Obama Wants More Money For Wall Street Watchdogs

The budget for fiscal year 2015 released by President Barack Obama Tuesday includes increased funding for two regulatory bodies tasked with policing Wall Street. Obama proposed raising funding levels for both the Securities and Exchange Commission and the Commodity Futures Training Commission by over 25 percent. Both agencies are charged with implementing the restrictions imposed on the financial industry by the Dodd-Frank law.

Obama’s budget would increase the SEC’s budget by 26 percent to $ 1.7 billion. According to the Wall Street Journal, this added funding would likely be used to hire more investigators and examiners. Since the SEC charges Wall Street firms fees, its budget has no impact on the federal deficit.

The CFTC would get an increase of 30 percent for a total budget of $ 280 million in Obama’s budget. However, this amount is lower than the $ 315 million Obama proposed for the agency in last year’s budget. An unnamed administration official told the Journal this reduction was a result of spending caps imposed by the two-year budget deal. 

CFTC Commissioner Bart Chilton issued a statement Tuesday criticizing the more moderate increase. 

“I’m frustrated to say: the funding requested is insufficient to do the job,” Chilton said.

Obama proposed to pay for the additional CFTC funding with a new fee on financial firms. That plan as well as the White House’s prior budget proposal to increase CFTC funding have both previously been unable to get sufficient support in Congress. Once again, not all elements of the president’s budget will be accepted, however, it sets the stage for a bipartisan debate and the 2014 mid-term elections.

Mutianyu, one of the best-preserved parts of the Great Wall, is located in Huairou district, 70 km northeast of central Beijing.

This section of the Great Wall has frequently been the target of graffiti in English and other languages, according to a statement from the district’s publicity department on Sunday.

In fact, more foreign languages appear than Chinese, a report published by Beijing Evening News said on Friday. The No 5 Fighting Tower building is a popular spot for leaving graffiti, with most of it in English, the report said.

For many foreign tourists, Mutianyu is their first choice for seeing the Great Wall in Beijing.

As a key national cultural relics site, Mutianyu attracts many tourists every year, with 40 percent from foreign countries, according to the publicity department.

For years, the administration office of Mutianyu had arranged routine patrol teams to discourage tourists from graffiti writing. Anti-graffiti placards were also added.

Meanwhile, the cultural relics protection department was ordered to restore the defaced buildings.

Yet graffiti has remained a problem in Mutianyu, administrators said.

To solve it, they established a free graffiti zone for tourists in the No 14 Fighting Tower building. “As many tourists like to carve words on buildings, we will develop the graffiti writing area as a new scenic spot of Mutianyu,” said a director of the administration office.

The office said it plans to set up two more areas, in fighting towers No 5 and No 10 for tourists to carve or write their names in the future.

An electronic graffiti board is also being considered, it said.

The new policy gives visitors inclined to improperly leave their names an approved place to do so, which will better protect the ancient buildings of Mutianyu in the long run, said a publicity official, surnamed Wen, of Huairou district.

Xu Fan, a member of the panel of tourism experts of the World Tourism Organization, said that designating an area for graffiti was acceptable. But she questioned the plan to add more such areas and said an electric board for graffiti writing was a better choice.

Signage is also good, Xu said: “In current areas where tourists carve words spontaneously, the administrators should also set up signs to guide people to the newly established graffiti writing area.”

New Yorkers Funded Third of "Wolf of Wall Street"s" $100M Budget

“The Wolf of Wall Street” has been nominated for Best Picture, but it has already won one award – for Best Tax Break.

New York gives a 30 percent tax credit to film companies for movies filmed in the Empire State, which means that New Yorkers helped fund a third of “The Wolf of Wall Street’s” $ 100 million budget, according to a study from the Manhattan Institute.

All nine Best Picture nominees benefited from tax breaks offered to film companies across the country, which states created as an incentive for movie companies to do businesses there.

The best incentives are in Louisiana, where filmmakers are given a 30 percent credit on production costs and a five percent payroll credit. While “12 Years a Slave” and “Dallas Buyers Club” were both filmed in the Bayou State, they had much smaller budgets and didn’t have the savings of “Wolf.”

While the argument for such tax breaks by their supporters is that they will help create jobs and increase tax revenue, this has not turned out to be the case.

“Data from several states find movie production incentives generate less than 30 cents for every lost dollar in tax revenue,” the Manhattan Institute found.

The conservative think tank notes that this is a common problem with targeted tax breaks — they “routinely fail to deliver on the economic promises made by their proponents.”

It is also an example of government choosing winners and losers, the group says, and any industry would be attracted to a state if it promised to pay for a third of its costs. And if states did offer such incentives to other industries, it wouldn’t be sustainable.

But film is an especially bad industry to subsidize as the jobs it creates are temporary, and the workers are very specialized.

Connecticut, one of 37 states with tax incentives for the film industry, suspended its program in 2013 for two years after it became clear that it was hurting the state to spend the $ 140 million to attract filmmakers more than it was helping.

