Action Star Seagal Mulls Ariz. Governor Bid

Action-movie star Steven Seagal says he is considering a run for Arizona governor.

The “Marked for Death” actor told KNXV-TV that he is considering a shot at the state’s highest office and has had a talk about the bid with the self-proclaimed toughest sheriff in America.

The 61-year-old made the comments while talking about his newly released reality series “Steven Seagal – Lawman: Maricopa County.”

Story continues below video.

Seagal teamed up with Maricopa County Sheriff Joe Arpaio for the show that was shot in Arizona and airs on cable TV’s Reelz Channel.

He said the idea of a run for governor initially came up as a “joke” with Arpaio.

The martial arts expert is a member of Arpaio’s posse, made up of 3,000 unpaid civilians. He also has been deputized with sheriff’s offices in New Mexico, Texas, and Louisiana.

He says the nation’s top concern is “open borders” and that he wants to increase border security.

BRUSSELS (Reuters) – Euro zone governments are considering cheap loans to governments as an incentive to undertake structural reforms which pay off only in the medium-term, an EU document showed on Friday, introducing for the first time a discussion on fiscal transfers.

The document will form the basis of discussions of senior euro zone officials who will meet in Brussels on November 26 to prepare the next European Union summit on December 19-20.

The loans would be part of so-called contractual arrangements, which would be legally binding contracts with economic reform targets and macroeconomic milestones that trigger the payout of tranches of the agreed loan.

The loans would be attractive because they would carry an interest rate lower than the one a government could get on the market. In that respect, it would amount to a degree of subsidized lending, ultimately amounting to a mutualizing of risk among involved member states and a degree of financial transfer – an idea that Germany has long resisted.

“Loans would imply only limited fiscal transfers across countries,” said the 9-page document, obtained by Reuters.

“Indeed, the transfer element would be limited to a lower interest rate than the market rate of most beneficiary Member States, capturing the positive externality of the reforms for the EU as a whole,” it said.

To qualify, countries would have to draw up legally binding plans for reforms that would then be approved by other euro zone states. The conditionality would come on top of other macroeconomic programs such as the Stability and Growth Pact and the eurozone’s new budgetary oversight powers.

The size of the loan would not be linked to the cost of reform and would be meant as general support for the economy. It is not clear what time-frame the loans would be offered for, or what the limit on the size of any loan would be.

“The specific amount of financing would not be linked to the direct cost of reforms, which generally is difficult to measure,” the document said.

“Financial support should be conceived as an incentive or as general support to the overall economy rather than as a compensation for the specific cost of reforms as such, as well as a broader signal of European support to the economic reform agenda of each Member State,” the document said.

The loans would not be available to countries running excessive macroeconomic imbalances or currently under a bailout. However, an official briefed on the document said a country like Ireland, which is about to exit a program, could, for example, request a contract and if approved, benefit from the cheap loans.

The document did not specify how exactly the loans could be financed, mentioning only a European Commission idea from March that it could be either through direct contributions from governments or through designating a new revenue source.

One possibility, the official indicated, might be for the euro zone’s rescue fund, the European Stability Mechanism, to raise money on international markets and on-lend capital to a contracted member state, although the exact framework and process of the lending is yet to be finalized.

WASHINGTON | Sun Sep 22, 2013 12:10pm EDT

WASHINGTON (Reuters) – Hillary Clinton acknowledges that she is wrestling with whether to run for the U.S. presidency in 2016, well aware of the “political and governmental challenges” she would face if she wins.

The former U.S. secretary of state and first lady said in an interview with New York magazine that has not decided if she will run and is trying to be “both pragmatic and realistic.”

“I’m not in any hurry,” Clinton told the magazine in an article posted on its website on Sunday. “I think it’s a serious decision, not to be made lightly, but it’s also not one that has to be made soon.”

Clinton, who also served as a U.S. senator from New York, ran for the Democratic presidential nomination in 2008 but lost to Barack Obama.

“I think I have a pretty good idea of the political and governmental challenges that are facing our leaders,” she said. “And I’ll do whatever I can from whatever position I find myself in to advocate for the values and the policies I think are right for the country.”

As she considers her 2016 prospects, Clinton said, “I will just continue to weigh what the factors are that would influence me making a decision one way or the other.”

Some of Clinton’s confidants who spoke with the magazine are far less circumspect than she is about a presidential run.

“She’s running but she doesn’t know it yet,” one person told New York, which described Clinton as America’s most popular Democrat. “It’s just like a force of history. It’s inexorable, it’s gravitational. I think she actually believes she has more say in it than she actually does.”

One longtime Clinton friend said: “She’s doing a very Clintonian thing. In her mind, she’s running for it and she’s also convinced herself she hasn’t made up her mind. She’s going to run for president. It’s a foregone conclusion.”

DOMESTIC LIFE

Since leaving the State Department in February, Clinton and her husband, former President Bill Clinton, have been spending far more time at home together.

“We have a great time,” she said. “We laugh at our dogs. We watch stupid movies. We take long walks. We go for a swim.

