Outraged by the “humiliating” treatment and strip-searching of a detained Indian deputy consul in New York last week, New Delhi has ordered a series of retaliatory measures against the US diplomatic corps in India.

The Indian government had taken measures in response to the arrest, with foreign minister Salman Khurshid calling the treatment of Devyani Khobragade “completely unacceptable.”

“We have put in motion what we believe would be effective ways of addressing the issue but also in motion such steps that need to be taken to protect her dignity,” Khurshid told reporters in New Delhi.

“We have ordered the withdrawal of all ID cards that are issued by the Ministry of External Affairs to the officials at the US consulates across India,”
a senior ministry source told AFP on condition of anonymity.

In addition, local media reports that the government is also considering imposing a ban on import clearances for the American diplomats as well as canceling airport clearances for US officials in India.

Authorities are also requesting salary information of Indian staff in US missions across the country as well as visa details of teachers employed in consulate-run schools, the Hindu reports.

On Tuesday police removed all security concrete barricades outside the US embassy and consulates that provided an extra layer of protection on public land for American diplomatic premises. The police and government employees did not officially comment on why the barricades were taken away.

The government’s reprisal measures were supported by the Bharatiya Janata Party (BJP), that called on the authorities to “match each and every step of the US, to take serious action in this matter to establish Indian sovereignty and prestige of its diplomatic community,’’ the Hindu Times quotes.

The US actions do “not accord to the level of friendship that the Indian government claims to have with the US,’’ BJP leader Ravishankar Prasad said.

“The media has reported that we have issued visas to a number of US diplomats’ companions. Companions means that they are of the same sex. Now, after the Supreme Court ruling (on gay sex), it is completely illegal in our country. Just as paying fewer wage was illegal in the US. So, why doesn’t the Government of India go ahead and arrest all of them! Put them behind bars, prosecute them in this country and punish them?” Prasad was quoted by local channels.

“If they are downgrading what we are entitled to as diplomats, they will also get the same treatment. This way we will both be going strictly by the rules,’’ another Indian diplomat told the Hindu Times.

The scandal is also resonating at the top political level. On Tuesday, the country’s Home Minister Sushil Kumar Shinde cancelled his meeting with a senior US Congressional delegation calling the treatment of the arrested diplomat unacceptable.

Vice-President, Rahul Gandhi, and BJP prime ministerial candidate Narendra Modi also cancelled the meeting with American representatives.

Refused to meet the visiting USA delegation in solidarity with our nation, protesting ill-treatment meted to our lady diplomat in USA.

— Narendra Modi (@narendramodi) December 17, 2013

On Monday Lok Sabha Speaker Meira Kumar and National Security Advisor Shiv Shankar Menon also refused to meet the US team, with Menon describing Khobragade’s treatment as “despicable and barbaric.”

India’s deputy consul general in the US, 39-year-old Devyani Khobragade, was arrested on Thursday while dropping her daughter to school. She was handcuffed in public. Later, local tabloids read that she was “subjected to a humiliating strip search and kept in a cell with drug addicts.”

The US Marshals Service confirmed Tuesday that she had been subject to strip-search.

“Yes, Devyani Khobragade was subject to the same search procedures as other USMS arrestees held within the general prisoner population in the Southern District of New York,” the statement said, as cited by MSN.

A US court has released the diplomat on a $ 250,000 bail. The next hearing has been set for January 13. On Friday, New Dehli called in the US ambassador to protest against such treatment.

Khobragade is accused of falsifying a visa application for an Indian national who was employed by her from November 2012 to June 2013 allegedly for less than four dollars an hour, an offence which carries maximum sentences of 10 years in prison.

On Tuesday, US State Department deputy spokeswoman Marie Harf said Washington was reviewing the incident “to ensure that all appropriate procedures were followed and every opportunity for courtesy was extended.”

“The United States and India enjoy a broad and deep friendship, and this isolated episode is not indicative of the close and mutually respectful ties we share,” she said in a statement.

