In an apparent step forward for the Syrian peace talks, opposition delegation spokesman Monzer Akbik said that the two delegations in Geneva have agreed to use the “Geneva communique”, a document agreed by international powers in June 2012, as the basis for the talks: There was no immediate confirmation from the government or from the United Nations. Not all Syrian refugees, however, feel optimistic about the outcome:

China’s parliament has declared that Japan has no right to criticize the establishment of a Chinese air defense zone which it said was in accordance with international law, state media reported on Saturday. Japan, South Korea and their ally the United States have all protested at China’s decision last month to declare an air defense identification zone in an area that includes islands at the heart of a territorial dispute between Beijing and Tokyo.

ECB President Mario Draghi has kicked back a proposal from advisors to change the way sovereign debt is risk-weighted and asked them to do some more work on it, German weekly news magazine Spiegel reported. The euro zone’s sovereign debt crisis has highlighted the dangers of banks buying its government bonds as a theoretically safe buffer against risky investments, particularly since holders of Greek bonds took a hit in the country’s bailout. The measures suggested by the advisors could have a big impact on how crisis-stricken states finance themselves in the future.

Crude pipelines have been shut-off in the eastern Chinese oil hub of Qingdao pending safety checks a day after a leak triggered a huge explosion that killed 47 people, a refinery official and state media said. Qingdao is one of China’s largest crude oil import terminals, supplying at least two major Sinopec Corp refineries – the Qingdao plant and Sinopec Qilu Petrochemical Corp – as well as many small, independent refineries. An official at the Qilu refinery said the city government had halted the flow of oil in all of the city’s pipelines for safety inspections, which meant crude deliveries to all refineries in the city were temporarily cut off.

Igor Sechin, the head of oil giant Rosneft, says it is planning energy projects in Belarus, Russian media reported, a sign the close Kremlin ally will not let a potash dispute undermine the Russian state firm’s business in Belarus. The collapse of a potash trading agreement in July triggered a diplomatic spat between Russia and its ex-Soviet ally, including Belarus’s arrest of the head of Russian fertilizer firm Uralkali .

The calls, which will be unclassified, are part of “the Administration’s consultations regarding the Assad regime’s use of chemical weapons in Syria on August 21,” the official said.