Asked if her husband is nudging her toward a run, she said:

“I don’t think even he is, you know, focused on that right now,” she says. “Right now, we’re trying to just have the best time we can have doin’ what we’re doin’. ”

Bill Clinton said his wife’s popularity stems from her successes with different people in government.

“She made a lot of friends in the Senate among Republicans as well as Democrats. People in New York liked her across the political spectrum,” he in a CNN interview aired on Sunday.

“But these polls don’t mean much now,” he said. “We’re a long way ahead. I think she would be the first to tell you that there is no such thing as a done deal, ever, by anybody. But I don’t know what she’s going to do.”

Hillary Clinton had been the leading the race to be the Democratic candidate in 2008 before being overtaken by Obama. Serving in his cabinet deepened her understanding of the problems a president faces, she said.

“I’ve had a unique, close, and personal front-row seat,” she said in the New York interview. “And I think these last four years have certainly deepened and broadened my understanding of the challenges and the opportunities that we face in the world today.”

She said she is enjoying the first time in decades that neither she nor her husband is either running for or serving in office.

“It feels great because I have been on this high wire for 20 years, and I was really yearning to just have more control over my time and my life, spend a lot of that time with my family and my friends, do things that I find relaxing and enjoyable, and return to the work that I had done for most of my life,” she said.

U.S. mulls leaving no American troops behind in Afghanistan

WASHINGTON | Tue Jul 9, 2013 12:57am EDT

WASHINGTON (Reuters) – The United States is considering leaving no American troops behind in Afghanistan after the planned 2014 withdrawal date, U.S. officials said on Monday, amid ongoing tensions between the President Barack Obama’s administration and Afghan President Hamid Karzai’s government.

Obama is committed to wrapping up U.S. military involvement in Afghanistan by the end of 2014, but the United States has been talking with officials in Afghanistan about keeping a small residual force there of perhaps 8,000 troops after next year.

U.S. officials did not deny a report in the New York Times that Obama has become increasingly frustrated by his dealings with Karzai, with their fraying relationship falling to new depths after last month’s U.S. move to open peace talks with the Taliban.

A June 27 video conference between Obama and Karzai aimed at lowering tensions ended poorly, the Times reported on its website, citing U.S. and Afghan officials with knowledge of the conversation.

The Times reported that Karzai accused the United States of trying to forge a separate peace with the Taliban and its Pakistani supporters in an arrangement that would expose Karzai’s government to its enemies.

Since the video conference, a full military pullout from Afghanistan like the one from Iraq has been transformed from a “worst-case scenario” to an option “under serious consideration in Washington and Kabul,” the Times reported.

U.S. officials, asked about the report, pointed reporters to a comment by Ben Rhodes, the deputy White House national security adviser, who said in January that the “zero option” of leaving no troops behind is “an option that we would consider.” The comment still stands, officials said.

Asked about the Times report, one senior Obama administration official said: “All options remain on the table but a decision is far from made.”

The officials quoted by the Times said no decisions have been made on the pace and scale of the withdrawal.

The United States also had considered keeping a small force in Iraq after the broad troop withdrawal from that country, but talks with Iraqi leaders failed to yield such a deal.

“There’s always been a zero option, but it was not seen as the main option,” the Times quoted a senior Western official in Kabul as saying. “It is now becoming one of them, and if you listen to some people in Washington, it is maybe now being seen as a realistic path.”

More than a dozen American troops were killed in Afghanistan last month.

The number of U.S. troops in Afghanistan — now around 63,000 — already is set to decline to 34,000 by next February, the Times noted. The White House has said the great majority of American forces would be out of Afghanistan by the end of 2014.

U.S. troops have been in Afghanistan since 2001. The United States invaded Afghanistan to topple the country’s Taliban rulers who had harbored the al Qaeda network responsible for the September 11 attacks on the United States weeks earlier.

UK mulls deployment of water cannons

The UK government is mulling over deploying German-made water cannons for the first time outside of Northern Ireland amid fears of summer unrests, local media reported.

Home Secretary Theresa May as well as both the Metropolitan Police and the Association of Chief Police Officers (Acpo) are said to be in favor of deploying water cannons to tackle any civil unrest caused by welfare cuts and June’s G8 meeting of world leaders in the UK, The Sunday Express can reveal.

Scotland Yard has said that the cannons would be available to other forces as a “national asset”.

This comes as the deployment of such machinery would revolutionise riot control tactics and mark a move towards tougher European-style policing, according to the police.

Even the type of cannons ready to be used by the British police have been identified, reports said, adding that the intimidating Ziegler Wasserwerfer 9000 is capable of carrying up to 9,000 litres of water, or even tear gas, which can be fired at rioters at the powerful rate of 1,100 litres per second.

The jet is mounted on a heavy-duty vehicle weighing 29 tonnes that is also equipped with CCTV cameras and searchlights at both the front and rear. They are understood to cost about £1.3million each, with an order for three being considered.

During the summer riots of 2011, Prime Minister David Cameron said water cannon from Northern Ireland could be shipped over at 24 hours’ notice, but a formal licence for the Met would mean they would have their vehicles ready at any time.
