Wowza, Has Senator Johnson And The News Been Reading My Posts?

You know as time goes on, I keep hearing more and more of my ideologies mentioned in the news. Are they all reading my posts? Nah… But it is fun watching all my thoughts coming to fruition in the news. But I was especially amused at the adoption of my Titanic theme.

This was my first new thread at ATS after a short absence. Others argued with me that Obama did not commit multiple frauds and especially election fraud.

ATS – Elouina- Obama Committed Multiple Frauds With Obamacare

Video Transcript – Senator Johnson hints upcoming impeachment of Obama for massive fraud in Obamacare…

Senator Johnson:
“Consumer fraud this massive in the private sector could – and should – bear serious legal ramifications. For President Obama, however, it helped secure enough votes to pass Obamacare, and win reelection.

Elouina:
He also used this false representation to get votes, so now we also have ELECTION FRAUD.

And mark my words yet again, this mess will fall apart!

Elounia
Mark my words, Obama is going to be illegally tampering with the Obamacare rules as long as it exists. But band-aids will not fix this mess.

For the last few days I keep hearing about Obamacare being referred to as the Titanic.

ATS – Elouina – The Obamacare Titanic Thread – Lets Watch It Sink Together

News – The Titanic failure of Affordable Health Care as the Obamacare ship sinks

The Washington Times:
We are watching as rats — the Congressional Democrats — quickly swim away from the damage they have caused; the people in steerage — the individual insured who lost their policies — drown in the wreckage; and the first class passengers — the young, healthy, and those who can afford to pay higher premiums — locate to the few available life boats. Unlike the movie Titanic, this is not a scripted love story based upon true events, but a real-life tragedy happening to Americans who can ill afford it.

Here are some of the sinking Titanic themed comments from throughout my thread.

Elouina:
-This is the official thread for watching Obamacare’s failure leading to its ultimate crash into the dark abyss.
-But he would have to admit this early on and not just when the ship starts taking on water.
-Oh yeah and don’t forget to bring some popcorn to this bon-voyage party!
-The ship is still sinking… I think the Obama admin should go down with the ship!
-Que fog horn, we are getting closer…
-It looks like we are all in this same ship together now, aren’t we?

Here is senator Johnson’s video in case you want to watch it. The transcript is in the link above.

President Obama Nominates Jeh Johnson

Rose Garden

2:06 P.M. EDT

THE PRESIDENT:  Good afternoon, everybody.  Please have a seat.  As President, my most solemn responsibility is the safety and security of the American people.  And we’ve got an outstanding team here of folks who work every single day to make sure that we’re doing everything we can to fulfill that responsibility.  And that means that our entire government — our law enforcement and homeland security professionals, our troops, our diplomats, our intelligence personnel — are all working together.  It means working with state and local partners to disrupt terrorist attacks, to make our borders more secure, respond to natural disasters, and make our immigration system more effective and fair.

Addressing any one of these challenges is a tall order.  Addressing all of them at once is a monumental task.  But that’s what the dedicated men and women of the Department of Homeland Security do every day.  And today I’m proud to announce my choice to lead them — an outstanding public servant who I’ve known and trusted for years — Mr. Jeh Johnson.

We are, of course, enormously grateful to Secretary Janet Napolitano.  Janet couldn’t be here today — she’s already made her move to her new position in sunny California, overseeing the higher education system in that great state.  And I know that she’s going to do an outstanding job there with the incredible young people that are in our largest state.  But we all deeply appreciate the terrific job that she did over the last four-and-a-half years.  I want to thank Rand Beers for his service and for stepping in as Acting Secretary after Janet left.

Thanks in no small part to Janet’s leadership, her team, we’ve done more to protect our homeland against those who wish to do us harm.  We’ve strengthened our borders.  We’ve taken steps to make sure our immigration system better reflects our values.  We’ve helped thousands of Americans recover from hurricanes and tornados, floods and wildfires.  And we’ve worked to clean up a massive oil spill in the Gulf as well as address a flu pandemic.

In Jeh Johnson, we have the right person to continue this important work.  From the moment I took office, Jeh was an absolutely critical member of my national security team, and he demonstrated again and again the qualities that will make him a strong Secretary of Homeland Security.

Jeh has a deep understanding of the threats and challenges facing the United States.  As the Pentagon’s top lawyer, he helped design and implement many of the policies that have kept our country safe, including our success in dismantling the core of al Qaeda and in the FATA.

