Attempt is made to arrest the Queen: Notification from the Sheriff’s Office of the Rome branch of The International Common Law Court of Justice (ICLCJ)

Today, two duly appointed sheriffs of our Office attempted to enforce the standing Citizen Arrest Warrant (ICLCJ Court Order No. 02252013-004, Dated 4 March, 2013) against Elizabeth Windsor aka Queen Elizabeth II during her presence in Rome, and bring her into custody as a convicted felon and a fugitive from justice.


Their report is filed with our Office, and reads as follows:


“I, Domingo Santori, accompanied by Carlo Freschi, attempted to apprehend Elizabeth Windsor and place her under arrest as a convicted criminal, in accordance with the Brussels Court Order of March 4, 2013.


“At about 11:50 am today Rome time we approached the reported site of her meeting with President Napolitano at the Presidential Palace in Rome and discovered from a Palace official that the meeting had been moved to an undisclosed location. The lack of any security at the Palace that day seemed to confirm his statement. We then intended to apprehend Windsor later when she met with Pope Francis at the Domus Sanctae Marthae near to the Vatican. .


“Upon reaching the Domus at 1:05 pm, we were met by a sizable security force consisting of members of the National Police but no members of Vatican Security, which was highly unusual. It is our impression that the National Police knew of our intention and were waiting for us.


“We presented the Arrest Warrant to the Captain in charge of the National Police and informed him of our intent to enforce the Court Order and asked for his assistance in this legal procedure. The Captain would not agree to do so and refused to identify himself. He told us we would be placed under arrest if we tried to perform the arrest or “threaten the Pope” in any way. Several policemen then seized our video camera and roughly escorted us from the area. Our camera was not returned to us. We have lodged a formal complaint with the National Police.


“It is clear to us that the Italian government is actively colluding in protecting the convicted criminal Elizabeth Windsor. We recommend that greater force be employed by us in the future and that we rely on better intelligence on the movements of those to be arrested or served. We also ask the Court to issue a formal note of protest to the Italian government for its actions today and that the Court attempt to deputize local police forces to help us.


“On a final note of interest, we were told by one of the policemen at the Domus who assaulted us that ‘You guys are just wasting your time anyway, Il Papa (the Pope) isn’t even in there.’ We are not convinced that the alleged meetings between Elizabeth Windsor and the Pope and the President actually took place in the manner described in the world media. The absence of any Vatican Security at the Domus that day was noticeable and unusual, since it is considered Vatican property.


“We have also noted the cover story being circulated in the world media today that Pope Francis met with Elizabeth Windsor at the Vatican. We know this to be false and that their actual meeting occurred in an undisclosed location after they initially met at the Domus, which is the so-called ‘Pope’s’ private residence.”

Other sites are posting a rather mob-rule looking picture of the Queen, and I simply am not going to post it until I"m shown that iclcj is likely to have posted it themselves. We have enough problems on the planet without becoming a mob that goes after people. There are going to be plenty of situations arising like this, and I think it behooves us to keep the lid on this kind of behavior. ~J]

Russia May Attempt to Annex Crimea


Proposed legislation, troop movements all point towards push for reunification

Russian lawmakers are proposing two bills that would simplify both the annexation of new territories into the Russian Federation and the process of granting Russian citizenship to Ukrainians, signaling that Moscow may attempt to absorb Crimea, Ukraine’s peninsula which has very strong ties to Russia.

The bills were introduced in the Russian parliament today as Moscow confirmed previous reports that Russian troops and armored vehicles were already in Crimea, the population of which is nearly 60% ethnic Russian and is very pro-Russian as a whole.


The lawmakers said that the annexation bill stems from Russia’s 1997 agreement with Ukraine to take necessary steps to prevent violence against citizens due to national, ethnic or religious affiliations.


Last night, unidentified armed men, dressed in military gear but without any visible insignia, seized two airports in Crimea, prompting news outlets to speculate that they were also Russian troops.


As far as the confirmed troops in Crimea, the Russian foreign ministry said that they were part of a mission to “protect the Black Sea Fleet’s positions.”


