NATIONAL HARBOR, Md. — Dr. Ben Carson, a conservative darling who has built up one of the most devoted followings here at the Conservative Political Action Conference, told an audience on Saturday that it was important to vote for Republican candidates in the 2014 midterms — even if they didn’t support that candidate in the primary.

Before a standing-room-only crowd, the retired neurologist Carson explained his logic using a ship and barnacles metaphor.

“The ship is about to sail off of Niagara Falls and we’re going to be killed,” Carson said in his speech Saturday. “And we have a bunch of people looking over the side of the ship saying ‘There’s barnacles on the side of it. We’ve got to get the barnacles off.’

“Forget about the barnacles. We’ve got to get the ship turned around first.”

Carson said he understood voters’ predicament. Every lawmaker who votes to raise the debt ceiling should be voted out of office, he said. But if that lawmaker happens to be the nominee, things change.

“You can call them a RINO [Republican In Name Only] or a ‘Tea Bagger.’ Just vote for them!” Carson said.

Carson’s speech, which roused an audience full of supporters who held up signs saying, “Run, Ben! Run!,” was unabashedly politically incorrect. He talked about gay marriage, saying gays should get “equal rights” but should not be able to “redefine marriage.”

“I still believe marriage is between one man and one woman,” he said.

He referenced his past comments comparing Obamacare and slavery. “Of course,” he said, Obamacare isn’t as bad as slavery — but it doesn’t mean Obamacare isn’t dangerous. 

Carson didn’t give any hint to his plans in 2016. God has a plan for him, he said, but he was not “sure what the culmination of that plan is.”

Montana Prosecutor Allegedly Told Mother of 5-Year-Old Sexual-Assault Victim That "Boys Will Be Boys"

On Friday, the Department of Justice sent a letter to the Missoula County Attorney’s Office in Montana, alleging that it has found “substantial evidence” that prosecutors there systematically discriminate against female sexual-assault victims. According to the DOJ, the office considers sexual-assault cases involving adult women a low priority, often treats these victims with disrespect—quoting religious passages to one woman who reported assault, in a way that made her feel judged—and declines to prosecute some cases in which it has confessions or eyewitnesses, including a case in which Missoula police obtained incriminating statements from a man who admitted to having sexual intercourse with a mentally ill woman, who had asked him to stop.

“We uncovered evidence of a disturbing pattern of deficiencies in the handling of these cases by the County Attorney’s Office, a pattern that not only denies victims meaningful access to justice, but places the safety of all women in Missoula at risk,” wrote Acting Assistant Attorney General Jocelyn Samuels for the Civil Rights Division, in a statement on Friday.

In a statement emailed to Mother Jones on Saturday, Missoula County Attorney Fred Van Valkenburg wrote, “I think that everything the DOJ is saying about our office is false. These people are as unethical as any I have ever seen. They obviously have a political agenda they want to push and the truth does not matter to them.” Van Valkenburg also told The Missoulian, “There was no effort whatsoever by the DOJ to in any way inform me before they made this thing public.” (A Justice Department spokeswoman told Mother Jones on Saturday that it has reached out to the Missoula County Attorney’s Office ”more than a half-dozen times over the past 21 months in an attempt to reach an amicable resolution.” She added, ”We remain confident in the integrity of our findings.”) 

Attorney General Eric Holder launched its federal investigation into how Missoula authorities handle sexual-assault cases in the spring of 2012. Last year, following the investigation, the Justice Department recommended that the University of Montana and the Missoula Police Department beef up resources to combat rape, and entered into agreements with both offices. In December 2013, the DOJ recommended that the Missoula County Attorney’s Office enter a similar agreement. But since the Justice Department never issued a findings report for the prosecutor’s office—like it did with the university and the police—Van Valkenburg said there wasn’t sufficient evidence of wrongdoing to justify the demands. He also claimed that DOJ was overstepping its legal authority. This month, he declared that he was taking legal action against the DOJ, rather than make changes required by the settlement. Now, the Justice Department has released those findings, noting that the prosecutor’s office failed to provide documents, information, or access to staff during the investigation. 