When I directed my national security team to be more open and transparent about how our policies work and how we make decisions, especially when it comes to preventing terrorist attacks, Jeh was one of the leaders who spoke eloquently about how we meet today’s threats in a way that are consistent with our values, including the rule of law.

Jeh also knows that meeting these threats demands cooperation and coordination across our government.  He’s been there in the Situation Room at the table in moments of decision, working with leaders from a host of agencies to make sure everyone is rowing in the same direction.  And he’s respected across our government as a team player, somebody who knows how to get folks who don’t always agree to work towards a common goal.

Jeh has experience leading large complex organizations.  As a member of the Pentagon’s senior management team, first under Bob Gates and then under Leon Panetta, he helped oversee the work of more than 3 million military and civilian personnel across the country and around the world.  And I think it’s fair to say that both former secretaries Gates and Panetta will attest to the incredible professionalism that Jeh brings to the job, and the bipartisan approach that, appropriately, he takes when it comes to national security.

He’s also earned a reputation as a cool and calm leader.  Jeh appreciates that any organization’s greatest asset is its people, and at the Pentagon he guided the report explaining why allowing our men and women in uniform to serve their country openly would not weaken our military.  Congress ended up using that report that Jeh helped to craft to justify repealing “don’t ask, don’t tell.”  And America and our military are stronger because we did, in part because of Jeh’s determined leadership.  I know he will bring that same commitment to our hardworking folks at DHS.

And finally, Jeh believes, in a deep and personal way, that keeping America safe requires us also upholding the values and civil liberties that make America great.  Jeh tells the story of his uncle who was a member of the legendary Tuskegee Airmen during World War II.  And he and his fellow airmen served with honor, even when their country didn’t treat them with the dignity and the respect that they deserved.  And it was a lesson that Jeh never forgot.  “We must adopt legal positions that comport with common sense,” Jeh says, “consistent with who we are as Americans.”  Jeh is a pretty good lawyer, so he knows what that means.

And Jeh understands that this country is worth protecting –- not because of what we build or what we own, but because of who we are.  And that’s what sets us apart.  That’s why, as a nation, we have to keep adapting to changing threats, whether natural or man-made.  We have to stay ready when disaster strikes and help Americans recover in the aftermath.  We’ve got to fix our broken immigration system in a way that strengthens our borders, and modernizes legal immigration, and makes sure everybody is playing by the same rules.

And I’m confident that I could not make a better choice in Jeh, somebody who I’m confident is going to be moving not just the agency forward, but helping to move the country forward.

So, Jeh, thank you so much for agreeing to take on this very difficult and extraordinary mission.  You’ve got a great team over at DHS, and I know that they’re looking forward to having you over there.  I urge the Senate to confirm Jeh as soon as possible.  And I thank you, as well as your family, to agreeing to serve.  Your wife, Susan, and your daughter, Natalie, couldn’t be here because they’re visiting Jeh Jr. out at Occidental College, which, by the way, I went to for two years when I was young.  It’s a fine college.  I’m sorry I couldn’t be there to say hi to him.  But your son chose well.

So, ladies and gentlemen, I’d like to invite Jeh Johnson to say a few words, hopefully our next Secretary of the Department of Homeland Security.  (Applause.)

MR. JOHNSON:  Thank you very much, Mr. President.

As you noted, my wife and two kids are not here because it’s parents’ weekend at Occidental, and thanks to the cost of a non-refundable airline ticket — (laughter) — they could not be in two places at once.  They wish they could be here.

Thank you for the tremendous honor of this nomination and the trust you have placed in me to carry out this large and important responsibility as Secretary of Homeland Security.  I was not looking for this opportunity — I had left government at the end of last year and was settling back into private life and private law practice.  But when I received the call, I could not refuse it.

I am a New Yorker, and I was present in Manhattan on 9/11, which happens to be my birthday, when that bright and beautiful day was — a day something like this — was shattered by the largest terrorist attack on our homeland in history.  I wandered the streets of New York that day and wondered and asked, what can I do?  Since then, I have tried to devote myself to answering that question.  I love this country.  I care about the safety of our people.  I believe in public service.  And I remain loyal to you, Mr. President.

If confirmed by the Senate, I promise all of my energy, focus, and ability toward the task of safeguarding our nation’s national and homeland security.

Thank you again, sir.  (Applause.)

What’s all the fuss about the NDAA?

It’s a big deal.