Russia has around 26,000 troops stationed on their naval base in Sevastopol, Crimea, which is of extreme strategic importance to Moscow.


And considering the strong ties that Ukraine’s semi-autonomous peninsula has with Russia, it isn’t a stretch to suggest that Russia would be willing to wage war over Crimea.


“If Ukraine breaks apart, it will trigger a war,” an unidentified Russian official told the Financial Times. “They will lose Crimea first [because] we will go in and protect [it], just as we did in Georgia [in 2008].”


Russian President Vladimir Putin already ordered combat readiness drills involving 150,000 troops in western Russia near the Ukrainian border as well as around-the-clock fighter jet patrols on combat alert.


Yesterday, over 50 gunmen stormed government buildings in Crimea and rose Russian flags and a banner stating that “Crimea is Russia.”


And on Monday, officials in Sevastopol even installed a Russian citizen as mayor in response to the pro-EU, western-backed coup in Kiev nearly 900 kilometers away.


“Sevastopol’s city council handed power to Aleksei Chaliy, a Russian citizen, during an extraordinary session on Monday evening while more than a thousand protesters gathered around city hall chanting ’Russia, Russia, Russia,’ and ’A Russian mayor for a Russian city,’” Howard Amos reported for the Guardian.


The Kremlin has also steadfastly refused to recognize the pro-EU interim government in Kiev and sent fighter jets to escort the plane carrying embattled Ukrainian President Viktor Yanukovych into Russia, who declared today that he is still the president of Ukraine.


Given these latest developments and Russia’s recent military build-up, it is highly unlikely that Moscow will give up Crimea without a fight.

Court rejects 4th attempt to detain Chang Teh-cheng

TAIPEI, Taiwan — The Taipei District Court (TDC) once again ordered that truck driver Chang Teh-cheng (張德正) be released on bail, this time at NT$ 300,000, after a wild drive through the gates of the Presidential Office.

After the TDC ruled for Chang to be released on bail of NT$ 150,000 on Friday and confined to his residence in Taipei, the Taiwan High Court rejected the decision on Friday night.


The gravel truck driver on Saturday drove a load of rubble — originally meant for a construction site in Keelung — into the Presidential Office, injuring only himself.


Before undertaking his plan, Chang had written a letter to a local TV station indicating that he was ready for any consequence following his actions, calling for the death sentence if he caused any deaths and a life sentence if there were none.


Chang’s lawyer, surnamed Yu, stressed that it would be impossible for Chang to commit similar crimes ever again. The injured driver was remanded to the custody of three lawyers on Thursday and was released without bail; the prosecution filed an appeal for Chang to be detained three times, and three times the request was rejected.


Yu accused the Taiwan High Court of ignoring Chang’s fragile physical condition, believing only the prosecution’s reports and disregarding the fact that he was sent to and from the court numerous times via an ambulance. “If Chang is sent to the detention center now, it would be risking his very life as the centers are not equipped with ample medical resources,” said Yu. “I feel sending Chang to detention would be going against the International Covenant on Civil and Political Rights as it would constitute inhumane treatment.”


The Taipei District Prosecutors’ Office filed an appeal early on Thursday morning after the court ordered Chang’s release for the first time on Wednesday night; the High Court simply sent the request for detention to the TDC without a ruling. The TDC then decided against the need to detain Chang as it would be highly unlikely for him to attempt an escape.


The prosecution will be filing for another appeal due to the belief that Chang, despite his injuries, is still capable of causing harm of a similar degree.


This is the first case in which a defendant has been brought to court four times just to determine whether he should be detained.

On Monday, Elite model Carmen Carrera (a popular contestant on the reality show RuPaul’s Drag Race) and actress Laverne Cox (Netflix’s Orange Is the New Black) sat down with Katie Couric on her ABC show Katie. Arguably the highest-profile transgender women in the entertainment biz today, they’re also outspoken activists on trans rights and issues. Unfortunately, Couric seemed unable to get beyond a schoolyard fascination with the women’s “private parts,” as you can see in the video above. 