That’s what reporter Kevin Roose discovered when he sneaked into the 2012 annual black-tie induction ceremony of Kappa Beta Phi, a secret Wall Street fraternity that’s been around since 1929. Big cheeses like billionaire investor Wilbur Ross, AIG CEO Bob Benmosche, and former Bear Stearns chair Alan “Ace” Greenberg took in the event’s camaraderie and heavy drinking at New York’s St. Regis Hotel ballroom in 2012. Among the lowlights:

• A private-equity executive at Welsh, Carson, Anderson & Stowe told jokes like, Q: “What’s the biggest difference between Barney Frank and a Fenway Frank?” A: “Barney Frank comes in different-size buns.”


• Bill Mulrow, top Blackstone Group executive, donned tie-dye clothes to portray a “liberal radical” while a hedge fund manager berated him: “Bill, look at you! You’re pathetic, you liberal! You need a bath!”


• Investment banking CEO Warren Stephens hit the stage draped in a Confederate flag and sang a financial-crisis song to the tune of “Dixie”: “In Wall Street land we’ll take our stand, said Morgan and Goldman. But first we better get some loans, so quick, get to the Fed, man.”

Writing about the party in his new book, Young Money (excerpted at the Daily Intelligencer), Roose describes how the Wall Street types eventually spotted him and shuttled him into the hall—where they promised to take his calls if he “could just keep their privacy in mind.” Obviously, Roose didn’t play ball. His take-away from the event? “The upper ranks of finance are composed of people who have completely divorced themselves from reality. A group of billionaires and multi-billionaires intent on pushing gay marriage and amnesty has started an effort to pump money into the Republican Party. The Politico report makes clear as well that these guys want to align Republican interests to Wall Street. As we see more and more every day, Wall Street’s interests are not the same as Main Street’s interests.

This group will push social liberalism within the GOP. They’ll start with gay marriage, but no doubt over time will transition to abortion rights. That’s the way these things typically happen. They’ll push amnesty too. And they’ll want to convince the GOP that what is good for Wall Street is good for America, which is less and less true these days.

By the way, it appears this group favors Thom Tillis in North Carolina, which means conservatives in North Carolina need to rally behind someone other than Tillis to get through the primary season.

This is troubling because, as we know, the party leadership in Washington listens to big money donors who diverge greatly from the GOP base on a host of issues.

Since the 2012 election, Singer has stepped up his advocacy for an overhauled GOP agenda. He donated to an immigration reform group, the National Immigration Forum; and last month, Singer and Loeb organized events, including one with the Human Rights Campaign, at the World Economic Forum in Davos focused on LGBT issues.

If you hear of money from the American Opportunity Alliance backing any candidate with significant dollars, raise the red flag for conservatives. Because the odds go up they’re going to turn out to be pukes in Congress.

Venture capitalist Tom Perkins recently launched himself into the news with a letter to the Wall Street Journal drawing parallels between what he views as liberal hostility to the “one percent” and Nazi hostility to the Jews in the 1930s.

Perkins was quickly castigated by his Silicon Valley peers for voicing fear of a liberal “Kristallnacht,” and he apologized on Monday.

But other investors have made more temperate complaints, criticizing President Obama and liberals for being too hostile toward the rich, and Perkins’ critique is reflected in a larger trend in campaign contributions since the 2008 elections.

Up through the 2010 cycle, contributions from the securities and investment industry (which we often refer to as “Wall Street”) didn’t lean heavily toward either Democrats or Republicans. Over time, each party received at least 42 percent of the industry’s contributions.

In the 2010 cycle, though, despite Democratic control of the White House and both chambers of Congress, the industry shifted slightly in the direction of the GOP. In the 2012 cycle, nearly 70 percent of contributions went to Republicans. Democrats have done a bit better in the current cycle (so far we show figures only through Sept. 30, 2013), but securities and investment is still giving the lion’s share of its funds to Republicans — more so than in any cycle before 2012.
 
The trend is even more striking in a comparison of the last two presidential elections. In 2008, Obama was the top recipient of donations from Wall Street, with close to double the total of his Republican rival John McCain. In fact, securities and investment was Obama’s fourth largest donor by industry. But in 2012, GOP nominee Mitt Romney received more than three times as much money from this industry as Obama. Securities and investment was the No. 2 industry for Romney in the last election, but had fallen to No. 10 for Obama.

Top donors followed suit: Obama’s top 20 in 2008 included several from Wall Street — but none from the industry appear on his 2012 list .

Perkins’ donations have followed the same pattern. Prior to the 2010 election cycle, he donated to both parties. Up until the 2008 cycle he had given somewhat more to Democrats than Republicans, and he even gave $ 2,300 to Hillary Clinton’s 2008 presidential campaign. Since then he has both increased the amount of money he donates to politics and shifted almost all of it to Republicans. From 2009 on he gave more than $ 87,000 to Republicans, including $ 2,500 to Romney. Perkins, like much of Wall Street, has shown his discontent with his wallet as well as his mouth.
