ISSA’S MEA CULPA – POLITICO’s John Bresnahan reports on the words you don’t hear from Darrell Issa every day: I’m sorry: “Controversial GOP Rep. Darrell Issa has apologized to the top Democrat on the Oversight and Government Reform Committee following an ugly incident during a Wednesday hearing on alleged IRS abuses. Issa, a California Republican and chairman of the Oversight and Government Reform Committee, had the microphone for Democratic Rep. Elijah Cummings cut off during the middle of a statement by the Maryland lawmaker. The move infuriated Cummings and other Democrats, who went to the House floor on Thursday with a motion condemning Issa’s actions.


– “While Speaker John Boehner (R-Ohio) and other Republicans backed him and easily defeated the Democratic motion, the partisan controversy threatened to derail Issa’s investigation into whether the IRS improperly targeted conservative nonprofit groups. Issa called Cummings on Thursday evening to offer his apologies, Cummings said in a statement released by his office. … For his part, Issa admitted that he should have been ‘more sensitive’ to Cummings’s request to offer a statement during an appearance by Lois Lerner, an IRS official at the center of the scandal. … But Issa and Cummings are likely to return to their partisan battling next week, when Issa is expected to move forward with a contempt resolution against Lois Lerner, a former IRS official at the center of the controversy.” http://politi.co/P7xDPI


MILITARY SEXUAL ASSAULT: FROM SCANDAL TO CAUSE – Anna Palmer, Juana Summers and Darren Samuelsohn write for the hometown paper: “Sen. Kirsten Gillibrand and supporters of her crusade to take military sexual assault cases out of the chain of command lost a major battle Thursday when the proposal was defeated in a procedural vote. But the war is not over. The yearlong campaign transformed the evolution of military sexual assault from episodic scandals to a full-blown mega-cause with staying power — complete with appearances in popular culture and powerful champions who’ve learned the issue can be politically potent. …


– “Supporters of reform promise the military is going to face ongoing pressure on the powerful political issue. And they’ll have another chance later this year when Congress sets to work writing the next defense authorization bill. ‘I think this entire legislative battle has elevated the stakes and the merits of this issue,’ said Sen. Ted Cruz (R-Texas), a 2016 presidential aspirant, who supported Gillibrand. … Cruz pointed out, the concept behind Gillibrand’s proposal served as an important story line in the second season of the popular Netflix show ‘House of Cards.’ ‘I’ve watched the entire second season,’ Cruz said. ‘I was encouraged to see that the signature issue was this issue.’” http://politi.co/1f5dwLC


– The Gillibrand bill came up five votes short of the 60 needed to break a filibuster, with 10 Republicans backing the measure and 10 Democrats opposing it. Passage of Sen. Claire McCaskill’s alternative “was never in question. Gillibrand even came out in support of it when it was first introduced. And sure enough, the procedural vote to advance McCaskill’s bill Thursday was 100-0, though a vote on final passage was delayed until Monday,” Samuelsohn, Summers and Palmer write. http://politi.co/MTcdDU

LINDSEY GRAHAM (R-S.C.) never was going to endorse Rand Paul or Ted Cruz for president, but he took aim at the senators for backing the Gillibrand bill without mentioning them by name: “You want to be commander in chief? UKRAINE WILL VOTE TO SECEDE, JOIN RUSSIA – The Wall Street Journal’s Lukas I. Alpert in Moscow and Margaret Coker in Simferopol, Ukraine: “Crimea’s Moscow-backed government voted to secede from Ukraine and join Russia and accelerated a snap referendum to ratify the move, a dramatic escalation of tension that pushed the West closer to imposing sanctions if Russian troops don’t withdraw. The scheduling of the vote for March 16 means that Crimea could be absorbed into Russia in a matter of weeks. It also means the referendum could be held while the region is under de facto Russian occupation—with no opportunity for a free and fair campaign. A Russian move to absorb Crimea against the will of Ukraine’s national government would mark the first time since World War II that such a maneuver had been attempted in Europe.


