting IRS Commissioner Daniel Werfel requesting additional details about the controversial contact.

While the prospect of potential FEC involvement with the IRS raises the prospect of a broader federal targeting effort, Democrats continue to insist there is no conspiracy, and stress that the publicly released contact between the two agencies was nothing more than requests for information already in the public domain.

McGahn told CNN, however, that additional e-mails he has seen do not clearly state whether the FEC was only seeking public data. Requesting private data would likely violate federal law.

For her part, Weintraub told CNN Monday she does not know about the e-mails between the FEC investigator and Lerner to which McGahn is referring.

“If there was any evidence or targeting based on ideology, that would be extremely serious, but I have not seen any evidence of that,” she said.

“I am not aware of requesting or receiving any confidential taxpayer information. I am not aware of any requests for anything that wasn’t publicly available.”

Issa wants the FEC to turn over the records no later than August 21.

Liberals Declare IRS Political Targeting Scandal Dead

Mother Jones, the progressive magazine published by the Foundation for National Progress, a Soros funded nonprofit, hopes the discovery that not just Tea Party groups were targeted by the IRS will defuse the scandal.

“Democrats on the House Ways and Means Committee have obtained a list of group names IRS staffers used when applying extra scrutiny to applications for nonprofit status,” writes Andy Kroll for the magazine. His article is titled Poof! The IRS Scandal Evaporates.

The list of words include “Medical Marijuana,” “Occupied Territory Advocacy,” “Healthcare legislation,” “Paying National Debt,” and “Green Energy Organizations.” Kroll argues that the words signify that the IRS wasn’t simply targeting Tea Party groups, but “were on the watch for groups of all political stripes,” including ostensibly liberal or so-called progressive groups.

In order to equalize the investigation and downplay the Tea Party targeting, an IRS spokeswoman said that J. Russell George, the Treasury Department inspector general, is reviewing to what extent the IRS harassed other groups.

“So is it case closed on the IRS debacle?” muses Kroll. “Not yet. The agency still needs to explain why its staffers singled out groups in this way, and how it further intends to streamline the vetting process. But is this a liberal political conspiracy? Sure doesn’t look like it.”

Kroll and Mother Jones are unable to see over the false left-right political divide. Obama, the IRS, and the totality of the federal government are controlled by a shadow government not beholden to or governed by liberal or conservative politics, as Mother Jones would have us believe. This should be painfully obvious, even to the most obtuse and brainwashed Democrat, by the fact that the political agenda under Obama has deviated little from his Republican predecessor. Obama’s social rhetoric is liberal and Democrat, but his political actions, most notably the subversion of the Constitution, are right out the authoritarian elite’s playbook.

Is it surprising that the IRS – long used as a political tool in addition to an agency of grand thievery – also targeted the Occupy movement or groups dedicated to promoting medical marijuana? Not at all. Naturally, and predictably, groups that do not follow the establishment script will be targeted for elimination.
