HUNTSVILLE, Alabama (Reuters) – Building missiles used to be back-breaking, strenuous work, and dangerous too, given the high level of explosives involved.

But U.S. weapons maker Raytheon Co has revolutionized that process at a sprawling, classified facility in Huntsville, Alabama, where automated transporters ferry missile parts to gleaming assembly stations, and even tuck themselves away for charging when their batteries run low.

The $ 75 million facility at the U.S. military’s Redstone Arsenal reflects a new spirit of innovation pulsing through the U.S. defense industry, which is scrambling to maintain revenues despite declining military budgets after the end of the war in Iraq and the withdrawal of forces from Afghanistan.

“This is what we call the ‘factory of the future’,” said Randy Stevenson, director of Raytheon’s Weapon Integration Center. “We’re using a lot of automation and intelligence and other innovative aspects of doing business that we gathered from other industries,” including the automotive business.

Stevenson said the factory is already delivering better production time, quality and safety, but those metrics will improve as the factory matures. “This horse is at a trot, but we’re going to come to a gallop in another year or so,” he told Reuters during a rare media tour of the plant.

Leanne Caret, who heads Boeing Co’s vertical lift programs, said changing times called for different approaches.

“We’re really taking a step back and thinking about how do we make innovation part of every employee’s day-to-day decision-making,” Caret told Reuters during a conference hosted by the Association of the U.S. Army conference. She said Boeing was setting up innovation centers across the country to encourage greater collaboration and “out-of-the-box” thinking.

Caret said she was confident that a teaming agreement between Boeing and United Technologies Corp’s Sikorsky Aircraft for early work on a next-generation helicopter would help the companies disprove the conventional wisdom that the cost of military aircraft will continue to grow exponentially.

“We are going to be able to break the price curve,” she said. “We’re very conscious of the realities. It’s more than acquisition costs. It’s as much about developing a weapons system that you build, deploy and sustain for the long term.”

Thinking differently, for instance, has allowed Boeing to leverage the expertise of its commercial airplane testers to keep testing of its military aircraft on schedule and cost.

Top U.S. Army officials this week underscored the need for continued spending by industry and government on science and technology, highlighting work on new materials, alternative energy sources, robotics and even better meals for soldiers.

“We’re still investing in new capabilities,” top Army arms buyer Heidi Shyu told executives, reminding them that many of today’s weapons systems got their start during a downturn in defense spending after the Vietnam War.

Dan Bailey, who heads the Pentagon’s effort to develop a new rotary aircraft, said top U.S. defense officials continued to support the program despite declining budgets, mindful of the need to maintain or rebuild the defense industry’s base of engineering and design talent.

He said one critical element was ensuring that the aircraft had computer systems that were able to integrate new technology developments as they emerged, much like a smart phone can accommodate a continuous stream of new applications or “apps.”

“These trucks will be out there for another century. We need to put in place an architecture that’s robust, that’s enduring and flexible,” Bailey said.

Unmanned ground, sea and air systems also provide fertile ground for innovation.

Lockheed Martin Corp this week said it had been selected by the U.S. Army Robotics Technology Consortium to use one of its unmanned K-MAX cargo helicopters to transport an unmanned ground vehicle into an “area of interest” deemed too risky for humans and then use on-board sensors to stream data and carry out operations.

Joe Zinecker, head of combat maneuver systems at Lockheed’s missile division, said the deal was an industry first.

“We believe this demonstration could lead to expanded missions such as remote sensing and monitoring of suspected chemical, biological, radiological, nuclear and explosive threats or events,” he said.

Russia is lashing out at the U.S. and its allies on the United Nations Security Council over who is to blame for chemical weapons attacks in Syria this year.

Russia’s ambassador on Monday told the council that the dramatic Aug. 21 attack that led to Syria agreeing to give up its chemical stockpile was “staged” and a “large-scale provocation.”

Vitaly Churkin compared it to the “manipulation of public opinion” that led up to the U.S. invasion of Iraq. He read reporters the statement he read to council members.

The current council president, French Ambassador Gerard Araud, told reporters only that members had an “acrimonious exchange.”

In one of those worlds, the one in which Germany primarily resides, companies and consumers are able to get credit more cheaply and easily than ever before. In the other, mainly Southern European world, it is extremely difficult for small and medium-sized businesses to get affordable loans. Fears are too high among banks that the debtors will default.

For Draghi and many of his colleagues on the ECB Governing Council, this dichotomy is a nightmare. They want to do everything in their power to make sure that companies in the debt-plagued countries also have access to affordable loans — and thus can bring new growth to the ailing economies.

The United States has offered to destroy some of Syria’s chemical weapons, the Organization for the Prohibition of Chemical Weapons (OPCW) said in a statement on Friday.

The U.S. plans to destroy the chemicals aboard a U.S. vessel at sea using a process called hydrolysis, in which chemical agents are neutralized using hot water plus other chemicals.

“Currently a suitable naval vessel is undergoing modifications to support the operations and to accommodate verification activities by the OPCW,” the organization responsible for overseeing the destruction of Syria’s chemical weapons said.

