Docs: Dead marathon suspect tied to 2011 killings



(AP) — Slain Boston Marathon bombing suspect Tamerlan Tsarnaev was named as a participant in an earlier triple homicide by a man who was subsequently shot to death while being questioned by authorities, according to a filing made by federal prosecutors in the case against his brother, surviving bombing suspect Dzhokhar Tsarnaev.


According to the filing made Monday, Ibragim Todashev told investigators Tamerlan Tsarnaev participated in a triple slaying in Waltham on Sept. 11, 2011.


In that case, three men were found in an apartment with their necks slit and their bodies reportedly covered with marijuana. One of the victims was a boxer and friend of Tamerlan Tsarnaev.


Todashev, a 27-year-old mixed martial arts fighter, was fatally shot at his Orlando home during a meeting with an FBI agent and two Massachusetts state troopers in May, authorities said. He had turned violent while being question, according to authorities.


The filing is prosecutors’ attempt to block Dzhokhar Tsarnaev from getting certain information from authorities, including investigative documents associated with the Waltham slayings.


“The government has already disclosed to Tsarnaev that, according to Todashev, Tamerlan Tsarnaev participated in the Waltham triple homicide,” prosecutors wrote.


According to prosecutors, the ongoing investigation into the 2011 slayings is reason not to allow Dzhokhar Tsarnaev access to the documents he’s seeking.


“Any benefit to Tsarnaev of knowing more about the precise ‘nature and extent’ of his brother’s involvement does not outweigh the potential harm of exposing details of an ongoing investigation into an extremely serious crime, especially at this stage of the proceeding,” prosecutors wrote.


Prosecutors also said Dzhokhar Tsarnaev is not entitled to the information because his brother’s criminal history will be relevant, if at all, only at a possible future sentencing hearing.


A phone message left for a spokeswoman for the U.S. Attorney’s Office was not immediately returned Tuesday night. A message left for Dzhokhar Tsarnaev’s federal public defender was also not immediately returned.


Authorities allege that Dzhokhar Tsarnaev, 20, and 26-year-old Tamerlan Tsarnaev, ethnic Chechens from Russia, planned and carried out the twin bombings near the finish of the marathon on April 15. Three people were killed and more than 260 were injured.


Dzhokhar Tsarnaev faces 30 federal charges, including using a weapon of mass destruction and 16 other charges that carry the possibility of the death penalty.


Tamerlan Tsarnaev died in a gunbattle with police as authorities closed in on the brothers several days after the bombings.

US intelligence carried out 231 offensive cyber-ops in 2011, nearly three-quarters of them against key targets such as Iran, Russia, China and N. Korea, as well as nuclear proliferation, a classified report obtained by The Washington Post says.


The “most challenging targets” also include suspected terrorists “in Afghanistan, Pakistan, Yemen, Iraq, Somalia, and other extremist safe havens,” according to one list of priorities. US budget documents describe the attacks as “active defense.”


Some cyber-operations reportedly feature what one budget document calls “field operations” organized “to physically place hardware implants or software modifications” with the help of CIA operatives or clandestine military forces.


An implant is often coded in software by an NSA group called Tailored Access Operations, which builds attack tools that are custom-fitted to their targets, The Washington Post reports, adding that this year TAO is working on implants that “can identify select voice conversations of interest within a target network and exfiltrate select cuts,” one budget document says.


The reported US intelligence cyber-missions include the defense of military and other classified computer networks against foreign attack. These missions account for one-third of the total cyber-operations budget of $ 1.02 billion or 2013, according to the Cryptologic Program budget.


President Barack Obama’s directive on cyber-operations, issued in October 2012 and leaked in June 2013 by Snowden, stated that military cyber-operations resulting in the disruption, destruction or manipulation of computers must be approved by the president himself. The document largely does not apply to US intelligence agencies, however.


According to the US intelligence budget, by the end of this year a $ 652 million program named GENIE, which reportedly helps the US break into foreign networks to plant sophisticated malware in computers, routers and firewalls in tens of thousands of machines every year, will control at least 85,000 implants in strategically chosen computers around the world – four times the number available in 2008.


