NYPD Held Mall Terrorism Exercise After Kenya Attack

On Wednesday, the New York Police Department admitted it had conducted a late night drill at a closed shopping mall in November following the terrorist attack at a mall in Kenya on September 21. Police officials said the undisclosed drill was conducted in order to prevent chaos in the event such an attack occurred in New York.


NYPD boss Ray Kelly told the media during a news conference at police headquarters that the exercise was designed to rest the response of police officers. The NYPD boasts of having thwarted more than a dozen terrorist incidents since the September 11, 2001, attacks. Kelly said now “is a time for vigilance and not complacency. The world we are in remains a very dangerous place.”


Details about the police drill held at the Kings Plaza in Brooklyn arrives at the same time as news that the alleged Somali al-Shabab attackers numbered three or four and were not heavily armed as the media claimed during the stand-off at the Westgate shopping mall in Nairobi, Kenya. The New York Police Department report on the siege states that only four terrorists took part in the attack and they were lightly armed with AK-47 rifles. 67 people, mostly civilians, were killed during the attack. The NYPD report concludes that the attackers may have escaped the mall on the first day of the attack. Kenyan police and military conducted a three day siege of the mall.


It was initially claimed that 18 heavily armed gunmen had participated in the raid. “Security sources familiar with the operation to retake the mall said it would have been daunting for even the best-trained soldiers in the world,” The Times reported on September 28. Despite the “bravery of have-a-go heroes,” the newspaper reported, it took hours for a disorganized and under-equipped Kenyan military to respond. Friendly fire resulted in the shooting of a policeman by the military. The military assault resulted in the collapse of several floors of the mall.


The Kenyan government and its intelligence service knew about the al-Shabab attack and had positioned assets at the mall, according to counter-terrorism documents. “We cannot say that this attack comes as a surprise,” said Farah Maalim, former deputy speaker of the Kenyan National Assembly, according to The Guardian. “The possibility of something like this happening, and of failures in the Kenyan intelligence community, has worried us for years. We have an intelligence service more worried about internal party politics than about threats to national security.”


NYPD positioned “critical response vehicles’ tlo New York malls following the Kenya attack in September.


A Harvard trained lawyer who works for the World Bank, Bendita Malakia, claimed she was rescued by an American security team five hours after the assault began. The American’s assertion raised the possibility that American intelligence also knew about the attack beforehand.


Following the attack, counter-terrorism experts warned that an attack of similar magnitude might occur in the United States. “The fear is that if a couple young men returned to the United States with training to conduct military attacks on U.S. citizens, you could take the template of this mall attack that’s happening right now in Kenya and apply it to the U.S.,” Anders Folk, the former assistant U.S. attorney for the District of Minnesota, told the Washington Times in September.


“There possibly could be Americans over there that we don’t know about, and that’s one of my biggest concerns,” Rep. Michael T. McCaul, Texas Republican and chairman of the House Committee on Homeland Security, told CNN. McCaul said “the idea that they can come back into the United States is a real valid concern.”

(AP) — Flying at 34,000 feet over the Bering Strait, the Russian pilots had a singular focus: making sure they smoothly received the hand-off of a “hijacked” jetliner from their U.S.-Canadian counterparts.


Up here, there were no thoughts about strained Russia-U.S. relations. Those were for another day, and for high-level officials. This training exercise was to make sure Russia and NORAD forces could find, track and escort a hijacked aircraft over international borders.


NORAD’s director of operations, Canadian Major Gen. André Vien, said there were never any discussions about canceling the exercise, known as Vigilant Eagle. It’s been held five times since 2003. But the exercises on Tuesday and Wednesday were the first since U.S.-Russian relations became strained because of National Security Agency leaker Edward Snowden, Syria, human rights and other issues.


“The cooperation with the Russian Federation Air Force personnel has been ongoing for the past year for this particular serial, and at no time there was any discussion about cancelling the event for this year,” Vien said Thursday at the conclusion of the two-day exercise.


His counterpart, Gen. Major Dmitry Gomenkov, commander of the Aerospace Defense Brigade for eastern Russia, agreed. “I see no problems,” Gomenkov said through a translator.


