Daily Kos Elections Senate Power Rankings: Inaugural April edition

Sen. Kay Hagan (D-NC) is in one of the major races making waves.

As the election cycle continues to heat up as we head into Spring, it is time here at Daily Kos Elections to add a new feature. What you are about to peruse is our take on the Power Rankings concept.

But let’s start off by being clear on what this is not. It is not a simple “here are the 10 races that are most likely to flip” list. Because, with all due respect to the fine efforts of Natalie Tennant and Rick Weiland, even loyal DKE readers are going to get pretty bored seeing West Virginia and South Dakota grace the top of the list month-after-month.

It is also not a “who won the week/month” pundit-fest. Those kinds of subjective festivals of “instant analysis” are often driven by some pretty inane crap. Sure, Bruce Braley did himself no favors over the past two weeks, but does it merit the breathless “ZOMG! GAME CHANGER!” stuff we have seen? Doubtful. If you’re skeptical of that dismissal, I’d ask you this: remember how Barack Obama was supposed to be doooooooomed by the “clinging to guns and religion” comment?

There is actually an objective rubric for our list, by the way. But, if you want the specifics, and the inaugural power rankings in the battle for the Senate majority, you’ll have to head past the jump.

Algerian opposition rallies against Bouteflika re-run in April election

ALGIERS (Reuters) – Algerian opposition parties rallied several thousand supporters on Friday to call for a boycott of next month’s election and to reject President Abdelaziz Bouteflika’s run for another term after 15 years in power.

Bouteflika, the 77-year-old veteran of Algeria’s independence war, registered for the April 17 ballot despite suffering a stroke last year that opponents say has left him unfit to govern for another five years.

Chanting “Boycott” and “The people want the regime out,” around 5,000 people packed in an Algiers sports stadium where Islamist leaders and secular parties denounced Bouteflika’s bid and called for reforms to a political system they see as corrupt.

Friday’s rally was a rare opposition gathering in the North African oil producer and OPEC member, where critics say rival clans of FLN elites and army generals have dominated politics behind the scenes since 1962 independence from France.

“The people here are the people who have been excluded, who have been put aside, but this is the real Algeria,” Mohsen Belabes, a leader with the Rally for Culture and Democracy (RCD) party, told cheering crowds. “The regime will collapse, but Algeria will survive.”

But with the backing of the powerful ruling National Liberation Front (FLN), army factions and business elites, Bouteflika is almost assured victory, even though he has rarely spoken or been seen in public since his illness last year.

After the Arab Spring uprisings across North Africa in 2011, Bouteflika ordered heavy spending from Algeria’s oil earnings on housing, public services and other basic infrastructure to counter any social unrest.

Opposition parties remain weak and divided in the country, where memories of a 1990s war with armed Islamist militants remain painfully fresh, leaving many Algerians wary of instability and political upheaval.

At Friday’s rally, rival Islamist and secular party supporters heckled and chanted at each other across the stadium in a reminder of splits between the RCD and the MSP Islamist party, who have been adversaries for years before both calling for the election boycott.

The appearance of Ali Belhadj, a Islamist hardliner from the banned Islamic Salvation Front, further stoked opposition divisions in Friday’s crowd.

Six opposition parties said they will not participate in the election, which Bouteflika’s critics believe is tilted in favor of his FLN party and Algeria’s ruling political elites.

“Algeria today is not a kingdom, it is a private property,” Abdullah Jaballah of the Islamist El Adala party told the rally. “How can a man who cannot even serve himself serve Algeria?”

STABILITY FOREMOST

The election and any potential transition in the OPEC member will be closely watched by Western powers who have relied on Bouteflika as a close ally in their campaign against Islamist militancy in the Maghreb.

Bouteflika’s former prime minister Abdelmalek Sellal has stepped down to run the president’s campaign. Even if he cannot campaign himself, though, loyalists portray Bouteflika as the guarantor of stability in a tumultuous region.

His supporters are quick to point to instability in Algeria’s neighbors, where Tunisia, Libya and Egypt are still overcoming the turmoil triggered by their “Arab Spring” revolts to oust their own long-term leaders.

But Bouteflika’s rare public appearances have generated opposition doubts about how he will campaign, how he will govern if he is still recovering, and what happens if he is forced to step down after winning the election.

Analysts expect any potential transition to be smoothly managed by the FLN and army factions who see themselves as guarantors of continuity. Already Bouteflika’s supporters have talked about constitutional reforms to create a vice president post to be filled with an ally who can govern in his place.

With around $ 200 billion in foreign reserves from its energy sales, Algeria still has plenty of financial cushion for spending to ease any social tensions.

But Algeria needs reforms to open up its economy after years of centralized state controls and restrictions on foreign investment. The government needs to attract more foreign oil partners to help revive the stagnant energy production that accounts for most of state revenues.

US consumer borrowing up $11.1 billion in April

WASHINGTON (AP) â€” Americans borrowed more in April to attend college and buy cars and were a little less cautious with their credit cards than the previous month.

The Federal Reserve says consumer borrowing rose $ 11.1 billion in April from March to a seasonally adjusted $ 2.82 trillion. That’s the 20th straight monthly gain and another record level.

Nearly all of the gain came from a category that includes auto and student loans, which increased $ 10.4 billion. A measure of credit card use rose $ 682 million. While that’s only a modest gain, it follows a decline of $ 906 million for the category in March.

Steady gains in borrowing could help boost consumer spending, which accounts for 70 percent of economic activity.

(Reuters) – New Jersey’s unemployment rate dropped to 8.7 percent in April and personal income tax collections rose 29.1 percent to $ 2.23 billion from the same month last April, state data show.

