US firms in China look to services, survey shows

US companies in China are shifting their focus to the service sector in line with China’s transition from being the world’s factory floor to a knowledge-driven economy, a survey has found.

For the first time, services accounted for more than half, or 52 percent, of US companies’ revenue in China in 2013, up 11 percentage points from the previous year.

This is according to the annual China Business Report released on Tuesday by the American Chamber of Commerce in Shanghai.

The survey, which tracks performance and confidence of the largest US business community in China, shows that companies are continuing to move beyond purely manufacturing for exports as costs surge and markets mature.

The growing importance of services contrasts sharply with manufacturing, which dropped by 10 percent to comprise 37 percent of companies’ revenues in 2013, the survey shows.

“It is important to keep in mind that China’s leadership has prioritized the development of the country’s service sectors, and American businesses are world leaders in these areas,” said Kenneth Jarrett, president of AmCham Shanghai.

Tim Huang, chief operating officer of Bank of America Merrill Lynch in Shanghai, said, “I’ve seen a growing number of our clients in the service sector in the past five years and I expect this trend to continue.”

The study interviewed 399 member companies that run operations in first-tier cities including Shanghai and Beijing, the Yangtze River Delta region, as well as central and western powerhouses of China. Fifty-four percent of them have been in the country for more than 10 years.

The service sector accounted for 46.1 percent of China’s gross domestic product in 2013, outpacing manufacturing for the first time in the country’s economic output, according to the National Bureau of Statistics. Shanghai has the largest proportion of the service sector, with more than 62.6 percent.

Buoyancy in the sector is backed by the increasing presence of small and medium-sized US enterprises, thanks to growing transparency in China and lingering economic struggles in the home market, the survey found.

Thirty-seven percent of companies identified themselves as small and medium-sized enterprises in 2013, or firms with 500 or fewer employees worldwide, up from about 25 percent a year ago.

The first wave of SMEs to settle in China arrived in early 2000, largely to adjust to demands by multinational corporations that invested in the country earlier, said Chris Wingo, founder of China Sage Consultants (Shanghai) Co. His firm helped SMEs from the United States to prepare and manage their businesses in China.

But as more SMEs became interested in China’s growth, and the US economy remained lackluster, China has been on the radar for many smaller US firms since the late 2000s,Wingo added.

Robert Theleen, who chairs AmCham Shanghai and is chief executive officer of merchant bank China-Vest, which is based in the city, said that with China demonstrating its ongoing commitment to economic liberalization through initiatives like the Shanghai Free Trade Zone, it is only natural that more firms are setting up in the country.

“When you combine this improving infrastructure with the decades of experience that American businesses now have in this market, it’s easier for US companies to profit from China’s growth, regardless of their size,” he said.

China has continued to act as a key profit center for US companies, with 74 percent of respondents reporting profits in 2013. Three out of four saw positive cash flows in their China operations, up by 3 percentage points from a year ago.

Eighty-six percent of the firms surveyed said they remain “optimistic or slightly optimistic” about forecasts for China’s business prospects in the next five years.

But only 65 percent of the firms reported making additional investment in China, down from 74 percent the previous year.

In addition, as a top-three investment priority China fell by 8 percentage points among respondents to 46 percent.

Kent Kedl, managing director for China and North Asia at Control Risks, a business consultancy, said this suggests a healthy rebound in developed economies, meaning that China is no longer the only “bright spot”.

This trend is reflected in companies’ efforts to integrate China further into their global operations.

Forty-three percent of firms said they conduct their research and development for China-specific products in both the US and China, with only 7 percent relying on US headquarters as their R&D hubs for designing products for the Chinese market.

The firms surveyed cited rising costs, constraints on human resources, and intensifying competition as the top three challenges hindering business performance in 2013.

For the third consecutive year, surging costs ranked the top business hurdle, with 89 percent of companies reporting increases in primary costs from labor to tax and materials.

Last year, companies also became increasingly concerned about complying with China’s laws and regulations following efforts by the central government to target firms for corruption investigations.