A day earlier Harf noted that US authorities “followed standard procedures” during the arrest claiming that Khobragade did not have full diplomatic immunity as it only applies to duties performed as a consular official.

The father of the diplomat, Uttam Khobragade, claimed that the Indian government supports Devyanmet after he met with the Union Home Minister Sushil Kumar Shinde on Tuesday.

“The home minister has said the government is answerable for her security and liberty. The whole government is supporting us and that she was on duty, and hasn’t committed any crime. What happened was absolutely atrocious. She is liable for diplomatic immunity,”
Khobragade was quoted by dnaindia.com as saying.

“The government will try to get the charges against her dropped. He also assured us that no harm will be done to her,”
he added.

Britain"s special U.S. ties would survive EU exit: Republican Rubio

U.S. Republican Senator Marco Rubio prepares to answer questions after delivering his keynote speech entitled ‘American Leadership and the future of the Transatlantic Alliance’ at Chatham House in London December 3, 2013.

LONDON (Reuters) – Britain will keep its strong relationship with the United States even if it votes to leave the European Union in a planned referendum, a leading Republican senator tipped as a possible 2016 presidential contender said on Tuesday.

In a speech on Anglo-American ties in London, Marco Rubio, a first-term U.S. senator from Florida, said the United States must respect the wishes of the British electorate in any vote on its membership of the 28-nation bloc.

The comments from a politician seen as an early favorite for the Republican presidential nomination offer some support for Prime Minister David Cameron, accused by critics of risking Britain’s global standing with his pledge to hold an EU vote.

“Our alliance, our partnership and our affection for your nation will continue regardless of the road you choose,” Rubio said in a speech at the Chatham House think-tank.

The remarks contrast with an unusually strong warning from a senior member of Democratic President Barack Obama’s administration in January that Britain must avoid “turning inwards” over Europe.

Obama told Cameron in the same month that he wanted a “strong UK in a strong EU”, according to a summary of a phone call between the two released by the White House.

Cameron’s promise to renegotiate the terms of Britain’s EU membership before an in/out referendum by 2017 was welcomed by Eurosceptics in his ruling Conservative Party, who are trailing in the polls and face a threat at the 2015 election from the small UK Independence Party, which wants to leave the bloc.

But the pledge left him open to claims he had endangered Britain’s long-term interests for short-term political gains.

Deputy Prime Minister Nick Clegg, leader of the pro-EU Liberal Democrats, who share power with the Conservatives, has said the United States would not take Britain seriously if it were “isolated and irrelevant” in Europe.

Clegg said in October the “special relationship” with the United States – a notion successive British leaders have promoted since World War Two – was based partly on Britain “being valuable to our American friends”.

In a speech about the future of that relationship, Rubio said Washington needed a strong EU to help stabilize the continent and act as a global partner.

But the Cuban-American – who rose to prominence with the backing of the conservative Tea Party movement before positioning himself as an internationalist – said it was up to Britain to decide if it wanted to remain in the bloc.

“As for Britain’s role in Europe, that should be a matter for the British people to decide and for your American partners to respect whatever decision you make,” Rubio said.

Rothschild Ties to JFK Assassination

November 22, 2013

jfk-illuminati-assassination.jpg

Clay Shaw was the only man prosecuted for the assassination of JFK. His associate on the Board of MOSSAD front “Permindex” was Louis Bloomfield, a longtime Rothschild errand boy.

The government’s handling of the investigation of John Kennedy’s murder was a fraud. It was the greatest fraud in the history of our country. It probably was the greatest fraud ever perpetrated in the history of humankind. That doesn’t mean that we have to accept the continued existence of the kind of government which allows this to happen. We can do something about it. We’re forced either to leave this country or to accept the authoritarianism that has developed – the authoritarianism which tells us that in the year 2029 we can see the evidence about what happened to John Kennedy.  – Jim Garrison (Closing speech at trial of Clay Shaw Feb 28, 1969)

By Michael Collins Piper  (Author of )
American Free Press
(Edited by henrymakow.com)

Dozens of new books and reports from diverse sources purporting to bring out “the truth at last” about the John F. Kennedy assassination on its 50th anniversary are suspiciously ignoring the very real Rothschild connection to the JFK conspiracy.