The National Defense Authorization Act (NDAA) is a bill that normally funds the military.  However, in 2012, two sections (1021 & 1022) made the NDAA the most dangerous law since the U.S. Civil War. Repeating the mistakes of WWII, when we detained 120,000 Japanese-Americans on race alone, this law authorizes the indefinite military detention of any person suspected of an affiliation with terrorism.  This law applies to American citizens in America, non-citizens in America, and American citizens abroad. It doesn’t matter.

No charge. No trial. No day in court. Passed 93-7 in the Senate, 283-136 in the House.

How does it affect you?

The government just redefined a “terrorist.” It’s not someone convicted of blowing up buildings anymore. It’s everyone. According to multiple documents from the FBI, department of Homeland Security, and other agencies, It’s people who are “reverent of individual liberty,” “suspicious of centralized authority,” and “antifederalists.” It’s people who carry cash instead of credit. It’s people who are against fracking. It’s Constitutionalists, Ron Paul supporters, Democrats, Republicans, tea partiers and occupiers. It’s everyone.

What can you do?

The problem is big, but there’s an easy solution. All politics is local. We’ve forgotten that. It’s time to go local. Your police, sheriff, city council, they all took an oath to protect your rights. It’s time to hold them to it. We’ve been fighting this battle for almost two years. And now, we’re created the tools for you to do it too.

If you’re ready to take back your town, it’s time to roll. There are 3 steps: Learn, Build, and Act.  Here’s how you do it.

—————————————————————————————————————————————————————————————————-

Learn

About the NDAA

The 2012 NDAA is the most dangerous law since the U.S. Civil War, and America’s politicians don’t want you to find out about it…using every trick in the book to stop you from understanding. Know your enemy, and you can fight it.

About your local government

First, you must know your public servants. Secondly, you must know your process. Research your local government; know when they meet, the rules for public comments, and how to get legislation introduced, voted on, and passed.

Build

Your team

Start small. Hand out a basic flyer to coworkers, family, and friends, and ask them to join you in defending liberty and justice. Gather a core team of at least 4 people, ready to stand with you to stop the NDAA in your community.

Your coalition

Go to local Tea Party meetings, occupy assemblies, and activist groups. Reach out to neighborhood groups, local parties, and activists groups. Show them how this endangers their group. Ask them to join your coalition.

Act

Inform

Flyer your neighborhood with your core team. Write letters to the editor. Create a website: takeback(yourcity).com

Pressure

Meet with your representatives/commissioners/councilmen. Speak out at public comment. Videotape it. Upload the video to this website and inspire the nation. (Upload link coming soon.)  The law of war is the backbone of the NDAA.  Pressure your officials until they introduce, and vote on, a law blocking it in your community. A prewritten sample is below.

Win

Win.  Get your city council, county commission, or sheriff to pass a law blocking the NDAA, protecting activists, families, and businesses everywhere in your city/county. Hold your representatives accountable. They will try to trick you. They will ridicule you. They will try to refer it to committee. They will stall. The police will refuse to enforce it. Go back. Over and over again. Never give up. If they try to weaken your law, stop them. Do not compromise. Do not accept defeat. Know that you are on the cutting edge of the revolution.

——————————————————————————————————————————————————————————————————-

That’s how we win. It’s that simple. Learn, Build, Act. You have been looking for something that works. You see the path our country has traveled down. You want a future for your children. You are ready.

We’ll provide extra support when you need it. We’ll provide advice, and you have the power to take back your town. Thousands of people stand behind you.

With liberty and justice for all.

FRESH OFF THE 21ST CENTURY WIRE

OCTOBER 23, 2013 BY  LEAVE A COMMENT

McKIllop
Andrew McKillop

21st Century Wire

Keep an eye on this latest market move, as it indicates where inflation could be heading in the run up to 2014…

MEMORIES OF THE 1986 PRICE CRASH

Like the US debt ceiling saga – with the only possible result being more debt – the ultra-magic triple-digit dollar oil price of US WTI, and of course more for European Brent, needs extraordinary measures to stay that overblown. In the case of the US debt mountain the Fed does the extraordinary (over)blowing, but for oil WTI counts on heavy lifting by leading members of Wall Street’s oil market manipulator clique – often referred to as “investors” – who not so long ago forecast WTI as easily able to attain $ 125 per barrel by December 31st.

So the shading of New York oil prices below $ 99.99 on 21 October was something of an historic event…

Even by mid-morning, New York time, on 21 October the plunge protection team was clearly at work trying to repair the damage – because falling oil prices are a challenge to New Normal.

