NSA considered ‘unilateral spying’ on Australia, Canada, NZ citizens

The NSA was prepared to secretly collect data on citizens of Australia, Canada and New Zealand – without the knowledge or consent of their governments, and despite the ‘Five Eyes’ joint spying program with those countries, a Snowden leak reveals.


The draft directive, classified as “NF” for No Foreign, reveals how the US intelligence agency floated the possibility of “unilaterally” snooping on citizens of Australia, Canada and New Zealand, members of the so-called “Five Eyes” part of the UK-US partnership agreement on global snooping.


“Under certain circumstances, it may be advisable and allowable to target second-party persons and second-party communications systems unilaterally when it is in the best interests of the US and necessary for US national security,” says the 2005 directive, titled Collection, Processing and Dissemination of Allied Communications.


“Such targeting must be performed exclusively within the direction, procedures and decision processes outlined in this directive.”


The latest revelation comes as The Guardian publishes yet another document leaked to the British newspaper by NSA former contractor Edward Snowden.


The UK-US data-collecting alliance allowed the five members (Australia, Canada, the US, the UK and New Zealand – collectively referred to as “Five Eyes”) to share intelligence and carry out surveillance operations without worrying that member states were spying on each other.


However, it seems that some member states may have been more open to the possibility of sharing metadata on each other’s citizens than some countries in the alliance.


Guardian Australia on Monday revealed that the Defense Signals Directorate (DSD), which is now the Australian Signals Directorate, had offered to share citizens’ personal data in a 2009 meeting. This demonstrated different attitudes between the Five Eye partners when it came to protecting the privacy of citizens.


The Canadians, for example, demanded that any data that revealed private information about its citizens was first “minimized.”


However, despite the objections to any intrusions into the privacy of the citizens, the United States seemed initially intent on ignoring such requests.


The leaked draft directive goes on to state that the US could conduct the targeting without the knowledge of Australian, Canadian or New Zealand authorities, and even if their government officials had rejected a “collaboration proposal” for the operation.


“When sharing the planned targeting information with a second party would be contrary to US interests, or when the second party declines a collaboration proposal, the proposed targeting must be presented to the signals intelligence director for approval with justification for the criticality of the proposed collection,” said the document, released by the Guardian.


The document does not reveal how the NSA would select Australian targets for unilateral surveillance, nor to what ends. However, the NSA’s surveillance procedures are extensive and open the door to the collection of internet, telephone and social media information.


Meanwhile, the draft directive appears to show that the original 1946 UK-US agreement, previously specified for “foreign intelligence” operations, has acquired new dimensions.


“The agreement has evolved to include a common understanding that both governments will not target each other’s citizens/persons. However, when it is in the best interest of each nation, each reserved the right to conduct unilateral Comint [communications intelligence] action against each other’s citizens/persons,” it states.


However, later changes to the document suggest that Australia, Canada and New Zealand should be prepared to cooperate with the US to target their citizens.


“There are circumstances when targeting of second party persons and communications systems, with the full knowledge and co-operation of one or more second parties, is allowed when it is in the best interests of both nations,” the document says. “This targeting will conform to guidelines set forth in this directive.”

The directive pointed to targets believed to be affiliated with “weapons proliferation, terrorism, drug trafficking or organized crime activities”.

Survey - 83 percent of US doctors have considered abandoning their practices over Obamacare

(NaturalNews) The implications of the so-called Affordable Care Act, also known as Obamacare, are apparently so drastic that as many as 83 percent of private physicians have considered calling it quits. This is according to a new survey recently released by the Doctor Patient Medical Association (DPMA), a nationwide physicians group dedicated to maintaining and protecting individualized care for all patients.

The survey, which included nearly 700 doctors from at least 45 U.S. states, revealed that most doctors and care providers are incensed by the nationalization of medicine, and believe that the transition from privatized care to government-run care will further erode the quality of healthcare in America. Not only will demand for patient care increase dramatically as a result of the Affordable Care Act, but pay for doctors will also decrease, which will drive many practices out of business.