– “U.S. and European leaders said Thursday that such a referendum would violate the Ukrainian constitution and international law. President Barack Obama spoke for an hour Thursday afternoon with Russian President Vladimir Putin, the White House said, stressing Russian violations of Ukrainian sovereignty and urging Moscow to talk to the new government in Kiev. He also urged Mr. Putin to ensure all Russian forces return to their bases and to support new elections in May. – SPEAKER JOHN BOEHNER, writing in a WSJ op-ed, calls on Obama to export U.S. natural gas to Europe to disrupt Putin’s energy influence there: “In response to Mr. Putin’s aggression in Ukraine, President Obama should announce a series of steps that will dramatically expand production of American-made energy, beginning with lifting this de facto ban on exports of U.S.-produced liquefied natural gas. Taking this step would also create American jobs and lower prices for our consumers and small businesses when coupled with other moves that would bolster energy production in North America. These include construction of the Keystone XL oil pipeline, ending the Obama administration’s embargo on our supplies of oil and gas from federal lands and waters, and halting the effort to take coal out of America’s electricity generation mix.

He’s also right that demographic descriptive representation, or creating a House that ‘looks like’ America, would be more manageable if there were more, smaller, districts. Nevertheless, I think the Big House is a bad idea, both on electoral and governing grounds. For elections, it would probably mean fewer voters in competitive districts, and less media attention to each individual election. … What about inside Congress? Gibbs: ‘Inexplicable’ If Someone Involved in Creation of Obamacare Website Isn’t Fired

Former White House press secretary Robert Gibbs said Monday on Now With Alex Wagner it would be “inexplicable” if somebody or a whole team of people were not fired for their role in the disastrous rollout of the Obamacare website.


Now an MSNBC contributor, Gibbs said if such action wasn’t taken by the spring, he would be surprised:


ALEX WAGNER: Robert, I think the big picture question here is does the White House learn anything or do anything tangible in response? Ron Fournier calling in his own way the sensational title of his piece is, ‘Fire Your Team, Mr. President.’ Or I think it was, President Obama needs to fires himself. Not literally, of course, but practically he needs to shake up his team. You have said that you think once these problems have been fixed that there will be some staffing changes. Do you still think that’s true and do you think it needs to be as dramatic as what Ron Fournier suggests?

Japanese Organized Crime Involved in Recruitment at Fukushima

What prevails is a well organized camouflage. The public health disaster in Japan, the contamination of water, agricultural land and the food chain, not to mention the broader economic and social implications, have neither been fully acknowledged nor addressed in a comprehensive and meaningful fashion by the Japanese authorities.


Japan as a nation state has been destroyed. Its landmass and territorial waters are contaminated. Part of the country is uninhabitable. High levels of radiation have been recorded in the Tokyo metropolitan area, which has a population of  39 million (2010) (more than the population of Canada, circa 34 million (2010)) There are indications that the food chain is contaminated throughout Japan:


The crisis in Japan has been described as “a nuclear war without a war”. In the words of renowned novelist Haruki Murakami:


“This time no one dropped a bomb on us … We set the stage, we committed the crime with our own hands, we are destroying our own lands, and we are destroying our own lives.”



Several Global Research reports and background articles have outlined the dangers of Worldwide radiation resulting from the Fukushima disaster. This disaster is being sustained by the incompetence of  TEPCO as well as political camouflage by the Abe government.


What prevails is a well organized camouflage. The public health disaster in Japan, the contamination of water, agricultural land and the food chain, not to mention the broader economic and social implications, have neither been fully acknowledged nor addressed in a comprehensive and meaningful fashion by the Japanese authorities.


Another related dimension of the Fukushima crisis pertains to the role of Japan’s organized crime, the Yakusa in recruiting personnel for dangerous tasks.


The Yakuza labor practices at Fukishima are based on a system of subcontracting. This process of recruitment and subcontracting does not favor the hiring of competent specialized personnel. It creates an environment of fraud and incompetence, which in the case of Fukushima could have devastating consequences.