Right now the big push is to pin the blame on former Vice President Lyndon Johnson. The “LBJ Killed JFK” theme is rampant, even in the self-styled “alternative” media.

However, AMERICAN FREE PRESS is pleased to be the first publication ever to report on the findings of Maurice Phillipps–an otherwise unheralded researcher –who uncovered the Rothschild banking dynasty connection to a key player linked to the JFK conspiracy.

Here’s the story, one which should force JFK researchers–at least the honest ones–to take a whole new look at the death of the president.

garrison.jpg(left, Jim Garrison)

Today, although the JFK assassination is the focus of a media frenzy, many writers avoid delving into (or even mentioning) New Orleans District Attorney Jim Garrison’s unsuccessful 1969 prosecution of trade executive Clay Shaw for involvement in the JFK conspiracy, knowing Garrison had turned up leads pointing in some uncomfortable and controversial directions.

In fact, when Garrison launched his investigation of Shaw he had unwittingly unearthed the “Rothschild connection” to the JFK conspiracy, although Garrison himself apparently didn’t realize it at first. This explains why there was such a concerted effort–coming from the highest levels–to derail and destroy the hard-driving prosecutor.

While many first heard of Garrison’s prosecution of Shaw through Oliver Stone’s film “JFK”–which presented the JFK conspiracy as the work of LBJ and the military brass, aided by rogue Central Intelligence Agency operatives–there was much more that Stone left out.

Below, AFP provides an annotated overview of the astounding revelations by Canadian writer Phillipps whose work has heretofore been suppressed. Although Phillipps’s book, De Dallas a Montreal, is available only in French, Phillipps has written in English of his research on his well-documented website.

11395974858.jpgOnce you learn of what Phillipps has uncovered, you’ll understand why so many truth seekers are so determined to suppress his findings.

Rothschild-Israeli Ties to JFK

• Researcher has found the mother of all connections between Israel and the JFK assassination

Oliver Stone’s 1991 drama “JFK” focused on New Orleans District Attorney Jim Garrison’s 1969 prosecution of trade executive (and longtime CIA asset) Clay Shaw for involvement in the JFK assassination conspiracy. But Stone diverted attention away from Shaw’s link to a key figure in the global operations of the Rothschild banking dynasty.

While Stone referenced–in passing–Shaw’s membership on the board of a Rome-based corporate shell known as Permindex, subsidiary of another entity, the Centro Mondiale Commerciale, which Stone portrayed as a CIA front, he provided only a sliver of the much bigger picture.

Documents unearthed by Canadian author Maurice Phillipps demonstrate beyond question that Shaw’s associate on the board of Permindex (its chief executive officer and primary shareholder), Louis Bloomfield of Montreal, was a longtime attorney for the Rothschild dynasty, particularly for Baron Edmund de Rothschild of London, going back as far as World War II.

chinanow (2).JPG(left, Bloomfield – Rothschild errand boy)

Having studied Bloomfield’s private files, which Bloomfield donated to the Canada National Archives, Phillipps found what he describes as “many documents” revealing the Rothschild connection.

Bloomfield was so close to Rothschild that he (Bloomfield) incorporated (in Canada)–and was a shareholder of–Tri Continental Pipe Line Ltd. (described by Phillipps as “a major Rothschild company”) to which Israel granted a 49-year exclusive right on use of a 16-inch pipeline between the Red Sea and Haifa in Israel.

The Israeli connection is no surprise. The Rothschilds have been Israel’s foremost patrons. In addition, Bloomfield and Montreal liquor baron Sam Bronfman–the head of the World Jewish Congress, with whom Bloomfield was also closely associated–were among a clique of money kings who, in the 1950s, bankrolled Israel’s secret nuclear arms program. According to Israeli author Michael Karpin, Israeli Prime Minister David Ben-Gurion referred to those donors as “consecrators,” suggesting, as Karpin noted, “in Ben-Gurion’s eyes, the nuclear project was holy.”