The AP has a bit more detail on the logistics of the operation:

“Separately, the woman appointed as go-between for the United Nations and the OPCW on destroying Syria’s chemical weapons stockpile laid out some logistical details. Importantly, the weapons will first be packaged and transported from multiple sites within Syria to the country’s largest port, Latakia. Then they will be loaded onto ships owned by other OPCW members before a second hand-off to U.S. vessels.

“The weapons and chemicals ‘will not be (destroyed) in Syrian territorial waters,’ Sigrid Kaag said at a news conference in Damascus.

“The OPCW also wants nearly 800 tons of dual-use chemicals, many of which are common industrial chemicals, to be removed by Feb. 5 and later destroyed by private companies as part of the organization’s ambitious plan to completely eradicate Syria’s chemical weapons program by mid-2014.”

Reuters reminds us that the OPCW had a goal of shipping out most of Syria’s chemical stockpile by the end of the year. It might still meet that deadline despite the tough conditions caused by a civil war that has killed 100,000 people.

The OPCW, which won the Nobel Peace Prize in October, also said that it was in the process of evaluating proposals from 35 private companies interested in contracts to destroy the weapons. The organization said it will need money to issue out contracts, so it is asking the international community for contributions to its trust fund.

The OPCW is now claiming they have a “technically feasible” plan to dump chemical weapons into the Mediterranean Sea reports say.

In what can only be described as a really bad idea, the organization for the Prohibition of Chemical Weapons (OPCW) is planning to destroy at least 1000 tones of the confiscated Syrian chemical weapon stockpile out at sea, which some fear will destroy delicate eco systems vital to sea and human life alike.   

The OPCW claims the plan is “technically feasible” and is apparently willing to risk ecological disaster to destroy the toxic contents of the weaponry in or above the sea. Members of the press were told, the “group is considering whether to destroy the chemical weapons in the ocean, either on a ship or by loading them onto an offshore rig”, reported,RT._[1] If the operation is approved for a green light, the Mediterranean Sea appears as if it will be the drop point. The MV Cape Ray would be conducting the transport, according to reports.

Most of the Syrian’s chemical weapons supply is expected to be removed from the country into international custody by the year’s end. All of the remaining contents are scheduled to be removed by mid-2014.

RT.com also reported, “OPCW Director General Ahmet Umzucu said in a statement that the plan was a “clear road map” to meet the aforementioned deadline.

“This next phase will be the most challenging, and its timely execution will require the existence of a secure environment for the verification and transport of chemical weapons,” he said. “Continuing international support and assistance for this endeavor will remain crucial.”

When Albanian Prime Minister Edi Rama said no to the request – citing “no capacity of any kind pertaining to the transport and technological processes involved” – he outlined many of the same problems that the OPCW and UN must now consider.

Any action will certainly need to be more intricate than when the Japanese government destroyed weapons leftover from World War II in 2004-2006. In doing so, the Japanese set up a disposal plant on a floating platform.

The Syrian weapons will produce liquid waste that those Japanese weapons did not. It also makes hydrolysis, a neutralization process that involves adding water to the chemical, much less likely.

“If you use hydrolysis or incineration, there will be liquid waste,” Ralf Trapp, an independent chemical disarmament specialist, told Reuters. “So there will be problems with regard to environmental pollution that need to be addressed.”_[1] 

Which ever way you slice it, the eco systems of the Mediterranean Sea would be at risk if the chemical stockpile was indeed destroyed in the waters. According to the World Wildlife Federation (WWF) “The Mediterranean is an enclosed sea with the world’s second highest percentage of endemic species, including the Posidonia sea grass and the critically endangered Mediterranean monk seal.

Species also include 28 cetaceans, the 100-million year old loggerhead turtle, and the commercially important blue-fin tuna and swordfish. 

Currently, less than 1% of the Mediterranean Sea is protected.

We are working to establish marine and coastal protected areas to protect the most important regions for biodiversity. We promote fisheries management systems which do not adversely affect marine productivity. We also try to ensure that measures against pollution agreed in international conventions, such as the Barcelona Convention, are endorsed and implemented.

WWF Mediterranean works at a pan-Mediterranean level, and also focuses efforts on marine regions in Croatia , Libya , Morocco , Tunisia and Turkey. [...]

The Mediterranean hosts several endangered marine species:

• the monk seal (Monachus monachus), of which about 350 – 400 now survive in the world.


• the green turtle (Chelonia mydas) and the 100-million year old loggerhead turtle (Caretta caretta), which nest on Mediterranean beaches.


• 18 cetacean species, of which seven can be observed throughout the year: the pilot whale, fin whale, sperm whale, common dolphin, striped dolphin, bottlenose dolphin and the Risso’s dolphin.


• the endemic sea-grass Posidonia oceanica , which plays a crucial role in coast protection by acting as a buffer to currents and waves._[4]

Environmental activists will likely soon emerge protesting the proposed actions of the OPCW.

Even as world powers’ talks with Iran continued on Thursday, Prime Minister Binyamin Netanyahu made clear a “bad” agreement would not obligate Israel and promised that Iran would not get nuclear weapons.

