WASHINGTON (Reuters) – Global regulators should have more policy tools to counter the risk of devastating bank runs and should have powers over a wide array of market participants, U.S. Federal Reserve Governor Dan Tarullo said on Friday.


“There is a need to supplement prudential bank regulation with a third set of policy options in the form of regulatory tools that can be applied on a market-wide basis,” Tarullo said at a conference on shadow banking.


Tarullo also detailed the Fed’s plans to make new rules that would make it less attractive for banks to raise cash in short-term wholesale funding markets, a key factor in the collapse of Lehman Brothers in 2008.


Banks that substantially rely on short-term funding in the interbank market should be required to hold more capital on top of what is already mandated by international rules under the so-called Basel III pact, Tarullo said.


Tarullo, who is the central bank’s main policymaker on financial regulation, announced the Fed was working on a short-term funding rule earlier this year.


He said that international regulators should also consider ramping up capital requirements for matched books of repurchasing – or repo – agreements, which are a prominent part of the shadow banking system.


“Current versions of capital and liquidity standards do not deal with matched book issues,” he said.


Thirdly, regulators should address risk in such transactions regardless of whether they were executed by banks or by other market participants, such as hedge funds.


The Financial Stability Board, in which global regulators cooperate, was already working on plans to do so, Tarullo said, but he said he disagreed with some of the details, and presented some alternative ideas.

Obama should counter pressure over Iran


American journalist Philip Weiss says President Barack Obama’s administration is trying to counter pressure over talks with Iran.


“The pressure continues. The pressure is all over our political system, but I think it is a fact that the Obama administration is trying to counter that pressure”, he said in a phone interview with Press TV on Tuesday.


US Secretary of State John Kerry on Monday rejected Israeli Prime Minister Benjamin Netanyahu’s demand for more pressure against Tehran over the country’s nuclear energy program.


“We will not succumb to those fear tactics and forces that suggest otherwise,” Kerry said.


Iran held nuclear talks with the P5+1 (the United States, Russia, China, France, Britain and Germany) in Geneva earlier this month. The two sides are set to meet again in Geneva on November 7-8.


Netanyahu has repeatedly called on Washington to toughen sanctions and the language of military threat until Tehran dismantles is uranium enrichment program.


Weiss also told Press TV that it’s in Washington’s best interests to deal with Iran diplomatically.


“I’m very hopeful about this that finally Americans will demonstrate their sovereignty on this question and not defer to a foreign country about what is in our best interest”, Weiss said.


“I think it clearly is in our best interests as Americans to be talking to Iran about its nuclear policies and figuring out a way for all of us to go forward”, he added.

James Bond watch with geiger counter sells for $160,000

LONDON (Reuters) – A watch adapted for the fictional British spy 007 in the James Bond movies sold for nearly 104,000 pounds ($ 160,000) at a pop culture auction on Wednesday after being bought, strapless, at car boot sale for 25 pounds.



The Breitling Top Time, worn by actor Sean Connery during 007′s mission to find stolen atomic bombs the 1965 movie “Thunderball”, was estimated to sell for between 40,000 and 60,000 pounds.


Auction house Christie’s said this was the first watch to be modified by the Q branch in the Bond movies and was equipped with a “Geiger counter” to help the suave secret agent detect the emission of nuclear radiation in the film.


Made by Breitling in 1962, it was adapted by the James Bond art department and was the only example produced for the movie, a Christie’s spokeswoman said.


She was unable to give details on the vendor or purchaser of the watch that was one of 252 lots at the auction house’s pop culture sale.


Among the many other items sold were Bob Dylan lyrics for an unreleased song and actress Elizabeth Taylor’s first wedding dress, which she wore as an 18-year-old when she married Conrad Hilton Junior in 1950 in one of the social events of that year attended by over 700 guests.


“The dress symbolizes one of the most iconic off-screen moments of ‘Golden Age Hollywood’,” Christie’s said in a statement.


The dress sold for nearly 122,000 pounds after an estimated sale price of 30,000 to 50,000 pounds.