While Phillipps has never suggested Bloomfield was involved in any way in the JFK assassination, he has pointed out that Bloomfield’s Rothschild connection has been otherwise ignored.

Phillipps’s findings on the Rothschild-Bloomfield link also put to rest the rumor that Permindex was proof of “Nazi” involvement in the JFK conspiracy, a patently ridiculous theme propounded by one Mae Brussell whose father, Rabbi Edgar Magnin, was spiritual leader of the Jewish movie moguls in Hollywood.

panel.jpgPERMINDEX

In this same realm, Phillipps has uncovered documents indicating that, in Bloomfield’s words, “the guiding genius” behind Permindex was Rome-based Giorgio Mantello–born George Mandel, a Romanian Jew–whom Bloomfield described as a “33rd degree Mason with the closest connections in the highest diplomatic circles.”

Mantello was clearly no Nazi. In 1989, then-United States Representative Charles Schumer (D-N.Y.)–a Jewish leader in Congress–introduced a bill to award a congressional gold medal to Mantello, describing him as “truly one of the great unsung heroes of the World War II era . . . one of the most outstanding examples we have of a single individual . . . mobilizing the world against the atrocities of Nazi Germany.”

Declaring Mantello “saved nearly 30,000 Jews from almost certain death in the Holocaust, and perhaps hundreds of thousands more,” Schumer hailed him as responsible for disclosing the “Auschwitz Protocol,” vaunted as the first publicized claim of mass murder of Jews at the Auschwitz labor camp in Poland.

Shumer also said, “Mantello was extremely useful to both the American and British intelligence services . . . [having] slipped millions of dollars of Swiss technical instruments that were necessary for the war effort out of Axis-surrounded Switzerland and into Allied hands.”

How and why Clay Shaw of New Orleans ended up in the Permindex operation is no longer a mystery.

Shaw’s closest friends, who provided the funds for his defense against Garrison–the powerful Stern family, leaders of the New Orleans Jewish community–were primary shareholders in the Apollo, Pennsylvania-based NUMEC nuclear facility from which American nuclear materiel was illicitly channeled to Israel with the collaboration of CIA chief of counterintelligence, James Angleton, a devoted ally of Israel as head of the CIA’s Mossad desk.

Though avoiding the Mossad connection, many researchers now say Angleton was the key CIA figure in the JFK conspiracy.

The Sterns also owned WDSU radio and television, which hyped Lee Harvey Oswald as a “pro- Castro agitator” at precisely the time Shaw was acting as a handler for Oswald in the summer of 1963 while Oswald was in New Orleans being set up as the “patsy” in the JFK conspiracy.

clayshaw.jpg(Clay Shaw, left)

So Shaw’s Rothschild–and Mossad–connection via Permindex was solidified by the Stern link to Israel’s nuclear weapons program we now know JFK was so determined to stop, another point ignored by most JFK writers.

MOSSAD FRONT

All told, a variety of evidence indicates Permindex fronted for a Mossad operation funding Israel’s drive to assemble the atomic bomb.

A primary Permindex shareholder and the chief depository for its funds–the Banque De Credit Internationale [BCI] of Geneva–was the fiefdom of Tibor Rosenbaum, a Mossad arms procurement official referred to as one of Israel’s “founding fathers.”

BCI was also chief money launderer for the crime syndicate of Israeli loyalist Meyer Lansky, business partner of the aforementioned Sam Bronfman, associate of Louis Bloomfield and the Rothschilds.

In fact, Lansky’s Israeli biographers note that “after Israel became a state, almost 90% of its purchases of arms abroad was channeled through Rosenbaum’s bank. The financing of many of Israel’s most daring secret operations was carried out through the funds in [BCI].”

