WASHINGTON
WASHINGTON (Reuters) – The U.S. House of Representatives on Thursday approved legislation to temporarily avert looming pay cuts for doctors under the government’s Medicare health insurance program for older Americans and the disabled.
The measure was approved in a voice vote.
Condoleezza Rice has joined the midterm election fray, backing a former State Department colleague running for the U.S. Senate in Alaska. In a video sponsored by the influential conservative super PAC American Crossroads, Rice touts the credentials of Republican Dan Sullivan.
“Dan Sullivan is tireless in service for his country,” the former secretary of state says in the 32-second TV spot.
Sullivan served as Alaska’s attorney general under Govs. Sarah Palin and Sean Parnell. Prior to that, he was assistant secretary of state for economic and business affairs during part of Rice’s tenure heading the nation’s diplomatic arm.
The video—a $ 180,000 ad buy, according to American Crossroads—features Rice defending the GOP challenger against recent attacks against him by Put Alaska First, a PAC supporting the incumbent, Democratic Sen. Mark Begich.
One attack ad, titled “Sullivan’s Real Home,” charges the candidate with being insufficiently Alaskan for having been born and raised in Ohio and for owning a million-dollar home in a “swanky D.C. suburb” while claiming voter residency in the 49th state.
In response, Rice says Sullivan “faces political attacks because he wanted his family by his side,” adding, “Remember that serving our country required some time in our capital. Dan will be a great senator because he loves and cares for the state of Alaska and because he’s a great family man.”
Sullivan is vying with Alaska Lt. Gov. Mead Treadwell for the GOP nomination. A new Rasmussen poll shows Sullivan and Begich tied in a hypothetical matchup, and Treadwell leading the incumbent by four percentage points.
Though Rice has campaigned for candidates in the past—most prominently for 2012 Republican presidential nominee Mitt Romney—this is apparently the first time the Stanford professor has done so in a television ad.
It is a reunion of sorts for Rice and another former Bush administration official: American Crossroads’ co-founder Karl Rove was a senior adviser to the president.
Oprah Winfrey will bring her considerable political clout to Virginia next month when she headlines a campaign fundraiser for Lavern Chatman, a Democratic candidate in the state’s 8th Congressional District.
“Oprah is a good friend and we both share a passion for empowering women and girls for leadership,” Chatman said in a statement posted on her website. The event will take place April 5 in Arlington.
The former president and CEO of the Northern Virginia Urban League has worked with a number of community- and faith-based social service organizations. She is one of nearly a dozen candidates running for the seat of retiring Rep. James P. Moran Jr.
Former Lt. Gov. Don Beyer is considered the favorite for the nomination, given his recognition and high-profile governmental experience. But Winfrey’s endorsement could well boost Chatman’s chances in the district composed of affluent Washington, D.C., suburbs. The TV talk show host’s very public backing of Barack Obama — her first-ever endorsement — was considered instrumental in the freshman senator’s upset win over Hillary Clinton in the 2008 Iowa caucuses, and his eventual nomination. Appearing in Des Moines during a December 2007 campaign appearance, Winfrey famously declared her fellow Illinoisan “the one.”
According to economists Craig Garthwaite and Tim Moore, the television pioneer’s support helped Obama win approximately 1 million additional votes during the Democratic primaries.
In July, Winfrey helped raise money for Cory Booker’s successful run for U.S. Senate in New Jersey.
Club for Growth is backing Dan Sullivan in the marquee Alaska Senate race, giving the Republican a boost in a three-way primary to challenge incumbent Democrat Mark Begich.
The endorsement marks one of the few times this cycle that the conservative group has rallied behind an establishment favorite. While the National Republican Senatorial Committee doesn’t officially get involved in primaries where no GOP incumbent is running, some senior members have helped Sullivan raise money.
The endorsee was most recently the commissioner of the Alaska Department of Natural Resources and is competing against Lt. Gov. Mead Treadwell and Joe Miller, the 2010 Tea Party favorite who won the GOP nomination (and a Club for Growth endorsement) that year but lost the general election to incumbent Republican Lisa Murkowski, who ran as a write-in candidate. Sullivan also served in the State Department during the George W. Bush administration and later as Alaska attorney general.
While polling in the 49th state is often scattered and unreliable, Sullivan does appear to be leading the GOP pack among voters and in fundraising.
In picking Sullivan this cycle, Club President Chris Chocola called him a “fiscal conservative with a stellar track record in Alaska,” someone who “has fought for pro-growth tax reform, taken on ObamaCare in court, and beaten back federal overreach by Obama’s EPA.”
Begich is considered one of the most vulnerable incumbents this cycle, and the race could help determine the balance of power in the Senate. The Democrat is well-poised financially, however, ending last year with $ 2.8 million in his account.
“Just replacing Mark Begich with another Republican is not enough — the next Republican Senate majority must consist of the right kind of Republicans — Senators like Pat Toomey, Ted Cruz, Marco Rubio, Tim Scott, Mike Lee, Tom Coburn, and Rand Paul,” Chocola said in a statement. “Chris McDaniel, Ben Sasse, Tom Cotton, and now Dan Sullivan in Alaska are the next generation of candidates needed to ensure not only a Republican Senate majority, but also a fiscally conservative majority within that majority.”
In several primary races this cycle, Club for Growth is at odds with the GOP’s official campaign arm, creating what the establishment wing sees as unnecessary interference in winnable races. For example, the Club has sponsored Republican attorney Bryan Smith in his challenge to incumbent Mike Simpson, a conservative Idaho congressman. The group also endorsed Mississippi state Sen. Chris McDaniel in his challenge to longtime Sen. Thad Cochran.
But the Club has also been an early backer of Arkansas Rep. Tom Cotton, the establishment’s choice to challenge Democratic Sen. Mark Pryor. The group endorsed Cotton’s House bid in 2012, serving as a key financial resource in the congressman’s first campaign.