The NSA appears to be planning a rapid expansion of those numbers, which were limited until recently by the need for human operators to take remote control of compromised computers. Affected by disclosures of the classified data by Snowden, the NSA announced earlier this month it would cut up to 90 percent of its system administrators to reduce the number of people with access to secret information. Snowden leaked documents to the Guardian and the Washington Post, revealing previously secret telephone and internet surveillance programs run by the US government.


According to an authoritative reference document, for GENIE’s next phase the NSA has brought online an automated system, code-named TURBINE, capable of managing “potentially millions of implants” for intelligence gathering “and active attack,” The Washington Post reported.


Given the “vast volumes of data” pulled in by the NSA, storage could be a problem. The NSA has nearly completed a large-scale new data center in Utah, which will manage “storage, analysis, and intelligence production.” This will allow intelligence agencies “to evaluate similarities among intrusions that could indicate the presence of a coordinated cyber-attack, whether from an organized criminal enterprise or a nation-state.”

Fukushima: Since 2011, 300 Tons of contaminated Water Daily into Ocean

Contaminated groundwater accumulating under the crippled Fukushima nuclear power plant has risen 60cm above the protective barrier, and is now freely leaking into the Pacific Ocean, the plant’s operator TEPCO has admitted.


The Tokyo Electric Power Company (TEPCO), which is responsible for decommissioning the damaged Fukushima Daiichi nuclear plant, on Saturday said the protective barriers that were installed to prevent the flow of toxic water into the ocean are no longer coping with the groundwater levels, Itar-Tass reports.

The contaminated groundwater, which mixes with radioactive leaks seeping out of the plant, has already risen to 60cm above the barriers – the fact which TEPCO calls a major cause of the massive daily leak of toxic substances.


Earlier on Friday, the company announced it started pumping out contaminated groundwater from under Fukushima, and managed to pump out 13 tons of water in six hours on Friday. TEPCO also said it plans to boost the pumped-out amount to some 100 tons a day with the help of a special system, which will be completed by mid-August. This will be enough to seal off most of the ongoing ocean contamination, according to TEPCO’s estimates.


However, Japan’s Ministry of Industry has recently estimated that some 300 tons of contaminated groundwater have been flowing into the ocean daily ever since the March 2011 earthquake and tsunami that triggered the disaster.


TEPCO also promised it will urgently reinforce the protective shields to keep radioactive leaks at bay. The company has repeatedly complained it is running out of space and has had to resort to pumping water into hastily-built tanks of questionable reliability, as more than 20,000 tons of water with high levels of radioactive substances has accumulated in the plant’s drainage system.


Water samples recently taken at an underground passage below the Fukushima nuclear plantshowed extreme levels of radiation comparable to those taken immediately after the March 2011 catastrophe. The tested water, which had been mixing with ground water and flowing into the ocean, contained 2.35 billion Becquerels of cesium per liter – some 16 million times above the limit.

41%: Obama’s Approval Drops to Lowest Level in Gallup Poll Since 2011

The percentage of Americans saying that they approve of the job Barack Obama is doing as president dropped to 41% in the Gallup poll’s three-day tracking average, the lowest it has been since Dec. 28, 2011.


Obama’s approval rating plunged in polling data the evening after he gave a rare afternoon press conference.


In Gallup’s three-day tracking period that ended on Thursday, Aug. 8, 44 percent had said they approve of the job he is doing and 46 percent said they disapproved.


One day later, in the tracking period that ended on Friday, Aug. 9, Obama’s approval was at 41 percent and his disapproval at 50 percent.

The magnitude 9 earthquake that shook Japan in 2011 more than doubled the risk that a big quake will rattle Tokyo in the next five years, geologists report May 2 in Geophysical Research Letters.


The 2011 quake hit 373 kilometers northeast of Tokyo. Afterwards, seismic activity around Japan’s capital spiked, and small earthquakes are now three times as frequent as they were before the 2011 event. The ground movement comes from a piece of Earth’s crust that’s wedged between the Eurasian plate, on which Tokyo sits, and the Pacific plate, which slides into the mantle beneath the Eurasian plate.


Shinji Toda of Tohoku University in Japan and Ross Stein of the U.S. Geological Survey in Menlo Park, Calif., suggest that the 2011 quake transferred stress to the wedged fragment, triggering the increase in seismic activity. The pair calculates that the added stress raised the probability of a magnitude 7 or larger earthquake striking Tokyo in the next five years, from 6.6 percent to 17.2 percent.