This role of Japanese organized  crime also pertains to the removal of the fuel rods from Reactor no. 4. As documented in several GR articles, this undertaking –if mishandled– could potentially lead to a massive radioactive fallout:


An operation with potentially “apocalyptic” consequences is expected to begin in a little over two weeks from now – “as early as November 8″ – at Fukushima’s damaged and sinking Reactor 4, when plant operator TEPCO will attempt to remove over 1300 spent fuel rods holding the radiation equivalent of 14,000 Hiroshima bombs from a spent fuel storage tank perched on the reactor’s upper floor.


While the Reactor 4 building itself did not suffer a meltdown, it did suffer a hydrogen explosion, is now tipping and sinking and has zero ability to withstand another seismic event.


To remove the rods, TEPCO has erected a 273-ton mobile crane above the building that will be operated remotely from a separate room….


Fukushima and the Yakusa


A recent Reuters report documents in detail the role of Japan’s Yakusa and its insidious relationship to both TEPCO as well as agencies of the Japanese government including the Ministry of Health, Labor and Welfare:


The complexity of Fukushima contracts and the shortage of workers have played into the hands of the yakuza, Japan’s organized crime syndicates, which have run labor rackets for generations.


Nearly 50 gangs with 1,050 members operate in Fukushima prefecture dominated by three major syndicates – Yamaguchi-gumi, Sumiyoshi-kai and Inagawa-kai, police say.


Ministries, the companies involved in the decontamination and decommissioning work, and police have set up a task force to eradicate organized crime from the nuclear clean-up project. Police investigators say they cannot crack down on the gang members they track without receiving a complaint. They also rely on major contractors for information.


In a rare prosecution involving a yakuza executive, Yoshinori Arai, a boss in a gang affiliated with the Sumiyoshi-kai, was convicted of labor law violations. Arai admitted pocketing around $ 60,000 over two years by skimming a third of wages paid to workers in the disaster zone. In March a judge gave him an eight-month suspended sentence because Arai said he had resigned from the gang and regretted his actions.


Arai was convicted of supplying workers to a site managed by Obayashi, one of Japan’s leading contractors, in Date, a town northwest of the Fukushima plant. Date was in the path of the most concentrated plume of radiation after the disaster.


A police official with knowledge of the investigation said Arai’s case was just “the tip of the iceberg” in terms of organized crime involvement in the clean-up.


A spokesman for Obayashi said the company “did not notice” that one of its subcontractors was getting workers from a gangster.


“In contracts with our subcontractors we have clauses on not cooperating with organized crime,” the spokesman said, adding the company was working with the police and its subcontractors to ensure this sort of violation does not happen again.


In April, the Ministry of Health, Labor and Welfare sanctioned three companies for illegally dispatching workers to Fukushima. One of those, a Nagasaki-based company called Yamato Engineering, sent 510 workers to lay pipe at the nuclear plant in violation of labor laws banning brokers. All three companies were ordered by labor regulators to improve business practices, records show.


In 2009, Yamato Engineering was banned from public works projects because of a police determination that it was “effectively under the control of organized crime,” according to a public notice by the Nagasaki-branch of the land and transport ministry. Yamato Engineering had no immediate comment.



In towns and villages around the plant in Fukushima, thousands of workers wielding industrial hoses, operating mechanical diggers and wearing dosimeters to measure radiation have been deployed to scrub houses and roads, dig up topsoil and strip trees of leaves in an effort to reduce background radiation so that refugees can return home.


Hundreds of small companies have been given contracts for this decontamination work. Nearly 70 percent of those surveyed in the first half of 2013 had broken labor regulations, according to a labor ministry report in July. The ministry’s Fukushima office had received 567 complaints related to working conditions in the decontamination effort in the year to March. It issued 10 warnings. No firm was penalized.

IRS workers involved in Tea Party scrutiny to face U.S. lawmakers

WASHINGTON (Reuters) – Internal Revenue Service officials who took part in added scrutiny of conservative groups seeking tax exemptions will testify publicly for the first time on Thursday before U.S. lawmakers, in an affair that has become increasingly partisan.


The hearing comes two months into the controversy, set off in May when an inspector general’s report said the IRS inappropriately targeted Tea Party and other conservative groups for added review of their applications for tax exemptions.