According to the Justice Department’s letter, in one instance, a deputy county attorney in Missoula allegedly quoted religious passages to a woman who’d reported sexual assault “in a way that the victim interpreted to mean that the Deputy County Attorney was judging her negatively for have made the report.” In another case, the Justice Department spoke to a woman whose daughter was sexually assaulted, at the age of five, by an adolescent boy, who was sentenced to two years of community service for the crime. A prosecutor handling the case allegedly told the mother that “boys will be boys.” Another sexual-assault victim discussing prosecution options was allegedly told by a deputy county attorney, “All you want is revenge.”

The Justice Department reported that some women claimed they declined to pursue prosecution because of negative reports they’d heard about the prosecutor’s office. A young woman who was gang-raped as a student at the University of Montana allegedly told the DOJ that her friend decided not to report her own rape to the police or prosecutors after hearing about her experience dealing with the prosecutor’s office. In another case, a clinical psychologist who had counseled numerous sexual-assault survivors in Missoula allegedly told the Justice Department that after she, herself, was sexually assaulted, she was reluctant to have her case prosecuted, given the “horrendous” stories she’d heard.

The Justice Department also determined that, after a review of police files, “in some cases…Missoula Police officers had developed substantial evidence to support prosecution, but [the office] without documented explanation, declined to charge the case.” According to the DOJ, in one case, police obtained a confession from a man who admitted to raping a woman while she was unconscious, and recommended that he be charged with rape and car theft. The prosecutor’s office allegedly declined to bring charges, citing “insufficient evidence.” In another case, a man admitted to having sex with a mentally ill woman, and said that at some point she asked him to stop and said that he was hurting her—but he wasn’t sure when he’d stopped. The police also recommended rape charges in that case, and the prosecutor declined to bring charges, according to the Justice Department. The DOJ determined that the prosecutor’s office declined to prosecute “nearly every case” involving nonstranger assaults on adult women who had a mental or physical disability, or who were intoxicated by drugs or alcohol.

The Justice Department noted that the prosecutor’s office has made some recent improvements to the office, including requiring deputy county attorneys to attend sexual-assault prosecution training sessions. But the DOJ said that the office still needs to make the “commonsense” improvements it recommended in December. Van Valkenburg told The Missoulian over the weekend that he plans to proceed with his lawsuit and “DOJ should respond to our lawsuit, rather than try to poison the well with this stuff.”​ He also told Mother Jones the following in January: “The Missoula Police Department and our office have done a very good job of handling sexual-assault allegations regardless of what national and local news accounts may indicate.”

Obamacare Counselors Told to Stop Using Paper Applications

Federal health officials began quietly urging counselors around the country this week to stop using paper applications to enroll people in insurance under the health overhaul because of concerns those applications would not be processed in time.

They’d previously encouraged alternate sign-up methods amid the fumbled rollout of their online insurance website.

Enrollment counselors operating in several states, insurance brokers and a government official who works with navigators in Illinois say in interviews this week that federal officials are now encouraging them not to use paper applications.

Consumers must sign up for health insurance by Dec. 23 in order for coverage to start in January. Federal health officials now say paper applications should be a method of last resort.

Instead, they want consumers to complete applications online or by phone.

Gennifer Flowers, who reportedly had an affair with Bill Clinton for 12 years, told the Daily Mail that the former President did not care that his wife had sexual relations with men and women. 

“I just know what Bill told me and that was that he was aware that Hillary was bisexual and he didn’t care,” Flowers told the publication. “He should know. He said Hillary had eaten more pussy than he had.”

She also claimed Bill Clinton was the love of her life, and they would be together had Chelsea Clinton not been born.

Congress Was Told About Surveillance, Officials Say

WASHINGTON — Senior Obama administration officials, including the directors of the Federal Bureau of Investigation and national intelligence, have held 13 classified hearings and briefings for members of Congress since 2009 to explain the broad authority they say they have to sweep up electronic records for national security purposes, a senior administration official said Saturday.

