Mexican marines killed a leader of the Knights Templar drug cartel on Monday, three weeks after the cult-like gang’s top chief was gunned down, officials said.

Enrique “Kike” Plancarte was killed in the state of Queretaro in central Mexico, two government officials said on condition of anonymity.

“It was in a navy operation,” one of the officials told AFP, declining to give more details because the interior ministry will make an official announcement on Tuesday.

Plancarte, 43, was considered one of the top four leaders of the Knights Templar gang, which is based in the western state of Michoacan and has been under pressure from government and vigilante forces for several months.

Mexican media reported that Plancarte was killed by marines after resisting arrest near a football field in the town of Colon following an operation that involved around 150-200 troops.

The interior ministry said on Twitter that authorities were verifying Plancarte’s identity and that more information would be given on Tuesday.

Officials said this was standard procedure. The national daily Reforma said navy sources confirmed Plancarte was killed.

His death comes after Knights Templar founder Nazario Moreno, alias “El Chayo,” was killed by troops in Michoacan on March 9.

Moreno had been mistakenly reported killed in December 2010, leaving fellow leader Servando “La Tuta” Gomez as the public face of the cartel.

Gomez, a former school teacher, remains at large.

Plancarte’s uncle Dionicio, who was also a key leader of the gang, was detained in January.

Vigilante militias that formed a year ago to kick the cartel out of Michoacan towns had named Plancarte as one of the top Knights Templar leaders that they wanted to see taken down.

Mexican authorities had offered a $ 750,000 reward for information leading to his capture, with prosecutors accusing him of being one of the main traffickers of drugs to the United States. He was also on a US Treasury list of drug lords under sanctions.

The Knights Templar are considered major smugglers of crystal meth to the United States, but their business has expanded to include illegal mining of iron ore for export to China.

The gang held sway across Michoacan’s agricultural Tierra Caliente (Hot Country) region, but farmers began to take up arms in February 2013, fed up with the police’s inability or unwillingness to curb the cartel.

The vigilantes kicked the cartel out of some 20 towns and allied themselves with federal forces in January, but the so-called “self-defense” militias have faced trouble with the law.

Earlier Monday, authorities accused a vigilante leader of ordering the murder of a mayor who opposed the self-defense forces.

Enrique Hernandez Salcedo was among 19 people detained in connection with the murder of Tanhuato Mayor Gustavo Garibay Garcia.

It was the second arrest of a vigilante leader in recent weeks.

Earlier in March, authorities arrested one of the most high-profile self-defense leaders, Hipolito Mora, on charges of being behind the March 8 double murder of two fellow vigilantes.

Mora, a lime grower from the town of La Ruana, has declared his innocence.

Mexico Irate Over Border Patrol Use of Force Against Rock Attack

Following the shooting death last week of a Mexican illegal alien with an extensive criminal record who assaulted a U.S. Border Patrol agent with rocks (one reportedly the size of a basketball), the government of Mexico is demanding that the Obama administration prohibit Border Patrol agents from using lethal force to protect themselves. Reports CNN:

“We also firmly reiterate that the use of lethal force in border control operations is unacceptable. The Government of Mexico expects the results of the investigations and that those responsible be held accountable,” the Secretariat of Foreign Relations said in a statement Thursday.

Assaults on Border Patrol officers are a serious problem. According to a recent DHS internal audit, the number of assaults reported was 549 in 2012, down from about 1,000 a year from 2007 to 2010. Nearly all of them occurred on the U.S.-Mexico border.

Obama arrives in Mexico for ‘Three Amigos’ summit that will show NAFTA strains

TOLUCA, Mexico – They were once dubbed the Three Amigos, but strains on their friendship cast a chill Wednesday as President Barack Obama flew to Mexico for a summit of the leaders of the world’s largest trading bloc.

A bilateral spat between Mexico and Canada, and anger in Ottawa over U.S. indecision on whether to build the Keystone XL pipeline from western Canada to the U.S. Gulf Coast cooled the atmosphere of the seven-hour summit.  