China"s January services growth slows to five-year low

BEIJING (Reuters) – Growth in China’s services sector slowed to a five-year low in January, an official survey showed, another sign of stuttering momentum in the world’s second-largest economy that could deepen investors’ concerns about emerging markets around the world.

The National Bureau of Statistics said the official non-manufacturing Purchasing Managers’ Index (PMI) fell to 53.4 in January from December’s 54.6.

Monday’s reading was the lowest since December 2008, although it was still above the 50 point level that indicates growth.

The survey is the third in two weeks to show sluggish activity in China, and will affirm expectations that the country’s economic growth will soften into 2014.

The tapering of the U.S. Federal Reserve’s stimulus has been a negative for emerging markets, and investors have sold stock and currency investments and moved them to developed markets. Signs of slowing or weak activity in China and other major emerging markets are further hastening this shift.

NEW YEAR EFFECT?

The cooling growth in the services sector ahead of the Lunar New Year, China’s biggest holiday, echoed a slowdown in its factories and could see investors further pare their exposure to emerging markets.

Over the weekend, a government survey showed growth in Chinese factories slipped to a six-month low in January.

Though some economists cautioned the pull-back in production could be due to factories closing early to celebrate the Lunar New Year holidays, which began last week, others said anemic underlying demand also reduced output.

Monday’s data showed moderating confidence among service providers, with the business expectations sub-index fell to 58.1 from December’s 58.7, the lowest reading since February 2009.

Firms also drew slightly less business in January. A new orders sub-index nudged down to 50.9 from December’s 51.

Retailers and the air and rail transport sectors had strong months, with output sub-indices for all three above 60, while a drop below 50 points indicated a contraction in the real estate sector.

Slowing activity was accompanied by moderating price pressures. The sub-index for input prices fell to an eight-month low of 54.5, and the index for prices charged dropped to 50.1.

Analysts polled by Reuters expect China’s economy to grow 7.4 percent in 2014, slightly slower than last year’s 7.7 percent expansion and the weakest in 24 years.

AmCham and ECCT congratulate financial services industry"s progress

TAIPEI, Taiwan — The Joint Banking Committee of the American Chamber of Commerce and the European Chamber of Commerce in Taipei yesterday praised the Financial Supervisory Commission (FSC) for its efforts in taking concrete steps toward improving the banking regulatory environment and making it more competitive by accepting recommendations from industry.

Both chambers of commerce acknowledged that the Taiwanese government is currently working to boost Taiwan’s economy, enhance competitiveness and attract more investment. They stated that the further development of the financial services industry is essential to nurture financial professionals and increase international competitiveness.

The recent progress and efforts made in cross-strait financial cooperation has created an opportunity for Taiwan to become an important offshore RMB market in the Asia-Pacific region, noted the AmCham/ECCT Joint Banking Committee. In recent years, the committee has been continuously providing recommendations aimed at boosting Taiwan as an offshore RMB center as well as promoting Formosa bonds in the international bond market. The committee believes that the regulators’ continued efforts will better position Taiwan as an important financial center in Asia.

The Joint Banking committee also acknowledged that the Taiwan government has referred to the financial market development experiences of Hong Kong and Singapore in setting policy and broadening the business scope of the financial market through timely regulatory review and appropriate deregulation guided by the principles of stabilization and liberalization.

In addition, the committee is highly encouraged by and fully supports the government’s policy to include the financial services industry in the Free Economic Pilot Zones and expand the business scope of offshore banking units (OBUs). These are helpful policies that could spur the repatriation of capital that is currently offshore. This approach is essential to enhance the onshore financial market, which will lead to growth in terms of investment, job opportunities and the economy.

As responsible members of Taiwan’s Financial Industry, AmCham/ECCT Joint Banking committee members announced that it will keep providing recommendations and adopting international expertise in order to benefit Taiwanese corporations and consumers and increase the competitiveness of the financial industry. The committee also fully supports the view expressed by Financial Supervisory Commission Chairman Tseng during the FSC’s business liaison meeting with foreign bank country heads, that members of the financial industry should promote CSR activities in order to build a better living environment for the next generation.

