California hits huge Obamacare landmark

Screenshot of front page of Covered California

California has absolutely blown through its goal for enrollments in Obamacare.

Covered California hit a milestone late Friday of one million people signed up for coverage in the state’s new health benefits exchange.

By the end of Saturday, the figure was up to 1,018,315 people who have applied for coverage and selected a health plan. […]

“This is a historic threshold for our exchange, for the state of California and for the nation,” Peter Lee, executive director at Covered California, said in a news release. “It speaks to the immense need for the Affordable Care Act and the millions of people who have been waiting for affordable coverage.”

The state had originally set a goal of 696,000 enrollments and the CBO estimated it would have 800,000 new enrollees. So, yeah, California is definitely overachieving. But they’re still pushing, focusing on outreach to Latinos and young people in the final two weeks of enrollment.

Mass shooting kills four Native Americans in northern California

Four people are dead and another two are injured after a woman began shooting inside a Native American tribal office in northern California, according to local law enforcement officials.

Four people are dead and another two are injured after a woman began shooting inside a Native American tribal office in northern California, according to local law enforcement officials.

The incident began Thursday afternoon in Alturas, California, where alleged shooter Sheri Lash, 44, was attending a meeting concerning her eviction when she reportedly opened fire. Around 3:30 p.m., police say Lash began “systematically shooting individuals” at the Cedarville Rancheria tribal office, expending all her ammunition and hitting six people.

Alturas Police Chief Ken Barnes told local ABC affiliate KRCR that after Lash ran out of bullets, she picked up a butcher knife from the kitchen and stabbed one of the individuals. She was reportedly found outside by police, running with a knife in her hand, and was quickly detained with the help of an office employee. Officials claimed two semiautomatic handguns were found at the scene.

According to Reuters, Lash is currently being held in police custody. She has been charged on counts of homicide, attempted murder, child endangerment, and brandishing a weapon.

Among the victims were two women, 19 and 45 years old, and two men, aged 30 and 50. All four were members of the Rancheria tribe, and one of the male victims was the current tribal leader. The two others who were injured – one of whom was shot multiple times and possibly stabbed – were transferred to local hospitals, where they were placed in critical condition.

Names of the victims were not made public, while autopsies on the deceased are scheduled for Friday.

“This is like nothing I have had to deal with in my 25 years of being with the city of Alturas,” Barnes told another ABC affiliate, News 10. “It’s just tragic.”

Police were apparently notified of the shooting when an individual managed to escape the Rancheria office, covered in blood, and made their way to authorities.

The Cedarville Rancheria is a federally recognized tribe with 35 members, according to the organization’s website. The tribe encompasses 26 acres of land in on northern California, and was meeting to consider the eviction of Lash and her son, though the reasons for such action are unclear.

“We’re trying to get this thing resolved as quick as possible,” Barnes said to News 10. “So it’s, it’s a huge impact on our community.”

California drought: State Water Project will deliver no water this summer

posted on Feb, 2 2014 @ 04:53 PM

For the first time in its 54-year history, the State Water Project, a backbone of California’s water system, will provide no water to urban residents or farmers this year because of the severe drought, state officials said Friday. The State Water Project, approved by voters in 1960 and a key legacy of former Gov. Pat Brown, the governor’s late father, is a massive system of 21 dams and 701 miles of pipes and canals that moves water from Northern California to the south. It essentially takes melting snow from the Sierra Nevada, captures it and transports it from Lake Oroville in Butte County through the Sacramento-San Joaquin River Delta all the way to San Diego. In doing so, it provides drinking water for 23 million people from Silicon Valley to the Los Angeles basin and irrigates about 750,000 acres of farmland.

Smith & Wesson pull out of California over microstamping

posted at 5:01 pm on January 26, 2014 by Jazz Shaw

California is providing a valuable lesson for defenders of Second Amendment rights around the country this year. Having failed to convince the courts that guns should be outright banned, they’ve done an end around move and passed a law which makes it so prohibitively expensive to produce their product that at least one major manufacturer is just going to stop selling some of their weapons there.

Gun manufacturer Smith & Wesson refused Thursday to comply with California’s controversial “microstamping” law, causing more of its products to fall off the state’s permissible firearms list and be ineligible for sale.

In a two-page statement on its website, Smith & Wesson criticized Assembly Bill 1471, which requires new or redesigned semiautomatic weapons to carry microstamping technology, imprinting its make, model and serial number onto shell casings when a bullet is fired.

Though the law was passed in 2007, language in the legislation stipulated it would go into effect when the necessary technology was widely available. It was not enacted until May 2013.

Critics argue that the technology is flawed. In its statement, Smith & Wesson said “a number of studies have indicated that microstamping is unreliable, serves no safety purpose, is cost prohibitive and, most importantly, is not proven to aid in preventing or solving crimes.”

“Smith & Wesson does not and will not include microstamping in its firearms,” the statement said. “The microstamping mandate and the company’s unwillingness to adopt this so-called technology will result in a diminishing number of Smith & Wesson semiautomatic pistols available for purchase by California residents.”

