Outraged by the “humiliating” treatment and strip-searching of a detained Indian deputy consul in New York last week, New Delhi has ordered a series of retaliatory measures against the US diplomatic corps in India.

The Indian government had taken measures in response to the arrest, with foreign minister Salman Khurshid calling the treatment of Devyani Khobragade “completely unacceptable.”

“We have put in motion what we believe would be effective ways of addressing the issue but also in motion such steps that need to be taken to protect her dignity,” Khurshid told reporters in New Delhi.

“We have ordered the withdrawal of all ID cards that are issued by the Ministry of External Affairs to the officials at the US consulates across India,”
a senior ministry source told AFP on condition of anonymity.

In addition, local media reports that the government is also considering imposing a ban on import clearances for the American diplomats as well as canceling airport clearances for US officials in India.

Authorities are also requesting salary information of Indian staff in US missions across the country as well as visa details of teachers employed in consulate-run schools, the Hindu reports.

On Tuesday police removed all security concrete barricades outside the US embassy and consulates that provided an extra layer of protection on public land for American diplomatic premises. The police and government employees did not officially comment on why the barricades were taken away.

The government’s reprisal measures were supported by the Bharatiya Janata Party (BJP), that called on the authorities to “match each and every step of the US, to take serious action in this matter to establish Indian sovereignty and prestige of its diplomatic community,’’ the Hindu Times quotes.

The US actions do “not accord to the level of friendship that the Indian government claims to have with the US,’’ BJP leader Ravishankar Prasad said.

“The media has reported that we have issued visas to a number of US diplomats’ companions. Companions means that they are of the same sex. Now, after the Supreme Court ruling (on gay sex), it is completely illegal in our country. Just as paying fewer wage was illegal in the US. So, why doesn’t the Government of India go ahead and arrest all of them! Put them behind bars, prosecute them in this country and punish them?” Prasad was quoted by local channels.

“If they are downgrading what we are entitled to as diplomats, they will also get the same treatment. This way we will both be going strictly by the rules,’’ another Indian diplomat told the Hindu Times.

The scandal is also resonating at the top political level. On Tuesday, the country’s Home Minister Sushil Kumar Shinde cancelled his meeting with a senior US Congressional delegation calling the treatment of the arrested diplomat unacceptable.

Vice-President, Rahul Gandhi, and BJP prime ministerial candidate Narendra Modi also cancelled the meeting with American representatives.

On Monday Lok Sabha Speaker Meira Kumar and National Security Advisor Shiv Shankar Menon also refused to meet the US team, with Menon describing Khobragade’s treatment as “despicable and barbaric.”

India’s deputy consul general in the US, 39-year-old Devyani Khobragade, was arrested on Thursday while dropping her daughter to school. She was handcuffed in public. Later, local tabloids read that she was “subjected to a humiliating strip search and kept in a cell with drug addicts.”

The US Marshals Service confirmed Tuesday that she had been subject to strip-search.

“Yes, Devyani Khobragade was subject to the same search procedures as other USMS arrestees held within the general prisoner population in the Southern District of New York,” the statement said, as cited by MSN.

A US court has released the diplomat on a $ 250,000 bail. The next hearing has been set for January 13. On Friday, New Dehli called in the US ambassador to protest against such treatment.

Khobragade is accused of falsifying a visa application for an Indian national who was employed by her from November 2012 to June 2013 allegedly for less than four dollars an hour, an offence which carries maximum sentences of 10 years in prison.

On Tuesday, US State Department deputy spokeswoman Marie Harf said Washington was reviewing the incident “to ensure that all appropriate procedures were followed and every opportunity for courtesy was extended.”

“The United States and India enjoy a broad and deep friendship, and this isolated episode is not indicative of the close and mutually respectful ties we share,” she said in a statement.

A day earlier Harf noted that US authorities “followed standard procedures” during the arrest claiming that Khobragade did not have full diplomatic immunity as it only applies to duties performed as a consular official.

The father of the diplomat, Uttam Khobragade, claimed that the Indian government supports Devyanmet after he met with the Union Home Minister Sushil Kumar Shinde on Tuesday.

“The home minister has said the government is answerable for her security and liberty. The whole government is supporting us and that she was on duty, and hasn’t committed any crime. What happened was absolutely atrocious. She is liable for diplomatic immunity,”
Khobragade was quoted by dnaindia.com as saying.

“The government will try to get the charges against her dropped. He also assured us that no harm will be done to her,”
he added.

Russia wants India, Pakistan to be in Shanghai Cooperation Organization

Source: Voice of Russia

Russia believes the Shanghai Cooperation Organization should satisfy an application from India to join the SCO, Russian Foreign Minister Sergei Lavrov said on Wednesday, reports VoR’s Polina Chernitsa.