“The Iranians deny our past and repeat their commitment to wipe the State of Israel off the map. This reminds us of the dark regimes of the past that plotted against us first and then against all of humanity,” he said to a gathering of local Jewish leaders.

The U.S. Air Force has released a new request for a high-powered laser weapon that could be mounted on a next-generation air dominance fighter in the post-2030 era.

“The emphasis of this effort is to identify potential laser systems that could be integrated into a platform that will provide air dominance in the 2030+ highly contested Anti-Access/Area Denial (A2/AD) environments,” the Air Force Research Laboratory (AFRL) said in a Request for Information document posted on FEDBIZOPPS last week.

The AFRL is particularly interested in lasers that would be at technology readiness level four (TRL4) by October 2014. That means the basic components are already integrated enough to work together in a lab. But the USAF wants the laser to be at TRL5 or better by 2022, which means the system’s components could be integrated with “reasonably realistic supporting elements” to be tested in a simulated environment.

“Laser and beam control systems are being investigated independent of platform in the flight regime from altitudes Sea Level to [65,000ft] and speeds from Mach 0.6 to 2.5,” the AFRL posting states.

Feds Say Possession of “Large Amounts” of Weapons May Indicate Terrorist Activity

A joint bulletin issued in early August by the Department of Homeland Security and FBI warns state and local law enforcement agencies to look out for people in possession of “large amounts” of weapons and ammunition, describing the discovery of “unusual amounts” of weapons as a potential indicator of criminal or terrorist activity.

Citing the example of Norwegian mass-murderer Anders Behring Breivik, who reportedly “stockpiled approximately 12,000 pounds of precursors, weapons, and armor and hid them underground in remote, wooded locations,” the bulletin instructs law enforcement to look for “large amounts of weapons, ammunition, explosives, accelerants, or explosive precursor chemicals” that “could indicate pre-operational terrorist attack planning or criminal activity.”  Weapons do not have to be “cached” in remote locations to meet the standard for suspicious activity.  According to the bulletin, weapons could be stored in an “individual’s home, storage facility, or vehicle” and may include common firearms such as “rifles, shotguns, pistols” as well as “military grade weapons.”  The illegal possession of large amounts of ammunition is also listed as a potential indicator of “criminal weapons possession related to terrorism.”  While the bulletin never clarifies what constitutes a “large” or “unusual” quantity of weapons or ammunition, it does say that such a quantity would “arouse suspicion in a reasonable person.”

The joint DHS-FBI Roll Call Release distributed to police, first responders and private security throughout the U.S. is part of a series of bulletins describing activities “reasonably indicative of criminal activity associated with terrorism.”  The suspicious activities described in the bulletins are derived from criteria in the Information Sharing Environment (ISE) Functional Standard for Suspicious Activity Reporting signed in 2009.  The ISE Functional Standard governs the collection of information for the Nationwide Suspicious Activity Reporting Initiative (NSI), an interagency program to collect suspicious activity reports from law enforcement agencies around the country.  Other bulletins in the series focus on everything from surveillance and theft to photography and even “eliciting information,” an activity described as “questioning individuals at a level beyond mere curiosity.”

Like other bulletins in the DHS-FBI series on suspicious activity reporting, the document notes that “constitutional activities should not be reported” unless the circumstances “support the source agency’s suspicion that the behavior observed is not innocent, but rather reasonably indicative of criminal activity associated with terrorism, including evidence of pre-operational planning related to terrorism.”  However, no guidance is provided on potential legal issues related to the reporting of constitutionally-protected activities.

Indian police arrest US ship for alleged illegal transportation of weapons

Security forces in a southern Indian port city have detained the crew of a US-owned vessel on charges of illegal transportation of weapons and ammunition.

Eight crew members, as well as 25 security guards from India, Britain, Estonia and Ukraine on board were arrested after they failed to provide documents to the local police authorizing them to carry weapons, according to a statement by the Indian Foreign Minister, Sujata Singh.

Two of the crew members were allowed to stay on board to conduct maintenance work.

Security forces impounded 35 automatic weapons and nearly 5,700 rounds of ammunition that were found on board the ship.

The charges brought against the crew members and security guards are the following: illegal possession of weapons and ammunition, as well as entering India’s territorial waters without permission.

“The crew and security guards are cooperating with the investigators,” the Foreign Minister indicated to AP. She also said that the information has already been shared with the US embassy in New Delhi.

The American embassy said that they had no comment on the situation.

The ship’s captain, in his turn, told police that his company provided armed escorts for merchant vessels going about their business in the Indian Ocean, which is notorious for the many pirates in its waters.

The company that owns the vessel, US security company AdvanFort, stated that the ship would never have entered Indian waters, if the coast guard hadn’t approached them and asked them to follow him into the port.

The vessel was detained on October 12, but the news was only revealed by the Indian authorities on Friday.

Last week, a Venezuelan navy frigate detained an oil survey ship in waters contested by Venezuela and Guyana. The ship, used by the Texas-based Anadarko Petroleum Corp on approval by Guyuna, was on disputed Atlantic territory west of Essequibo River.
