Bush admin official arrested on sex assault charge

A prominent lobbyist and former George W. Bush administration official has been arrested in connection with an alleged sexual assault.


Sloan Wilson Rappoport, listed in public reports as a lobbyist for Downey McGrath Group, was arrested Wednesday by Fairfax, Va. county police.







He was charged him with abduction, sexual battery, and obscene display in connection with an alleged assault that occurred at Bailey’s Crossroads.


According to the Fairfax County police department, a 28-year-old woman was shopping in a Ross clothing store earlier this month when a man approached her speaking Spanish. As she left the store, the same man pulled up in silver-colored Mercedes and asked her to get in.


The alleged assailant then locked the doors, drove to a location nearby and sexually assaulted her, according to a police statement.


As of Wednesday, Rappoport’s bio has been removed from the Downey McGrath Group website. However, he appears on lobbying registrations for the firm as recently as February. The firm did not immediately respond to a request for comment.


According to an archived version of the bio, which identifies Rappoport as a vice president to the firm, he worked mostly on international trade,financial services, healthcare, energy and environment.


He’s also previously served in senior positions in the U.S. Department of Commerce during the Bush administration and on Capitol Hill for Sen. John McCain (R-Ariz), former Sen. Olympia J. Snowe (R-Maine) and ex-Rep. Bob Stump (R-Ariz.)


An attorney for Rappoport did not immediately respond to a request for comment.

RALEIGH, N.C. — The Army general prosecuted in the military’s most closely watched sexual assault case has agreed to plead guilty to lesser charges in exchange for the dismissal of accusations that he twice forced his longtime mistress into oral sex, threatened to kill her and her family, and performed consensual but “open and notorious sexual acts” with her in a parked car in Germany and on a hotel balcony in Tucson.


The new guilty pleas, outlined in a document obtained by The New York Times, are expected to be entered by Brig. Gen. Jeffrey A. Sinclair in military court at Fort Bragg, N.C., as soon as Monday morning. They would end an embarrassing two-year case against one of the military’s rising stars that was derailed this year after prosecutors concluded that their chief witness, a captain who was the general’s mistress, may have lied under oath at a pretrial hearing.


The pleas could still set up a showdown. Defense lawyers say military prosecutors may call the captain — as well as her parents, who are from Nebraska — as witnesses at a sentencing hearing this week, in an effort to persuade the military judge to impose tougher punishment on General Sinclair.


But that would allow the general’s defense team, led by a former federal prosecutor, to cross-examine the 34-year-old woman, a military intelligence officer, with what they assert are numerous instances of contradictions or deceptions discovered during a year of trial preparation. The woman already testified earlier this month about what she said were threats from General Sinclair and forced oral sex, but she was not cross-examined because the court-martial was postponed.


General Sinclair, 51 and married with two children, was deputy commander of the 82nd Airborne Division as well as of American forces in southern Afghanistan when he was recalled in 2012. Until then, he was seen within the military as an officer who could progress to division commander or higher.


The general’s punishment will not be determined until a judge finishes holding the sentencing hearing. Prosecutors are expected to argue for prison time, while defense lawyers will contend that officers in similar cases have not faced jail time and have been allowed to retire at reduced rank. As one example, they cite the recent case of an Army brigadier general who lost his command and paid a $ 5,000 fine but was allowed to keep his rank after it was determined he had assaulted a girlfriend and committed adultery.


Had prosecutors proceeded with the sexual assault charges, General Sinclair would have faced the possibility of life in prison and permanent registration as a sex offender if convicted.


Defense lawyers also say General Sinclair is willing to retire as a lieutenant colonel — two rungs below his current rank, and the last at which no illegal acts are alleged to have occurred — which would probably cost him more than $ 1 million in total retirement pay.


Though his former lover’s problematic testimony at a hearing in January shook the prosecution team, and led the chief military prosecutor to quit the case after his bosses rejected his advice to drop charges that relied solely on her testimony, Army officials say they do not question her account of the general’s forcing her to perform oral sex against her will.



But the prosecution suffered another major setback last week when the military judge, Col. James L. Pohl, ruled that the senior Army commander overseeing the case may have been wrongly influenced by political considerations when he rejected the general’s earlier offer to resolve the charges by pleading guilty to lesser counts.


