The House Ethics Committee will not appoint a special investigative panel to look into allegations that Rep. Cathy McMorris Rodgers (R-Wash.) improperly used official funds in a Republican leadership race and to cover campaign-related activities.
But the secretive committee will not formally drop the case against McMorris Rodgers. Reps. Mike Conaway (R-Texas) and Linda Sanchez (D-Calif.) will continue to review the matter under their own authority, although there is little likelihood that McMorris Rodgers will face any charges or sanctions.
The Office of Congressional Ethics, the independent watchdog, recommended that the Ethics Committee conduct a full probe into the case after a former aide came forward with the claims against his ex-boss. OCE originally forwarded its recommendation to the Ethics Committee shortly before the Christmas holiday.
Elliot Berke, McMorris Rodgers’ attorney, said the Washington Republican followed all the applicable rules related to paying for leadership races.
McMorris Rodgers and her staff have also cooperated with OCE during its review, including personal interviews.
“We recognize the institutional constraints the Ethics Committee is under and understand it was unable to conduct a full review during this 90 day period,” Berke said in a statement. “We remain confident that, in time, the Committee will dismiss the complaint which was based on frivolous allegations from a single source — a former employee who then discredited himself by admitting to his own improper conduct.”
Berke added: “Neither Congresswoman McMorris Rodgers nor any other staff members were aware of this conduct and countered all of the allegations with the facts: at no time did they improperly mix official and campaign resources. As the record shows, the Congresswoman and all other staff members complied with all laws, House Rules and Standards of Conduct.”
Todd Winer, who worked for McMorris Rodgers from December 2009 to June 2013 — including her 2012 leadership race against Rep. Tom Price (R-Ga.) to become chair of the House Republican Conference — told OCE investigators that he wrote campaign speeches and did other political work on official time, and that McMorris Rodgers was aware of his actions. Winer, who now works in Rep. Raul Labrador’s (R-Idaho) office, was interviewed by OCE as part of the probe.
McMorris also allegedly used official resources to produce a video used in her leadership race.
Official time and resources — that is, anything funded by taxpayers — cannot be used for campaign-related activities. Congressional aides are allowed to do political work, but only on their own time.
Berke, McMorris Rodgers’ attorney, told the Ethics Committee that McMorris Rodgers followed House and federal rules prohibiting the use of official resources.
Berke also told the committee that the congresswoman and her other aides were unaware what Winer was doing, including drafting campaign speeches on official time. Other aides told OCE that Winer’s behavior reportedly became “dark and twisted,” and he was eventually passed over for a leadership job working for the Republican Conference.
Winer did not respond to requests for comment.

On Friday, Drug Policy Alliance’s Tony Newman, writing for AlterNet, posted some tips about eating marijuana-infused products like pot brownies. The end of prohibition is heralding a new era of pot-infused products like soda, candy, and baked goods. Some are so expertly made, it’s hard to tell there is any cannabis in them, leading to adverse events like clueless relatives, kids or pets scarfing THC-infused cookies. Newman offers some basic, common sense tips. Here they are again, summarized:
1) Lock up your edibles. Just like other medicines, pot foods need to be kept out of reach of anyone who may accidentally find and eat them. Think: medicine cabinet, not pantry. “Edible marijuana can be a safe and enjoyable way for people to ingest marijuana, but with that comes responsibility to make sure no one, especially kids, stumble upon them.”
2) Accidentally eating pot is not harmful. No one has ever died from ingesting pot. Ever. So don’t freak out. The media loves to call accidental weed ingestion “poisoning” and write that people were “sickened” — as if feeling loopy and sleepy is equivalent to dying from drinking anti-freeze, or god forbid a bottle of Jack Daniels.
3) Go slow. The onset of edible marijuana’s effects can take up to 90 minutes, so don’t get impatient and eat more. You could end up too high and feeling uncomfortable. If so, see rule 2.
4) Vote with your dollars for properly labeled marijuana edible products. That means dosage, usage instructions, expiration date, and ingredients including allergens. Colorado and Washington mandate labeling, but California’s do-nothing legislature — scared by recalcitrant police – refuses to create these basic regulations. Boycott unlabeled edibles and bakers will quickly get the message.