Obama landed in Toluca, some 40 miles west of Mexico City at about 12:10 p.m. local time (1:10 pm. EST). He popped his head through the door of Air Force One seven minutes later and bounded down the stairs.

Before boarding the plane, the White House said, Obama signed a new executive order to reduce bureaucratic barriers and speed up imports and exports, helping businesses strengthen supply chains across borders. The move signaled that Obama would not cede to opposition to his trade agenda at home.

The gathering in Toluca, Mexico’s fifth largest city, coincides with the 20th anniversary of theNorth American Free Trade Agreement, or Nafta, which formed a market of 470 million people from Canada’s Yukon to the Yucatan Peninsula in Mexico. The bloc represents more than 30 percent of global economic output.

But even as manufacturing chains are more integrated between the three nations, experts say the bloc has drifted on autopilot with a lack of strategic vision.

“Twenty years later, it’s hard for us to talk to each other and reach agreement,” said Laura Macdonald, a political scientist who specializes in the region at Carleton University in Ottawa.

Rather than re-debate Nafta, Obama is expected to press Mexican President Enrique Pena Nieto and Canadian Prime Minister Stephen Harper to speak with one voice as they negotiate the Trans-Pacific Partnership, a proposed trade bloc that includes 12 countries around the Pacific Rim.

Multiple tensions surround the summit, though, and it unfolds “at the worst moment in the trilateral relationship” since the Sept. 11, 2001, terror attacks in the United States triggered concerns over border security, Macdonald said.

The bright spot is an energy revolution that is altering the global energy map and shifting its epicenter to North America, revitalizing manufacturing.

“We are in a fundamentally different place than we were even five years ago,” said Eric Farnsworth, vice president of the Council of the Americas, a Washington DC-based business group that promotes free trade, democracy and open markets in the hemisphere.

Farnsworth said bilateral issues and faltering political intentions have hindered efforts to develop the Nafta region “in a comprehensive and strategic manner.”

“That sense of broader purpose here is missing,” Farnsworth said.

Mexico is irked at Canada over visa requirements that have seen its tourism to Canada drop by about 50 percent since 2008 to a level of about 130,000 Mexicans per year. In contrast, 1.9 million Canadians visit Mexico annually.

Mexican diplomats say Canada requires 10 times more information from Mexican citizens to grant a visa than the U.S. government requires.

Harper and Pena Nieto oversaw the signing Tuesday of an expanded air transport accord that will allow more direct flights between Canada and Mexico but Harper made no public mention of whether Canada would ease visa requirements.

Harper is irritated with Obama for U.S. delays on deciding whether to proceed with the $ 5.4 billion Keystone XL pipeline designed to carry oil made from tar sands in the province of Alberta through the Midwest to refineries along the Gulf Coast.

Macdonald said the pipeline project “is the most important foreign policy objective of the Harper government” in its quest to become an energy superpower.

“Some of the Harper government statements have had an air of petulance about them – ‘You just have to answer us now,’” Macdonald said.

Also irritating U.S.-Canada relations are delays in replacing the aged Ambassador Bridge between Detroit and Windsor, Ontario, the single busiest international land border crossing in North America in terms of trade volume.

Even without coordinated policies to reinvigorate NAFTA, manufacturing supply chains increasingly bind the three nations. Over eight million U.S. jobs depend on trade with Canada, and another six million on trade with Mexico.

U.S.-Mexico trade topped $ 500 billion last year, and components and finished products travel back and forth across the border. Vehicles built in North America are said to have their parts cross the U.S. borders eight times before they are fully assembled.

“We design it together and we produce it together,” Farnsworth said of most goods, noting that 40 cents of each dollar of content of Mexican exports to the United States comes from materials and parts produced in U.S. plants.

Once annual summits between the Nafta leaders have grown less frequent. The leaders met in Guadalajara in 2009 and again in Washington DC in 2012.

The initial promise of the Nafta trade bloc led to the moniker the Three Amigos for the leaders of the three countries, taken from a 1986 comedy Western starring Steve Martin, Chevy Chase andMartin Short.