The judge’s ruling suggested that he thought military officials, under political pressure, may have stuck with the toughest charges against General Sinclair despite qualms in an effort to show new resolve against sexual misconduct.


General Sinclair pleaded guilty earlier this month to charges that included adultery, requesting explicit photographs from female Army officers, possessing pornography in a combat theater and seeking a date with a lieutenant.


The new guilty pleas expected to be entered Monday include disobeying a commander’s order not to contact his mistress, using demeaning language to refer to female officers and using a curse word when confronted about that conduct, and misusing his government travel charge card.


Yet the one guilty plea that may have been the break that allowed the deal to come together is a charge of “maltreatment” that a member of the defense team said was of critical importance to the general’s accuser, a member of the defense team said.


In that portion of the plea document, General Sinclair admits that he treated the captain “in a manner which when viewed objectively under all the circumstances was unwarranted, unjustified and unnecessary and reasonably could have caused mental harm or suffering during the course of an ongoing inappropriate sexual relationship.”


The lead Army prosecutor on the case, who has not spoken publicly about the matter outside of the courtroom, did not respond to an emailed request for comment on Sunday.


In an interview, Richard L. Scheff, the lead defense lawyer, said the plea deal would allow General Sinclair to move on with his life.


“The Army finally agreed to what were the essential terms for us, taking off the table all the charges that required General Sinclair to be a registered sex offender,” he said.


Mr. Scheff added that he was preparing for the possibility that he would be able to cross-examine the accuser at the sentencing hearing this week.

Darrell Issa has apologized to the top Democrat on the Oversight and Government Reform Committee following an ugly incident during a Wednesday hearing on alleged IRS abuses. Issa, a California Republican and chairman of the Oversight and Government Reform Committee, had the microphone for Democratic Rep. Elijah Cummings cut off during the middle of a statement by the Maryland lawmaker. The move infuriated Cummings and other Democrats, who went to the House floor on Thursday with a motion condemning Issa’s actions.


– “While Speaker John Boehner (R-Ohio) and other Republicans backed him and easily defeated the Democratic motion, the partisan controversy threatened to derail Issa’s investigation into whether the IRS improperly targeted conservative nonprofit groups. – The Gillibrand bill came up five votes short of the 60 needed to break a filibuster, with 10 Republicans backing the measure and 10 Democrats opposing it. Passage of Sen. Claire McCaskill’s alternative “was never in question. Gillibrand even came out in support of it when it was first introduced. LINDSEY GRAHAM (R-S.C.) never was going to endorse Rand Paul or Ted Cruz for president, but he took aim at the senators for backing the Gillibrand bill without mentioning them by name: “You want to be commander in chief? UKRAINE WILL VOTE TO SECEDE, JOIN RUSSIA – The Wall Street Journal’s Lukas I. Alpert in Moscow and Margaret Coker in Simferopol, Ukraine: “Crimea’s Moscow-backed government voted to secede from Ukraine and join Russia and accelerated a snap referendum to ratify the move, a dramatic escalation of tension that pushed the West closer to imposing sanctions if Russian troops don’t withdraw. The scheduling of the vote for March 16 means that Crimea could be absorbed into Russia in a matter of weeks. It also means the referendum could be held while the region is under de facto Russian occupation—with no opportunity for a free and fair campaign. A Russian move to absorb Crimea against the will of Ukraine’s national government would mark the first time since World War II that such a maneuver had been attempted in Europe.

Nevertheless, I think the Big House is a bad idea, both on electoral and governing grounds. For elections, it would probably mean fewer voters in competitive districts, and less media attention to each individual election. … What about inside Congress? Senate blocks military sexual assault bill


(CNN) — The U.S. Senate on Thursday defeated an impassioned legislative push to reduce the growing problem of sex assault in the armed forces by overhauling the way the military prosecutes serious crimes.


By a vote of 55 to 45, a bill championed by Sen. Kirsten Gillibrand failed to get the 60 votes needed for passage.


The measure would have removed military commanders from deciding whether most serious allegations of wrongdoing by their subordinates should be prosecuted.


