North Korea"s latest threat: "new kind of nuclear test"

SEOUL, South Korea — North Korea threatened on Sunday to conduct what it called “a new form of nuclear test,” raising the level of rhetoric after members of the United Nations Security Council condemned the North’s recent ballistic missile launch.

“It is absolutely intolerable that the UN Security Council, turning a blind eye to the US madcap nuclear war exercises, ‘denounced’ the Korean People’s Army (KPA)’s self-defensive rocket launching drills and called them a ‘violation of resolutions’ and a ‘threat to international peace and security’ and is set to take an ‘appropriate step’,” the North’s foreign ministry said in a statement on the official KCNA news agency.

The statement said KPA drills to counter the US will involve “more diversified nuclear deterrence” that will be used for hitting medium- and long-range targets “with a variety of striking power.”

“We would not rule out a new form of nuclear test for bolstering up our nuclear deterrence,” the North’s statement said, without giving any indication of what that might entail.

After Pyongyang fired two medium-range Rodong ballistic missiles into the sea off the east coast of the Korean peninsula on Wednesday, the 15-member Security Council on Thursday condemned the launches violating UN resolutions.

North Korea’s first firing in four years of mid-range missiles that can reach Japan followed a series of short-range rocket launches over the past two months.

In defiance of UN resolutions, North Korea conducted its third nuclear test in February 2013 and declared it had made progress in securing a functioning atomic arsenal.

It is widely believed the North does not have the capacity to deliver a nuclear strike on the mainland United States.

Warren Buffett plugs cheap Vanguard trackers in latest investor letter

Billionaire investor Warren Buffett has just delivered the latest of his popular letters to shareholders in his firm Berkshire Hathaway – and this year he is full of praise for cheap tracker funds.

Warning against active investing and trying to ‘pick winners’, Buffett tells non-professional investors their aim should be to own a cross-section of businesses that together are bound to do well and ‘a low-cost S&P 500 index fund will achieve this goal’.

Buffett recommends a very simple portfolio split between shares and government bonds which he believes will beat long-term returns made by most investors – pension funds, institutions or individuals – who use ‘high-fee managers’.

‘My money, I should add, is where my mouth is,’ he says, before describing the investing instructions left in his will for a trust bequeathed to his wife.

‘My advice to the trustee could not be more simple: Put 10 per cent of the cash in short-term government bonds and 90 per cent in a very low-cost S&P 500 index fund. (I suggest Vanguard’s.)’

Buffett has informed and entertained investors with annual letters since the 1960s – go here to read those going back to 1977 and check below for some more nuggets from the latest, including about his mistakes and how often to check stock prices.

The latest Berkshire Hathaway results reveal it made £11.6billion last year, up from £8.8billion the year before.

But growth of 18.2 per cent in the company’s book value – its assets minus liabilities – lagged the 32.4 per cent rise in the US’s S&P 500 share index with dividends included last year.

It also emerged that Buffett has cut his stake in struggling UK supermarket Tesco from 5.2 per cent to 3.7 per cent, though it remains among his biggest holdings alongside the likes of Coca-Cola and Goldman Sachs.

TiM iPhone puff

After Tesco’s shock profit warning in January 2012, Buffett took the opportunity to increase his stake. However, he seems to be having second thoughts and started selling some of his shares last autumn.

Read more here about Buffett’s investment in Tesco, and how British investing guru Neil Woodford looks to have made a better call by offloading his stake straight after the profit alert.

What does Warren Buffett say about…?

Outperforming the S&P 500 index

Over the stock market cycle between year ends 2007 and 2013, we overperformed the S&P. Through full cycles in future years, we expect to do that again. If we fail to do so, we will not have earned our pay. After all, you could always own an index fund and be assured of S&P results.

Berkshire’s biggest purchases in 2013, HJ Heinz and NV Energy

Both companies fit us well and will be prospering a century from now.

With Heinz, Berkshire now owns eight and a half companies that, were they stand-alone businesses, would be in the Fortune 500. Only 491 and a half to go.

Owning part-stakes in companies

Long-term success: Buffett reckons Heinz will still be prospering a century from now

Long-term success: Buffett reckons Heinz will still be prospering a century from now

At Berkshire, we much prefer owning a non-controlling but substantial portion of a wonderful company to owning 100 per cent of a so-so business; it’s better to have a partial interest in the Hope diamond than to own all of a rhinestone

Belief in America

Our subsidiaries spent a record $ 11billion on plant and equipment during 2013, roughly twice our depreciation charge. About 89 per cent of that money was spent in the United States. Though we invest abroad as well, the mother lode of opportunity resides in America.

Charlie [Munger, his business partner] and I have always considered a “bet” on ever-rising US prosperity to be very close to a sure thing. Indeed, who has ever benefited during the past 237 years by betting against America? If you compare our country’s present condition to that existing in 1776, you have to rub your eyes in wonder. And the dynamism embedded in our market economy will continue to work its magic. America’s best days lie ahead..