The nightmare for new normal oil and its unreal pricing – totally unrelated to natural gas and coal prices due to oil being so “noble” – would be a repeat and remake of the 1986 price crash. This featured plenty of the parameters, and the same Mid Eastern and other actors, we have today.

The official story for what happened in 1986, which resulted in a cool 67% or two-thirds reduction of the oil price through 6 months, followed by 13 years of low prices, can be given but doesn’t have to be believed. The story says Saudi Arabia “abandoned its swing producer role”, cutting back its production from a little over 10 million barrels a day (Mbd), close to today’s claimed 11 Mbd, to just 2.3 Mbd by August 1985, because of increasing price weakness signals in the market, or at least clear signs of reduced Saudi revenues. The story continues that Saudi Arabia had been tinkering with pricing options and alternatives, from compensation-offset trade deals, to increased refining action to reduce crude as a percentage of exports, to netback-pricing concepts tying the crude price to the value of refined petroleum products in certain markets, in a global refining system like today’s but more extreme – beset by high costs, overcapacity, outdated technology, and so on.

In fact the most basic problem was soft global demand for crude, which had not recovered from the 1979-83 recession. The Saudi action of hiking its production above 10 Mbd had spurred other OPEC members to increase crude production and offer their own barter-offset and netback-pricing deals for buyers. World supply and stocks of crude and products rose through late 1985 and continued into 1986. The average per-barrel FOB (free on board) price for OPEC crude oil dropped from around $ 23.45 in December 1985 to $ 9.85 in July 1986 and for some crudes, and some buyer markets, it dropped further than that. Prices for crude oil from nonOPEC countries of course followed the same track. A 13-year price decline ensued

ENERGY ECONOMICS VERSUS GEOPOLITICS

Rather similar to today, the US-Saudi prime concern of the day was the Iranian menace, even if Syria’s al-Assad of the day, called Hafez was less of a problem than his son Bashr. In 1985 the Iraq war effort against Iran in their war which started in 1980 was weakening by the day. The war was partly financed by Saudi Arabia and mostly armed by the US, including the supply of chemical weapons to Iraq, but by late 1985 was failing and tapering down. Iran had not been beaten. There was stalemate.

Through the period to late 1985 and into 1986 the Middle East “war risk premium” on oil was often estimated at around $ 10 a barrel, or more. Today’s estimate is about the same. By late 1985 however the taper-down of the Iran-Iraq war was becoming hard to ignore, eroding the risk premium, but Saddam Hussein’s demands for financing, loans and weapons, and even fighting men to throw at Iran were higher than ever. A collapse in oil prices was about the worst thing possible for keeping the war popping – but the war popped its clogs and fizzled out, in major part due to insufficient funding, made worse by falling oil prices!

The impact of the oil price collapse on the US oil sector was dramatic. Crude prices 60% lower reversed the upward trend in US oil production that had operated for the previous 5 years. High-cost wells, made economic by the doubling of oil prices in 1978-1980, became unprofitable and were shut in. US oil imports soared, from 3.2 Mbd in 1985 to over 8 Mbd by the late 1980s, and peaked at 9.1 Mbd in year 2000 except for imports from the Gulf Arab states, which peaked in 2003, according to US EIA data.

Through 1986-99 the collapse of world oil prices had most and first affected OPEC crude. OPEC oil exports to the US grew and overall oil consumption of the US rose from in those 13 years by nearly 4 Mbd, from 15.7 Mbd to 19.5 Mbd.

The energy economics of the crash were drastically simple. When oil prices decline, Saudi Arabia pumps less and the US imports more. When oil prices rise Saudi Arabia pumps more and the US imports less but as the 1986-99 period showed, OPEC producers apart from Saudi Arabia taper down less, or not at all, to try conserving oil revenue totals. Non-OPEC producers can also react this way, even in high cost oil provinces like the North Sea where oil output went on rising as prices crashed and stayed high throughout the 1986-99 period. The USSR’s production through the 1980s was rarely below 11.6 Mbd, and only seriously declined from 1990.

Oil geopolitics in no way has to converge and comply with the energy economics. Mainly for internal domestic political reasons, Saudi Arabia soon threw in the towel on its production-cutting effort or “price discipline” role, defending prices by producing less. From 1989 to 1991 it hiked average daily output by 3.1 Mbd, to 8.1 Mbd, and throughout the 1990s with prices often down to $ 10 – $ 15 per barrel it held its average output at around 8.1 – 8.4 Mbd. The claimed “target price” agreed by OPEC and promoted by Saudi Arabia, was $ 18 per barrel, but this was rarely attained for a period lasting 13 years from 1986.