Radiation Leak in New Mexico: “We’ve never seen a level like we are seeing”

A nuclear waste facility near Carlsbad, New Mexico is the site of an airborne radiation leak. The high levels of particles were detected late Friday night at the Waste Isolation Pilot Plant.

WIPP is housed at an old salt mine, and toxic waste like plutonium is housed half a mile underground.

All of the 139 workers were sequestered on site.  

WIPP is the nation’s first transuranic nuclear waste repository, used to permanently dispose of low-level nuclear waste from government sites around the nation.

“These are radionuclides that are of a hazard if inhaled, but it is not the kind of radiation that penetrates, and so the primary concern for the release of this nature is (through) the ventilation passageway and that’s why our employees are sequestered in place,” said Roger Nelson, a Department of Energy spokesman. The staff members have all tested negative for contamination, and nonessential employees have been cleared to go home.

There have been false alarms in the past, but the DoE said initially that this was a legitimate leak.

“They (air monitors) have alarmed in the past as a false positive because of malfunctions, or because of fluctuations in levels of radon (a naturally occurring radioactive gas),” Department of Energy spokesman Roger Nelson said.

“But I believe it’s safe to say we’ve never seen a level like we are seeing. We just don’t know if it’s a real event, but it looks like one,” he said.

It was not yet clear what caused the air-monitoring system to indicate that radioactive particles were present at unsafe levels, Nelson said. (source)

The Department of Energy is conducting testing at the site. There is no indication of what caused the leak at this time.

According to the DoE, despite their initial statement, there’s no longer real cause for concern. Last night, they released updated measurements on the number of potentially harmful airborne alpha and beta particles and said that none seems to have reached the surface. The story changed dramatically, taking a turn for the positive, as Nelson said that the leak was “not significant”.

“Monitors at the WIPP boundary have confirmed there is no danger to human health or the environment,” the department said late Saturday night. “No contamination has been found on any equipment, personnel, or facilities.” (source)

MEXICO CITY (Reuters) – Mexico said on Monday it had caught a leader of the Knights Templar, a violent drug cartel that has created a major security problem for President Enrique Pena Nieto in western Mexico.

An official from the Attorney General’s office said security forces had captured Dionisio Loya Plancarte, known as “El Tio” (The Uncle), one of the most senior members of the Knights Templar.

Plancarte’s detention marks the first major capture of the inner circle of the gang, which emerged from a split in another cartel in the western state of Michoacan known as La Familia.

The Knights Templar have controlled large swathes of the restive mountainous state in recent years.

The Knights have this year been embroiled in confrontations with armed vigilantes in Michoacan, stirring concerns about Pena Nieto’s strategy to combat widespread violence in Mexico.

New Mexico authorities were working on Wednesday to bring juvenile charges soon against a 12-year-old boy accused of opening fire at his school and wounding two students before a staff member persuaded him to lay down his shotgun, officials said.

The boy, who has not been identified publicly, will be formally charged Wednesday or Thursday as a juvenile, Roswell-based District Attorney Janetta Hicks of the state’s Fifth Judicial District said in a phone interview.

The shooting at Berrendo Middle School in Roswell Tuesday, in which a boy, 12, and a girl, 13, were wounded, took place in the school gym, where students tend to wait during inclement weather before lessons begin.

The suspected shooter will not be charged as an adult due to his age, in accordance with New Mexico law, Hicks said on Wednesday.

The violence in the school gym lasted just 10 seconds before a teacher stepped forward and persuaded the boy, who had opened fire and wounded the two students, to put down his shotgun, officials said. His motive remained unclear.

The boy was being held at an “appropriate children’s facility” in Albuquerque, 170 miles (274 km) to the northwest, said state police spokesman Lieutenant Emmanuel Gutierrez.

Police and the district attorney said they were discussing the evidence before deciding what charges to bring against the boy. Gutierrez said it was still unknown if he would appear in court on Wednesday.

A spokesman for University Medical Center in Lubbock, Texas, to which both wounded children were airlifted on Tuesday and where they underwent surgery, said the boy was in critical condition, while the girl’s condition was satisfactory.