ISRAELI AGENT MADE “JFK”

We now understand why Oliver Stone chose not to pursue these avenues when he made “JFK.”

am.jpg(Milchan, center)

The man who bankrolled Stone’s film, Israeli arms dealer Arnon Milchan–listed as “executive producer”–was a primary player in Israel’s nuclear program. Head of a global empire in weapons, chemicals, electronics, aerospace and plastics–operating in the Rothschild sphere–Milchan (now perhaps the biggest mover in Hollywood) has been described as “Mr. Israel,” as “secretive yet famous, but only among famous people,” and is a close friend and business partner of Rothschild-sponsored media baron Rupert Murdoch.

Although Milchan–partnered with the interconnecting Rothschild-controlled media conglomerates Havas and StudioCanal in financing Stone’s extravaganza–paid author Jim Marrs a reported $ 200K for rights to his book Crossfire (a partial foundation for Stone’s film), Jim Garrison’s family had to go to court to claim promised proceeds from “JFK” after Milchan claimed the blockbuster turned a loss. On a procedural technicality, a federal court ruled for Milchan against the Garrisons.

oliverstone.jpg(Oliver Stone, Director of “JFK” steers attention away from Mossad)

Well-known JFK writer, A.J. Weberman–a U.S.-Israeli dual citizen–says Garrison once showed him an unpublished novel which Weberman says was “a fictional work that placed the blame for John Kennedy’s death on the Mossad.”

Although Garrison did publish a JFK novel, The Star-Spangled Contract, it did not allude to Mossad involvement. But if Weberman is to be believed, Garrison had ultimately figured out the Rothschild-Israeli connection to the JFK conspiracy.

And that says much about what many of today’s JFK researchers are choosing to ignore.

Greek PM calls ties with Israel ‘strategic, long term’

Prime Minister Binyamin Netanyahu meets with his Greek counterpart, Antonis Samaras, in Jerusalem. Photo: Amos Ben-Gershom/GPO

Greece views its new and improved relationship with Israel as a strategic, long term partnership that is not dependent on the fate of Israel’s relationship with Turkey, Greek Prime Minister Antonis Samaras told Prime Minister Binyamin Netanyahu on Tuesday.

The comments, according to diplomatic officials, came during a meeting the two leaders had as part of the first Israeli- Greek government-to-government meeting. Samaras arrived in Israel along with eight of his ministers to hold a day of intensive bilateral meetings during which some 10 agreements were signed in a variety of fields from public security to tourism and culture.

Among the issues Netanyahu raised with Samaras was the EU settlement guidelines set to go into effect on January 1. The guidelines call, among other elements, for Israel to sign a “territorial clause” before entering into any new agreements with the EU that would stipulate that the agreement is inapplicable in east Jerusalem, the Golan Heights and the West Bank. Israel has said it would not sign such a clause and the two sides are currently negotiating over the implementation of the guidelines.

Greek Foreign Minister Evangelos Venizelos discussed the matter during a meeting with Deputy Foreign Minister Ze’ev Elkin. Elkin said that Venizelos supported Israel’s position on this matter, and has made his position clear to EU foreign policy chief Catherine Ashton.

Elkin said that Greece’s position on this matter had added importance since it will be taking over the EU’s rotating presidency on January 1.

Israeli officials have expressed confidence that a resolution to the issue can be found, citing the support of political leaders in a number of European states.

Among the areas of cooperation Netanyahu and Samaras discussed was the possibility of creating a gas triangle – Israel- Cyprus-Greece – with Greece the hub of Israeli and Cypriot gas exports to the rest of Europe.

Israel’s ambassador to Greece, Aryeh Mekel, said this government-to-government meeting “constitutes the peak in the new and upgraded relations between Israel and Greece that began some three years ago. As opposed to the past, today there is close cooperation in a number of fields.”

Mekel said there has also been a dramatic change in Greek public opinion, which in the past was negative toward Israel, but which today is in favor of close cooperation.

“In the long run this could be the most important element of the improvement in relations,” he said.

