Obama, Biden to headline House Dem retreat

Vice President Joe Biden will be one of the headline speakers at next week’s House Democratic retreat, according to Democratic insiders.


President Barack Obama has also been invited to attend, but it is not clear if Obama will do so at this point, the sources said.







Obama and former President Bill Clinton, though, will be at a Senate Democratic retreat this week. That event will be at the Washington Nationals’ stadium in southeast D.C.


Biden has spoken at annual House Democratic event in recent years, and he is popular with rank-and-file lawmakers.


House Democrats need to pick up 17 seats to take back the majority in November, although campaign analysts are already downplaying the possibility of that happening on Election Day. Several high-profile House Democrats, including George Miller and Henry Waxman, have retired in recent weeks. And while those seats will likely stay in Democratic hands, their decision to end long congressional careers is being interpreted by Republicans as a sign Democrats can’t win.


Obama’s soft poll numbers and the botched rollout of Obamacare have also hurt Democratic prospects at this point.


Yet Minority Leader Nancy Pelosi (D-Calif.) and the Democratic Congressional Campaign Committee have outraised their GOP counterparts so far. And Democrats hope that the upcoming debt-ceiling and immigration reform fights will give them an opportunity to rally their faithful.

I was perusing online stories about today’s release of pending homes sales data from the National Association of Realtors. Here are a few sample headlines.


NAR: Pending Home Sales Edge Up in November
CNBC: US pending home sales rise 0.2 percent
Calculated Risk: Pending Home Sales Index increased 0.2% in November
Forbes: Pending Home Sales Tick Up In November, First Time In Five Months
Reuters: U.S. pending home sales end slide, hint at stabilization
Fox Business News: Pending Home Sales Rise Slightly, Miss Street View


One Headline Title Stood Out


Zero Hedge: Pending Home Sales Plunge At Fastest Pace Since April 2011


It took about one second to understand the discrepancy.


All but the ZeroHedge headline (not necessarily the articles) ignored the NAR statement (see first link) “The Pending Home Sales Index,* a forward-looking indicator based on contract signings, inched up 0.2 percent to 101.7 in November from a downwardly revised 101.5 in October, but is 1.6 percent below November 2012 when it was 103.3.


ZeroHedge has a chart that shows just that.


Pending Home Sales Year-Over-Year



It’s kind of easy for sales to be up when the previous month was revised lower. But how much lower? The NAR did not even say. Let’s take a look at monthly NAR reports to find out.


November 25 NAR: October Pending Home Sales Down Again, but Expected to Level Out: The Pending Home Sales Index,* a forward-looking indicator based on contract signings, slipped 0.6 percent to 102.1 in October from an upwardly revised 102.7 in September, and is 1.6 percent below October 2012 when it was 103.8. The index is at the lowest level since December 2012 when it was 101.3; the data reflect contracts but not closings.


October 28 NAR: Pending Home Sales Continue Slide in September: The Pending Home Sales Index,* a forward-looking indicator based on contract signings, fell 5.6 percent to 101.6 in September from a downwardly revised 107.6 in August, and is 1.2 percent below September 2012 when it was 102.8. The index is at the lowest level since December 2012 when it was 101.3; the data reflect contracts but not closings.


September 26 NAR: Pending Home Sales Decline in August: The Pending Home Sales Index,* a forward-looking indicator based on contract signings, eased 1.6 percent to 107.7 in August from a downwardly revised 109.4 in July, but remains 5.8 percent above August 2012 when it was 101.8; the data reflect contracts but not closings. Pending sales have been above year-ago levels for the past 28 months.


August 28 NAR: July Pending Home Sales Slip: The Pending Home Sales Index,* a forward-looking indicator based on contract signings, declined 1.3 percent to 109.5 in July from 110.9 in June, but is 6.7 percent above July 2012 when it was 102.6; the data reflect contracts but not closings.  Pending sales have stayed above year-ago levels for the past 27 months.


Note the October data (released November 25) showed the pending home sales index slipped a reported 0.6 percent to 102.1.

  • Last Month: 102.1

  • This Month: 101.7

  • Result: Rise of 0.2

With all this revisionist history, these month-over-month comparisons seem rather meaningless. The chart posted by ZeroHedge shows the real story.

Lawrence Nun, the NAR cheerleader had this to say “We may have reached a cyclical low because the positive fundamentals of job creation and household formation are likely to foster a fairly stable level of contract activity in 2014“.

Five Housing Headwinds


  1. Prices Up (Housing Less Affordable)

  2. Interest Rates Up (Housing Less Affordable)

  3. Insufficient Wage Growth (Housing Less Affordable)

  4. Household Formation Poor (Lack of Buyers)

  5. Poor Job Growth  (Lack of Buyers)

I suggest there is absolutely nothing that suggests a cyclical low.  The recovery has been fueled by excessively low rates, that are now rising sharply.

Initial Reaction


Some of the skew in last month’s job report related to the government shutdown was taken back today, as expected. The labor force stats and participation rate were exceptions, and details reveal much weakness.


  • Last month employment fell by 735,000 due to the shutdown, this month it rose by 818,000.

  • Averaging the two months, household survey employment only rose by 83,000 (a mere 43,500 per month)

  • Last month, the change in those not in the labor force was +932,000. This month, the change was -268,000.