UK defense ministry staff rack up £271,000 phone bill – calling directory services

UK Ministry of Defense staff have landed themselves a £271,000 bill after making incessant phone calls to the national Directory Enquiries service, according to new figures. That equates to some 186 times a day.

A new Freedom of Information request has revealed that ministry staff made 158,640 requests to ‘118’ numbers – which put callers in touch with directory services – since the last parliamentary election in 2010. This means that on average, MoD staff would have to be calling the service about 186 times a day.

Staff from the UK’s Department of Work and Pensions called the same Directory Enquiries service 97,265 times over the same period, at a cost of £72,387 to taxpayers, according to figures obtained by Sky News.

“Calls to Directory Enquiries from the majority of the 260,000 MoD fixed phone lines are banned, but some staff working in isolated locations, who do not have access to a military phone network or the Internet, are able to call directory enquiries to obtain contact details,” an MoD spokesperson said.

“Calls…from fixed phone lines have fallen by over 75 per cent in the last four years and we are working to further reduce the number of calls made.”

The news comes amid cuts in defense spending of 8 percent, with the army planning to cut 20,000 jobs and the air force 10,000. On Saturday, the Daily Telegraph cited military sources as saying that an “overzealous” austerity drive was also leaving the armed forces without vital equipment.

In August, it was revealed that MoD staff spent about £40,000 calling the UK’s speaking clock – a recorded message that gives the exact time to the second – 158,640 times in the previous two years. The MoD introduced a ban on ringing the service last year.

Indian bureaucrats may be asked not to use private email services for official work

IDG News Service – The Indian government is expected to require that Indian bureaucrats use email service provided by the National Informatics
Center for their official work, as it tries to secure its communications infrastructure.

The requirement will be part of a proposed new email policy, said sources in government who declined to be named.

India’s Minister for Communications and IT, Kapil Sibal, told Parliament about a week ago that the government had decided
that all its embassies would use mail servers from the government’s National Informatics Centre, which will be installed in
the embassies and directly linked to a server in India.

The minister was responding to concerns from the opposition about reports of large scale surveillance of telephone calls and
emails by the National Security Agency in the U.S. Former NSA contractor Edward Snowden disclosed through newspapers certain
documents that suggested that the NSA had real-time access to content on the servers of Internet companies. The companies
have denied their participation in the program.

The Indian government appears to have been very lax on security, despite having an email service from the NIC, with some ministers
listing their Gmail addresses on their websites. It is not known whether they use these addresses for official communications
as well.

Google did not comment on the move by the government to require bureaucrats not to use private services for official email
communications. “We don’t comment on speculation,” a Google spokeswoman said.

According to Indian parliamentary records, Sibal last month told Parliament: “We are stating in that [email] policy that it
is mandatory for the Government of India officials stationed at Embassies or working in Missions abroad, deputationists to
only use static IP Addresses, Virtual Private Networks (VPNs), One-time Password for accessing Government of India e-mail
services.” He assured the members of the upper house, called the Rajya Sabha, that the email will be encrypted so that nobody
else will be able to access it besides the Indian government.

Some officials are recommending that the email servers for the government employees be managed by the individual government
departments on their own rather than giving all the responsibility to NIC, the sources said.

EU not trying to weaken U.S. financial services rules: aide

WASHINGTON | Thu Jun 13, 2013 2:17pm EDT

WASHINGTON (Reuters) – The European Union does not want to use negotiations with the United States on a free trade agreement to weaken recent U.S. financial regulatory reforms, an EU official said on Thursday, responding to concerns raised by U.S. politicians.

But the EU is interested in exploring how financial regulations across the Atlantic can be made more compatible to allow new business opportunities, Peter Kerstens, a counselor at the European Commission’s office in Washington, said at a discussion on the proposed U.S.-EU trade pact.

“We do not want to include financial market regulations to liberalize or to deregulate the sector. We actually want to improve financial market regulation,” Kerstens said.

President Barack Obama and his EU counterparts are expected at the G8 summit next week in Northern Ireland to announce the July date and location for the first round of negotiations on the proposed Transatlantic Trade and Investment Agreement.