Republicans say the IRS actions were influenced by political officials in Washington.


Democratic and Republican congressional investigators for the House of Representatives’ Oversight and Government Reform Committee have been probing the matter, conducting more than a dozen private interviews with IRS staff.


As they have gathered material on the controversy that cost the chief of the IRS his job and triggered an FBI inquiry, committee staff on both sides have leaked interview transcripts to the press to prove certain points.


Democrats say the interviews done so far show there was no political involvement in IRS activities and they released a 36-page memo on Tuesday excerpting interviews with 15 IRS employees, all of whom they say back up that view.


Republicans highlighted interview excerpts of their own on Wednesday, detailing the involvement of Washington-based IRS officials.


No one disputes that IRS handling of tax-exemption applications from non-profit groups was centered at a branch office in Cincinnati and that most of the singling out of certain groups for closer attention was done by mid-level staff.


The committee will hear testimony on Thursday from Elizabeth Hofacre, a front-line agency employee in Cincinnati, and Carter Hull, a Washington official involved in reviewing the cases.


Also testifying will be Treasury Inspector General for Tax Administration Russell George and other TIGTA officials. That office has played a central role in the controversy, having issued a report in May sharply critical of the IRS.


The inspector general’s office has come under fire from Democrats who say his report focused too narrowly on delays in the processing of conservative groups’ applications, ignoring potential delays faced by groups linked to liberal causes.

IRS manager: White House not involved in reviews


(AP) — A self-described conservative Republican who is a manager in the Internal Revenue Service office that targeted tea party groups told investigators that he, not the White House, set in motion the review, the top Democrat on the House watchdog committee said Sunday.


Rep. Elijah Cummings, D-Md., released a partial transcript of the House Committee on Oversight and Government Reform interview with the unnamed manager in the IRS’ Cincinnati office. In it, the employee said the extra scrutiny for tea party groups’ tax exempt status was an effort to be consistent in reviewing applications and not driven by politics.


“He is a conservative Republican working for the IRS. I think this interview and these statements go a long way to what’s showing that the White House was not involved in this,” Cummings said.


“Based upon everything I’ve seen, the case is solved. And if it were me, I would wrap this case up and move on, to be frank with you,” Cummings added.


In the five-hour interview conducted last week, the manager said one of his employees brought to him a tea party group’s application for tax exempt status. The manager said he recognized the political implications of the decision and flagged it for an office in Washington. Some Republicans have suggested that the Washington office initiated the close examination.


Republicans have complained the IRS targeted tea party groups because they are critical of Democrats and President Barack Obama. An internal IRS report found the agency gave the small-government advocates improper scrutiny.


The uproar forced out the acting IRS chief and put the White House on the defensive against those who suggested Obama was using the government to go after political enemies.


Sunday’s release of yet another partial transcript was unlikely to quiet those critics.


“The American public wants to know why targeting occurred and who was involved,” said oversight chairman Rep. Darrell Issa, R-Calif., in statement released Sunday. “The testimony excerpts Ranking Member Cummings revealed today did not provide anything enlightening or contradict other witness accounts. The only thing Ranking Member Cummings left clear in his comments today is that if it were up to him the investigation would be closed.”


Oversight committee investigators have now interviewed at least five IRS employees about targeting conservative groups for additional scrutiny when they applied for tax-exempt status during the 2010 and 2012 elections. Some employees said they believed that officials in Washington were directing their work but didn’t show any direct evidence to support their statements.


Cummings and Issa have been releasing portions of interviews that back up their assertions. But neither has released full transcripts, making it difficult to discern a complete story. Also, the portions released tend to offer employees’ views on what was happening, not definitive orders that directed them to scrutinize closely tea party applications.


Cummings declined to release the full transcript of the interview he posted on Democrats’ oversight website.


A Cummings spokeswoman, Jennifer Hoffman, declined to release the employees’ identity.


In the 15-page memo describing their interview with the manager, Democrats on the committee said they were withholding the employee’s name at the request of the IRS.


Cummings appeared on CNN’s “State of the Union” and CBS’ “Face the Nation.”