WILL IT HAPPEN AGAIN?

Theoretically it would be totally impossible to have a comparable more-than-60% fall of oil prices, today, with prices cut to around $ 40 per barrel, and held at that low level for over a decade. The crash of oil prices in 2008-2009 was a radically rapid decline-and-rebound event.

Today, both Saudi Arabia and Russia work on short national financial and economic fuzes, and the US economic fuze is so short that any massive cut in oil prices – creating a wave of panic in the US domestic oil industry – would likely not bolster economic growth or lead to a big uptick in US oil consumption. In 1986 world oil production and refinery overcapacity was huge, but the overhang is not so large today. The price crash of 2013-14 would therefore be more restrained, and could not feature a cut of oil prices by more than about 33% from present prices.

Nevertheless, today, both Saudi and Russian oil output are at record highs – and US output also. The smaller OPEC producers, and a host of small non-OPEC producers are often at or near record output. The potential for oil stocks growing radically outside the US, and potentially also in the US, certainly exists and reporting disclosure of radically rising crude and refined products stocks will always add further downward pressures on prices if and when they are already falling.

The Middle East war risk premium, assuming it is around $ 10 per barrel can be heavily cut given the basic US-Russian entente or deal to not bomb Syria and remove its chemical weapons, whatever Saudi Arabia might think of that. This would take oil prices to about $ 89 per barrel for WTI. About another $ 10 below that price level we start approaching actual US shale oil producer prices, making further declines less easy, but still possible.

The likely sustainable floor price – meaning a long term depressed price level – could be as high as $ 70 – $ 75 per barrel, after trading swings and plays have turned down.

HELPED OR HINDERED BY THE DOLLAR?

Conventional oil analysts and trader lore says that if the USD declines, oil prices in dollars normally rise “mutatis mutandis” but even if we forgot our Latin, the outlook for the USD plunging – against what? – presents a lot of intellectual problems. Against oil is what the oil bulls hope.

Quoted on Pravda.ru, October 16, scholar Mikhail Khazin said: “Those who are professionally engaged in economic matters, in one voice say that there are not years, but months or even weeks left before the collapse.” To be sure he meant a collapse of the USD and its role in world trade – especially oil trade. Conversely, Khazin said nothing at all about the Russian ruble becoming the world’s new petrodollar, nor the CNY-RMB, nor gold – and we can tell him that oil-gold trades will be hampered by persistent weakness inside the bullion market, upstream corporate debt for miners hitting extremes, but revenues declining, and soft gold mining stock prices being sure and certain for some while forward.

Forecasts that the USD is going to tank – against what? – face so many hurdles in the real world we can bet with the contrarians that the world value of the dollar will rise a little, if not a lot, in coming days and even weeks. Dragging down the oil price.

In a normal world, nothing like New Normal, as pointed out by Alistair Macleod in a long interview with Chris Martenson on ‘Peak Prosperity’, October 19, the role of QE worldwide and whether this concerns the US Fed, the ECB, the BOE or the BOJ, has reached a saturation effect in artificial wealth creation. It is now only a wealth transfer operation. Only those players close to the money spigot will now get the spinoff or “trickle down” from printed money.

This is a deflation crisis, likely or certainly followed by hyperinflation, but presently a deflation crisis. Outside the trickle down, everywhere else in the economy, local and global, we get deflation. Oil prices will therefore deflate – not inflate.

Return of the Culture Wars?, Tim Johnson to announce retirement, Rubio in KY: No retreat, Bachmann denies ethics violations, Vitter outlasts scandal, Giffords" stepdaughter"s dog kills sea lion

(swong@politico.com or @scottwongDC)

RETURN OF THE CULTURE WARS? – Jonathan Allen writes for the hometown paper: “The culture wars are back, but this time with a significant twist: the left is picking the fights and, for the most part, enjoying being on the right side of public opinion. Five years after Barack Obama warned that anxious voters are just ‘clinging’ to guns and religion, wedge issues are cutting differently — more to the liking of Democrats. Gay marriage is the talk of capital city parties. Lawmakers are working across the aisle on immigration reform plans. And New York Mayor Michael Bloomberg just committed $ 12 million to pressure Congress to tighten gun control laws.