The flowering in Greek-Israeli ties began in 2010 and coincided with the sharp deterioration of Israeli-Turkish ties.

Netanyahu, during his meeting with Samaras, praised the Greeks for taking a tough stand against the neo-fascist Golden Dawn Party and arresting six of the party’s MPs following a public furor over the murder of an anti-fascist rapper by a Golden Dawn member.

In a joint appearance with Samaras after their meeting, Netanyahu said he wanted to commend his government for its “resolute opposition to neo- Nazism, anti-Semitism and racism. You have taken important steps, courageous steps that demonstrate clearly that Greece is a land of tolerance and freedom.”

He also commended Samaras for the way he has handled Greece’s economic crisis, and encouraged Israeli businessmen to “go and invest in Greece, it’s probably a very good deal.”

Netanyahu said the “smart money should be going to Greece now, as the smart money should be going to Israel always.”

One area where the two countries do not see eye-to-eye, however, is Iran, although the differences were not aired in public. While Netanyahu repeated his mantra that the pressure must be kept on Tehran, diplomatic officials have said that Greece – whose economy has been hurt by the sanctions it has imposed on oil imports from Iran – is in favor of giving Iranian President Hassan Rouhani a chance to prove himself, and that the West should perhaps ease up on some sanctions as a good will gesture.

During his public comments Netanyahu said that the Iranian regime sought a partial agreement that will ease the sanctions that have significantly hurt the Iranian economy.

“Of course what they want is merely the relaxation of sanctions without the real cessation of Iran’s program to develop military nuclear capability,” he said. “That is unacceptable. The sanctions must be continued, they must be strengthened until the Iranian military nuclear program is dismantled.”

Samaras, in his public comments, tellingly did not mention Iran.

RNC Slams CNN Over Hiring Executive With Democratic Ties

The Republican National Committee is slamming CNN Films for hiring an executive who worked on such documentaries as Al Gore’s “An Inconvenient Truth” and “Jimmy Carter Man from Plains.”

The network said in a press release Monday that Courtney Sexton will join the division that is producing a documentary on former Secretary of State Hillary Clinton, widely believed to be planning a second Democratic run for the presidency in 2016.

The move comes days after the RNC voted to block CNN and NBC from hosting GOP presidential primary debates because of their plans to air film specials on Clinton. The Republicans believe both film projects will be biased in support of Clinton’s possible presidential bid.

Sexton previously managed documentaries at Participant Media, including two about global warming and one about Carter’s work as a former Democratic president since leaving office in 1980.

According to the CNN release, “Prior to joining Participant Media, Sexton worked for two years with filmmaker Davis Guggenheim — who directed an “An Inconvenient Truth” — on the HBO series Deadwood, among other projects.”

The RNC responded swiftly to the news, telling Politico, “Any concerns the Clinton team had are all gone. This puts the ‘p’ in puff piece. What’s next, Michael Moore directing?”

RNC Chairman Reince Priebus also responded directly to the CNN announcement, tweeting, “CNN Films new hire sets the stage for a liberal infomercial about Hillary Clinton.”

CNN says it plans to air its documentary about Clinton in 2014.

Family ties a factor in key Senate races

(AP) — Sen. Mark Pryor likes to tell voters that he always puts Arkansas first, borrowing the campaign slogan associated with his family for decades. In Wyoming, Liz Cheney bets that her famous father’s name will be gold in her Senate race. And in Louisiana, Sen. Mary Landrieu counts on her kin’s New Orleans ties to help lift her to re-election in a tough race.

Family does matter in the runup to next fall’s Senate elections: Candidates are wielding famous political pedigrees in a number of races that could determine whether Democrats maintain control in the 2014 elections.

Famous last names mean automatic name recognition and, typically, an easier time raising money. Beyond that, and 15 months before Election Day, it’s unclear whether family ties will translate into votes next fall.