Gillibrand, a New York Democrat, said the change was needed because bias can creep into the decisions of commanders and that has led to many sex assaults not being prosecuted.

U.S. Rep. Paul Broun, who is running in a primary campaign for U.S. Senate, announced Friday he will give away a AR-15 weapon to a lucky supporter of his campaign.


“How would you like to start off 2014 with a brand new AR-15 for free?” reads a bold line in an email the congressman — who represents the 10th district in Georgia — sent his supporters, according to the Atlanta Journal Constitution.

Iraq delays assault on Fallujah as 29 are killed in Ramadi





Iraqi troops will delay assaulting the militant-held city of Fallujah, an officer said Tuesday, citing fear of civilian casualties, as fighting and missile strikes in nearby Ramadi killed 29 people.


Parts of Ramadi — the capital of Anbar province, west of Baghdad — and all of Fallujah have been outside government control since last week.


It is the first time militants have exercised such open control in major cities since the height of the insurgency that followed the 2003 US-led invasion.


“It is not possible to assault (Fallujah) now” over concerns about civilian casualties, defense ministry spokesman Staff Lieutenant General Mohammed al-Askari told AFP.


Attacking the Sunni-majority city would also be extremely politically sensitive, as it would inflame already high tensions between the Sunni Arab minority and the Shia-led government.


It would also be a major test for Iraqi security forces, which have yet to undertake such a major operation without the backing of American troops.


Overnight, security forces and allied tribesmen sought to retake south Ramadi from fighters loyal to Al Qaeda-linked group the Islamic State of Iraq and the Levant, but the assault failed.


“Security forces and armed tribesmen tried last night to enter areas controlled by ISIL fighters in the south of the city,” a police captain told AFP.


“Clashes between the two sides began about 11 p.m. last night and continued until 6 a.m.,” he said, adding that “security forces were not able to enter these areas and ISIL fighters are still in control.”


Four civilians were killed and 14 wounded, said Ramadi hospital’s Dr Ahmed Abdul Salam, who had no casualty figures for security forces or militants.


Later Tuesday, missile strikes in Ramadi killed 25 militants, Askari said.


Three loud explosions were heard outside Fallujah early Tuesday, a witness said, as the army deployed reinforcements.


“Today, the army sent new reinforcements, including tanks and vehicles, to an area about 10 miles east of Fallujah,” a police captain told AFP.


Prime Minister Nouri al-Maliki has called on residents to expel ISIL to stave off a military offensive.


But senior tribal leader Sheikh Ali al-Hammad told AFP Monday ISIL had left Fallujah, and that it was now held by tribesmen.


US working with Iraq to isolate Al Qaeda


As violence in Anbar entered its second week, the Pentagon said Washington would accelerate delivery of 100 Hellfire missiles, which were due to be sent to Iraq in the next few months.


Colonel Steven Warren said an additional 10 ScanEagle surveillance drones would also be supplied.


Warren said Washington was working with Iraq to develop a “holistic strategy to isolate Al Qaeda-affiliated groups so the tribes working with the security forces can drive them out of the populated areas.”


But he reiterated statements by US Secretary of State John Kerry that no American forces would enter the fray.


Fighting erupted near Ramadi on December 30, when security forces cleared a year-old protest camp where Sunni Arabs had demonstrated against what they see as the marginalization and targeting of their community by the government in Baghdad.


The violence spread to Fallujah, and militants moved in and seized the city after security forces withdrew.
Maliki had long sought the closure of the protest camp, dubbing it a “headquarters for the leadership of Al Qaeda.”


But its removal has come at the cost of a sharp decline in Anbar’s security situation.


Both Ramadi and Fallujah were insurgent strongholds in the years after 2003, and Fallujah was the target of two major assaults in which US forces saw some of their heaviest fighting since the Vietnam War.


They eventually wrested back control of Anbar from militants, with the support of Sunni Arab tribesmen who formed the Sahwa (Awakening) militias, which allied with US troops against Al-Qaeda from late 2006.


But two years after US forces withdrew from Iraq, Sunni militants have regained strength, bolstered by the war in neighboring Syria and widespread Sunni Arab anger with the central government.


