School Science Project Reveals High Levels Of Fukushima Nuclear Radiation in Grocery Store Seafood

A Canadian high school student named Bronwyn Delacruz never imagined that her school science project would make headlines all over the world.  But that is precisely what has happened.  Using a $ 600 Geiger counter purchased by her father, Delacruz measured seafood bought at local grocery stores for radioactive contamination.  What she discovered was absolutely stunning.  Much of the seafood, particularly the products that were made in China, tested very high for radiation.  So is this being caused by nuclear radiation from Fukushima?  Is the seafood that we are eating going to give us cancer and other diseases?  The American people deserve the truth, but as you will see below, the U.S. and Canadian governments are not even testing imported seafood for radiation.  To say that this is deeply troubling would be a massive understatement.


In fact, what prompted Bronwyn Delacruz to conduct her science project was the fact that the Canadian government stopped testing imported seafood for radiation in 2012


Alberta high-school student Bronwyn Delacruz loves sushi, but became concerned last summer after learning how little food inspection actually takes place on some of its key ingredients.


The Grade 10 student from Grande Prairie said she was shocked to discover that, in the wake of the 2011 Fukushima nuclear disaster in Japan, the Canadian Food Inspection Agency (CFIA) stopped testing imported foods for radiation in 2012.



And what should be a major red flag for authorities is the fact that the seafood with the highest radiation is coming from China


Armed with a $ 600 Geiger counter bought by her dad, Delacruz studied a variety of seafoods – particularly seaweeds – as part of an award-winning science project that she will take to a national fair next month.


“Some of the kelp that I found was higher than what the International Atomic Energy Agency sets as radioactive contamination, which is 1,450 counts over a 10-minute period,” she said. “Some of my samples came up as 1,700 or 1,800.


Delacruz said the samples that “lit up” the most were products from China that she bought in local grocery stores.



It is inexcusable that the Canadian government is not testing this seafood.  It isn’t as if they don’t know that it is radioactive.  Back in 2012, the Vancouver Sun reported that cesium-137 was being found in a very high percentage of the fish that Japan was selling to Canada…


• 73 percent of the mackerel


• 91 percent of the halibut


• 92 percent of the sardines


• 93 percent of the tuna and eel


• 94 percent of the cod and anchovies


• 100 percent of the carp, seaweed, shark and monkfish


So why was radiation testing for seafood shut down in Canada in 2012?


Someone out there needs to answer some very hard questions.


Meanwhile, PBS reporter Miles O’Brien has pointed out the extreme negligence of the U.S. government when it comes to testing seafood for Fukushima radiation.  The following comes from a recent EcoWatch article


O’Brien also introduces us to scientists from the Woods Hole Oceanographic Institute who have been testing waters around the reactors—as well as around the Pacific Rim—to confirm the levels of Fukushima fallout, especially of cesium.


These scientists are dedicated and competent. But they are also being forced to do this investigation on their own, raising small amounts of money from independent sources. They were, explains lead scientist Ken Buesseler, turned down for even minimal federal support by five agencies key to our radiation protection. Thus, despite a deep and widespread demand for this information, no federal agency is conducting comprehensive, on-the-ground analyses of how much Fukushima radiation has made its way into our air and oceans.


In fact, very soon after Fukushima began to blow, President Obama assured the world that radiation coming to the U.S. would be minuscule and harmless. He had no scientific proof that this would be the case. And as O’Brien’s eight-minute piece shows all too clearly, the “see no evil, pay no damages” ethos is at work here. The government is doing no monitoring of radiation levels in fish, and information on contamination of the ocean is almost entirely generated by underfunded researchers like Buesseler.

It is the job of the authorities to keep us safe, and the Fukushima nuclear disaster was the worst nuclear disaster in human history.


So why aren’t they doing testing?


Why aren’t they checking to make sure that this radiation is not getting into our food chain?


The Japanese are doing testing off the coast of Japan, and one fish that was recently caught off the coast of the Fukushima prefecture was discovered to have 124 times the safe level of radioactive cesium.


So why are all the authorities in North America just assuming that the fish are going to be perfectly fine on this side of the Pacific?


One test that was conducted in California discovered that 15 out of 15 Bluefin tuna were contaminated with radiation from Fukushima.


So how can the authorities say “don’t worry, just eat the seafood”?


Everyone agrees that a plume of radioactive water has been moving from Fukushima toward the west coast of the United States.