The administration, by disclosing the briefings to lawmakers, sought to push back on claims by Democrats and Republicans in Congress that they were either not aware of programs to mine vast amounts of Internet data and business telephone records or were insufficiently briefed on the details.

Lawmakers said that what they knew was vague and broad — and that strict rules of classification prevented them from truly debating the programs or conducting proper oversight.

In separate but identical letters sent on Oct. 19, 2011, Assistant Attorney General Ronald Weich told two of Congress’s most outspoken critics of the efforts, Senators Ron Wyden of Oregon and Mark Udall of Colorado, both Democrats, that the Justice Department and intelligence agencies had in December 2009 and February 2011 provided a classified document to Congress describing the surveillance efforts in detail.

The letter said that the House and Senate intelligence committees had been briefed “on these operations multiple times and have had access to copies of the classified” orders and opinions of the secret Foreign Intelligence Surveillance Court. Members of the committee were invited to share the information with other lawmakers.

Broader briefings were held in 2011 ahead of the reauthorization of the Patriot Act, the post-9/11 law that authorized much of the surveillance.

“Against this backdrop, we do not believe the executive branch is operating pursuant to ‘secret law’ or ‘secret opinions of the Department of Justice,’ ” Mr. Weich wrote. “Rather, the intelligence community is conducting court-authorized intelligence activities pursuant to a public statute, with the knowledge and oversight of Congress and the intelligence committees of both houses.”

On Friday, Senators Udall and Wyden released a joint statement reiterating that they have “long been concerned about the degree to which this collection has relied on ‘secret law.’ Senior administration officials have stated on multiple occasions that the Patriot Act’s ‘business records’ authority is ‘analogous to a grand jury subpoena.’ And multiple senior officials have stated that U.S. intelligence agencies do not collect information or dossiers on ‘millions of Americans,’ ” assertions they believe have been contradicted by revelations of Internet data mining and a court order asking a Verizon subsidiary to turn over logs of telephone calls.

“Now that the fact of bulk collection has been declassified, we believe that more information about the scale of the collection, and specifically whether it involves the records of ‘millions of Americans,’ should be declassified as well,” they said.

The list of briefings begins with a May 12, 2009, classified hearing of the Senate Select Committee on Intelligence by Gen. Keith B. Alexander, head of the United States Cyber Command, and David Kris, assistant attorney general for national security. All senators were offered the opportunity to discuss the broad authority under the Patriot Act with the director of national intelligence, James R. Clapper Jr.; the F.B.I. director, Robert S. Mueller III; and General Alexander on Feb. 14, 2011.

Mr. Mueller spoke to the entire House Republican Conference on May 13, 2011, and to the House Democratic Caucus on May 24, 2011.

On Feb. 8, 2011, Senators Dianne Feinstein of California, chairwoman of the intelligence committee, and Saxby Chambliss, the ranking Republican on the committee, invited every senator to a briefing with Mr. Clapper and Attorney General Eric H. Holder Jr. to discuss expiring provisions of the Foreign Intelligence Surveillance Act of 1978, “one on roving authority for electronic surveillance and the other on the acquisition of business records that are relevant to investigations to protect against international terrorism or espionage,” provisions added to the 1978 law by the Patriot Act.

But Senator Richard J. Durbin of Illinois, the Senate’s No. 2 Democrat, drew a distinction between the holding of such briefings and the informed consent of Congress. In truth, very few lawmakers avail themselves of such briefings, and only the most senior leaders are kept fully abreast of intelligence activities.

“You can count on two hands the number of people in Congress who really know,” he said in an interview.

It’s low self-esteem and the need for a “sense of belonging” that drives terrorists to join groups that kill in the name of religion, according to an online lesson plan for Florida high school students.

The world history course on “Invisible Warfare” — offered by the Florida Virtual School, the nation’s first statewide Internet-based public high school — begins by asking students “what comes to mind” when considering the concept of fundamentalism and then prompts them to think of the term in a religious context. It later defines terrorism as the act of using fear or violence to accomplish certain political or religious goals.