“I expect that it will be possible soon to make decisions on the applications that have come in. One of them is from India. We believe that this application must be satisfied, we support it. The SCO would benefit if countries such as India and Pakistan joined it,” Lavrov told a news conference in Moscow.

Pakistan has also asked to join the SCO, he said.

Asked about the possibility of the SCO’s enlargement, Lavrov said: “We believe that the right time has come, the leaders of the SCO member states have passed decisions to that effect, and instructions have been given to prepare a set of regulatory documents that would contain criteria for membership.”

The documents will soon be ready, according to the minister. “I expect that it will soon be possible to pass specific decisions on the applications that have come in,” Lavrov said

Severe cyclone rips into India, half a million in shelters

ICHAPURAM/BHUBANESWAR, India (Reuters) – A fierce cyclone tore into India’s east coast on Saturday night, killing at least five people and forcing about half a million into overcrowded shelters as the storm threatened to cut a swathe of devastation through farmland and fishing hamlets.

Powerful Cyclone Phailin takes aim at India coast

Police signal to beach goers to leave the coast as Cyclone Phailin nears the eastern Indian state of Odisha on Friday. Reuters

Tens of thousands of people fled their homes in coastal areas of eastern India and moved to shelters Friday, bracing for Cyclone Phailin, which is expected to be the fiercest cyclone to threaten the country since a devastating storm killed 10,000 people in the Indian state of Odisha 14 years ago.

Satellite images of the storm showed it 310 miles off India’s coast in the Bay of Bengal. Those images also showed the system covering an area roughly half the size of India. Some forecasters have likened its size and intensity to that of Hurricane Katrina, which devastated the U.S. Gulf Coast in 2005.

If the storm continues on its current path without weakening, it is expected to cause large-scale power and communications outages and shut down road and rail links, officials said. There could also be extensive damage to crops.

While there is some disagreement about how strong the storm’s winds will be, the Indian Meteorological Department (IMD) warned that Phailin, which is expected to hit the coast by Saturday evening, was a “very severe cyclonic storm” that will bring with it maximum sustained winds of 130-135 mph. The IMD also predicted flooding and storm surges of about 10 feet above normal tides.

Other weather centers predicted stronger winds. The U.S. Navy’s Joint Typhoon Warning Center forecasted gusts of up to 196 mph. Also, the London-based storm tracking service Tropical Storm Risk said Phailin was a Category 5 “super cyclone,” evoking memories of the devastating 1999 storm in Odisha when winds reached speeds of 186 mph and battered the state for 30 hours.

This time Odisha’s state government said it was better prepared. It broadcast cyclone warnings through loudspeakers and on radio and television as the first winds were felt on the coast and in the state capital Bhubaneswar.

Large waves were already pounding beaches in the state of Andhra Pradesh. Villagers were evacuated to schools in the north of the state, while panic buying drove up food prices.

Some 260,000 people were moved to safer ground and more were expected to be evacuated by the end of the day, authorities in the two states said.

Not everybody was willing to leave their homes and belongings, and some villagers on the Andhra Pradesh coast said they had not been told to evacuate.

“Of course I’m scared, but where will I move with my family?” asked Kuramayya, 38, a fisherman from the village of Bandharuvanipeta, close to where the storm is expected to make landfall. “We can’t leave our boats behind.”

India rupee closes in on 69 per dollar in biggest day fall for 18 years

MUMBAI | Wed Aug 28, 2013 2:19am EDT

MUMBAI (Reuters) – The Indian rupee slumped to a record low below 68 per dollar and shares tumbled on Wednesday on growing worries that foreign investors will continue to sell out of a country facing stiff economic challenges and volatile global markets.

Foreign investors sold nearly $ 1 billion of Indian shares in the eight sessions through Tuesday – a worrisome prospect given stocks had been the country’s one sturdy source of capital inflows, although net purchases so far this year still total $ 12 billion.

The partially convertible rupee hit a record low of 68.75, down 3.7 percent on the day, after posting its biggest daily percentage fall in 18 years on Tuesday.

“It is just impossible to put any realistic value to the rupee anymore,” said Uday Bhatt, a forex dealer with UCO Bank.

The need to attract foreign capital is critical for a country whose record high current account deficit is a key reason behind the rupee’s slump. Yet policymakers have consistently struggled to come up with measures that can convince markets they can stabilize the currency and attract funds into the country.

That failure is becoming an increasing source of tension for India at a time when fears of a possible U.S.-led military strike against Syria are knocking down Asian markets, with prospect that the Federal Reserve will end its period of cheap money as early as next month further raising concerns.

In its latest initiative, the government late on Tuesday proposed setting up a task force to look into currency swap agreements, a measure analysts said could bring some relief if carried out in time by reducing market demand for dollars or other major currencies.

“Let’s see what the authorities do, but if the government can come out with some really big currency swap arrangement with some countries, that can be a strong positive,” Bhatt said.

