As illustrated by Sandy’s devastation – 44 dead, billions of dollars in damage, a flooded subway system and ConEd’s largest-ever power outage – the New York City area is highly exposed to the threat of sea level rise and extreme weather in a changing climate. That includes increasing risks of worsening heat waves and damaging storm surge during hurricanes because of rising sea levels. New York City recognized last year that damage from a Sandy-like storm could cost the city $ 90 billion if it were to hit mid-century.


“We expect the utilities to consult the most current data to evaluate the climate impacts anticipated in their regions over the next years and decades, and to integrate these considerations into their system planning and construction forecasts and budgets,” the NYPSC said.


Michael Gerrard, director of the Center for Climate Change Law at Columbia Law School in New York City, said it’s groundbreaking that the NYPSC expects other utilities to address climate change in this way.


…If the state is successful in requring New York utilities to address climate change vulnerability in all their construction plans, it may set a precedent that other states could use as a model for their utilities, Gerrard said, adding that he hopes that the 49 other states will eventually follow suit.

President Barack Obama offered the desperate farmers and farmworkers of the drought-stricken Central Valley a desultory relief package last week: $ 1 billion for a “climate resilience fund,” plus “summer meals” and various other kinds of aid. For a president who boasts of his willingness to use executive action, it was a pathetic display of sophistry, full of mumbles about how water management is not a “zero-sum game”–though in this case, it is.

As the Investor’s Business Daily and countless others have noted, water management in California is a trade-off between the needs of farmers and the demands of the environmental movement, which has embraced the delta smelt, an obscure endangered species in the Sacramento-San Joaquin River delta. The Democrats, and Obama, have supported the environmentalists over the farmers–and the subsequent flushing of California’s reservoirs.


It may be true that the delta smelt is a species on which the whole regional ecosystem depends, and that its disappearance could have a negative effect on fishing, among other impacts. But that calls for wise management involving all stakeholders–not the blunt instrument of the federal courts, which utopian environmental activists have used precisely because they do not want to have to face the real challenges of water conservation.

(AP) — U.S. Secretary of State John Kerry on Sunday called climate change perhaps the world’s “most fearsome” destructive weapon and mocked those who deny its existence or question its causes, comparing them to people who insist the Earth is flat.


In a speech to Indonesian students, civic leaders and government officials, Kerry tore into climate change skeptics. He accused them of using shoddy science and scientists to delay steps needed to reduce emissions of greenhouse gases at the risk of imperiling the planet.


A day earlier, the U.S. and China announced an agreement to cooperate more closely on combating climate change. American officials hope that will help encourage others, including developing countries like Indonesia and India, to follow suit.


China and the United States are the biggest sources of emissions of carbon dioxide and other gases that cause the atmosphere to trap solar heat and alter the climate. Scientists say such changes are leading to drought, wildfires, rising sea levels, melting polar ice, plant and animal extinctions and other extreme conditions.


Also in the Jakarta speech, Kerry said everyone and every country must take responsibility for the problem and act immediately.


“We simply don’t have time to let a few loud interest groups hijack the climate conversation,” he said, referring to what he called “big companies” that “don’t want to change and spend a lot of money” to act to reduce the risks.


Kerry later singled out major oil and coal concerns as the primary offenders.


“We should not allow a tiny minority of shoddy scientists and science and extreme ideologues to compete with scientific facts,” Kerry told the audience at a U.S. Embassy-run American Center in a shopping mall.


“Nor should we allow any room for those who think that the costs associated with doing the right thing outweigh the benefits.”


“The science is unequivocal, and those who refuse to believe it are simply burying their heads in the sand,” Kerry said. “We don’t have time for a meeting anywhere of the Flat Earth Society,”


Kerry said the cost of inaction will far outweigh the significant expense of reducing greenhouse gas emissions that trap solar heat in the atmosphere and contribute to the Earth’s rising temperatures.


He outlined a litany of recent weather disasters, particularly flooding and typhoons in Asia, and their impact on commerce, agriculture, fishing and daily living conditions for billions of people.


“This city, this country, this region, is really on the front lines of climate change,” Kerry said. “It’s not an exaggeration to say that your entire way of life here is at risk.”


He added: “In a sense, climate change can now be considered the world’s largest weapon of mass destruction, perhaps even, the world’s most fearsome weapon of mass destruction.”


The solution, Kerry said, is a new global energy policy that shifts reliance from fossil fuels to cleaner technologies. He noted the President Barack Obama is championing such a shift and encouraged others to appeal to their leaders to join.


The U.S.-China statement issued just after Kerry left Beijing on Saturday said the two countries agreed on steps to carry out commitments to curb greenhouse gases, including reducing vehicle emissions, improving energy efficiency of buildings and other measures.


Beijing and Washington launched a climate change discussion last year, promising progress in five areas: reducing vehicle emissions; advanced electric power grids; capturing and storing carbon emissions; gathering greenhouse gas data; and building efficiency.


Kerry was in Indonesia on the last leg of a three-nation tour of Asia that started in South Korea. After leaving Indonesia on Monday, he planned to visit Abu Dhabi in the United Arab Emirates.


Before the climate change speech, Kerry toured Jakarta’s Istiqlal Mosque, one of the largest in the world, to pay his respects to Indonesia’s Muslim majority population.

“There is no debate in the scientific community. And I encourage the Congresswoman to really look at the facts,” Nye said to the Republican representative. “You are a leader. We need you to change things, not deny what’s happening.”




Blackburn, however, insisted that when it comes to energy sources like carbon, not all scientists are looking at the full picture.


“Now, you know, when you look at the social cost of carbon, and there is a lot of ambiguity around that, what you also need to be doing is looking at the benefits of carbon and what that has on increased agriculture production,” she said. “A lot of good study out there about that. A lot of good scientists and biologists who have done that study.”

Bill Nye is getting good at this.


Fresh off a mega-debate that embarrassed Young Earth creationists and led to none other than Pat Robertson denouncing their views, Nye appeared on Meet the Press today to debate Rep. Marsha Blackburn (R-Tenn.), a global warming “skeptic.”


On the air, Blackburn, who is vice-chairman of the House Energy and Commerce Committee, denied that there is a scientific consensus on climate change and argued that “you don’t make good laws, sustainable laws, when you’re making them on hypotheses, or theories, or unproven sciences.” (There is indeed such a scientific consensus; at one moment, host David Gregory had to correct Blackburn on this point.)


But Nye rebutted her with some simple science lessons that made a lot of sense—noting that going from 320 to 400 parts per million of carbon dioxide in the atmosphere, something Blackburn called “very slight,” is actually a very big change in percentage terms (Nye said 30 percent; it is actually a 25 percent increase). At the same time, Nye also hammered home a compelling message centered on patriotism. “As a guy who grew up in the US,” he said, “I want the US to lead the world in this….The more we mess around with this denial, the less we’re going to get done.”


The key gotcha moment in the debate came when Nye called out Blackburn for failing to lead on the climate issue. “You are our leader,” he said to Blackburn. “We need you to change things, not deny what’s happening.”


“Neither he nor I are a climate scientist,” Blackburn noted during the debate. But as Nye observed, only one of them is a politician, whose job is to use the best information that we have at our disposal to make the world work better.