– “Activists say the three issues — gay rights, guns and immigration — climbed to national attention after surviving battle-tests in the states and enjoying a shift in public opinion. Now Washington is just playing catch up. On Tuesday, moderate Democrat Mark Warner, of Virginia, became the most recent in a line of public officials to back same-sex marriage. One the same day, Sen. Jay Rockefeller, a Democrat from West Virginia, called the Defense of Marriage Act ‘discriminatory,’ noting that he went through a ‘process’ to arrive at that conclusion. … They join Ohio Sen. Rob Portman, a conservative Republican, who announced recently that he had converted to favor same-sex marriage because his son, Will, is gay.

– “The Supreme Court will hear arguments this week on the federal Defense of Marriage Act and California’s Proposition 8, both of which ban same-sex matrimony. The cases might have been considered long shots even a few years ago, but now gay-rights activists are hopeful that the court will swing along with public opinion, which has moved unequivocally in favor of gay marriage.” http://politi.co/X64tlk

‘GAYS DESERVE EQUAL RIGHTS’ – Attorneys Theodore B. Olson and David Boies, who will argue in favor of gay marriage before the Supreme Court today, write in a Wall Street Journal op-ed: “The central question is whether a state may exclude gay and lesbian Americans from what the Supreme Court has called ‘the most important relation in life’—the institution of marriage. The answer is no. We represent two loving and committed couples. In many ways, our clients’ relationships are indistinguishable from our own: They have lives and homes together, they are raising children, they have jobs, they pay bills, they run errands. They experience together many of the joys and sorrows and laughter of life as a family in America.  But California has locked them out of the institution of marriage because they are gay. …

– “Because of their sexual orientation—a characteristic with which they were born and which they cannot change—our clients and hundreds of thousands of gay men and lesbians in California and across the country are being excluded from one of life’s most precious relationships. … withholding marriage causes infinite and permanent stigma, pain and isolation. It denies gay men and lesbians their identity and their dignity; it labels their families as second-rate.  That outcome cannot be squared with the principle of equality and the unalienable right to liberty and the pursuit of happiness that is the bedrock promise of America from the Declaration of Independence to the 14th Amendment, and the dream of all Americans. This badge of inequality must be extinguished.” http://on.wsj.com/14rRbTC

New York Times, “Cold, Wet Wait for Tickets to Supreme Court’s Same-Sex Marriage Cases,” By Jeremy W. Peters: “Being a witness to history can be messy business. And for those waiting outside the Supreme Court on Monday for one of the few coveted tickets to hear oral arguments in a pair of same-sex marriage cases this week, it was also cold, wet and tedious. … A spring snowstorm that blew through the capital on Monday seemed to do little to deter an eager few dozen people from huddling under soggy sleeping bags, plastic tarpaulins and oversize umbrellas as they counted down the final hours before the arguments began on Tuesday morning (the second case was scheduled for Wednesday morning). With about 20 hours to go, some had been there since Thursday night, moved by a sense of the moment and civic purpose. Others, like the Carters, had a less sentimental reason: They were being paid to wait for someone else. ‘It’s enough,’ Ms. Carter said, declining to say how much she would make.” http://nyti.ms/YR5etX

TEA PARTY SENATORS TO FILIBUSTER GUN-CONTROL BILL – Sens. Rand Paul, Mike Lee and Ted Cruz write in a letter to Majority Leader Harry Reid: “‘We will oppose the motion to proceed to any legislation that will serve as a vehicle for any additional gun restrictions,’ the three conservatives wrote in a copy of the signed letter obtained by POLITICO.”  http://politi.co/X62hu8

– Wayne LaPierre may be the public face of the NRA, but Jim Baker is the group’s man in Washington, POLITICO’s Anna Palmer writes.  “It’s a strategy that plays both the inside and outside games. LaPierre rallies the masses on cable news, Baker works the halls of Congress and behind it all is a grass-roots network of 5-million NRA supporters who mobilize fast. Many big interest groups have the same playbook, in which a fiery front man offers a public face, while a trusted inside-man works the halls of Congress where deals really get made — or blocked. Baker, known as a respected Second Amendment expert, built his power base over decades by working the halls of Congress, earning the trust of Democrats and Republicans — and putting real money behind his word and into the coffers of reelection campaigns.” http://politi.co/14qqzSY