BOISE, Idaho (AP) — A bill to allow students, staff and visitors to carry guns on Idaho’s college campuses passed out of a legislative committee Friday afternoon, despite objections from students, multiple police chiefs and leaders of all eight of the state’s public colleges.
The measure would allow retired law enforcement officers and those with Idaho’s new enhanced concealed carry permit to bring their firearms onto campus. Concealed weapons would still be barred from dormitories, stadiums and concert halls.
The 11-3 party-line vote sends the issue forward to debate on the House floor. The bill passed the Senate earlier this month.
Bryan Lovell, president of the Fraternal Order of Police and a Bonneville Sherriff’s deputy, said people should have the right to defend themselves, even on a college campus.
“There are a lot of concealed weapons permit holders out there, and the reason they get that is because they want to protect themselves,” Lovell said. “They don’t want to be caught in a fishbowl if there’s an active shooter.”
If the measure becomes law, Idaho would join six other states with provisions — either from lawmakers or dictated by court decisions — that allow concealed carry on campus: Colorado, Kansas, Mississippi, Oregon, Utah, and Wisconsin, according to the National Conference of State Legislatures. Utah is the only state with a specific law that forbids universities from banning concealed carry at any of its 10 public institutions.
Those who testified Friday before the House State Affairs Committee were overwhelmingly in opposition to the bill, as were protesters who gathered on the Capitol steps during a Thursday rally.
But Kelby Monks, a Boise State student and son of committee member Rep. Jason Monks, R-Meridian, told the committee that carrying a weapon in a classroom could stop a would-be mass shooter quickly — even while police were still minutes away.
“It does not take more than 30 seconds to empty out an entire clip,” he said, adding that concerns about law enforcement confusing good Samaritans with criminal shooters during a crisis situation are overblown. “I’d rather die and be shot by a police officer than have an entire auditorium of my classmates killed,” he said.
But some university heads worry a loophole in the bill will allow students with the concealed carry permit to openly carry firearms anywhere — even in places ruled off-limits by the bill.
That might not be the proponents’ intention, said State Board of Education member Rod Lewis, a lawyer, but he believes the bill will likely be interpreted by judges as allowing open carry on campus. Such situations could make it impossible to differentiate whether someone walking across the campus quad with an assault rifle is a criminal shooter — or simply heading to class.

For instance, Idaho’s Assistant Chief Deputy Attorney General Brian Kane told the committee that he doesn’t believe the bill would bar colleges from banning open carry, even as concealed carry is allowed.
Boise State president Bob Kustra said lawmakers were ignoring the objections of those who would be most affected by the legislation: people on his and seven other public college and university campuses across the state.
“I’m very uncomfortable with the thought of our campus and others in Idaho being the testing grounds and our students, faculty and visitors the unwilling participants in an experiment with an unpredictable outcome.”
John Gannon, one of three Democrats on the committee who voted against the bill, said he opposed ramming legislation through before such major questions had been settled. He also disagreed with passing a bill those affected had turned out in droves to speak against.
But majority Republicans including Rep. Ken Andrus, of Lava Hot Springs, won out with arguments including that the measure would allow people on campus to protect themselves against violent crimes. If people even suspect somebody on campus is carrying a weapon, Republicans said, they’ll be less likely engage in violent conduct.

GCHQ files dating between 2008 and 2010 explicitly state that a surveillance program codenamed Optic Nerve collected still images of Yahoo webcam chats in bulk and saved them to agency databases, regardless of whether individual users were an intelligence target or not. GCHQ files dating between 2008 and 2010 explicitly state that a surveillance program codenamed Optic Nerve collected still images of Yahoo webcam chats in bulk and saved them to agency databases, regardless of whether individual users were an intelligence target or not. In one six-month period in 2008 alone, the agency collected webcam imagery – including substantial quantities of sexually explicit communications – from more than 1.8 million Yahoo user accounts globally. Yahoo reacted furiously to the webcam interception when approached by the Guardian. They cash in.