“Common traits that psychologists have found in terrorists are that they are often risk-takers and many suffer from low self-esteem,” according to the lesson plan, which was obtained by FoxNews.com. “Sometimes joining a terrorist group provides these individuals with a sense of belonging.”

It’s Cinderella plus Jackie Robinson times two. When Venus and Serena Williams burst onto the lily-white world of tennis, they changed the game and made history: They were sisters. From a poor neighborhood. Who brought unprecedented power to the game. And both reached number one.

Their journey is the subject of a new documentary called Venus and Serena, showing in select theaters around the country.

“It’s not just about sports,” says co-director Maiken Baird. “I think of it as the great American story. It’s rich with family, sisterhood, race, hard work and tenaciousness.”

The film spans the sisters’ careers — from their childhood days learning tennis from their father on rundown courts in Compton to their slew of Grand Slam victories as adults.

As their first trainer, Richard Williams gets a lot of credit for his very unorthodox approach. “He’d say, ‘Rick, I want someone to play Venus today who cheats a lot,’” says one of Venus and Serena’s first coaches, Rick Macci, of the women’s father. “‘Maybe a kid who doesn’t like us a lot.’ No other parent would do that. And this is when they were 10 and 11 years old.”

Filmmaker Baird says Richard Williams was one of the reasons her team was drawn to the story. “The fact that the father divined this, and that he said they would be number one in the world, and that they became it, and that they become each other’s greatest competitor’s is just an extraordinary story that we’ve never seen before and certainly can’t imagine ever seeing again.”

But the film also shows just how big a role Venus and Serena’s mother plays — on and off the court. Oracene Williams is as much their coach as her ex-husband Richard. She also helped shape their image.

“I wanted them to be women of color and be proud of who they are and not let anyone make them ashamed of it,” she says in the film.

It was an image that comedian Chris Rock really liked. “I remembered the braids and I remember they were like really black,” he says on camera. “They were like, black black. They weren’t like, country club black.”

In the mostly-white world of tennis, Venus and Serena say they’ve faced racism more than once. The documentary includes startling footage from the 2001 Indian Wells Tournament in Palm Springs, California. Venus was scheduled to play Serena but she defaulted because she said she was injured. It was reported that fans thought that was a lie.

Two days later, when she and her father entered the stadium to watch Serena play, the crowd booed loudly. When Serena walked into the stadium, she was also booed.

“We interviewed everybody in the family and asked them about Indian Wells,” said the documentary’s co-director, Michelle Major. “And the older sister said to me, ‘That happened to them all the time. We just have that one on tape.’”

Serena won the match, but vowed she would not return to Indian Wells.

Even though this documentary is not “all about sports,” there are rare glimpses of what it takes to be an elite athlete. In the third round of the U.S. Open in 2011, Serena won but played poorly. After the match, she’s on the treadmill, berating her hitting partner for not giving her enough of a challenge on the court. And she is all business.

Serena — as Venus says in the film — is more of a fighter than her sister. But throughout the documentary it’s clear they are each other’s biggest fans. They’ve been inseparable since they were little girls. Venus is the protector, and Serena is the admiring-but-spoiled baby sister. But the film also shows just how tough it is for your best friend to be your biggest competitor.

“What’s the toughest match you’ve ever been in?” an interviewer asks a young Venus (around the age of 11).

“Probably the one against my sister,” Venus replies.

“What was it like?”

“Horrible. She won 7-6. It was good that she won.”

Melissa King being crowned Miss Delaware Teen USA. She resigned her crown Feb. 26, 2013 amid reports she appeared in a porn video.

Donald Trump, the billionaire developer and head of the Miss USA competition, says his organization told the Miss Delaware Teen USA to resign her crown this week amid claims she had performed in a pornographic video.

“We had to tell her to get a letter of resignation very quickly,” Trump told radio host Howard Stern on his Sirius/XM broadcast.

