Prostitution crackdown expands nationwide



The Ministry of Public Security on Sunday urged police nationwide to crack down on prostitution, gambling and drug crimes after the recent exposure of widespread prostitution in Dongguan, Guangdong province.


The ministry urged police to use Dongguan as a lesson and intensify their campaigns against prostitution, gambling and drugs to improve people’s sense of security and satisfaction.


“The ministry attaches great importance to the issue and will resolutely investigate, severely punish and firmly attack the organizers, operators and ‘protective umbrellas’ behind prostitution crimes,” Wen Guohui, a ministry press officer, said on Sunday.


The ministry’s statement followed a report by China Central Television on Feb 9 about prostitution in Dongguan. The report said local police turned a blind eye to the widespread prostitution.


The report triggered a massive crackdown in the city. More than 6,000 police officers swept through hundreds of hotels, saunas and karaoke bars in Dongguan on Feb 9, arresting at least 67 people, shuttering 12 venues and suspending two police chiefs.


The ministry, which sent a panel to Guangdong to supervise the raid, said it will investigate malfeasance and other illegal behavior of any officials involved and punish them no matter who they are.


On Friday, Yan Xiaokang, vice-mayor of Dongguan and head of the city’s public security bureau, was sacked for dereliction of duty.


On Sunday, Party leaders of four local townships in Dongguan — Humen, Houjie, Huangjiang, and Fenggang — also made open apologies. They admitted loopholes in the management and said they will learn from this lesson and fully perform their duties in fighting crimes.


Since the crackdown in Guangdong, police in many other provinces, including Jiangsu, Heilongjiang, Hunan and Shandong, have mounted large-scale campaigns against prostitution and the sex trade.


On Thursday night, 200 police in Nantong, Jiangsu province, raided local karaoke clubs and nightclubs, arresting 100 people suspected of providing sex services.


On the same night, 300 Leiyang police in Hunan province raided hotels, entertainment venues, saunas and websites in a crackdown on sex trade and gambling.


Leiyang police arrested 79 people suspected of their involvement in prostitution and gambling. Police also shut down 22 entertainment venues and seized and destroyed 25 gambling machines.


Earlier on Tuesday, authorities in Harbin, Heilongjiang province, dispatched 4,800 police officers to investigate 2,700 hotels, bathhouses and entertainment places in a similar crackdown.

Florida pastor loses job after arrest in prostitution sting

  • A northwest Florida pastor was arrested earlier this month as part of a prostitution sting.


    Michael Steven Ward, of Molino, was arrested Jan. 3 after contacting an undercover officer and offering to pay for a sex act during an arranged meeting in Pensacola, authorities said.


    Ward was charged with procuring for prostitution, a second-degree misdemeanor, and released later that same day on $ 500 bond.


    He was dismissed from a leadership position at Atmore (Alabama) Apostolic Church, where he’d been pastor for several years, after his arrest.


    Ward also managed a tire shop in Molino.


    The Escambia County sheriff’s office arrested 51 prostitutes and customers during the sting, which began at the end of December.

Barbara Boxer and Harry Reid Reminisce About David Vitter"s Prostitution Scandal

Republican Sen. David Vitter won’t stop bashing Obamacare on the Senate floor this week, and that’s annoyed top Democrats Barbara Boxer and Harry Reid. Vitter demanded a vote on his Obamacare amendment to an unrelated energy and efficiency bill. It’s too bad for Vitter that Reid and Boxer remember the year 2007 — they reportedly floated legislation right back that’s intended to remind everyone of Vitter’s history with prostitutes.


Vitter’s amendment would have gotten rid of government contributions that help cover federal workers’ health care coverage. According to the National Journal, Reid and Boxer floated legislation that “would ban senators from getting government contributions for their health insurance costs if there is ‘probable cause’ they solicited prostitutes.” In 2007, Vitter got embarrassingly caught up in the “D.C. Madam” scandal when his phone number surfaced during an investigation of a D.C. prostitution ring. He addressed the issue by saying he committed a “very serious sin.” 


Vitter told Politico that Reid is acting like an “old-time Vegas mafia thug.” Vitter’s now calling for an ethics investigation focusing on another draft of Reid and Boxer’s legislation. That draft proposes to deny health insurance coverage to those who vote for Vitter’s Obamacare amendment — Vitter says that’s bribery. As it happens, Boxer is the Chairman of the ethics committee.