According to researchers at the University of South Wales, that plume is going to hit our shores at some point during 2014…


The first radioactive ocean plume released by the Fukushima nuclear power plant disaster will finally be reaching the shores of the United States some time in 2014, according to a new study from the University of New South Wales — a full three or so years after the date of the disaster.

And multiple independent tests have already confirmed that levels of nuclear radiation are being detected on California beaches that are more than 10 times the normal level.


Clearly something is happening.


So why are the U.S. and Canadian governments willingly looking the other way?

Radiation hot spots are popping up around the United States thousands of percentages higher than ‘background radiation’, mutated wildlife is being found dead on the same West Coast beaches where increased radiation levels have been documented by independent researchers and the Fukushima TEPCO plant workers have been caught using duct tape to fix their nuclear equipment. But according to both the Japanese and United States governments, these events mean absolutely nothing.


In fact, you must be a conspiracy theorist if you fail to believe the official story that it was likely red-painted utensils that led to a spike in documented radiation levels along the California coast (yes, the government actually offered this up as an official answer). And you must absolutely be a conspiracy theorist if you have the gull to actually look back to late 2011, when researchers presented their findings regarding the impending wave of Fukushima radiation that was already being recorded within the country.


Information going back to 2011 shows that scientists were already concerned about an increase in radiation levels and the overall fallout from the delapidated Fukushima plant. We can even go back to the declaration by scientist Marco Kaltofen of the Worcester Polytechnic Institute that radioactive ‘hot particles’ had been found at 2 out of the 3 radiation monitoring stations in Boston. As you are likely aware, hot particles are microscopic pieces of radioactive material that can absolutely wreak havoc on your body via the deliverance of concentrated radiation.


And these particles, according to Kaltofen, were already being found in Boston as far back as 2011.


Now enter a new flurry of stories that have seemingly been popping up one after another as radiation levels are continually being monitored around the nation — namely the West Coast, where the bulk of Fukushima-linked scenarios have been documented. In what sounds like an apocalyptic plot for the latest thriller film, we have mutated whales now washing up dead on the West Coast in the first ever documented case of conjoined gray whale calves. We even have elevated radiation readings as far away as St. Louis, Missouri.

Coincidentily, of course, this is happening at the same time that radiation hot spots exceeding a 1,400% increase over ‘normal’ levels are being reported by researchers. It’s even happening at the same time that similar 500% increases have been disregarded by government officials who admit they have no idea what’s going on but fervently deny any connection to Fukushima in any capacity whatsoever. In fact, that has always been the mantra of these government health officials: We have no idea what’s really going on, but it’s definitely not Fukushima!


Because just as the Japanese government has assured its citizens that Fukushima is perfectly safe and poses no real threat to your health while secretly reviewing studies that reveal the plant released massively more radiation than admitted and led to 78% of the radioactive waste being dumped into the Pacific Ocean, the United States government would much rather silently purchase 14 million doses of potassium iodide than tell you that there may be some cause for concern.


The very core of the Fukushima disaster timeline that has been regurgitated by the mainstream media and government agencies alike was almost exclusively based on information provided by plant operator TEPCO — a company that is now on record as having lied to the population of the world in a major way. And there were no signs they would ever tell the truth unless forced to. It wasn’t until an independent investigation revealed the actual levels of radiation released from the plant (around 2 1/2 times more than TEPCO would even admit) that TEPCO was forced to go on record and state that the radiation levels they released were indeed much lower than reality.


However, the independent investigation into Fukushima radiation levels not only exposed the lies by TEPCO regarding the radiation explosion at the plant, but it also found that around 78% of the caesium-137 released by the plant was funneling into the Pacific Ocean. The plant now states that the three reactor meltdowns at the Fukushima Daiichi plant released about 900,000 terabecquerels of radioactive substances. About 20% fell on Japanese land, 2% somewhere on land outside the country, and a whopping 78% remainder is believed to have entered the Pacific Ocean.


At the very least, the Japanese and United States governments should be preparing citizens for what scientists said could last ‘thousands of years’: the Fukushima nightmare. And that begins with admitting that the threat is real. Because unless we really prepare ourselves and work together as a planet to truly fix the Fukushima plant and ensure that the 1,4000+ rods do not cause yet another massive meltdown (as experts say they likely will during transfer), we really will be facing a radioactive nightmare of epic proportions.