TIM JOHNSON TO ANNOUNCE RETIREMENT TODAY – Reuters’ Margaret Chadbourn reports: “Senator Tim Johnson, the Democratic chairman of the powerful banking committee, does not plan to run for re-election when his current term ends in 2014, two sources familiar with the matter and a Capitol Hill staffer said on Monday. Johnson, 66, a three-term senator from South Dakota, has scheduled a news conference for Tuesday in his home state to discuss what his aides described as ‘his future plans.’ His retirement would leave a vacant seat in a conservative-leaning state that could be difficult for Democrats to defend as they try to protect their majority in the Senate. Political analysts expect Johnson’s son, Brendan Johnson, who is South Dakota’s U.S. attorney, to emerge as a potential Democratic candidate in the 2014 election. The younger Johnson has not announced any formal plans to seek the Senate seat. Former Democratic Representative Stephanie Herseth Sandlin, who lost a bid for reelection in 2010, is another leading choice to run if the incumbent senator retires, analysts said.” http://yhoo.it/10JcPQ3

–Johnson becomes the seventh senator who will not seek reelection in 2014. The others are: Tom Harkin (D-Iowa), Frank Lautenberg (D-N.J.), Carl Levin (D-Mich.), Jay Rockefeller (D-W.Va.), Saxby Chambliss (R-Ga.) and Mike Johanns (R-Neb.).

RUBIO IN PAUL’S BACKYARD: WE CANNOT RETREAT FROM THE WORLD – POLITICO’s Manu Raju in Louisville, Ky.: “Florida Sen. Marco Rubio swung by Rand Paul’s home state here on Monday where he effectively made one thing clear: He’s no Rand Paul — particularly on foreign policy. In a soaring speech on the University of Louisville campus, Rubio made the case for American military might around the world, vowing that the U.S cannot ‘retreat’ from international conflicts, must encourage democracy and continue spending money overseas aimed at bolstering the country’s image. …Rubio’s remarks come just as Paul has been trying to clamp down on federal dollars spent on foreign aid and as the Kentucky freshman has been pushing for a “less aggressive” American role in the world — as the two prospective 2016 rivals continue to lay out competing visions of the GOP’s future.

– “‘We can’t solve every humanitarian crisis on the planet, we can’t be involved in every dispute, every civil war and every conflict,’ Rubio told a concert hall filled with young adults and middle-aged Kentucky voters. ‘But we also cannot retreat from the world. It’s not that America will continue to function as the world’s police officer. The problem is that like anything in the world: If you pull back from it, a vacuum will be created.’ Rubio added: ‘The alternative to U.S. [engagement] on the global stage is chaos.’” http://politi.co/109oQKS

– For the Senate GOP, the tail is wagging the dog, NYT columnist Frank Bruini writes in a piece titled “Rand Paul’s Loopy Ascent: “Rather than [Ted] Cruz, the junior senator from Texas, humbly taking cues from John Cornyn, the senior senator, Cornyn labors to match the supercilious upstart scowl for scowl, and even followed Cruz’s intemperate lead to cast one of only three Senate votes against John Kerry’s confirmation as secretary of state. And Mitch McConnell, who is not only Kentucky’s senior senator but also the Senate minority leader, seems to worry more about Paul, the state’s junior senator, than vice versa.” http://nyti.ms/13sEQz5

TODAY IN CONGRESS – The House and Senate are out for the two-week Passover and Easter recess.

VITTER OUTLASTS SCANDAL – Paul Kane reports in the Washington Post’s Style section: “Sen. David Vitter (R-La.) is suddenly in high demand. His banishment is over, his rehabilitation almost complete. Several years after acknowledging his ‘very serious sin,’ he has successfully adopted a higher profile in the divided U. S. Senate. Vitter is teaming up with Sen. Barbara Boxer (D-Calif.), the chamber’s leading environmental advocate, to shore up levees and beach fronts from flood risk. He is working with one of the financial industry’s biggest thorns, Sen. Sherrod Brown (D-Ohio), on the latest bill targeting mega-banks and their ‘too big to fail’ status. When he’s not working across party lines, Vitter is throwing his increased seniority around in stronger ways: Last week he vowed to block President Obama’s nominee for Labor secretary until the administration releases documents about voting rights issues in Louisiana. Now Vitter’s name is atop most lists of possible GOP gubernatorial nominees for Louisiana in 2015 when Gov. Bobby Jindal (R) reaches his term limit.” http://wapo.st/ZSYoaD

– “Some senior Democratic and Republican advisers point to Vitter as the latest example of how — if a senator can outlast a scandal and win reelection — the Senate is a forgiving shelter where ‘sin’ is not in small supply. Vitter was lucky that he had almost 3 ½ years after the revelation of his entanglement with an escort service before he had to face voters again— enough time to work town halls and local fairs.”