Microstamping is notoriously unreliable as a means of tracing weapons used in crimes, adds a huge cost burden to the manufacturer and the consumer, and can be easily thwarted by most criminals with even a rudimentary knowledge of mechanics and the ability to use a common file.

Over at Townhall, you can view a video report, including an interview with one gun shop owner who explains why this is a covert attack on Second Amendment rights hiding under the guise of enhanced law enforcement capacity. (Warning: The video is autoplay, so keep that in mind before clicking.)

Obviously the law’s author is proclaiming that of course this has nothing to do with the Second Amendment! They’re not trying to deny your right to keep and bear arms… they’re just trying to keep you safe. But as Smith & Wesson’s statement shows, the result is the same. By passing this law, California has effectively found a way to ban the sale of hand guns while still giving the appearance of allowing them. Sure… you can sell your hand guns here. You’re just going to have to re-tool your manufacturing process and drive the cost of the weapons to a prohibitive level.

Score one for the gun grabbers. Be on the lookout for similar legislation to to be brought up in state legislatures in blue states across the country.

California Water Crisis May Head off Potential Oil Boom

Nick Cunningham
OilPrice.com
January 18, 2014

Drilling for oil in California dates back to the late 19th Century, allowing it to become the country’s top producer by the beginning of the 20th. One hundred years later, California still ranks third, but its aging fields have been in decline for decades.

Hydraulic fracturing requires a lot of water, and as California’s water crisis worsens, a dearth of water along with state-mandated water restrictions will hamper oil and gas production.

Hydraulic fracturing requires a lot of water, and as California’s water crisis worsens, a dearth of water along with state-mandated water restrictions will hamper oil and gas production.

Yet the state is sitting atop the largest tight oil formation in the United States. The Bakken in North Dakota and the Eagle Ford in Texas may be leading the resurgence in U.S. oil production, but the reserves sitting in California’s Monterey Shale dwarf those of its more notable counterparts. The interest in the Monterey Shale is heating up, with the legislature passing a controversial law last year to put in place the state’s first regulations over hydraulic fracturing. The Director of the California Department of Conservation claims the “regulations include the strongest and most comprehensive public protections of any oil- and gas- producing state,” while still allowing the industry to move forward with drilling.

The Monterey Shale holds an estimated 13.7 billion barrels of unproven technically recoverable oil resources – about three times the reserves believed to be in the Bakken formation in North Dakota. Despite these prodigious resources, safely tapping them will be incredibly difficult. Deborah Gordon at the Carnegie Endowment for International Peace outlines in an important new report several significant obstacles that may prevent a Bakken-like bonanza in California.

Chief among them is water scarcity. California suffered its driest year ever in 2013, with recordkeeping dating back to 1895. 2014 will mark the third consecutive year of severe drought. Hydraulic fracturing requires a lot of water, and as California’s water crisis worsens, a dearth of water along with state-mandated water restrictions will hamper oil and gas production.

To make matters worse, much of the oil and gas reserves in the Monterey Shale are situated in the Central Valley, a huge agricultural region that grows much of the nation’s fruits and vegetables. Farmers are already feeling the bite of water limits, and the state is no stranger to fights over water between farmers, landowners, industry, and even neighboring states. A rise in oil and gas drilling will only exacerbate this conflict. Much will hinge on the confusing and overlapping authorities on water governance in California, as Gordon points out.

Another problem is the Monterey Shale’s location along several fault lines. Wastewater reinjection wells can contribute to seismic activity, which in turn could contaminate aquifers. The industry could expect some serious blowback should drilling activity be linked to a California earthquake.

Still, despite the laundry list of problems outlined by Gordon, the most important is probably the tough geology that could make oil and gas recovery difficult even for the most technically-proficient drillers. Throughout the formation, the structure varies, with folds that make the geology much more complex than that of North Dakota or Texas. Add to that the fact that oil and gas production rates in the Monterey Shale may actually be vastly overstated, and there are many reasons to believe that California is no North Dakota.

  • California’s worst drought in a century is devastating the state’s agriculture and destroying its forestland, which is being consumed by wildfire, Governor Jerry Brown said Friday as he declared a state emergency.

The emergency declaration allows California to access federal help to battle the drought, which has left huge swathes of tinder-dry forest vulnerable to catching fire.

On Thursday, a massive blaze raged just outside Los Angeles, damaging several homes and forcing residents to evacuate the area, where the fire risk had been elevated for weeks.

Brown urged residents of his state to reduce their water use by at least 20 percent.

“I’ve declared this emergency and I’m calling on all Californians to conserve water in every way possible,” he said in his statement.

“We can’t make it rain,” he added.

“But we can be much better prepared for the terrible consequences that California’s drought now threatens, including dramatically less water for our farms and communities, and increased fires in both urban and rural areas.”

Brown told reporters in San Francisco that the current conditions were “the worst drought that California has ever seen since records (began) about 100 years ago,” media reports said.

The region is suffering its third dry winter in a row, highlighted by the Los Angeles blaze.

California and other western US states are routinely hit with wildfires during the summer, but winter fires like the ones currently raging, are relatively rare.

California’s rivers and reservoirs have reached record lows, with only 20 percent of the normal average supplies of water from melting snowpack, which flows down from mountains like the Sierra Nevada north-to-south range.