Japanese Gangsters Hiring Homeless To Clean Up Fukushima Disaster Area

Organized crime controlling construction and waste disposal? That sounds familiar. Crime bosses in Japan are recruiting the nation’s homeless and paying them next to nothing to clean up the deadly remains of the Fukushima disaster.


Japan’s three biggest crime syndicates have established illegal recruitment under construction powerhouse Obayashi, a top contractor. Reuters speaks to one man paid by a gangster to collect potential homeless workers: Seiji Sasa would find men at a local train station and get them work through a number of smaller contractors that eventually reported to Obayashi (which has not been fingered in the scheme). The workers would be paid less than minimum wage after middlemen skimmed some and deductions were taken for food and housing; in other cases, those deductions were taken from their scant pay, leaving the workers with no money, or even in debt.

New York Post, Dec. 22, 2013: Navy sailor Lindsay Cooper knew something was wrong when billows of metallic-tasting snow began drifting over USS Ronald Reagan. [...] she and scores of crewmates watched a sudden storm blow toward them from the tsunami-torn coast of Fukushima, Japan. The tall 24-year-old with a winning smile didn’t know it then, but the snow was caused by the freezing Pacific air mixing with a plume of radioactive steam [...] Senior Chief Michael Sebourn, a radiation-decontamination officer, was assigned to test the aircraft carrier for radiation. The levels were incredibly dangerous and at one point, the radiation in the air measured 300 times higher than what was considered safe, Sebourn told The Post.


Lindsay Cooper, Navy sailor aboard USS Ronald Reagan during 3/11 rescue operation: “I was standing on the flight deck, and we felt this warm gust of air, and, suddenly, it was snowing [...] We joked about it: ‘Hey, it’s radioactive snow! I took pictures and video [...] Japan didn’t want us in port, Korea didn’t want us, Guam turned us away. We floated in the water for two and a half months [until Thailand took them in] “People were s- -tting themselves in the hallways [All the while crew members had been suffering from excruciating diarrhea].”


Cooper interviewed by EON, published Dec. 20, 2013: (at 4:30 in) “As soon as you step foot on the flight deck and went outside you had this taste of like aluminum foil.”[...] (at 10:45 in) We thought that we had felt a plume because there was kind of this warm air that went past the ship and you could kind of tell the differences between jet exhaust — we didn’t have any jets going around at the time. It was like 20 degrees outside and you could feel this warm air and you kind of enjoyed it at first and then you’re like, ‘Is that aluminum foil that I taste?’

With all the excitement about Japan’s soaring stock market (if plunging wages), crashing non-digital currency (leading to soaring energy prices), recent passage of an arbitrary secrecy bill (“Designed by Kafka & Inspired By Hitler“), and ongoing territorial spat with China, it is almost as if the Abe administration is desperately doing everything in its power, including some of the most ridiculous decisions taken by a government in recent history, to hide some key development behind the scenes. Such as this one perhaps: NHK reported today that TEPCO said radiation levels are extremely high in an area near a ventilation pipe at the crippled Fukushima Daiichi nuclear power plant. TEPCO found radiation of 25 sieverts an hour on a duct, which connects reactor buildings and the 120-meter-tall ventilation pipe.


Putting this number in context the estimated radiation level is the highest ever detected outside reactor buildings. People exposed to this level of radiation would die within 20 minutes.


The exhaust pipe in question was used to release radioactive gases following the outbreak of the accident 2 years ago.


TEPCO says radioactive substances could remain inside the pipes. Given TEPCO’s safety record, they could also leak outside of the pipes. And given the company’s “credibility” the world would be sure to learn about this… anywhere between 2 and 3 years after the fact.


In the meantime, we urge Japan to follow the bouncing, and so pleasantly distracting, Topix and Nikkei 225 balls, while sticking its head in the glow in the dark sand and completely ignore the radioactive monster in the closet.

AFP, Nov. 7, 2013: Experts warn that any slip-ups could quickly cause the situation to deteriorate. Even minor mishaps will create considerable delays to the already long and complicated decommissioning. If the rods are exposed to the air they would release radiation and could heat up, a process that if left unchecked could lead to a self-sustaining nuclear reaction. TEPCO says that is unlikely, but sceptics say that with so many unknowns in the novel operation, there is potential for a catastrophe. [...] “Any trouble in this operation will considerably affect the timetable for the entire project,” he said. “This is an operation TEPCO cannot afford to bungle.” Hiroaki Koide, assistant professor at Kyoto University Reactor Research Institute in Kyoto, said success was far from guaranteed. “It is not easy work,” he said. The comments reflect an increasingly widespread view that the giant utility is not capable of dealing with the mess its nuclear plant has created.