Vitter noted that Boxer should be stripped of her membership on the committee if she’s found guilty. Boxer told the National Journal late Friday, ”Senator Vitter has manufactured a bizarre and phony attack that demeans the Senate.” And they say nothing gets done in Congress.

DEMS DREDGE UP VITTER PROSTITUTION SCANDAL – Manu Raju and John Bresnahan have the scoop for POLITICO: “Senate Democrats have had all they can take from David Vitter and his fixation on Obamacare — and they’re dredging up his past prostitution scandal to hit back. Vitter, a Louisiana Republican, has infuriated Democrats this week by commandeering the Senate floor, demanding a vote on his amendment repealing federal contributions to help pay for lawmakers’ health care coverage. But Democratic senators are preparing a legislative response targeting a sordid Vitter episode. If Vitter continues to insist on a vote on his proposal, Democrats could counter with one of their own: Lawmakers will be denied those government contributions if there is ‘probable cause’ they solicited prostitutes.


– “According to draft legislation obtained by POLITICO, Democrats are weighing whether to force a Senate vote on a plan that would effectively resurrect Vitter’s past if the conservative Republican continues to press forward with his Obamacare-bashing proposal. REBUILT AFTER SANDY, N.J. BOARDWALK GOES UP IN FLAMES – Kate Zernike “Nearly a year after Hurricane Sandy devastated the Jersey Shore, a boardwalk that was just rebuilt was ravaged by fire on Thursday, as a blaze that began at an iconic ice cream shop quickly engulfed businesses along a stretch of beach in two towns.  Flames and black plumes of smoke shot high above the Boardwalk in Seaside Park, where the fire began after 2 p.m. Within hours, strong gusts of wind swept the fire north along the adjoining Boardwalk of Seaside Heights, where a roller coaster had sat mangled in the ocean for months and became a symbol of the storm’s damage.  Funtown Pier, nearly destroyed by the hurricane, collapsed in flames. FEC: BOEHNER DONORS MAY HAVE EXCEEDED LIMITS – Jessica Wehrman writes in the Columbus Dispatch: “The Federal Election Commission is questioning House Speaker John Boehner about $ 64,000 in excess campaign contributions, according to a letter the bipartisan panel sent to Boehner this week. Under federal campaign-finance law, lawmakers can receive donations from individuals of up to $ 2,500 for a primary and $ 2,500 for a general election. Political-action committees can donate twice that amount. The letter references donations mostly made at the end of 2011 and questions contributions from three individuals and six political-action committees. Las Vegas Sun, “Obama gave Reid political whiplash on Syria,” By Karoun Demirjian: “As senate majority leader, part of Harry Reid’s unofficial job description is to work the Democratic president’s policies through the Congress. But in the past few days, President Barack Obama’s official stance on striking Syria has changed with enough frequency to give Reid political whiplash on a very public stage. The president and his team really dumped a bad one on him this time,’ said Jim Manley, Reid’s former communications director. ‘When the president asks him to do something he’s going to try to get it done … but he got caught in the whipsaw, the back-and-forth that went on last week.’ Reid was the first of the congressional leaders to make an official speech [on Syria] Monday But within a few hours, Russian officials announced that they had struck a deal with Syria, under which Syrian President Bashar Assad would turn over all of his chemical weapons. PETE KING GOES HIS OWN WAY IN ’16 RUN – POLITICO’s Katie Glueck in Wolfeboro, N.H.: “ Presidential hopefuls don’t typically open their sales pitch by promoting policies that voters overwhelmingly oppose or by knocking their own party almost as much as the other one. Peter King is not your typical presidential hopeful. The brash Republican congressman from Long Island has been making the rounds in New Hampshire, pressing for military action in Syria — which about one in three Americans support — and warning against growing isolationist sentiment at home, symbolized by the rise of libertarian-leaning Sen. OBAMA’S GOP COUSIN MAY PRIMARY ROBERTS – Our own James Hohmann and Manu Raju report: “Barack Obama’s second cousin once removed, is laying the groundwork for a potential Republican primary challenge against Kansas Sen. Pat Roberts next year. Milton Wolf has been gauging support, sources told POLITICO, sending an email to GOP activists the last week of August asking them to get in touch if they want more senators like Ted Cruz, Mike Lee and Rand Paul. Wolf, a 42-year-old practicing radiologist, accused Roberts of raising the debt ceiling, bailing out Wall Street and supporting earmarks. He noted that Roberts said recently that he does not see a way out of using military force in Syria and endorsed former Kansas Democratic Gov. CONGRESS APPROVAL RATING ACTUALLY IMPROVES – Sean Sullivan writes in the Washington Post: “How poor a job is Congress doing in the eyes of the American public? So poor that fewer than one in five Americans approve — and that’s actually GOOD news for Capitol Hill lawmakers. Congress’ approval rating jumped up five points from 14 percent to 19 percent during the last month, according to a Gallup poll released Wednesday. It’s the highest number since October of 2012. (Of course, “highest” is a relative term given how low the numbers have been.) So why the jump? Gallup suggests it could be related to President Obama asking Congress to approve military action against Syria. (That ask is currently on hold.) FBI arrests 150 in child prostitution crackdown