The shooting was the second at a U.S. middle school in the past three months, after another 12-year-old boy opened fire at his middle school in Sparks, Nevada, in October, killing a teacher and wounding two students before killing himself.

It comes amid a contentious national debate on gun control that intensified after a gunman shot dead 20 students and six staff members at Sandy Hook Elementary in Newtown, Connecticut, in December 2012. Following that attack, President Barack Obama called for sweeping new gun control measures.

Most of Obama’s proposals were defeated in Congress, but his administration proposed new regulations this month aimed at clarifying restrictions on gun ownership for the mentally ill and bolstering a database used for firearms background checks. NEW YORK Dec 19 (Reuters) – Standard & Poor’s on Thursday raised its sovereign long-term foreign currency credit rating for Mexico by one notch to BBB-plus days after the country approved the biggest shake-up of its energy sector since 1938 in a bid to boost growth.

The upgrade, which moves Mexico higher into investment-grade territory with a stable outlook, brings S&P in line with both Moody’s Investors Service’s Baa1 rating with a stable outlook and Fitch Ratings’ BBB-plus with a stable outlook.

In a statement, S&P cited the government’s energy reform, which opens up Mexico’s 75-year-old oil and gas monopoly to private investment, as a key reason for the upgrade.

“The passage of a landmark energy reform, supported by some changes in the fiscal framework, bolsters Mexico’s growth prospects and fiscal flexibility in the medium term,” it said.

The energy overhaul is the cornerstone of a raft of reforms championed by President Enrique Pena Nieto aimed at boosting growth in Latin America’s no. 2 economy, which has long lagged emerging market peers.

Pena Nieto has overseen passage of laws to overhaul the education system, boost competition in telecommunications, spur lending, and increase a weak tax take, partly to ease the fiscal burden on ailing state oil giant Pemex.

“This is a watershed moment for Mexico,” S&P said.

“Tapping into Mexico’s vast oil potential should energize investment and growth throughout the economy, but we also believe that we won’t see its tangible effects on economic activity for a number of years,” it added.

S&P said Mexico’s rating reflects a track record of “cautious” fiscal and monetary policies that have resulted in low government deficits and inflation, bolstered economic resilience, and contained fiscal and external debt levels.

The rating, however, remains constrained by limited fiscal flexibility and moderate trend economic growth in Mexico.

RATINGS FUTURE

Mexican growth contracted in the second quarter on weak government spending and a sagging construction sector but rebounded in the third quarter as exports picked up.

S&P expects real GDP growth of 3 percent in 2014 and 3.5 percent in 2015, up from 1.2 percent in 2013.

Mexico has also struggled to boost its tax take, which remains the weakest in the 34-nation Organisation for Economic Co-operation and Development.

The finance ministry welcomed the upgrade, saying it would “benefit the federal government, the private sector and Mexican families by lowering financing costs.”

The peso currency pared losses after the news.

Still, Rafael Camarena, an economist at Santander, said it was unclear whether the energy reform would end up lifting Mexico’s rating into “A” territory.

A Mexico City-based fund manager who was not authorized to speak on the record said the move might encourage more participation from international investors.

That would be welcome, he said, “because there’s going to be more debt next year and there are not many long-term investors in Mexico.”

The government plans to run a budget deficit of 1.5 percent of GDP next year, up from a 0.4 percent deficit this year, as it boosts spending to shore up the tepid recovery.

On Thursday, the finance ministry released its latest capital market issuance plan, which foresees increasing debt sales in the first quarter of next year.

Government Bailed Out Chrysler Spends $1.2B To Expand In Mexico

Editor’s note: Federal government spent $ 12.5 billion to bailout automaker in 2009.

Chrysler Group says it’s investing more than $ 1.2 billion in two Mexican plants to build commercial vans and engines.

Chrysler CEO Sergio Marchionne confirmed the amount Thursday at the dedication of Chrysler’s new Van Assembly Plant in Saltillo.

Chrysler spent about $ 1.1 billion to build the plant, which began making the Ram ProMaster van in July. The plant will employ 1,100 workers by the end of this year.