Iraq also suffered violence outside Anbar on Tuesday, when a suicide bomber detonating an explosives-rigged vehicle near a police station in the northern city of Kirkuk, killing four people and wounding 56.

New York police investigate possible "knockout" assault

New York (CNN) — New York police Thursday were investigating a sucker-punch assault on a 23-year-old man for a possible connection to a series of attacks known as the “knockout game.”


In the latest assault, the unidentified man was walking on a street in the Bronx on Wednesday afternoon when he was punched in the head and fell to the ground, police said. After he was down, two other men punched him several times before running away.


Nothing was taken from the man, and police were looking into a possible link to assaults around the country where teens randomly try to make strangers unconscious with a single blow. The victim suffered bruising and swelling to his face but refused medical treatment.


At least eight suspected “knockout” attacks have been reported since October in New York, but police have said they see no evidence of a trend.


Authorities have reported similar incidents in New York, New Jersey, Connecticut, Illinois, Missouri and Washington.


In New Haven, Connecticut, police said there were seven reported incidents possibly connected to “knockout” assaults, but it was unclear if they were carried out by the same person. There were no major injuries in the attacks, which occurred in the same three- to four-block area on November 17-18.


The assaults stopped after police questioned a suspect, though no arrest was made. “We have no reason to believe this is a hate crime,” said Officer David Hartman, a New Haven police spokesman. Some previous assaults in the region have targeted Jewish people.


Hartman said police believe the attacks were copycat crimes spurred by media attention.


Youth violence expert Chuck Williams blamed the media and parents for what he called extreme aggression by America’s youths. Negative attention, he said, is often rewarded.


“That’s America. America loves violence, and so do our kids,” he said. “We market violence to our children and we wonder why they’re violent. It’s because we are.”


Williams, a professor of psychology and education at Drexel University in Philadelphia, said some young people are desperate for attention. He called it the “Miley Cyrus effect,” where teens will do anything to get noticed, no matter how unconscionable.


“These kids know the consequences,” he said. “They want to get arrested. They want to get caught, because they want that notoriety. They know they won’t go away forever because they’re kids. It’s a win-win all around for them.”

The spokesperson for the Dallas Co., Texas sheriff completely distorted the department’s violent attack on peaceful demonstrators by stating that the deputies ordered the crowd to move and disperse when no such order was ever given prior to yesterday’s assault.


Carmen Castro, spokeswoman for Sheriff Lupe Valdez, told the Dallas Morning News that the deputies violently charged the free speech demonstrators because they were crowding “not only private citizens who were attempting to pay their respects but also equipment that was in place for the event.”


She further stated that the demonstrators was forcibly moved back after they “refused to obey.”


Yet the deputies gave no such orders to the crowd prior to their assault. As the beginning of our own footage shows, the deputies marched to the crowd with the intent to attack and nothing else.


The crowd had been waiting outside Dealey Plaza, which the City of Dallas promised to open to the public at 2:30pm.


The local mainstream media outlets are also covering for the sheriff’s dept. by spinning the circumstances surrounding the attack.


The article in the Dallas Morning News further stated that the deputies shoved the crowd down the street because they “decided they’d had enough.”


Local police, however, are effectively federalized during special events, taking orders from federal agencies such as the DHS. The deputies didn’t decide anything.


In fact, when we questioned one of the deputies after the assault, he said that he was just acting on orders from above.


After the attack, an Infowars reader e-mailed a local Dallas news station to ask why there was hardly any coverage on it.


The news spokesperson completely spun the story, suggesting that the police are “allowed” to keep people out of a “restricted area” and that the protestors were “trying to get into” an event where a ticket was required.


The area was not “restricted.” It was a public street OUTSIDE of a barricaded area.


What’s more, the Dallas Police provided the public access to the area where they were attacked. At no time were any barricades breached or removed.


This is a textbook example of government officials and media outlets working hand-in-hand to distort the truth and cover up criminality.

CA Deputies Shoot, Kill 13-Year-Old Carrying Fake "Assault Weapon"


On October 22, a 13-year old boy was shot and killed by Santa Rosa, California Sheriff’s deputies after they saw him walking down the street with what they thought to be an “assault rifle.”