As WND reported Tuesday, Melissa King, the reigning Miss Delaware Teen USA quit her position by submitting a letter of resignation through her attorney.

On Monday, a porn site posted a sex video featuring a young woman who looks and sounds like King, and who claimed to have competed in beauty pageants, but King has reportedly denied the woman in the video is her.

“Absolutely not,” she told the Journal News of Delaware. “It is not.”

“There are comments saying this, however, it’s not comments that are true,” she said of the porn site’s claims.

When Stern asked Trump if King intentionally his the video, Trump said, “We don’t know whether or not she hid it, but it came out. … She got involved, and she actually offered her letter of resignation and we had to accept it.”

“If she hadn’t resigned, what would you have done? Would you have just fired her?” asked Stern.

“Well, we probably would have had to,” said Trump.

When Stern said he was going to watch the video, Trump quipped, “Will you call me and let me know how good it is?”

The video at the center of the controversy runs more than five minutes, and begins with an interview on what appears to be a hotel bed.

A young woman with a striking resemblance to Melissa King, the 2013 Miss Delaware Teen USA, sits on a bed in a pornographic video. King has denied the woman is her, but has resigned her crown.

Though a name is never proffered, the man interviewing her asks when she turned 18, to which she responds, “About three months ago. March.”

The Miss Delaware Teen USA website indicates King’s birthday is in March.

The interviewer, who is not identified, then asks her what made her want to appear in her first adult video.

“I thought it’d be fun and it sounded like I needed the money,” the woman says. “So I just decided to do it.”

Other questions centered on whether or not she has a boyfriend, the last time she had sex and how old she was the first time she had sex.

The Journal News reports another set of questions has the woman being asked about being a “Miss. A Miss Teen?”

Due to some perceived reluctance, the man asking her then says, “I’m not going to say the state or anything. … You did beauty pageants?”

“I’ve done them, yes,” she responds.

The interviewer asks her if she told anyone about doing the video.

“It’s not a big secret. But I didn’t tell anybody specifically what I was doing,” she replies

After the questions, the woman and a man perform several different sex acts.

The CBS-TV affiliate in Philadelphia posted side-by-side photos of the woman who appears in the video and King to display the apparent similarity.

On Sunday’s “Up w/Chris Hayes” on MSNBC, former White House press secretary Robert Gibbs revealed the Obama White House’s early public-relations strategy on the drone program:  avoid it if at all possible.

Gibbs told show host Chris Hayes that although President Barack Obama has been more forthcoming about the program recently, during his vetting to be the spokesman for the Obama administration, he was told not to acknowledge it at all.

“I think you’ve seen recently the president discuss the need and desire to be more forthcoming,” Gibbs said. “I certainly think there are aspects of that program that are and will remain highly sensitive and very secret, but let me give you an example here, Chris.

“When I went through the process of becoming press secretary, one of the first things they told me was you’re not even to acknowledge the drone program. You’re not even to discuss that it exists.

“And so I would get a question like that, and literally I couldn’t tell you what Major [Garrett] asks, because once I figured out it was about the drone program I realized I’m not supposed to talk about it.”

Gibbs said he was in a difficult spot, because the secretive policy risked undermining public confidence in government.

“But here’s what’s inherently crazy about that proposition: You’re being asked a question based on reporting of a program that’s secret,” Gibbs continued. “… Pay no attention to the man behind the curtain. I think in many ways, and I think what the president has seen — and I have not talked to him about this, I want to be careful.

“This is my opinion. But I think what the president has seen is [that] our denial of the existence of the program, when it’s obviously happening,undermines people’s confidence overall in the decisions that their government makes.”

According to Gibbs, Comedy Central’s “The Daily Show” host Jon Stewart elicited the clearest answer yet from the president on the drone program.

“I will say ironically the time in which the president probably talked most about the drone program, interestingly enough, was in an interview on ‘The Daily Show’ with Jon Stewart,” Gibbs added. “Jon Stewart asked a good question, and gave the president the space to give an answer.”