A discussion of Carrera’s modeling career quickly descends into series of tone-deaf questions from Couric about her surgeries. As this great piece at Autostraddle puts it: 


Things started to seem a little odd when the viewers kept being reminded about Carrera’s transition by being shown pictures of her in bandages and mentions of her transition at every chance. Later when Couric introduced Carrera, she said that “she was born a man and that’s why she’s on our show,” making it very clear that she’s only interesting because of her transition…However, the real trouble started when Couric started to ask Ms. Carrera if transitioning was painful because of all the surgery that she had to go through. Carmen looked a little confused and responded by talking a little about her nose job and breast augmentation and that’s when Katie pounced. She immediately asked if Carmen’s “private parts” are “different now.”



At this point, Carrera literally shushes Couric, and explains her problem with media stories on transgender issues. “They always focus on either the transition or the genitalia, and I think there is more to trans people than just that.”


Cox agreed. “That preoccupation…objectifies trans people and then we don’t get to deal with the real lived experiences. The reality of trans people lives is that so often we’re targets of violence. We experience discrimination disproportionately to the rest of the community and our unemployment rate is twice the national average…When we focus on transition, we don’t get to talk about those things.”


Throughout the segment, Cox and Carrera demonstrate incredible grace under fire, eloquently countering Couric’s repeated line of questioning about their surgeries and anatomy with some real talk about issues of safety and discrimination against trans people. The whole clip is well worth a watch.

Feds attempt to close ocean...



The Park Service will also have rangers on duty to police the ban. Of access to an ocean. The government will probably use more personnel and spend more resources to attempt to close the ocean, than it would in its normal course of business. 


This is governing by temper-tantrum. It is on par with the government’s ham-fisted attempts to close the DC WWII Memorial, an open-air public monument that is normally accessible 24 hours a day. By accessible I mean, you walk up to it. When you have finished reflecting, you then walk away for it. 


At least that Memorial is an actual structure, with some kind of perimeter that can be fenced off. Florida Bay is the ocean. How, pray tell, do you “close” 1,100 square miles of ocean? Why would one even need to do so?


Apparently, according to an anonymous Park Service ranger, “We’ve been told to make life as difficult for people as we can. It’s disgusting.” 


Centuries ago, King Canute famously failed to command the ocean tide to stop. His display was actually a means to educate his subjects on the limits of royal power. Today, however, our President actually believes he has the power to control the oceans.

Lady Gaga"s Scandalous Attempt to Rally Fans, J-Pop Style

Recently, Lady Gaga found herself getting attention she, for once, didn’t want. On her Twitter account, she announced a contest where the two fans who bought the most copies of her new single “Applause” would win a trip to London’s iTunes Festival to meet her. She also posted a link to a page allowing fans to watch the video for her latest song 150 times in a row. Both were part of Gaga’s attempt to push “Applause” higher up the Billboard Music Charts, which earlier this year started counting YouTube views to their ranking figures.


The people running the charts weren’t pleased. Billboard’s Editorial Director Bill Werde wrote on Twitter that “an artist tweeting out and facebooking a link that enables a fan to hit play and leave their computer is not in the spirit of what we chart,” adding “I just hate to see anyone try to game the charts.”



Gaga’s ploy, though, isn’t a new strategy—at least not in Japan. There, nobody much minds when pop stars urging fans to buy multiple copies of a song. Rather, it has become a standard way to sell music, and one of the biggest reasons that the country has recently surpassed the United States as the largest music market in the world. This tactic—along with Gaga’s recent stunts—say a lot about how the relationship between artist and fan has been changing on both sides of the globe.


The Japanese pop outfit to most rely on fans buying multiple copies of the same single also happens to be the best-selling group in the country today. AKB48, a peppy-sounding collection of 88 young women divided into smaller teams, dominates the nation’s Oricon Charts. Their latest single, “Koi Suru Fortune Cookie,” sold more than a million copies, becoming AKB’s 13th consecutive single to do that. This feat has only been accomplished by one other Japanese act—rock band B’z—and earlier this year AKB48 became the highest-selling female artist in Japanese history.