Since tariffs on both sides of the Atlantic are relatively low, the main focus of the negotiations will be to reduce regulatory barriers to trade. The talks are expected to take at least one to two years.

Senator Sherrod Brown, an Ohio Democrat, last week said he was concerned that both “Wall Street and industry-friendly European regulators” hoped to use the U.S.-EU negotiations to roll back reforms made by Congress in the 2010 Dodd-Frank bill.

U.S. officials, sensitive to those concerns, say they want to discuss financial regulations in “parallel” talks outside the U.S.-EU pact and note there are several international forums where further reforms are already being discussed.

Kerstens said the EU has also tightened up its own financial regulation in the wake of the 2008-09 crisis.

“Any assertions that … the European Union wants to deconstruct Dodd-Frank, or wants to assist the industry in deconstructing Dodd-Frank, I think is just illusionary. We did not spend more than five years of hard labor reforming the European financial sector to do away will all these reforms in a trade negotiations,” Kerstens said.

At the same time, limiting U.S.-EU talks on financial services to market access issues would be of limited value since U.S. and EU financial services firms already enjoy good access to each other’s market, Kerstens said.

Faryar Shirzad, a former White House official who works for the global investment company Goldman Sachs (GS.N), agreed U.S.-EU financial services talks should deal with regulatory concerns as well as market access issues.

“It’s not an issue of impeding or undermining the strength of the regulations, as much as thinking more strategically about how to make the systems more compatible,” Shirzad said.

Also, drawing a distinction in the negotiations between regulatory issues and market access issues is not easy since differences in regulations can affect the ability of financial services firms to operate in foreign markets, he said.

BEIJING | Sun May 5, 2013 9:50pm EDT

BEIJING (Reuters) – Growth in China’s services sector slowed sharply in April to its lowest point since August 2011, a private sector survey showed on Monday, in fresh evidence that economic revival will remain modest and may be facing wider risks.

The HSBC services Purchasing Managers’ Index (PMI) fell to 51.1 in April from 54.3 in March, with new order expansion the slowest in 20 months and staffing levels in the service sector decreasing for the first time since January 2009.

The HSBC services PMI follows a similar survey by China’s National Bureau of Statistics, which found non-manufacturing activity eased to 54.5.

“The cooling of service sector activity in April likely reflected the knock-on effect of slower manufacturing growth, the impact of property tightening measures and the spreading bird flu,” said HSBC’s China chief economist Qu Hongbin.

A reading above 50 indicates activity in the sector is accelerating, while one below 50 indicates it is slowing.

Two separate PMIs last week showed that China’s manufacturing sector growth had slowed, suggesting the country’s exports engine is running into headwinds from the euro zone recession and sluggish growth in the United States.

In the latest survey, the sub-index measuring new business orders dropped sharply to a 20-month low of 51.5 in April, with only 15 percent of survey respondents reporting an increased volume of new orders that month, HSBC said.

“Again, this started to bite employment growth. All these are likely to add some risk to China’s growth in 2Q, as there’s still a bumpy road towards sustaining growth recovery,” Qu said.

The employment sub-index decreased to 49.6 in April, the first net reduction in staff numbers since January 2009, although HSBC said job losses were marginal, partially caused by firms down-sizing and employee resignations.

Employment is a decisive factor shaping government thinking because it is crucial for social stability. The services sector accounted for 46 percent of China’s gross domestic product in 2012, as big as the country’s better-known manufacturing industry.

At the depth of the global financial crisis in 2008/2009, an estimated 20 million rural migrant workers lost their jobs, prompting Beijing to unveil a 4 trillion yuan stimulus package to shore up the economy and provide employment.

China’s annual economic growth dipped to 7.4 percent in the third quarter, slowing for seven quarters in a row and leaving the economy on course for its weakest showing since 1999.

The government has set a 2013 growth target of 7.5 percent, a level Beijing deems sufficient for job creation while providing room to deliver reforms to the economy.

Amazingly Easy Internet Marketing Advise That May Change Your Outlook

Internet marketing is a multifaceted marketing method. There are many ways to use the internet to market products and services. Traditional methods of advertising can be expensive and not give as much success as internet marketing. This article can help you to find ways that internet marketing can be used to bring success to your business.

