Udall, Hickenlooper Hold Small Leads in Colo.



Two Democrats running for re-election in Colorado next year appear to be vulnerable, as both have approval ratings that are underwater.


But according to a new survey conducted by the Democratic Party-affiliated Public Policy Polling, Gov. John Hickenlooper and Sen. Mark Udall still hold leads against all of their potential Republican challengers, despite their slipping numbers.


Hickenlooper, who ascended to office with an easy victory over former U.S. Rep. Tom Tancredo in 2010 (and who is occasionally mentioned as a potential 2016 presidential contender), now has the approval of just 45 percent of the state’s voters, while 48 percent disapprove of him.


But he leads Tancredo — who is running for governor again and currently leads the GOP primary field, according to PPP — by an eight-point margin (48 percent to 40 percent) in a hypothetical general election matchup.


The Republican candidate who comes closest to topping Hickenlooper in one-on-one matchups is state Sen. Greg Brophy, who trails the Democrat by just one point (44 percent to 43 percent).


But Brophy, who does not enjoy high name recognition statewide, sits in third place in the Republican field with just 9 percent of the GOP vote, far behind Tancredo (34 percent) and Secretary of State Scott Gessler (15 percent).


In the Senate race, the survey showed that 40 percent of voters approve of Udall, while 41 percent disapprove.


But the first-term Democrat leads all of his potential Republican opponents, including Ken Buck, who lost the 2010 Senate race to Democrat Michael Bennet — an outcome that was one of the toughest for the GOP to swallow in a year that otherwise saw Republicans riding a wave of victories nationwide.


Bennet won that race in large part by portraying Buck as an extremist on social issues. But Buck is currently the top choice for Republican primary voters to put up against Udall, earning 45 percent of the vote in the PPP survey.


State Sen. Randy Baumgardner was in a distant second with 8 percent of the vote and state Rep. Amy Stephens drew 7 percent support.


Udall’s lead over Buck in the poll was 46 percent to 42 percent, while his advantages over Baumgardner (47 percent to 40 percent) and Stephens (44 percent to 37 percent) were larger.


A major reason why both Colorado Democrats appear vulnerable is that President Obama’s approval rating in the state (which he won in both 2008 and 2012) has slipped to just 43 percent with 54 percent of voters disapproving of him.


The poll of 928 Colorado voters (including 355 “usual” Republican primary voters) was conducted Dec. 3-4. In the overall survey, the margin of error was plus or minus 3.2 percentage points; it was plus or minus 5.2 points for the GOP sample.

McAuliffe Leads Va. Governor"s Race in New Polls



Democrat Terry McAuliffe has pulled further ahead of Republican Ken Cuccinelli in the Virginia governor’s race, according to a pair of new polls.


The former Democratic National Committee chairman leads the state’s attorney general, 47 percent to 39 percent, among likely voters in the Old Dominion, according to a Washington Post-Abt SRBI poll. Libertarian candidate Robert Sarvis garners 10 percent of the support. Without Sarvis, McAuliffe’s lead narrows: 49 percent back him while 44 percent support Cuccinelli.


Another poll by NBC4/NBC News/Marist finds a slightly closer race, with McAuliffe leading by 43 percent to 38 percent among likely voters. Sarvis takes 8 percent of the vote. These numbers mark a change since May, when Cuccinelli led, 45 percent to 42 percent, in this same poll.


In both surveys, female voters fuel McAuliffe’s lead. The Washington Post poll finds the Democrat leading among women by 24 percentage points. The NBC survey shows McAuliffe with an 18-point lead among women. McAuliffe has been targeting women voters with ads hitting Cuccinelli for his stance on abortion.


Likability has also become a factor in this race, with both candidates embroiled in scandal — McAuliffe with his GreenTech car company and Cuccinelli with gifts received from a wealthy donor.