The rupee has now fallen around 19 percent so far this year, by far the biggest decliner among the Asian currencies tracked by Reuters.

Meanwhile, India’s main NSE index fell more than 2 percent while 10-year bonds yields rose to as high as 9.04 percent.

LACKING CONFIDENCE

The rupee has failed to rebound despite a slew of measures by policymakers, including extraordinary measures by the central bank to drain liquidity unveiled last month and action to curb gold imports and cut on India’s oil import bill.

Whether that can be enough remains in doubt given bond yields are surging, threatening to raise borrowing costs across the already slowing economy, while global prices of oil and gold – the country’s two biggest imports – have surged this week.

Foreign investors have started to pare down their equity positions, having sold a net $ 3.5 billion in stocks since the start of July.

In bond markets, foreign investors have sold more heavily, with outflows reaching $ 4.5 billion so far this year.

Finance Minister P. Chidambaram said on Tuesday the government would need to do more to revive an economy growing at the slowest in a decade and narrow a current account deficit that hit a record high of 4.8 percent of gross domestic product in the year ended in March.

Those comments came after the government approval of infrastructure projects were overtrumped by concerns about the fiscal deficit after India’s lower house of parliament this week approved a 1.35 trillion rupees plan to provide cheap gain to the poor.

India battles to refloat submarine

Locals describe hearing a sound “like a jet engine” when the blasts happened, as Yogita Limaye reports

Indian divers and rescue workers are battling to refloat a submarine in a Mumbai dockyard, after two explosions led to a fire early on Wednesday.

About 18 sailors were board but there has been no contact with possible survivors and India’s navy chief warned the country to “prepare for the worst”.

Divers have so far opened one hatch of the partially-submerged vessel.

An inquiry into the incident is under way as efforts continue to pump out water to bring the boat to the surface.

It is not clear what caused the blasts on the diesel and electricity-powered INS Sindhurakshak. Sabotage has not been ruled out, although officials say that looks unlikely at this stage.

As India marks Independence Day, officials were not optimistic about the crew’s chances of survival.

Naval chief DK Joshi said it was possible those on board may have found air pockets but “the indicators are negative”.

“While we hope for the best, we have to prepare for the worst,” he told reporters.

‘Shocking tragedy’

Two huge explosions took place on board the INS Sindhurakshak after midnight on Tuesday. Firefighters spent four hours putting out the ensuing blaze.

The force of the explosions badly damaged the vessel, which sank, and it remains partially submerged at its berth.

Amateur video shown on Indian television showed a large fireball illuminating the sky

Dramatic images on Indian television showed a large fireball illuminating the sky. Smoke from the blaze could be seen in many parts of the city. Many sailors managed to jump to safety after the blast and some were taken to hospital.

The Russian-built vessel had recently been upgraded at a cost of $ 80m (£52m) and it may have been armed with missiles and torpedoes.

Russian firm Zvyozdochka, which refitted the submarine, said the vessel had been fully operational when it was returned to India in January.

On Wednesday Indian Defence Minister AK Antony visited the site. Describing the events as a “shocking tragedy”, he offered his condolences to relatives of those who may have perished.

The INS Sindhurakshak is one of the 10 Kilo-class submarines bought from Russia between 1986 and 2000. It is equipped with Russian Club-S cruise missile systems.

INS Sindhurakshak timeline

  • 1997: INS Sindhurakshak procured by Indian navy, one of the 10 vessels in the Kilo-class submarines bought from Russia between 1986-2000

  • February 2010: A fire that broke out in its battery compartment kills one sailor

  • August 2010: Submarine sent for re-fit to equip it with cruise missile systems

  • June 2012: Refit completed with refurbished hull and 10 years added to its 25-year service life

  • October 20102: Sea trials begin for submarine

  • 14 August 2013: Submarine hit by explosion and fire with sailors trapped inside

The submarine was sent to Russia for the refit in 2010 after a sailor on board was killed by a fire that broke out in the battery compartment while the submarine was docked at the Vishakhapatnam naval base in February that year.

Correspondents say that India has steadily developed its naval capabilities in recent years, motivated by its rivalry with neighbouring China. But the country’s military has encountered numerous scandals and difficulties as it has done so.

Wednesday’s explosions came two days after India’s navy launched its first home-built aircraft carrier, hailed by defence officials as a “crowning glory”.

And on Tuesday India’s federal auditor suggested that the government might have paid too much for 12 helicopters from Anglo-Italian company Agusta Westland, saying procurement procedures designed to ensure value for money were not properly followed.

Last year, India bought a Russian Nerpa nuclear submarine for its navy on a 10-year lease from Russia at the cost of nearly $ 1bn, making it part of a small group of nations to operate nuclear-powered submarines.

India and Russia are long-time allies and Russia supplies about 70% of India’s military hardware.