Car insurer GEICO

GEICO in 1996 ranked number seven among US auto insurers. Now, GEICO is number two, having recently passed Allstate. The reasons for this amazing growth are simple: low prices and reliable service. You can do yourself a favor by calling 1-800-847-7536 or checking Geico.com to see if you, too, can cut your insurance costs.

STILL A PAPERBOY AT HEART…

Buffett gives details of an unusual Berkshire Hathaway tradition – newspaper throwing.

Arrangements for Berkshire’s annual meeting on Saturday May 3 2014

CenturyLink’s doors will open at 7am, and at 7.30 we will have our third International Newspaper Tossing Challenge. Our target will be a Clayton Home porch, precisely 35 feet from the throwing line. I tossed about 500,000 papers when I was a teenager, so I think I’m pretty good.

Challenge me: I’ll buy a Dilly Bar for anyone who lands his or her throw closer to the doorstep than I do. The papers will be 36 to 42 pages, and you must fold them yourself (no rubber bands allowed).

No one likes to buy auto insurance. But almost everyone likes to drive. The insurance needed is a major expenditure for most families. Savings matter to them – and only a low-cost operation can deliver these. GEICO’s cost advantage is the factor that has enabled the company to gobble up market share year after year. Its low costs create a moat – an IIII enduring one – that competitors are unable to cross.

Making mistakes

The crowd of companies in this section sells products ranging from lollipops to jet airplanes. Some of these businesses, measured by earnings on unleveraged net tangible assets, enjoy terrific economics, producing profits that run from 25 per cent after-tax to far more than 100 per cent. Others generate good returns in the area of 12 per cent to 20 per cent.

A few, however, have very poor returns, a result of some serious mistakes I made in my job of capital allocation. I was not misled: I simply was wrong in my evaluation of the economic dynamics of the company or the industry in which it operated.

Fortunately, my blunders usually involved relatively small acquisitions. Our large buys have generally worked out well and, in a few cases, more than well. I have not, however, made my last mistake in purchasing either businesses or stocks. Not everything works out as planned.

The fundamentals of investing

Focus on the future productivity of the asset you are considering. If you don’t feel comfortable making a rough estimate of the asset’s future earnings, just forget it and move on. No one has the ability to evaluate every investment possibility. But omniscience isn’t necessary; you only need to understand the actions you undertake.

Second thoughts? Buffett has cut his stake in struggling UK supermarket Tesco from 5.2 per cent to 3.7 per cent

Second thoughts? Buffett has cut his stake in struggling UK supermarket Tesco from 5.2 per cent to 3.7 per cent

If you instead focus on the prospective price change of a contemplated purchase, you are speculating. There is nothing improper about that.

I know, however, that I am unable to speculate successfully, and I am skeptical of those who claim sustained success at doing so. Half of all coin-flippers will win their first toss; none of those winners has an expectation of profit if he continues to play the game. And the fact that a given asset has appreciated in the recent past is never a reason to buy it.

Games are won by players who focus on the playing field – not by those whose eyes are glued to the scoreboard. If you can enjoy Saturdays and Sundays without looking at stock prices, give it a try on weekdays.

Being realistic

The unsophisticated investor who is realistic about his shortcomings is likely to obtain better long term results than the knowledgeable professional who is blind to even a single weakness.

Active investing

Both individuals and institutions will constantly be urged to be active by those who profit from giving advice or effecting transactions. The resulting frictional costs can be huge and, for investors in aggregate, devoid of benefit. So ignore the chatter, keep your costs minimal, and invest in stocks as you would in a farm.

The benefits of cheap tracker funds

The goal of the non-professional should not be to pick winners – neither he nor his “helpers” can do that – but should rather be to own a cross-section of businesses that in aggregate are bound to do well. A low-cost S&P 500 index fund will achieve this goal.

Investing instructions laid out in his will

One bequest provides that cash will be delivered to a trustee for my wife’s benefit. (I have to use cash for individual bequests, because all of my Berkshire shares will be fully distributed to certain philanthropic organizations over the 10 years following the closing of my estate.)

My advice to the trustee could not be more simple: Put 10 per cent of the cash in short-term government bonds and 90 per cent in a very low-cost S&P 500 index fund. (I suggest Vanguard’s.) I believe the trust’s long-term results from this policy will be superior to those attained by most investors – whether pension funds, institutions or individuals – who employ high-fee managers.

Spate of violence continues in Beirut with latest bombing claiming 5 lives (VIDEO)

A blast in Lebanon’s capital Beirut killed at least five people Thursday, the latest attack in a spate of violence to hit the country.