Their ability to coax fans into repeatedly buying the same song explains these record-breaking sales numbers. It’s an ability that comes out of one of  the central fantasies of AKB48: That they are “idols you can meet.” CDs often come with some sort of physical bonus item, like a trading card or photo of a random member, which in itself encourages fans to stockpile singles. Add in the fact that discs sometimes include a ticket for a special handshake event, where fans can briefly meet singers, and the appeal of shelling out for dozens of the copies of the same song becomes irresistible for the band’s many diehards.


AKB’s cleverest promotion is an annual election, held in June every year to determine the most popular member of the group. It has become a big deal in Japan, with the results show broadcast live on TV and on YouTube. Fans vote, but ballots only come alongside whatever single the group releases the month before. In this pop democracy, the fans purchasing more copies of the same song get more votes. In 2011, one listener bought more than 5,000 CDs before the election, costing an estimated $ 109,000.


Spurred by AKB48’s success, most pop performers in Japan now turn to similar tactics to move units, and it’s not just similarly constructed idol groups doing it. TV actors and Korean artists trying to cross over into the Japanese market arrange these types of meet and greets as well. In Bloomberg Businessweek recently, Mariko Yasu wrote that AKB48 and the various other artists who have copied their tactics have helped push the Japanese music market to $ 4.3 billion in sales last year, eclipsing the U.S. total for the first time.


One reason this strategy works so well in Japan is because it also happens to be a country where physical music still make up the bulk of sales: 80 percent of the Japanese music market compared to 34 percent in America. Whether due to Japanese consumers preferring to own actual objects or because a harsh anti-downloading law passed late last year scared off those who pirate music, CDs dominate the Japanese market while they’ve joined the floppy disc and the VHS tape as technologic punch lines.


Well, mostly joined. Western record labels routinely release “deluxe editions” of albums, usually tacking on some bonus tracks or alternate takes and releasing that as a way to extend the record’s shelf life (Lady Gaga did this with 2011’s Born This Way). Still, physical sales in the US lag behind digital downloads; digital music revenue in 2012 surpassed four billion dollars for the first time ever. These shifts in how people consume music prompted Billboard to start counting YouTube views to their ranking metric—the reason Gaga Tweeted out a link that would inflate her video views.


Gaga is the first major American artist to try to sell fans the same song multiple times, but the dynamics between fan and artist has changed so much in the past few years that it isn’t that crazy an idea. In her Businessweek article, Yasu talks to music commentator Hideki Take, who says AKB48’s success is “a drastic change in relationships with fans by involving them in the star-making process,” later adding “the fans feel they are part of the success.”


This, too, is how American pop music has changed. It was more than a decade ago that American Idol first gave viewers the opportunity to vote for the nation’s next great pop star. Since then, and as platforms like Twitter and Facebook have allowed artists to connect more directly with fans, American music consumers have been made to feel closer to the performers they follow. It isn’t that fans are necessarily more passionate about pop stars in 2013—it’s that they have more ways to feel like linked to them. “Pop stars … have become more and more adept at being themselves, or at least constructing pseudo-selves for social-media consumption,” wrote Michael Hirschorn in a May New York Magazine piece on why A-list musicians wield more power these days than A-list actors.”Better at manipulating the levers of closeness and distance, openness and mystery, that social media requires. “


The result is that, as Jason Richards detailed for The Atlantic last year, “we’re in a new era of factionalized fandoms,” where fans brand themselves with tribal nicknames and take a rooting interest in their favorite artist’s commercial success. This is the case in both America and Japan; the only differences come in how fans act on their loyalties. A J-Pop supporter might buy multiple copies of a CD to boost overall sales, while an American consumer would watch a performer’s music videos many times on YouTube (and retweet it, or write a Tumblr post about it, or share it with Facebook friends) to boost the number of total views. AKB48 have a rival in Nogizaka 46, a similar dozens-strong idol unit, which prompts fans to become more invested in how many copies of a new song a group sells. It’s just like the rivalry between British boy bands The Wanted and One Direction, or the “who will sell more?” narrative accompanying recent singles from Katy Perry and … Lady Gaga.