“Doctors clearly understand what Washington does not — that a piece of paper that says you are ‘covered’ by insurance or ‘enrolled’ in Medicare or Medicaid does not translate to actual medical care when doctors can’t afford to see patients at the low-ball payments, and patients have to jump through government and insurance company bureaucratic hoops,” said DPMA co-founder Kathryn Serkes to The Daily Caller about the survey results.


Out of the 36,000 doctors surveyed, only 4.3 percent actually responded, according to DPMA. The vast majority of those who responded work in solo or small group practices, and are office-based rather than hospital-based, representing a true cross-section of America’s most personalized physicians. And more than three-quarters of respondents are considered to be mid-career, meaning they have been practicing for between 11 and 30 years.


A whopping 65 percent of respondents indicated that their existing problems are a result of too much government involvement, and that more government involvement in the form of the Affordable Care Act will make things work. 95 percent of doctors also said that private practice is already suffering as a result of “corporate medicine,” which will only get progressively worse under the Affordable Care Act.


Interestingly, nearly 75 percent of the doctors surveyed said less government, rather than more government, would help fix the existing problems with the medical system. These problems presumably include things like government oppression against so-called alternative and non-mainstream medical treatments and procedures, as well as the persistent dilemma of “too many hands in the financial cookie jar,” which raises medical costs for everyone.

Given the Department of Justice’s current track record – the IRS Scandal, Fast and Furious, subpoenaing the press, and other law bending activities – it is not surprising that it would reach inside its own organization and blatantly overstep the First Amendment rights of employees.



One of the DOJ’s latest directives tells managers how they should handle Lesbian, Gay, Bisexual and Transgender (LGBT) employees.


“Silence will be interpreted as disapproval,” according to the DOJ Pride office. The document “LGBT Inclusion at Work: The 7 Habits of Highly Effective Managers” was manifested by the DOJ Pride, Association of Lesbian, Gay, Bisexual and Transgender Employees of the U.S. Department of Justice and their Allies.


One of the DOJ’s latest directives tells managers how they need to handle Lesbian, Gay, Bisexual and Transgender (LGBT) employees.


“Silence will be interpreted as disapproval,” according to the DOJ Pride office. “LGBT Inclusion at Work: The 7 Habits of Highly Effective Managers,” was manifested by the DOJ Pride, Association of Lesbian, Gay, Bisexual and Transgender Employees of the U.S. Department of Justice and Their Allies.


According to the “Inclusion” document, the government can limit your freedom of speech, expression and your thoughts.

Make the Right Assumptions & Avoid Making the Wrong Ones:


Do assume that LGBT employees and their allies are listening to what you are saying and will read what you are writing and make sure the language you use is inclusive and respectful. Don’t assume all employees are heterosexual.


2. Use Inclusive Language: Do use inclusive words like “partner,” “significant other” or “spouse” rather than gender specific terms like “husband” and “wife.”


3. Speak Up When Appropriate:


Do communicate a zero-tolerance policy for inappropriate jokes and comments, including those pertaining to a person’s sexual orientation and gender identity or expression.


4. Acknowledge and Engage With LGBT Employees


5. Come Out:


Do let your employees know they’ll be treated with fairness and respect, regardless of their sexual orientation or gender identity, by “coming out” or as a “straight ally. For example: Attend LGBT events sponsored by DOJ Pride and/or the Department, and invite (but don’t require) others to join you.


6. Ensure that Advancement, Development & Mentoring Opportunities are Fair and Effective:


Don’t let your discomfort with an employee’s failure to conform to gender stereotypes affect whether he or she gets a particular assignment.


7.How to Respond If an Employee Comes Out to You:


Don’t judge or remain silent. Silence will be interpreted as disapproval.


At the end of the document there is a claim that these habits “boost the performance and productivity of LGBT and non-LGBT employees alike. It also allows LGBT employees to build the kinds of open and trusting relationships with coworkers and managers that are necessary for professional success.”


How does anyone build a healthy relationship with a bully?


If the DOJ could start by allowing employees and citizens their First Amendment rights and follow the laws they enforce, maybe productive relationships might begin.


It is ironic that the DOJ considers itself an expert in developing “trusting relationships.”