The Real News, Nov. 8, 2013 — Arjun Makhijani, President of the Institute for Energy and Environmental Research, Ph.D. in engineering (specialization: nuclear fusion) from the University of California at Berkeley (at 2:30 in): The spent fuel may be difficult to dislodge because it’s no longer in its proper original position. The fuel rods may break, and the fuel may wind up at the bottom of the reactor in the spent fuel pool. There may be an accident of criticality. I haven’t examined their plans in detail, but I do think it is very essential to remove this spent fuel, because in my judgment, the bigger danger is leaving it there and waiting for the earthquake to happen.

RT, Nov.7, 2013 — Kevin Kamps, Beyond Nuclear: The fuel itself could be bent, it could be damaged, it could be corroded. They used salt water at one point to cool the nuclear waste in this pool, which could have corroded the assemblies. They could break apart; they could crumble when they go to try to remove them. Even the director of the nuclear regulation authority of Japan has warned that this process should not be rushed; they should not try to force these assemblies out of their storage channels. But they have to get them out before a bigger earthquake takes the building down, the cooling water would drain away, and the waste with them will catch on fire. There is no radiological containment around the pool and if this waste would catch fire it could be 10 times worse than Chernobyl. That’s how much radioactivity is stored in that pool. Just in terms of the radioactive cesium content. [...]  It’s absurd that Tokyo Electric is in charge of this globally significant extracting of the fuel from the pool. If something goes wrong, this could be a global catastrophe that dwarfs what has happened on Fukushima Daiichi thus far. Tokyo Electric has shown its true colors time and time again, its incompetence and its dishonesty, so it’s very frightening that Tokyo Electric is in charge of this.

Radiation-Resistant Swimwear and Underwear a Reality in Wake of Fukushima Disaster

JAPAN (INTELLIHUB) — After the Fukushima nuclear disaster, one can never be too safe, so recently Yamamoto has launched the world’s first radiation-resistant clothing line able to block both radioactive beta and gamma rays.


The outfit comes in 2-parts, an underwear section and a wetsuit like swimwear section as depicted in a recent “press release”.  


When a human is equipped with both sections the suit is quite effective at blocking radiation and will likely usher in a new wave of radiation-resistant clothing. Possibly even stylish trends.


Although the suit is designed for use in radioactive emergency situations as well and may possibly aid divers in future disaster scenarios.


News.CNet.com reported, “It consists of a top and bottom and is made of lead-based fabric. Weighing 7.5 pounds and probably not very comfortable, it will be priced at about $ 825 when it goes on sale, according to Yamamoto.


Meanwhile, a wet suit-style garment it showed off recently can apparently block nearly 100 percent of beta rays.


Weighing some 6.6 pounds, the swimsuit is made of rubber embedded with carbon to block the radiation. It’s priced at about $ 1,073 and is slated to go on sale in late November.”[2]

Japanese Organized Crime Involved in Recruitment at Fukushima

What prevails is a well organized camouflage. The public health disaster in Japan, the contamination of water, agricultural land and the food chain, not to mention the broader economic and social implications, have neither been fully acknowledged nor addressed in a comprehensive and meaningful fashion by the Japanese authorities.


Japan as a nation state has been destroyed. Its landmass and territorial waters are contaminated. Part of the country is uninhabitable. High levels of radiation have been recorded in the Tokyo metropolitan area, which has a population of  39 million (2010) (more than the population of Canada, circa 34 million (2010)) There are indications that the food chain is contaminated throughout Japan:


The crisis in Japan has been described as “a nuclear war without a war”. In the words of renowned novelist Haruki Murakami:


“This time no one dropped a bomb on us … We set the stage, we committed the crime with our own hands, we are destroying our own lands, and we are destroying our own lives.”



Several Global Research reports and background articles have outlined the dangers of Worldwide radiation resulting from the Fukushima disaster. This disaster is being sustained by the incompetence of  TEPCO as well as political camouflage by the Abe government.


What prevails is a well organized camouflage. The public health disaster in Japan, the contamination of water, agricultural land and the food chain, not to mention the broader economic and social implications, have neither been fully acknowledged nor addressed in a comprehensive and meaningful fashion by the Japanese authorities.