The Washington Post survey finds 48 percent of registered voters view McAuliffe favorably, while 36 percent find him unfavorably. Cuccinelli’s numbers are under water: 40 percent view him favorably while 47 percent view him unfavorably. NBC finds a similar dynamic. McAuliffe remains in positive territory, but with slightly lower numbers: 41 percent view him favorably, 34 percent negatively. Cuccinelli remains in the negative: 34 percent view him favorably, 47 percent unfavorably. The May poll found the Republican with positive ratings.


The two candidates will meet face to face Wednesday in Northern Virginia, a key area of the state, in a debate sponsored by NBC4 Washington and the Fairfax County Chamber of Commerce.


The RealClearPolitics polling average finds McAuliffe leading by four percentage points.


Lee Miringoff, the director of the Marist Institute for Public Opinion, told NBC News that “neither of these candidates has really passed the comfort level with Virginia voters.” With six weeks to go until Election Day, “there’s still a ways to go with where they are.”


The Post poll, conducted Sept. 19-22, surveyed 562 likely voters and had margin of error of plus or minus five percentage points. The NBC poll, conducted Sept. 17-19, surveyed 546 likely voters and had a margin of error of plus or minus 4.2 percentage points.

UMaine student leads ethics discussion at Statehouse


AUGUSTA — An honors student from the University of Maine stood before lawmakers Wednesday and, in a clear and confident voice, walked them through an ethics reform proposal that would require more extensive disclosure of the financial affairs of public officials and legislators.

While the bill, L.D. 1001, was proposed by Gov. Paul LePage and sponsored by Democratic legislator Sen. Emily Cain, it was 20-year-old Shelbe Lane of Patten who gave lawmakers on the legislature’s Legal and Veterans’ Affairs Committee a tutorial on the legislation, which is aimed at increasing transparency about government officials’ financial affairs.


The work was part of her thesis project at the university, and was sparked by a national report last year that gave Maine government an “F” for its potential for corruption.Lane worked with Michael Cianchette, counsel in the governor’s office, and Cain for much of 2012 to draft the legislation, “An Act To Improve Laws Governing Financial Disclosure by Legislators and Certain Public Employees and Public Access to Information Disclosed.”


Maine ranked 46th in the “State Integrity Investigation” by three nonpartisan good government groups that was released in mid-March.


“I have learned a great deal through this process,” Lane told the committee. “And what I have to offer you as a result of my thesis is a proposal that is attainable right now, including a series of additions and amendments to the financial disclosure statements used here in Maine that can be put into practice and help get Maine moving further in the right direction with ethics reform.”


The bill proposes four changes to current law:


• Ownership interests of 5 percent or more held by lawmakers, executive branch officials or their immediate family members in “business entities” must be disclosed. Current law only requires disclosure only if a majority share is owned.


• Lawmakers or executive branch officials must disclose if they are in a responsible position in a political party, with a political action committee (PAC) or ballot question committee. Current law requires disclosure only if the lawmaker or executive branch official is a responsible officer in a PAC or ballot question committee.


• The Commission on Governmental Ethics and Election Practices will adopt rules that require reporting of income of $ 2,000 or more in ranges that will be determined by the commission. Current law only requires that the source of the income be reported, but not the amount or range.


• Legislators and executive employees are required to file their disclosure statements electronically and those statements must be available immediately on a publicly accessible website. Current law allows those disclosure statements to be handwritten, and an electronic image of the statement is posted on the ethics commission website.


Several other ethics reform bills were introduced to the committee Wednesday. They were:


LD 349, An Act to Strengthen Maine’s Ethics Laws and Improve Public Access to Information, which is a “concept draft” that would allow legislators to write further ethics legislation during this session;


LD 859, An Act to Increase Ethics and Transparency in Government Service, which would address the so-called “revolving door” in the executive branch of government by requiring a 12-month cooling-off period before lobbyists could work in the executive branch, and requiring a 12-month cooling-off period before executive branch employees could work as lobbyists;


LD 924, An Act to Prevent a Conflict of Interest of the Secretary of State, which would prohibit the Secretary of State from running as a candidate while holding office and overseeing the state’s elections.