  • Last month the labor force declined by 720,000. This month it only rose by  455,000.

  • Averaging the two months, the labor force fell by 265,000. This explains the drop in the unemployment rate despite anemic employment growth on average.

  • Last month the participation rate fell 0.4 percentage points to a new low, this month, only 0.2 percentage points were taken back.

Ignoring the decline and the rise in employment over the past two months, the huge discrepancy between the household survey and the establishment survey persists.


In essence, this was a bad report, with people dropping out of the labor force like mad.  


Revisions


This was the fifth straight month of revisions to the establishment survey but the revisions were relatively minor.


The change in total nonfarm payroll employment for September was revised from +163,000 to +175,000, and the change for October was revised from +204,000 to +200,000. With these revisions, employment gains in September and October combined were 8,000 higher than previously reported.


Explaining the Unemployment Rate


  • Unemployment fell by 0.3 percentage points

  • Employment rose by 818,000

  • Those in the labor force rose by 455,000

  • The civilian population rose by 186,000.

  • The Participation Rate (The labor force as a percent of the civilian noninstitutional population) rose 0.2 to 63.0%.

Employment rose more than the labor force, so the unemployment rate fell as further explained in my “initial reaction” above.

Additional Notes About the Unemployment Rate


  • The unemployment rate varies in accordance with the Household Survey, not the reported headline jobs number, and not in accordance with the weekly claims data.

  • In the last year, those “not” in the labor force rose by 2,418,000

  • Over the course of the last year, the number of people employed rose by a mere 1,109,000 (an average of 92,417 a month)

  • In the last year the number of unemployed fell from 12,042,000 to 10,907,000 (a drop of 1,185,000)

  • Percentage of long-term unemployment (27 weeks or more) is 37.3%, an increase of of 1.2  percentage points from last month.

  • The mean duration of unemployment is 37.2 weeks, an increase of 1.1 weeks.

  • Once someone loses a job it is still very difficult to find another.

  • 7,619,000 workers who are working part-time but want full-time work. A year ago there were 8,029,000. This is a volatile series.

November 2013 Jobs Report


Please consider the Bureau of Labor Statistics (BLS) November 2013 Employment Report.


The unemployment rate declined from 7.3 percent to 7.0 percent in November, and total nonfarm payroll employment rose by 203,000, the U.S. Bureau of Labor Statistics reported today. Employment increased in transportation and warehousing, health care, and manufacturing.

Hours and Wages


Average weekly hours of all private employees rose 0.1 to 34.5 hours. Average weekly hours of all private service-providing employees rose 0.1 to 33.3 hours.


Average hourly earnings of production and non-supervisory private workers rose $ 0.03 to $ 20.28. Average hourly earnings of private service-providing employees rose $ 0.03 to $ 20.09.


Real wages have been declining. Add in increases in state taxes and the average Joe has been hammered pretty badly. For 2013, one needs to factor in the increase in payroll taxes for Social Security.

BLS Birth-Death Model Black Box


The BLS Birth/Death Model is an estimation by the BLS as to how many jobs the economy created that were not picked up in the payroll survey.


The Birth-Death numbers are not seasonally adjusted, while the reported headline number is. In the black box the BLS combines the two, coming up with a total.


The Birth Death number influences the overall totals, but the math is not as simple as it appears. Moreover, the effect is nowhere near as big as it might logically appear at first glance.


Do not add or subtract the Birth-Death numbers from the reported headline totals. It does not work that way.


Birth/Death assumptions are supposedly made according to estimates of where the BLS thinks we are in the economic cycle. Theory is one thing. Practice is clearly another as noted by numerous recent revisions.

Birth-Death Notes


Once again: Do NOT subtract the Birth-Death number from the reported headline number. That approach is statistically invalid.


In general, analysts attribute much more to birth-death numbers than they should. Except at economic turns, BLS Birth/Death errors are reasonably small.

Table A-15 is where one can find a better approximation of what the unemployment rate really is.


Notice I said “better” approximation not to be confused with “good” approximation.


The official unemployment rate is 7.0%. However, if you start counting all the people who want a job but gave up, all the people with part-time jobs that want a full-time job, all the people who dropped off the unemployment rolls because their unemployment benefits ran out, etc., you get a closer picture of what the unemployment rate is. That number is in the last row labeled U-6.


U-6 is much higher at 13.2%. Both numbers would be way higher still, were it not for millions dropping out of the labor force over the past few years.


Labor Force Factors


  1. Discouraged workers stop looking for jobs

  2. People retire because they cannot find jobs

  3. People go back to school hoping it will improve their chances of getting a job

  4. People stay in school longer because they cannot find a job

  5. Disability and disability fraud

Were it not for people dropping out of the labor force, the unemployment rate would be well over 9%.


Grossly Distorted Statistics


Digging under the surface, much of the drop in the unemployment rate over the past two years is nothing but a statistical mirage coupled with a massive increase in part-time jobs starting in October 2012 as a result of Obamacare legislation.


Digging beneath the surface, the snap-back from the government shutdown was nowhere near as strong as it should have been in the household survey. More on the the discrepancy between the two reports shortly.