Telephone Directory

One of the things that you can do in order to build trust with your customers when it comes to internet marketing is by offering them free telephone consultation before they choose to order your product. It will also get them to know you personally which could lead to more sales in the long run.

Combine internet marketing with other more traditional forms of marketing. Call people on the telephone who have visited your office and have shown interest in your product. Send marketing items through regular mail to frequent customers. Send thank you cards to those who have visited and purchased products from you. Take advantage of all of the possibilities available for marketing your company.

Adding a telephone number to your website\’s contact information can be a good marketing tactic. Some visitors enjoy the option of talking to a merchant vocally. A few of your less tech-savvy visitors may require assistance with your website. Be sure that the phone number you add, is set up professionally. Whoever answers the calls, should do so in a businesslike way and there should be an appropriate voice-mail system in place, in order to catch off-hours calls.

One great internet marketing tool is to offer potential customers a free telephone consultation before they purchase any of your goods or services. If people get to know you personally, it will be easier for them to purchase your products. You can establish personal connections with your customers that will increase your reputation and the reputation of your business.

Get yourself listed in every free directory to boost traffic and awareness of your business. With so many directories offering to feature your Internet business for free, there really is no reason to pay for one. From major forces like Google and Yahoo to your local neighborhood listings, this is one very cost effective business tool to put to good use.

Submit your website to key directories. A link from a directory will get you traffic and help your ranking. A directory is not the same as a search engine, it is simply a listing of sites according to category. You can submit your site to the free Open Directory Project (www.dmoz.com). It can time some time for you to get listed, wait a few days and if you don\’t see your listing, resubmit.

You should set up some type of telephone line where visitors can call you personally if they have any questions about products. While there is nothing wrong with customer service centers, having a personal number makes you see m more reachable to visitors and that will mean more money for you.

It is imperative to track visitor data so that you can improve your business. Important data to track is inbound telephone calls to your business. All you need is a dedicated phone number for your business. This number should feature prominently on your website. Use a telephone tracking company that generates call reports. The type of data you would receive would be the caller\’s name, telephone number and the length of the phone call.

Coordinating on the Construction Site

One of the most important safety measures that you can take up on the job site is wearing a hard hat at all times. In the overwhelming majority of cases, this safety measure is mandatory in order to protect everyone in the area.

It also helps to improve on the safety which is present at the area, since everyone will have a dedicated role on the project. All in all, coordination is a powerful tool which can make a pronounced difference when it is utilized effectively.

Indeed, these factors all have the potential to be dangerous. All construction efforts are undergone with the best possible safety in mind for everyone at work, but the fact of the matter is that there is no way to fully account for every variable.

Indeed, it is common for there to be workers and heavy equipment and tools and materials all coming together at one time in these situations. Therefore, a moderating and directing influence is required.

The people who are in charge of these operations know that every person who is in the field needs to have a role and purpose. This not only allows their employees to specialize in certain jobs in the field, but it also keeps the necessary elements from overlapping.

For example, those who are manning the heavy machinery need to be kept well away when they are at work from the others who are on foot. Equipment like this requires precision and supervision, so the number of people who are allowed near the equipment is necessarily few.

Likewise, work which is done on a structure needs to be supervised in order to ensure that it is being developed accurately. There are exacting details that need to be met, so proper supervision is essential.

Hard hats are made out of toughened plastics which are able to absorb a lot of force. Being made of plastic makes them a little more malleable than metal, allowing them to structurally flex when they are struck.

Safety needs to be of the utmost concern during these proceedings. Making sure that the area is clear and safe to work in always needs to be the focus, because even though the cost and effort which goes into a project may be important, human life is always more so.

By ensuing that everyone is working together in unison and that there is specialization and direction, the vast majority of accidents can be avoided while people are out in the field. Additionally, the focus on quality is going to make it so that the quality of the project goes up as well.

Make sure that you understand how you are going to refocus yourself when you start to get stressed about the big picture.

By coordinating on the job site, construction can go much smoother and be much safer. Efforts need to be linked together while the team is at work, so that the project can go forward on schedule.
