VIDEO: After Rejecting UAW, VW Workers May Still Get Works Council







Workers at Volkswagen AG’s Chattanooga, Tennessee, plant may have voted against joining the United Auto Workers union last week but they may still gain some representation in the company through the formation of a works council. The power of such a council, which would be a first of its kind in the United States, would be very limited under U.S. labor law. It could be consulted only on some limited matters rather than negotiate with management on working conditions. And some labor experts say if the workers want to participate in a works council they may have to set up their own independent union to avoid the perception of a company-organized union, which is not allowed under the law.

VIDEO: Panama Canal, Consortium Make New Proposals To Rescue Expansion







The companies working to widen the Panama Canal and the waterway’s administrator each made new proposals Friday, aimed at reviving the multibillion dollar project, after talks broke down this week amid a cost spat and work ground to a halt. Grupo Unidos Por El Canal said it was pushing for a settlement with the Panama Canal Authority to resume the work, which would double the capacity of the century-old waterway. The widened canal would allow bigger ships to ferry cargo such as grains, chemical products and vehicles between the Atlantic and the Pacific oceans. The consortium said its proposal took into account the concerns of the canal authority “while providing the funding necessary to finish the third set of locks.”

ECB President Mario Draghi has kicked back a proposal from advisors to change the way sovereign debt is risk-weighted and asked them to do some more work on it, German weekly news magazine Spiegel reported. The euro zone’s sovereign debt crisis has highlighted the dangers of banks buying its government bonds as a theoretically safe buffer against risky investments, particularly since holders of Greek bonds took a hit in the country’s bailout. The measures suggested by the advisors could have a big impact on how crisis-stricken states finance themselves in the future.

VIDEO: Weak Sales, More Promotions Hurt Sears









Sears reported a wider quarterly net loss on Thursday after sales fell at both its namesake department stores and its Kmart discount chain, and it invested in more promotions targeting rewards members. Sales have been falling since 2005, when hedge fund manager Edward Lampert merged the two U.S. chains in an $11 billion deal. Sales fell 6.7 percent to $8.3 billion, missing the analysts’ average estimate of $8.9 billion, according to Thomson Reuters. On Thursday, Lampert said Sears was spending more to make targeted offers to members of its Shop Your Way rewards program.