Col. Patrick Carpentier, the deputy commander of NORAD’s Alaska Region, was an observer on the “hijacked plane,” and said the exercise is about cooperation.


“All these other factors really don’t play in this,” said Carpentier, a member of the Canadian Air Force. “This is a mission that we have to accomplish, so it really is beyond those types of frictions. We cooperate because we have to.”


Russian observers were at NORAD facilities in both Anchorage, Alaska, and Colorado Springs, Colo., while NORAD personnel were sent to Khabarovsk, Russia, to observe the exercise.


The drama played out twice this week over western Alaska and eastern Russia, involving the Russian Federation Air Force and for the first time ever, Canadian Air Force planes representing NORAD, a bi-national command of Canada and the U.S.


It involved a small plane, representative of a 757 passenger jet, being hijacked shortly after taking off from Ted Stevens Anchorage International Airport.


Two Canadian CF-18 Hornets intercepted the hijacked plane, flying at about 500 knots (575 mph), a little bit west of Mount McKinley, the highest peak on North America. The two Canadian fighters escorted the plane over Alaska’s western coast, where it was handed off to three Russian Sukhoi (SU-27) fighter jets at the border.


The Canadian jets kept their distance from the “hijacked” plane, unlike the Russian fighter jets, which were so near the wings at all times, they were close enough that observers could make out the faces of the Russian pilots.


From the handoff over the Bering Strait, which separates Russia from Alaska, the hijacked plane was taken to a Russian Air Force base in Anadyr, Russia.


The exercise was repeated the following day, but with the passenger jet taking off from Russia.


This was the first time the actual hand-off of the hijacked plane occurred. Previous exercises had the NORAD or Russian fighters break off at a certain point and the other jets picking up the target later.


Both Vien and Gomenkov deemed the exercise a success.


Gomenkov said planning for next year’s exercise will begin in November, and both sides will offer suggestions on how to make it better, if not more complex.

Half of all UK seven-year-olds do not do enough exercise, with girls far less active than boys, a study suggests.


University College London researchers found just 51% of the 6,500 children they monitored achieved the recommended hour of physical activity each day.


For girls, the figure was just 38%, compared with 63% for boys.


Half of the group also spent more than six hours being sedentary each day, although some of this would be spent in class, the researchers acknowledged.


The study, published in the online journal BMJ Open, found levels of activity varied among groups.


For example, children of Indian origin and those living in Northern Ireland were among the least physically active with 43% achieving the recommended levels, compared to 53% in Scotland.



‘Worrying’

But the most marked difference was between girls and boys.


Researchers said this suggested there needed to be a focus on making sport and other activities more attractive to girls.

Prof Carol Dezateux, one of the lead authors, said: “There is a big yawning gap between girls and boys. We need to really think about how we are reaching out to girls.


“The school playground is an important starting point. Often you will find it dominated by boys playing football.”


But she said there should still be concern about the activity levels across the board.


“The findings are particularly worrying because seven-year-olds are likely to become less active as they get older, not more.”


To achieve the one hour recommendation children have to take part in moderate or vigorous activity, which includes everything from brisk walking and cycling to playing football and running.


The UCL research is not the first to suggest children are not active enough, but most previous studies have relied on self-reporting by children or parents estimating levels of exercise, whereas the latest one involved real-time monitoring.


During the study, which took place during 2008 and 2009, youngsters wore an accelerometer to measure exercise levels which was attached to an elastic belt around their waist. It was removed only when bathing or when the children went to bed.


In total, the experts were able to record more than 36,000 days of data based on the children wearing the accelerometer for at least 10 hours a day over the course of a week.


Dr John Middleton, of the Faculty of Public Health, said more research was needed into why certain groups were less active.


“We need our children to grow up to be fit and healthy adults, not just because it’s what any civilised society would want for its children, but it’s also best for our economy too,” he added.


Dr Ann Hoskins, of Public Health England, agreed.


She said: “This study highlights that there is still much to do to keep children and young people active as they grow older, especially girls.


“The new school year is the perfect time to make healthy changes, swapping short car or bus journeys with walking or scooting to school.”