Another related dimension of the Fukushima crisis pertains to the role of Japan’s organized crime, the Yakusa in recruiting personnel for dangerous tasks.


The Yakuza labor practices at Fukishima are based on a system of subcontracting. This process of recruitment and subcontracting does not favor the hiring of competent specialized personnel. It creates an environment of fraud and incompetence, which in the case of Fukushima could have devastating consequences.

This role of Japanese organized  crime also pertains to the removal of the fuel rods from Reactor no. 4. As documented in several GR articles, this undertaking –if mishandled– could potentially lead to a massive radioactive fallout:


An operation with potentially “apocalyptic” consequences is expected to begin in a little over two weeks from now – “as early as November 8″ – at Fukushima’s damaged and sinking Reactor 4, when plant operator TEPCO will attempt to remove over 1300 spent fuel rods holding the radiation equivalent of 14,000 Hiroshima bombs from a spent fuel storage tank perched on the reactor’s upper floor.


While the Reactor 4 building itself did not suffer a meltdown, it did suffer a hydrogen explosion, is now tipping and sinking and has zero ability to withstand another seismic event.


To remove the rods, TEPCO has erected a 273-ton mobile crane above the building that will be operated remotely from a separate room….


Fukushima and the Yakusa


A recent Reuters report documents in detail the role of Japan’s Yakusa and its insidious relationship to both TEPCO as well as agencies of the Japanese government including the Ministry of Health, Labor and Welfare:


The complexity of Fukushima contracts and the shortage of workers have played into the hands of the yakuza, Japan’s organized crime syndicates, which have run labor rackets for generations.


Nearly 50 gangs with 1,050 members operate in Fukushima prefecture dominated by three major syndicates – Yamaguchi-gumi, Sumiyoshi-kai and Inagawa-kai, police say.


Ministries, the companies involved in the decontamination and decommissioning work, and police have set up a task force to eradicate organized crime from the nuclear clean-up project. Police investigators say they cannot crack down on the gang members they track without receiving a complaint. They also rely on major contractors for information.


In a rare prosecution involving a yakuza executive, Yoshinori Arai, a boss in a gang affiliated with the Sumiyoshi-kai, was convicted of labor law violations. Arai admitted pocketing around $ 60,000 over two years by skimming a third of wages paid to workers in the disaster zone. In March a judge gave him an eight-month suspended sentence because Arai said he had resigned from the gang and regretted his actions.


Arai was convicted of supplying workers to a site managed by Obayashi, one of Japan’s leading contractors, in Date, a town northwest of the Fukushima plant. Date was in the path of the most concentrated plume of radiation after the disaster.


A police official with knowledge of the investigation said Arai’s case was just “the tip of the iceberg” in terms of organized crime involvement in the clean-up.


A spokesman for Obayashi said the company “did not notice” that one of its subcontractors was getting workers from a gangster.


“In contracts with our subcontractors we have clauses on not cooperating with organized crime,” the spokesman said, adding the company was working with the police and its subcontractors to ensure this sort of violation does not happen again.


In April, the Ministry of Health, Labor and Welfare sanctioned three companies for illegally dispatching workers to Fukushima. One of those, a Nagasaki-based company called Yamato Engineering, sent 510 workers to lay pipe at the nuclear plant in violation of labor laws banning brokers. All three companies were ordered by labor regulators to improve business practices, records show.


In 2009, Yamato Engineering was banned from public works projects because of a police determination that it was “effectively under the control of organized crime,” according to a public notice by the Nagasaki-branch of the land and transport ministry. Yamato Engineering had no immediate comment.



In towns and villages around the plant in Fukushima, thousands of workers wielding industrial hoses, operating mechanical diggers and wearing dosimeters to measure radiation have been deployed to scrub houses and roads, dig up topsoil and strip trees of leaves in an effort to reduce background radiation so that refugees can return home.


Hundreds of small companies have been given contracts for this decontamination work. Nearly 70 percent of those surveyed in the first half of 2013 had broken labor regulations, according to a labor ministry report in July. The ministry’s Fukushima office had received 567 complaints related to working conditions in the decontamination effort in the year to March. It issued 10 warnings. No firm was penalized.

On Tuesday, the operator of the Fukushima nuclear power plant said that over 1,000 tons of contaminated water was dumped into the sea after a typhoon hit the area.


