EU agrees on travel bans and asset freezes for Russians in response to Ukraine crisis

The European Union agreed on a framework for their first round of sanctions on Russia since the Cold War in response to the situation in Crimea, including bans on travel and asset freezes on certain people and firms.

This comes after Secretary of State John Kerry indefinitely delayed a meeting with Russian President Vladimir Putin, Russian forces continued to take control of bases in Crimea and Russia held air defense drills.

The EU move was stronger than many had expected, according to Reuters, and will target “an as-yet-undecided list of people and firms accused by Brussels of violating the territorial integrity of Ukraine.”

The sanctions will be imposed on Monday if diplomatic progress is not made, according to German Chancellor Angela Merkel.

The referendum that could make Crimea part of Russia will be held Sunday, even though the West continues to maintain that the vote is illegal.

While Washington has also announced a series of sanctions to be imposed on Russia, the measures imposed by the European Union would likely hit Russia harder.

Reuters points out that “Europe buys most of Russia’s oil and gas exports, while the United States is only a minor trade partner. The EU’s 335 billion euros of trade with Russia in 2012 was worth around 10 times that of the United States.”

Another Reuters article noted that the sanctions are being coordinated in concert with the U.S., Switzerland, Turkey, Japan and Canada.

This collaboration is part of “an effort to ensure the sanctions net is as tight and effective as possible.”

“Member states shall take the necessary measures to prevent the entry into, or transit through, their territories of the natural persons responsible for actions which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine,” Article 1 of the document states, according to Reuters.

The second article states “all funds and economic resources [in the EU] belonging to, owned, held or controlled” by those deemed responsible for undermining Ukrainian integrity “shall be frozen.”

The document was approved after none of the EU member states objected to the phrasing of the document, according to unnamed officials.

Foreign ministers of EU states will convene on Monday to formally sign off on the restrictions, unless Russia changes course significantly.

“When it comes to sanctions on Russia, a decision has in fact already been made, especially on the procedure of introducing sanctions,” Polish Prime Minister Donald Tusk said at a press conference, according to ITAR-TASS.

Officials reportedly stated that Putin and Russian Foreign Minister Sergei Lavrov will not be on the sanctions list so that communications channels can remain open, according to Fox News.

Officials from the U.S., U.K., Italy, France, Germany, Switzerland and Japan met to discuss the issue in London on Tuesday, Fox News reports.

Scarborough: Politics Should End At The Water"s Edge In Time Of Crisis

JOE SCARBOROUGH: The president’s snippy retort about the ’80s wanting their foreign policy back now makes him look small and ill-prepared for the crisis that’s on him. And the consensus among foreign policy analysts, it just is, is that the diplomatic corps believe that neither Vladimir Putin nor any other world leaders on the stage fear Barack Obama enough to alter bad behavior.

But it bears noting that the Republicans crowing about the Democrats’ failed policy in Russia need to remember three things. First, it was George W. Bush who claimed to look into Putin’s eyes and see the goodness of his soul. Right, remember that?

Second, it was the Bush administration in charge that did very little to stop Putin from invading Georgia in 2008, to support breakaway factions to aligned with Russia then. And third, there remains a quaint notion that some of us still hold closely in our hearts despite all the shabby behavior over the past quarter century, politics should still end at the water’s edge in time of crises.

This is a time of crisis. A great crisis, Steve. And what can we do, other than calling the president feckless and attacking the president? Obviously, I’ve got — I share a lot of the same concerns that John McCain shares with Barack Obama’s foreign policy. But I don’t think that gets us anywhere right now when Vladimir Putin already believes Barack Obama’s weak, to undercut him in the middle of this crisis. So what can we do to make it hurt for Vladimir Putin?

The Pentagon is planning cuts to the defense budget that are causing controversy on Capitol Hill, the New York Times reports.

Defense Secretary Chuck Hagel plans to shrink the United States Army to its smallest force since before the World War II buildup and eliminate an entire class of Air Force attack jets in a new spending proposal that officials describe as the first Pentagon budget to aggressively push the military off the war footing adopted after the terror attacks of 2001.

…The proposals are certain to face resistance from interest groups like veterans’ organizations, which oppose efforts to rein in personnel costs; arms manufacturers that want to reverse weapons cuts; and some members of Congress who will seek to block base closings in their districts.

Such proposals always get the defense industry lobbyists on Capitol Hill reeling. The notion that big corporations manufacturing death machines will stop getting paid exorbitant amounts of taxpayer cash for weapons systems that military officials say they don’t even want or need is appalling to them, parasites that they are.

But, according to an NPR report this morning, “the part of the Pentagon’s plan that might get the sharpest reaction is the military’s suggestions for ways to reduce the growth in spending on pay and benefits.”