Ultimately, Gaga deleted the Tweet linking to the 150-times-in-a-row clip, even though Werde faced the digital venom of many “little monsters.” Perry’s “Roar” ended up performing better than “Applause,” though that will probably only galvanize Gaga’s supporters. Fans might not be keen to buy multiple singles as they are in Japan, but they’ll find some way to back their favorites.

LONDON (Reuters) – British Prime Minister David Cameron ordered his top civil servant to try to stop revelations flowing from the Guardian newspaper about U.S. and British surveillance programs, two sources with direct knowledge of the matter said.


News that Cabinet Secretary Jeremy Heywood had contacted the Guardian drags Cameron into a storm over Britain’s response to media coverage of secrets leaked by fugitive U.S. intelligence contractor Edward Snowden.


Guardian editor Alan Rusbridger said on Tuesday that he had been approached by “a very senior official claiming to represent the views of the prime minister” after his paper had published a series of exposes based on the Snowden material.


The sources named the official as Heywood, who is Cameron’s most senior policy adviser. “The prime minister asked the Cabinet Secretary to deal with this matter, that’s true,” one source told Reuters.


Government supporters say information leaked by Snowden, who has obtained asylum in Russia, could threaten national security. However, rights groups have accused the government of an assault on press freedom over a series of incidents.


These include the detention of a Guardian reporter’s partner, and news that the paper had been forced to destroy computer files containing information from Snowden under threat of government legal action.


A Downing Street spokeswoman said: “We won’t go into specific cases but if highly sensitive information was being held insecurely we have a responsibility to secure it.”


Cameron is on holiday in southwestern England.


The government had tried to distance itself from Rusbridger’s allegation that the Guardian was made to destroy the computer hard drives, and from the detention of David Miranda, partner of reporter Glenn Greenwald who has led the paper’s coverage of the Snowden leaks.


It has argued that these were operational security matters.


On Tuesday a White House spokesman said he could not comment on the destruction of Snowden material. But spokesman John Earnest said he could not see U.S. authorities destroying an American media company’s hard drives to protect national security. “That’s very difficult to imagine a scenario in which that would be appropriate,” he said told reporters.


Britain says its security agencies act within the law and that Snowden’s leaks are a grave threat to national security.


“STOLEN INFORMATION”


Miranda was held for nine hours on Sunday under an anti-terrorism law at Heathrow airport, where he was in transit on his way from Germany to his native Brazil.


He was released without charge minus his laptop, phone and memory sticks. He had been ferrying documents between Greenwald and a Berlin-based journalist contact of Snowden.


Brazil has said Miranda’s detention had “no justification”, while Miranda has launched legal action against the police and the government, accusing them of abusing anti-terrorism powers to get hold of sensitive journalistic material.


Home Secretary Theresa May, the British interior minister, said on Tuesday police were right to detain Miranda if they thought he was “in possession of highly sensitive, stolen information that could help terrorists, that could risk lives”.


But the controversy over Miranda’s detention has been fuelled by Rusbridger’s revelations on Tuesday about events several weeks ago, when the paper came under pressure to hand back or destroy intelligence material obtained from Snowden.


Rusbridger described conversations with the official now said to be Heywood and with “shadowy Whitehall figures”, a reference to the seat of government, and said he was told: “You’ve had your fun. Now we want the stuff back.”


Later, two agents from the secretive Government Communications Headquarters (GCHQ) came to the paper’s offices and watched while Guardian staff destroyed hard drives containing files obtained from Snowden.


Rusbridger said he agreed to this because there were other copies of the documents elsewhere. He said neither Miranda’s detention nor the destruction of the material would stop the Guardian from publishing more of Snowden’s leaks as it could conduct its reporting work outside of Britain.
