The Syrian government and the opposition met face to face on Tuesday and observed a minute of silence for people killed in the three year conflict after a first round of talks last month failed to make significant progress, delegates said. Syrian state news agency SANA said the morning’s joint session started with a minute’s silence “for the souls of the martyrs of the village of Maan in rural Hama.” Opposition spokesman, Monzer Akbik, said that Tuesday’s session was still focused on discussing what the schedule for the week should be and said the two sides were arguing over the length and number of meetings. VIDEO: Syria Meets Crucial Deadline For Chemical Weapons Plan

The Syrian government has submitted a formal declaration of the chemical weapons in its possession and a plan for their removal, a crucial first step in an international agreement to destroy or remove its stockpiles and weapons. The declaration was in line with the deadline set by the Organization for the Prohibition of Chemical Weapons, the international agency that is overseeing inspections of Syria’s chemical weapons. The organization made the announcement Sunday, saying Syria had submitted its declaration on Thursday, several days before the Sunday deadline. The OPCW governing council will review Syria’s plan by November 15.