For several Democrats, their deep family roots in conservative-leaning states could help them make the case that they are in touch with local values and act in constituents’ best interests as they seek to rebut Republican arguments that they are nothing more than rubber stamps for President Barack Obama’s policies. Yet, with congressional approval ratings dipping to record lows, a political pedigree also could turn into a liability if voters decide they’d rather have some new blood in the Senate.

History is filled with famous political families with national images — the Kennedys, Rockefellers and Bushes are among them — and there are similar political dynasties in individual states across the nation.

This year, family ties figure prominently in Arkansas, where Pryor’s father, David, served the state as governor and U.S. senator, and in Louisiana, where Landrieu’s father, Moon, was New Orleans’ mayor during the 1970s and her brother, Mitch, now leads the city. In Wyoming, former Vice President Dick Cheney’s eldest daughter has galvanized the state’s political scene by seeking the seat of Sen. Mike Enzi, a Republican favored by his party’s establishment.

In the cases of Pryor and Landrieu, Republicans say voters are savvy enough to judge sitting senators on their performance rather than their pedigree.

“Name ID has helped Landrieu and Pryor during their careers, but they are pretty far along into their own careers now and they have a voting record,” said Brian Walsh, a Republican strategist and former aide to the National Senatorial Campaign Committee.

John Anzalone, an Alabama-based Democratic pollster, counters that it will be more difficult for Republicans to attach the Democratic incumbents to Obama next year because the president will not be on the ballot. He said many children of prominent politicians, especially in places less favorable to Democrats, have been successful by sticking to the mold of their parents — not the party’s leader.

“There’s always this need to distinguish yourself, that you’re not part of the national party cabal,” Anzalone said.

Biden Meets India’s Leaders to Promote Closer Ties

NEW DELHI — Vice President Joseph R. Biden Jr. held a parade of meetings Tuesday with India’s top political leaders, but the most important part of his trip to India will begin Wednesday when he is expected to discuss with India’s business elite in Mumbai the growing concerns about India’s economy.

Mr. Biden started his trip Monday afternoon with a visit to the memorial to Mohandas K. Gandhi, who is considered India’s founding father. Mr. Biden wrote a tribute to Mr. Gandhi in the visitor’s book, calling Mr. Gandhi “one man who changed the world.”

On Tuesday, Mr. Biden held meetings with Indian Prime Minister Manmohan Singh, President Pranab Mukherjee, Vice President Mohammad Hamid Ansari and Sushma Swaraj, a leader of the opposition Bharatiya Janata Party. A banquet in Mr. Biden’s honor was scheduled for Tuesday night, after which he was scheduled to fly to India’s financial capital, Mumbai.

Mr. Biden’s trip is part of a long-term effort to convince India’s officials and people that the days when Pakistan, India’s longtime rival, was the United States’ favorite friend in South Asia are over. Mr. Biden’s trip is the first by an American vice president in nearly 30 years, and it comes one month after Secretary of State John Kerry traveled to New Delhi, the capital, to discuss climate change and diplomacy.

But Mr. Biden is expected to deliver more than just happy talk about the growing strategic and cultural ties between the United States and India. While in Mumbai, he is expected to voice growing concerns about India’s economy and its openness to foreign investment before leaving for Singapore Thursday night.

Investors from the United States and around the globe once flocked to India, drawn by its rapid economic growth, gradual economic liberalization and huge population. But in the last decade, many American companies have found the going far tougher than expected, and their complaints are beginning to resonate in Washington.

The problems that companies confront here — endemic corruption, shifting government rules and poor infrastructure, among others — seemed less dire when the Indian economy was growing at a blistering rate. But growth has slowed to 5 percent over the past year, and those issues have become far greater irritants.

Mr. Biden’s complaints about India’s investment climate are likely to be greeted with some sympathy in Mumbai, since even Indian companies have begun looking for growth outside their country’s borders. Investments by both foreign and domestic companies have fallen over the last five years to 31 percent of the country’s gross domestic product from nearly 38 percent, said Subir Gokarn, director of research at Brookings India, with crucial sectors like manufacturing and mining doing especially poorly.