Typhoon Man-yi hit Japan on Monday, causing heavy rains and uncontrollable floods.


“Workers measured the radioactive levels of the water collected in the enclosure walls, pumping it back into tanks when the levels were high,” said a TEPCO official.


“Once finding it was mostly rain water they released it from the enclosure, because there is a limit on how much water we can store.”


The Tokyo Times reported that:


The utility said the rainwater was discharged from barriers at seven locations and contained strontium 90, which can cause bone cancer if ingested. The beta radiation given off by the strontium did not exceed the government’s limit of 30 becquerels per liter, it said.


Tepco said the radiation level of the water overall, including strontium 90, which accounted for about half of the beta ray emissions, maxed out at 24 becquerels per liter.


In areas where water samples were highly toxic, however, Tepco took a different approach and transferred it elsewhere through makeshift pumps. One of those areas contained rainwater that was emitting 170,000 becquerels per liter, far higher than allowed.


Additionally, both TEPCO and the UN continue to raise the acceptable levels of radiation, so just because the government says its healthy, doesn’t mean that it actually is.


This is still small when compared to the 300 tons of contaminated groundwater that has been leaking into the sea every day for years.

The Century-Long Challenge to Respond to Fukushima


More than two years after an earthquake and tsunami wreaked havoc on a Japanese power plant, the Fukushima nuclear disaster is one of the most serious threats to public health in the Asia-Pacific, and the worst case of nuclear contamination the world has ever seen. Radiation continues to leak from the crippled Fukushima Daiichi site into groundwater, threatening to contaminate the entire Pacific Ocean. The cleanup will require an unprecedented global effort.


Initially, the leaked radioactive materials consisted of cesium-137 and 134, and to a lesser degree iodine-131. Of these, the real long-term threat comes from cesium-137, which is easily absorbed into bodily tissue—and its half-life of 30 years means it will be a threat for decades to come. Recent measurements indicate that escaping water also has increasing levels of strontium-90, a far more dangerous radioactive material than cesium. Strontium-90 mimics calcium and is readily absorbed into the bones of humans and animals.


Tokyo Electric Power Company (TEPCO) recently announced that it lacks the expertise to effectively control the flow of radiation into groundwater and seawater and is seeking help from the Japanese government. TEPCO has proposed setting up a subterranean barrier around the plant by freezing the ground, thereby preventing radioactive water from eventually leaking into the ocean—an approach that has never before been attempted in a case of massive radiation leakage. TEPCO has also proposed erecting additional walls now that the existing wall has been overwhelmed by the approximately 400 tons per day of water flowing into the power plant.


But even if these proposals were to succeed, they would not constitute a long-term solution.


A New Space Race


Solving the Fukushima Daiichi crisis needs to be considered a challenge akin to putting a person on the moon in the 1960s. This complex technological feat will require focused attention and the concentration of tremendous resources over decades. But this time the effort must be international, as the situation potentially puts the health of hundreds of millions at risk. The long-term solution to this crisis deserves at least as much attention from government and industry as do nuclear proliferation, terrorism, the economy, and crime.


To solve the Fukushima Daiichi problem will require enlisting the best and the brightest to come up with a long-term plan to be implemented over the next century. Experts from around the world need to contribute their insights and ideas. They should come from diverse fields—engineering, biology, demographics, agriculture, philosophy, history, art, urban design, and more. They will need to work together at multiple levels to develop a comprehensive assessment of how to rebuild communities, resettle people, control the leakage of radiation, dispose safely of the contaminated water and soil, and contain the radiation. They will also need to find ways to completely dismantle the damaged reactor, although that challenge may require technologies not available until decades from now.


Such a plan will require the development of unprecedented technologies, such as robots that can function in highly radioactive environments. This project might capture the imagination of innovators in the robotics world and give a civilian application to existing military technology. Improved robot technology would prevent the tragic scenes of old people and others volunteering to enter into the reactors at the risk of their own wellbeing.


The Fukushima disaster is a crisis for all of humanity, but it is a crisis that can serve as an opportunity to construct global networks for unprecedented collaboration. Groups or teams aided by sophisticated computer technology can start to break down into workable pieces the immense problems resulting from the ongoing spillage. Then experts can come back with the best recommendations and a concrete plan for action. The effort can draw on the precedents of the Intergovernmental Panel on Climate Change, but it must go far further.