The revenue increase, along with the third consecutive monthly decline in the jobless rate, are good news for New Jersey’s economy, which has struggled to recover from the recession.

So far this fiscal year, New Jersey has taken in $ 9.6 billion in personal income tax revenue, 12.8 percent greater than the same period last year, state Treasury Department numbers showed on Thursday.

Total revenues were up 20 percent in April compared with the same month last year and up 6.9 percent for the fiscal year-to-date to $ 20.7 billion.

New Jersey’s rise in April personal income tax collections was about on par with a Thomson Reuters sampling of other U.S. states, which had a median 24.4 percent increase, excluding California’s dramatic 74 percent spike.

Across the country, however, the improvements might not continue as a still-shaky economy, tax cuts in some states and federal budget woes could depress revenue growth.

The good news also comes with another hitch: The surge stems in part from taxpayers who pushed income ahead into 2012 to avoid federal tax hikes that took effect in January, according to the report this month from the Rockefeller Institute of Government, an independent research group in Albany, New York.

“The temptation will be (for states) to treat it as recurring revenue available to support ongoing spending, or available for tax cuts,” wrote the report’s authors, Don Boyd and Lucy Dadayan. “Caution is in order.”

In New Jersey, Christie has renewed pressure on state Democrats to implement a tax cut, similar to one they prevented last year because the state’s revenues had not improved enough.

BEIJING (Reuters) – Growth in China’s services sector slowed sharply in April to its lowest point since August 2011, a private sector survey showed on Monday, in fresh evidence that economic revival will remain modest and may be facing wider risks.

The HSBC services Purchasing Managers’ Index (PMI) fell to 51.1 in April from 54.3 in March, with new order expansion the slowest in 20 months and staffing levels in the service sector decreasing for the first time since January 2009.

The HSBC services PMI follows a similar survey by China’s National Bureau of Statistics, which found non-manufacturing activity eased to 54.5.

“The cooling of service sector activity in April likely reflected the knock-on effect of slower manufacturing growth, the impact of property tightening measures and the spreading bird flu,” said HSBC’s China chief economist Qu Hongbin.

A reading above 50 indicates activity in the sector is accelerating, while one below 50 indicates it is slowing.

Two separate PMIs last week showed that China’s manufacturing sector growth had slowed, suggesting the country’s exports engine is running into headwinds from the euro zone recession and sluggish growth in the United States.

In the latest survey, the sub-index measuring new business orders dropped sharply to a 20-month low of 51.5 in April, with only 15 percent of survey respondents reporting an increased volume of new orders that month, HSBC said.

“Again, this started to bite employment growth. All these are likely to add some risk to China’s growth in 2Q, as there’s still a bumpy road towards sustaining growth recovery,” Qu said.

The employment sub-index decreased to 49.6 in April, the first net reduction in staff numbers since January 2009, although HSBC said job losses were marginal, partially caused by firms down-sizing and employee resignations.

Employment is a decisive factor shaping government thinking because it is crucial for social stability. The services sector accounted for 46 percent of China’s gross domestic product in 2012, as big as the country’s better-known manufacturing industry.

At the depth of the global financial crisis in 2008/2009, an estimated 20 million rural migrant workers lost their jobs, prompting Beijing to unveil a 4 trillion yuan stimulus package to shore up the economy and provide employment.

China’s annual economic growth dipped to 7.4 percent in the third quarter, slowing for seven quarters in a row and leaving the economy on course for its weakest showing since 1999.

The government has set a 2013 growth target of 7.5 percent, a level Beijing deems sufficient for job creation while providing room to deliver reforms to the economy.

Reid to Unveil Gun Legislation for Senate Floor Action in April

Senate Majority Leader Harry Reid said he is preparing gun legislation for floor action in April that will be a slimmed-down version of measures to curb gun violence approved by the Judiciary Committee.

The bill will include additional federal aid for school safety, tougher penalties for gun trafficking and expanded background checks for gun purchases, Reid, a Nevada Democrat, said in a statement today in Washington.

He said supporters of a proposed ban on assault-weapon sales will be given the chance to offer it as an amendment. Reid said earlier this week that the proposal by Democratic Senator Dianne Feinstein of California lacked the votes to advance in the chamber and wouldn’t be included in the bill.

Congress is considering tighter gun regulations following the Dec. 14 mass shooting at a Connecticut elementary school that killed 20 children and six school employees.

Reid said he hopes negotiators will reach a compromise on a plan to expand background checks during the congressional recess that starts March 23. If so, he would consider including the language in the measure, he said.

A proposal to expand background checks for gun purchases to include sales at gun shows is opposed by the National Rifle Association and a number of Republicans in Congress. Polls show a majority of Americans endorse mandatory gun background checks.

“The bill I advance tonight will serve as the basis for opening debate,” Reid said in his statement. “Once debate begins, I will ensure that a ban on assault weapons, limits to high-capacity magazines” and other amendments will receive votes, he said.

Assault Weapons

Earlier this week, Reid said he wouldn’t include the assault-weapons ban in the legislation because fewer than 40 senators support it. Including it would make it impossible to start debate as Republicans would block the measure, he said.

The provision to impose a maximum 15-year sentence for “straw purchases” of guns is “the most likely bill to pass” the Senate this year, second-ranking Senate Democrat Dick Durbin of Illinois told reporters yesterday at a Wall Street Journal breakfast.

Feinstein’s proposed assault-weapons ban is “the toughest one and the hottest politically,” Durbin said. Feinstein’s proposal to limit the size of large-capacity ammunition magazines “has a better chance of passage” with the odds “maybe over 50” percent, he said.