According to the Associated Press, the deputies ordered the boy to drop the weapon and eventually “fired several rounds.” The boy fell to the ground and was handcuffed, after which the deputies “began administering first aid.” 


The 13-year old was pronounced dead at the scene. It turns out his “assault weapon” was only a replica. He also had a “plastic handgun in his waistband.”


The names of the deputies have not been released.

Nearly 200 British Police Officers Under Investigation for Sexual Assault

On a daily basis, there are countless people worldwide who use their position of authority to hurt others.  This is the whole purpose of authority anyway, to abuse and exploit people without suffering any consequences.  It is quite common for police officers or other enforcement agents of the state to assault, frame and even rape innocent people.  Recently in the UK, nearly 200 police officers and staff workers were accused of sexual assault.


The Guardian reported that Police forces are being ordered to face up to corruption by officers who commit sexual offences against vulnerable women and young people, as figures obtained by the Guardian reveal 169 officers and support staff are under investigation for predatory sexual behavior.’ [1]


According to the report only a small number of these cases will actually be reviewed by an independent group, the vast majority of the cases will be investigated by the police themselves.


Debaleena Dasgupta, a lawyer representing women who have been raped or sexually assaulted by police officers, said: “If a woman reports rape or sexual assault by a police officer it is not just that the investigation has to be properly carried out, it has to be seen to be done properly in order for victims to have confidence in the system.”


“If these cases are being investigated by the police themselves, then victims are going to get anxious. The IPCC may not have perfect resources but they should be fighting for them in order to investigate these kinds of cases.”


In a film made by Nottinghamshire police, which is being released to all forces next month, the woman said: “I thought he was going to work and doing a professional job, making a difference, and it was all just lies. It affected everybody.


“These people [his victims] were vulnerable. He was in a position of authority. He abused their trust, he abused the public’s trust.”


This type of situation is not an uncommon incident, just afew weeks ago we reported on a Texas cop who resigned amid allegation that he sexually assaulted a woman in front of her children while questioning her in her own home.[2]

Obama leadership questioned on military sexual assault



President Barack Obama has no problem forcing changes at the Pentagon.


In five years, he’s drawn down the Iraq and Afghanistan wars, repealed “don’t ask, don’t tell” and given a green light to allow women to fight alongside men in combat.








But when it comes to the next big battle at the Defense Department — over sexual assault in the ranks — don’t expect Obama to lead the charge.


He hasn’t formally met with female Democrats who’ve made the issue a priority in Congress, despite repeated requests from one of them. He hasn’t endorsed any of their proposals. And his top aides have made no commitment to lawmakers and victims groups beyond pressuring military brass behind the scenes.

Obama could argue he’s still done more to stamp out sexual assault in the military than any other president, even raising the issue in front of military audiences.


“No military unit can succeed without discipline, without trust and without cohesion,” Obama told Marines at Camp Pendleton on Wednesday. “And that’s why we’re going to work together, all of us, to stop these crimes of sexual assault and uphold the honor and the integrity that defines the finest military on Earth. And that message is coming all the way from the top.”


But there’s little reason to think Obama will go beyond generic calls for change to take a clear stand on what he believes a serious overhaul should look like, even as the Senate debates competing proposals to tackle the very issue.

Members of his party aren’t expecting him to dive in since it would almost certainly cost Obama with military brass who have resisted significant changes for 25 years.


And Obama could even end up angering some Democrats since members of the party are divided on whether to remove prosecution of sexual assault cases from the chain of command or rely on the military hierarchy to enforce new policies.


“I’ve never counted on the administration. I just think it’s something we’re working here,” said Sen. Barbara Boxer (D-Calif.), who is partnering with Sen. Kirsten Gillibrand (D-N.Y.) on legislation to remove prosecution of sexual assault cases from the military’s chain of command.

Rep. Mike Turner (R-Ohio) said Obama “has been somewhat late to the game” on the issue, which Turner has been trying to help solve for years. He nudged the White House to support what the House adopted in its version of the defense bill, including provisions that expand legal counsel for victims, establish mandatory minimum sentences for convicted sex offenders and eliminate a commander’s ability to overturn a jury verdict.