Special forces of the Ukrainian police, known as ‘Berkut’, gather in the grounds of Dynamo Stadium in Kiev, Ukraine, where violent protests have broken out.
Over the last two and half months, hundreds of thousands of Ukrainians have protested the increasingly authoritarian direction of President Viktor Yanukovych’s government. At the forefront of Ukrainians’ objections to the government are a special police force known as the Berkut, or “Golden Eagle.”
During the Euromaidan Protests, Yanukovych has deployed up to 5,000 members of the Berkut to assist in protest management, including the use of water cannons, tear gas, and rubber bullets. Rather than quelling the disturbances, the Berkut has fanned the flames, using increasingly brutal measures to fight protesters.
The Berkut are a special police force that has had a long history of brutality, abuse, torture, and other measures in service of whatever political regime is in control of Ukraine. The force was first formed in 1988 as part of the Soviet OMON (Special Purpose Police Unit), an elite riot police and paramilitary force.
In 1992, after the fall of the Soviet Union, the force reformed as the Berkut under the Ministry of Internal Affairs and was stationed in every province. Originally established to fight organized crime, the force has been increasingly utilized to maintain law and order and break up “mass events,” such as riots and protests.

Since their inception, they have been involved in numerous scandals, including violently dispersing peacefully protesting coal miners in 1998, violently attacking protesters during the Ukraine Without Kuchma protests in 2001, as well as sadistically attacking protesters during the current Euromaidan protests.
Berkut members are carefully selected and trained extensively. Prior to joining, Berkut men must have army service, as well as two to three years of law enforcement experience. They are usually paid between one and half to two times more than a regular police officer.

The semi-autonomous Berkut police often act with impunity for their actions, leading some to call them a “mafia-style organization.” Some efforts have been made over the years to rein in Berkut power, most notably by Yuriy Lutsenko (now an opposition leader) under President Viktor Yushchenko. Lutsenko set up human rights experts and oversight groups to monitor the activities of the Berkut and other members of the Ministry of Internal Affairs.
When current President Yanukovych came to power, these measures were rolled back. Yanukovych appointed a close ally to run the MIA and, since, the Berkut has upped its brutality.

The most recent reports charge Berkut with firing at protesters and a video has surfaced of Berkut officers parading a naked protester around on a snow-covered street. LONDON (Reuters) – Britain will keep its strong relationship with the United States even if it votes to leave the European Union in a planned referendum, a leading Republican senator tipped as a possible 2016 presidential contender said on Tuesday.
In a speech on Anglo-American ties in London, Marco Rubio, a first-term U.S. senator from Florida, said the United States must respect the wishes of the British electorate in any vote on its membership of the 28-nation bloc.
The comments from a politician seen as an early favorite for the Republican presidential nomination offer some support for Prime Minister David Cameron, accused by critics of risking Britain’s global standing with his pledge to hold an EU vote.
“Our alliance, our partnership and our affection for your nation will continue regardless of the road you choose,” Rubio said in a speech at the Chatham House think-tank.
The remarks contrast with an unusually strong warning from a senior member of Democratic President Barack Obama’s administration in January that Britain must avoid “turning inwards” over Europe.
Obama told Cameron in the same month that he wanted a “strong UK in a strong EU”, according to a summary of a phone call between the two released by the White House.
Cameron’s promise to renegotiate the terms of Britain’s EU membership before an in/out referendum by 2017 was welcomed by Eurosceptics in his ruling Conservative Party, who are trailing in the polls and face a threat at the 2015 election from the small UK Independence Party, which wants to leave the bloc.
But the pledge left him open to claims he had endangered Britain’s long-term interests for short-term political gains.
Deputy Prime Minister Nick Clegg, leader of the pro-EU Liberal Democrats, who share power with the Conservatives, has said the United States would not take Britain seriously if it were “isolated and irrelevant” in Europe.
Clegg said in October the “special relationship” with the United States – a notion successive British leaders have promoted since World War Two – was based partly on Britain “being valuable to our American friends”.
In a speech about the future of that relationship, Rubio said Washington needed a strong EU to help stabilize the continent and act as a global partner.
But the Cuban-American – who rose to prominence with the backing of the conservative Tea Party movement before positioning himself as an internationalist – said it was up to Britain to decide if it wanted to remain in the bloc.
“As for Britain’s role in Europe, that should be a matter for the British people to decide and for your American partners to respect whatever decision you make,” Rubio said.