BACHMANN DENIES CAMPAIGN FINANCE VIOLATIONS – Jon Avlon reports for The Daily Beast: Rep. Michele Bachmann (R-Minn.) “is embroiled in a litany of legal proceedings related to her rolling disaster of a presidential campaign—including a Office of Congressional Ethics investigation into campaign improprieties that has not previously been reported. The Daily Beast has learned that federal investigators are now interviewing former Bachmann campaign staffers nationwide about alleged intentional campaign-finance violations. The investigators are working on behalf of the Office of Congressional Ethics, which probes reported improprieties by House members and their staffs and then can refer cases to the House Ethics Committee. … Two other former staffers confirmed the existence of the investigation this weekend, and on Monday Bachmann’s campaign counsel, William McGinley, of the high-powered firm Patton Boggs, confirmed that the Office of Congressional Ethics (OCE) was looking into the congresswoman’s presidential campaign last year. ‘There are no allegations that the Congresswoman engaged in any wrongdoing,’ McGinley said. ‘We are … confident that at the end of their Review the OCE Board will conclude that Congresswoman Bachmann did not do anything inappropriate.’” http://thebea.st/Yc8nZB

SHELBY SACKS SIX APPROPS STAFFERS – Austin Wright and Jonathan Allen reports for POLITICIO: “Alabama Sen. Richard Shelby has ousted five Senate Appropriations Committee aides with strong ties to Mississippi Sen. Thad Cochran, sources familiar with the purge tell POLITICO. One of the five aides, Rebecca Davies, had worked on Capitol Hill for decades. A sixth staffer, brought onto the committee by former Sen. Kay Bailey Hutchison (R-Texas), was also let go, one of the sources said. Shelby succeeded Cochran as the top Republican on the spending panel at the beginning of the year.” http://politi.co/14qhRnM

– It’s not completely unprecedented for a new chairman or ranking member to replace staffers with their own people. When Sen. David Vitter took over as top Republican of the EPW Committee, he let go 12 staffers who had worked under his predecessor, Sen. Jim Inhofe. http://bit.ly/YBHU7f

SENATE DEMS LEAVE OBAMA HANGING ON CLIMATE CHANGE – Andrew Restuccia and Darren Goode report for POLITICO: “More than a dozen Senate Democrats have a message for President Barack Obama: If he wants to take dramatic action on climate change, he’s on his own. The latest evidence came from this weekend’s marathon series of budget votes, in which moderate and conservative Democrats sided with the GOP on the Keystone XL oil pipeline and against any prospects for a tax on carbon. In the two Keystone votes, the Democrats helped the Republicans prevail by filibuster-proof majorities — a clear sign that Obama will have little political cover from his party’s middle if he chooses to reject the Canada-to-Texas pipeline, as climate advocates are urging him to.” http://politi.co/14qmdLA

– National Journal’s Coral Davenport looks at five small pieces of energy legislation that could pass Congress, from energy efficiency and offshore drilling to ethanol reform. http://bit.ly/10eTRhC

DOG BELONGING TO GIFFORDS’ RELATIVE KILLS CALIF. SEA LION – Alisha Gomez reports for the L.A. Times: “A dog that belongs to a relative of former Rep. Gabrielle Giffords attacked and killed a sea lion along the Laguna Beach shoreline, police said Monday. A video of the violent encounter shows Giffords’ stepdaughter and husband trying to pull the canine from the limp mammal as the surf rolls in. A copy of the video was sent to The Times. Laguna Beach police received a call at 2 p.m. Saturday and arrived to find that the 65-pound American bulldog mix had broken free from its 18-year-old owner and attacked a beached sea lion on a public beach near the exclusive Montage Laguna Beach, Capt. Jason Kravetz said in an email. The video taken by a local resident shows Giffords’ stepdaughter struggling to free the sea lion.

– “Giffords’ husband, Mark Kelly, appears later in the video, running down and pulling the dog off the sea lion, both police and a senior advisor to Giffords confirmed. Kelly and Giffords, an Arizona Democrat, are vacationing in Laguna Beach.” http://lat.ms/X9jfsw

MONDAY’S TRIVIA – Wyeth Ruthven was first to correctly answer that Peter Fitzgerald of Illinois was the only U.S. senator to succeed and be succeeded by an African American senator. Fitzgerald beat Carol Moseley Braun and then retired and was succeeded by Barack Obama.

TODAY’S TRIVIA – David Heymsfeld has today’s question: Name two U.S. presidents who, four years before they were elected, lost a vote to become the vice presidential nominee of their party. First to correctly answer gets a mention in the next day’s Huddle. Email me at swong@politico.com.