  • The Bay area and Detroit have the most arrests and child rescues

  • The FBI says the three-day undercover operation is its biggest to date

  • 105 children across the country are rescued in the nationwide operation

  • The ages of the children involved range from 13 to 17



Washington (CNN) — They are mostly teenage girls, often from broken homes where no one misses them. Their world is one of drugs and abuse — emotional and physical — in which they are forced to sell their bodies.


In announcing the FBI’s latest crackdown on child prostitution, officials Monday described a dark underside of society that has grown through Internet sites that provide pimps easy access to johns in hotels, motels, at truck stops and just about anywhere else.


The nationwide operation over the weekend resulted in 150 arrests, with 105 children between the ages of 13 and 17 rescued, according to Ron Hosko, assistant director of the FBI’s Criminal Investigative Division.


Overall, the three-day undercover Operation Cross Country took place in 76 cities and involved 230 law enforcement units, Hosko told a news conference.


It was the largest such sweep to date, he said, with 28 searches and 129 seizures of cash, drugs, vehicles and firearms. Those arrested face a variety of federal and state charges, including pimping.


This seventh iteration of Operation Cross Country also was the most successful, with a 30% to 40% increase in “identifying both victims and pimps” compared with previous operations, Hosko said.


He credited the success in part to an expansion of the probe to websites such as www.backpage.com, which he called a forum “where pimps and exploiters gather.”

Authorities also have learned more about how the market thrives. For example, Hosko explained that major sporting events such as the Super Bowl and the NCAA Final Four attract tens of thousands of visitors with money who want to party, and pimps with prostitutes ready to cash in.


“We have had children recovered from each of those events, multiple children from each of those events in the past,” he said.


While technology has changes methods of procurement, the underlying demographics of the child victims of the prostitution industry remain little changed — young girls around 13 to 16 years old with few or no family ties.


“That tends to be the age that many of us as loving and caring parents occasionally find some differences with our teenage daughters, and exploiters will exploit that gap,” Hosko said.


A breakdown of cities where the latest arrests took place, and where child prostitutes were recovered, reveals some unexpected findings.


The San Francisco-Oakland region in California had 17 arrests and 12 recovered child prostitutes, while Detroit, which just declared itself bankrupt, had 18 arrests and 10 rescued children.


Meanwhile, New York City had none of either, Las Vegas had one of each and New Orleans had five arrests and four recovered children, compared with 13 arrests and three child prostitute rescues in Oklahoma City.


“This operation serves as a reminder that these abhorrent crimes can happen anywhere,” Hosko said.


Opinion: Sex trafficking, an American problem too


Operation Cross Country is part of the FBI’s Innocence Lost National Initiative, which seeks to identify children lured or forced into prostitution and remove them from risk, according to Hosko.


The circumstances of the situation make finding victims especially difficult, he explained.


“Commonly some of these children have stepped away from their families,” he said, adding that “there is no one to call and report ‘my daughter is missing.’”


Other major problems are the culture of abuse, both physical and emotional, and the drug use prevalent in child prostitution.


“We have victims whose new normal is abuse and is drug-infected,” Hosko said, explaining there is an environment of instability in which “the expectation of somebody who cares about them may last for 30 minutes or an hour before the abuse starts again.”