In his book Reinventing Discovery: The New Era of Networked Science, Michael Nielsen describes principles of networked science that can be applied on an unprecedented scale. The breakthroughs that come from this effort can also be used for other long-term programs such as the cleanup of the BP Deepwater Horizon oil spill in the Gulf of Mexico or the global response to climate change. The collaborative research regarding Fukushima should take place on a very large scale, larger than the sequencing of the human genome or the maintenance of the Large Hadron Collider.


Finally, there is an opportunity to entirely reinvent the field of public diplomacy in response to this crisis. Public diplomacy can move from a somewhat ambiguous effort by national governments to repackage their messaging to a serious forum for debate and action on international issues. As public diplomacy matures through the experience of Fukushima, we can devise new strategies for bringing together hundreds of thousands of people around the world to respond to mutual threats. Taking a clue from networked science, public diplomacy could serve as a platform for serious, long-term international collaboration on critical topics such as poverty, renewable energy, and pollution control.


Similarly, this crisis could serve as the impetus to make social networking do what it was supposed to do: help people combine their expertise to solve common problems. Social media could be used not as a means of exchanging photographs of lattes and overfed cats, but rather as an effective means of assessing the accuracy of information, exchanging opinions between experts, forming a general consensus, and enabling civil society to participate directly in governance. With the introduction into the social media platform of adequate peer review—such as that advocated by the Peer-to-Peer Foundation (P2P)—social media can play a central role in addressing the Fukushima crisis and responding to it. As a leader in the P2P movement, Michel Bauwens, suggests in an email, “peers are already converging in their use of knowledge around the world, even in manufacturing at the level of computers, cars, and heavy equipment.”


Here we may find the answer to the Fukushima conundrum: open the problem up to the whole world.


Peer-to-Peer Science


Making Fukushima a global project that seriously engages both experts and common citizens in the millions, or tens of millions, could give some hope to the world after two and a half years of lies, half-truths, and concerted efforts to avoid responsibility on the part of the Japanese government and international institutions. If concerned citizens in all countries were to pore through the data and offer their suggestions online, there could be a new level of transparency in the decision-making process and a flourishing of invaluable insights.



There is no reason why detailed information on radiation emissions and the state of the reactors should not be publicly available in enough detail to satisfy the curiosity of a trained nuclear engineer. If the question of what to do next comes down to the consensus of millions of concerned citizens engaged in trying to solve the problem, we will have a strong alternative to the secrecy that has dominated so far. Could our cooperation on the solution to Fukushima be an imperative to move beyond the existing barriers to our collective intelligence posed by national borders, corporate ownership, and intellectual property concerns?


A project to classify stars throughout the university has demonstrated that if tasks are carefully broken up, it is possible for laypeople to play a critical role in solving technical problems. In the case of Galaxy Zoo, anyone who is interested can qualify to go online and classify different kinds of stars situated in distant galaxies and enter the information into a database. It’s all part of a massive effort to expand our knowledge of the universe, which has been immensely successful and demonstrated that there are aspects of scientific analysis that does not require a Ph.D. In the case of Fukushima, if an ordinary person examines satellite photographs online every day, he or she can become more adept than a professor in identifying unusual flows carrying radioactive materials. There is a massive amount of information that requires analysis related to Fukushima, and at present most of it goes virtually unanalyzed.


An effective response to Fukushima needs to accommodate both general and specific perspectives. It will initially require a careful and sophisticated setting of priorities. We can then set up convergence groups that, aided by advanced computation and careful efforts at multidisciplinary integration, could respond to crises and challenges with great effectiveness. Convergence groups can also serve as a bridge between the expert and the layperson, encouraging a critical continuing education about science and society.


Responding to Fukushima is as much about educating ordinary people about science as it is about gathering together highly paid experts. It is useless for experts to come up with novel solutions if they cannot implement them. But implementation can only come about if the population as a whole has a deeper understanding of the issues. Large-scale networked science efforts that are inclusive will make sure that no segments of society are left out.


If the familiar players (NGOs, central governments, corporations, and financial institutions) are unable to address the unprecedented crises facing humanity, we must find ways to build social networks, not only as a means to come up with innovative concepts, but also to promote and implement the resulting solutions. That process includes pressuring institutions to act. We need to use true innovation to pave the way to an effective application of science and technology to the needs of civil society. There is no better place to start than the Internet and no better topic than the long-term response to the Fukushima disaster.