The prime minister, Mr. Singh, acknowledged in a speech to a prominent business group here on Friday that the nation’s economy was under stress.

“We, like most other countries, are going through a difficult period,” Mr. Singh said in his barely audible whisper. “I know that business is deeply concerned about the slowdown in our economy.”

The Indian rupee has lost about 9 percent of its value against the dollar in recent months, a decline exceeded only by the Brazilian real among major emerging market currencies. India has substantial budget and current account deficits, and inflation is running at nearly 10 percent annually.

The country’s central bank has been faced with the difficult task of defending the currency by trying to raise short-term interest rates without pushing up long-term rates, which would further slow growth. But the Reserve Bank of India took the unusual step last week of withdrawing a bond sale after investors insisted on interest rates that were higher than the government’s bankers wanted to pay.

Ajay Shah, a professor at the National Institute of Public Finance and Policy in New Delhi, said these problems guaranteed that India’s era of rapid economic growth would not return for many years.

“There’s been a tremendous collapse in confidence,” Mr. Shah said.

India’s government has taken steps to put its fiscal house in order by reducing fuel subsidies, a hugely expensive program that largely benefits the rich. Last week, the government announced a loosening of restrictions on certain foreign investments.

But national elections scheduled for next year are likely to mean that the government will be loath to make additional cuts to popular welfare projects, said Sreeram Chaulia, a professor and dean at the Jindal School of International Affairs. A new food security bill could even expand such social spending significantly.

“Right now, this government is concerned about winning the next election,” Mr. Chaulia said.

Mr. Biden also intends to push India for further defense cooperation and more arms purchases from the United States, according to a senior Obama administration official.

India has long resisted becoming too close to the American military. But recent border tensions between India and China have jangled nerves in New Delhi and made officials here strive to improve India’s defense manufacturing abilities, something the United States has said it could help achieve.

Putin Does Not Expect Ties With U.S. to Be Harmed by Snowden Case

MOSCOW — President Vladmir V. Putin signaled on Wednesday that he expected the broader bilateral relationship with the United States would not be harmed if Russia grants asylum to Edward J. Snowden, the former intelligence contractor on the run from American authorities.

In reply to a question about the implications of Mr. Snowden’s case for relations with the United States, Mr. Putin effectively accused Washington of hypocrisy by providing robust support for human rights advocates in other circumstances but not in a case like Mr. Snowden’s, in which the United States is being criticized.

“Bilateral relations, in my opinion, are much more important than the squabbles around the activities of the security services,” Mr. Putin said while on a visit to the Trans-Baikal region in eastern Siberia to review a military training exercise, according to a Kremlin transcript.

Mr. Putin and other prominent Russian officials have made clear that they view Mr. Snowden as an advocate for human rights and a crusader for personal liberties for his leaks exposing the National Security Agency’s surveillance programs.

Mr. Snowden on Tuesday formally applied for temporary asylum in Russia — a request that could be granted within days and allow him to live and work here for a year or more.

Mr. Putin has said that asylum for Mr. Snowden is a possibility if he stops harming America’s interests.

“We warned Mr. Snowden that any of his activities that cause damage to U.S.-Russian relations, are unacceptable to us,” Mr. Putin said Wednesday.

In terms of American reaction, he said, “Human rights work is generally associated with certain costs for those who do it. But when such activities are conducted under the auspices of the United States and with their financial support, information and political backing, it is comfortable enough to do. But if someone is going to criticize the United States itself, it is, of course, much more complicated.” Mr. Putin pointed to the efforts in Europe to block the plane of President Evo Morales of Bolivia because of fears Mr. Snowden was on board.

But Mr. Putin also expressed some bewilderment about Mr. Snowden’s ultimate goals.

“He’s a young man,” Mr. Putin said. “In fact, I do not even really understand how he intends to continue to build his life. But it was his destiny and his choice. And we have our own national objectives.”

He added, “Russia has an independent foreign policy, and we will implement it. I hope that our partners understand and react to this with calm, understanding.”