…Pentagon officials warn that those costs “are eating us alive.” The average annual cost of pay and benefits for each active duty member of the military, for instance, has risen from about $ 54,000 a decade ago to $ 110,000 now, he said. The costs of health insurance and other benefits for retirees are also soaring.

The bloated salaries and benefits for the military, according to Chairman of the Joint Chiefs Gen. Martin Dempsey, “will become a crisis.” One official told NPR that the Pentagon is essentially becoming “a benefits organization that occasionally kills a terrorist.”

In a 2012 piece for Foreign Policy, Rosa Brooks – whose husband is a career Army officer - lamented America’s ”socialist military” and criticized the fact that “the average member of the military is paid better than 75 percent of civilian federal workers with comparable experience.” Members of the military and their families, she wrote, get “America’s most generous” and “arguably unsustainable” benefits programs.

As the spouse of a career Army officer, I’m stunned by the range of available benefits. Health care? Free! Groceries? Military commissaries save military families roughly 30 percent over shopping in civilian stores. Education benefits? Career personnel can expect the military to finance additional higher education, and the post-9/11 GI Bill provides up to 36 months of benefits to veterans, amounting, in effect, to full tuition and fees for four academic years. (The education benefit is also transferable to dependents.)

Housing? Free on base and subsidized off-base (the housing allowance goes up with family size: from each according to his ability, to each according to his need). Pensions? After 20 years of service, military personnel can retire and immediately begin to receive, at the ripe old age of 40 or so, an annual pension equal to half their salary — for the rest of their lives. Anyone who thinks socialism failed in America has never spent time on a military base.

Cutting expensive and unnecessary weapons systems cuts to the heart of the nuts and bolts of rent-seeking politics in Washington. But cutting veterans benefits becomes an emotional issue for people, and thus may be very difficult to get past Congress.

These benefits are inordinate, unfair, and unsustainable. Military service is endlessly praised as the ultimate sacrifice for the country. But when you strip away the propagandistic state doctrine, military service is simply a commitment to kill strangers on the orders of politicians in Washington. I can’t for the life of me figure out why that deserves such disproportionate financial benefits.

Financial Crisis a Joke at Secret Wall Street Party

(Newser) – After ruining the global economy, why not celebrate with a party that features homophobic jokes and musical acts in drag? That’s what reporter Kevin Roose discovered when he sneaked into the 2012 annual black-tie induction ceremony of Kappa Beta Phi, a secret Wall Street fraternity that’s been around since 1929. Big cheeses like billionaire investor Wilbur Ross, AIG CEO Bob Benmosche, and former Bear Stearns chair Alan “Ace” Greenberg took in the event’s camaraderie and heavy drinking at New York’s St. Regis Hotel ballroom in 2012. Among the lowlights:

A private-equity executive at Welsh, Carson, Anderson & Stowe told jokes like, Q: “What’s the biggest difference between Barney Frank and a Fenway Frank?” A: “Barney Frank comes in different-size buns.”

Bill Mulrow, top Blackstone Group executive, donned tie-dye clothes to portray a “liberal radical” while a hedge fund manager berated him: “Bill, look at you! You’re pathetic, you liberal! You need a bath!”

Investment banking CEO Warren Stephens hit the stage draped in a Confederate flag and sang a financial-crisis song to the tune of “Dixie”: “In Wall Street land we’ll take our stand, said Morgan and Goldman. But first we better get some loans, so quick, get to the Fed, man.”

Writing about the party in his new book, Young Money (excerpted at the Daily Intelligencer), Roose describes how the Wall Street types eventually spotted him and shuttled him into the hall—where they promised to take his calls if he “could just keep their privacy in mind.” Obviously, Roose didn’t play ball. His take-away from the event? “The upper ranks of finance are composed of people who have completely divorced themselves from reality. President Barack Obama offered the desperate farmers and farmworkers of the drought-stricken Central Valley a desultory relief package last week: $ 1 billion for a “climate resilience fund,” plus “summer meals” and various other kinds of aid. For a president who boasts of his willingness to use executive action, it was a pathetic display of sophistry, full of mumbles about how water management is not a “zero-sum game”–though in this case, it is.

As the Investor’s Business Daily and countless others have noted, water management in California is a trade-off between the needs of farmers and the demands of the environmental movement, which has embraced the delta smelt, an obscure endangered species in the Sacramento-San Joaquin River delta. The Democrats, and Obama, have supported the environmentalists over the farmers–and the subsequent flushing of California’s reservoirs.

It may be true that the delta smelt is a species on which the whole regional ecosystem depends, and that its disappearance could have a negative effect on fishing, among other impacts. But that calls for wise management involving all stakeholders–not the blunt instrument of the federal courts, which utopian environmental activists have used precisely because they do not want to have to face the real challenges of water conservation.