“But I think people have not seen leadership out of the administration,” Turner said. “He wasn’t commenting on the issue until legislation had practically passed through the House.”


So far, the White House hasn’t said whether Obama would support the chain of command measure or any of the other proposals senators are still debating.


“We don’t comment on legislation at this point in the process, but as we’ve said, we are open to consideration of any ideas to improve prosecution, prevention and victim support,” said White House spokeswoman Caitlin Hayden.

Sen. Chuck Grassley (R-Iowa), who supports the command chain legislation, said he had his doubts Obama would step in during the critical moments of rounding up votes. “If he does, he’ll do it at the last minute,” Grassley said, adding that “legislating is too messy for him.”


Senate Armed Services Committee ranking member Jim Inhofe (R-Okla.), an opponent of the Gillibrand-led approach, teased that if Obama did support the proposal, it could scare off some Republican supporters.


And Obama might not do much to flip Democrats either, according to Sen. Claire McCaskill, the Missouri Democrat who’s spearheading opposition to the Gillibrand bill. McCaskill supports an alternative package of reforms.

“There’s very few Democrats that are undecided at this point. I don’t know if it would or not, if he weighed in, it would make a difference,” McCaskill said. She added that she’d “have a hard time imagining” Obama would take a different stance than Defense Secretary Chuck Hagel, who initially expressed doubt about Gillibrand’s bill.


But still, some Democrats are hoping to get Obama on board. Gillibrand is trying to sway undecided senators on her chain of command proposal and has been working the West Wing’s back channels with phone calls to Valerie Jarrett and lunch with Elizabeth Sherwood-Randall, the White House’s defense policy coordinator. She is also asking for face time with the president to make her pitch to remove the command chain, the same way she’s been approaching fence-sitting senators on the floor and in their personal offices.

“I’m doing everything in my power to make that happen. I’m going to marshal the evidence. I’m going to marshal the advocacy,” the New York Democrat told POLITICO.


Rep. Jackie Speier (D-Calif.), who like Gillibrand is advocating major changes in the military command’s oversight of prosecutions, said she’s been making personal pleas to Obama “every time I’m around him.” That included a brief moment with the president during picture time at the White House holiday party and when she handed him some papers about her legislation at the House Democratic retreat. She said she was also ready to bring the issue up during last week’s meeting in the Capitol with Obama.


“I was too far up the line to be able to get my question in,” she said.


Pressure is likewise building on Vice President Joe Biden to further challenge the Pentagon, with longtime allies noting the former Delaware senator’s own legislative résumé includes the original Violence Against Women Act in 1994 as well as its reauthorization earlier this year. “I know he hates this kind of violence,” said Eleanor Smeal, president of the Feminist Majority Foundation.


Senior White House aides including Tina Tchen, the chief of staff to Michelle Obama, and Lynn Rosenthal, the top adviser on violence against women and former executive director of the National Network to End Domestic Violence, have been heading up talks with lawmakers and victims groups. One recent session covered the transition for victims from military to civilian life and their struggles in getting health care.


Turner said he wasn’t impressed by a White House meeting in May that brought together 16 lawmakers who have been working on sexual assault matters — some for several years. “It was almost as if our office was putting out a 101 briefing of what the issues were and what the various pieces of legislation would accomplish,” he said.


Hagel, who has also been leading weekly meetings on sexual assault with senior Pentagon brass, is expected in the coming days to release six new policies on the issue, including an expansion of an advocacy program for victims to all military branches and recurring inspector general audits of all closed investigations, according to an internal memo of the draft plans obtained by POLITICO.


A senior White House aide also praised Hagel for his move earlier this year requesting legislation that would put a stop to commanders overturning jury verdicts. “We thought that was a really great step and commitment to improving the system,” said the White House official.


For his part, Obama warned in May that “there is no silver bullet to solving this problem” while urging Hagel to work on “effective metrics and feedback loops” that will help in understanding how much more needs to be done. The president said he wanted over the next several months and years to see a surge in victim reporting on sexual assault “that may actually indicate to me that people are becoming more confident about moving forward.”