Dozens were wounded when the car bomb went off during the evening rush hour in a southern suburb known as a stronghold of the Shia militant group Hezbollah.

The blast left the mangled wreckage of cars in the street and blew out store front windows.

“Suddenly, the whole area went bright and we started running away,” Ali Oleik, an accountant who works in a nearby office building, told The Associated Press. “I saw two bodies on the street, one of a woman and another of a man on a motorcycle who was totally deformed.

No one claimed immediate responsibility for what is the latest in a wave of attacks to hit Lebanon in recent months as tensions between Sunnis and Shias grow.

Violence from the war in neighboring Syria has crept into Lebanon, after Hezbollah sent fighters to aid Syrian President Bashar al-Assad’s troops against the rebels.

More from GlobalPost: Beirut bombing kills former Lebanese ambassador to US, 5 others

Just last Friday, a car bomb in downtown Beirut killed half a dozen people and injured dozens more.

Among the dead was Mohamad Chatah, a former Lebanese finance minister and ambassador to the United States who was a vocal critic of Hezbollah and Assad.

Former Prime Minister Saad Hariri, to whom Chatah was an adviser, blamed Hezbollah for that attack. The Islamist group has denied any involvement.

Thursday’s attack comes a day after Majid al-Majid — the head of a Sunni jihadist group that claimed responsibility for a suicide bomb attack on the Iranian embassy in Beirut in November — was reportedly arrested.

The November attack, which hit the same part of the city as Thursday’s blast, left 23 people dead.

On Dec. 4, Hezbollah commander Hassan Lakkis was shot dead in Hadath, near Beirut.

Later this month, four Hezbollah members are set to stand trial in the 2005 assassination of former Lebanese Prime Minister Rafik Hariri, who was also killed in a car bomb attack.

Latest Version of Newsweek Channels Leftists Comparing Pope Francis to Che Guevara

Tim Graham

The latest version of Newsweek sounds like it’s going to be even more liberal than the The Daily Beast version. The group hoping to re-launch the print edition has an article on their website called “Is Pope Francis a Socialist?”

Their answer is no, but they’re so impressed with the new pope that they’re channeling the idea that somehow pope photos will replace Che Guevara as a revolutionary icon:

The left-leaning Guardian, which routinely heaped opprobrium on the Vatican for its mishandling of the pedophile priests scandal, hails Francis as the liberals’ new poster boy. Literally: Tomorrow’s undergraduates, predicts Jonathan Freedland, will adorn their rooms with posters of Francis instead of Che Guevara. And Time just named him their Person of the Year.

That’s odd — no, not Newsweek paying tribute to Time magazine. The Che reference is odd because the article’s author, Cristina Odone, doesn’t really believe Francis is a Marxist radical, or even a socialist:

For many conservative Americans, who believe socialism begins with street lighting, the question of whether the pope is a socialist is not moot. Before they join in the songs of praise for the pope they need to know which side the pope is on.

Of course, the notion that Pope Francis is a true socialist is absurd. Socialists believe in the state taking control of the commanding heights of the economy. They believe the free market should be substituted by a command economy in which goods are produced according to need and prices are fixed to ensure fairness.

Nothing Pope Francis has said or done would suggest for a moment that he is a dangerous radical or even that he secretly harbors socialist thoughts.

Then there’s a passage that really suggests there’s a violent dictatorship running Vatican City:

Story Continues Below Ad ↓

Because they operate behind the scenes, Vatican bureaucrats can all too easily get away with secrecy – and crimes. Scandals involving clerics’ visits to gay brothels and money laundering by the Vatican Bank have sealed the curia’s reputation as Da Vinci Code baddies.

“They have a lot at stake in things continuing as they are,” claims one Vatican watcher, referring to conspiracy theories surrounding the death of Pope John Paul I in 1978 after only 33 days. “They will see off anyone, even a pope, if they suspect opposition.”

If Pope Francis gets bumped off by wicked cardinals, you heard it first in the new Newsweek.

(INTELLIHUB) — In a powerful and unique presentation of her hit song “Diamonds”, Rihanna, dressed in an all black gown, took to the stage at the 2013 American Music Awards last month raising a massive applause from the captivated audience.

However, in typical Roc fashion, Rihanna threw up the Illuminati sign, forming a pyramid with her two hands raised above her head in mid performance. While this is a rather typical gesture for the artist, it fuels the conspiracy controversy and is unsettling to some.

Why latest Obamacare "fix" won"t affect many

Health insurance

A week after President Barack Obama urged insurers to renew policies that don’t meet all the requirements of the health law, it remains unclear how many people might be affected by the proposed fix.

That’s because regulators in at least a half dozen states say they won’t allow insurers to do it and many more have yet to decide. Even if states give insurers a green light to reinstate the policies, many insurers say they’re not sure if they can pull it off in time and no one knows how many customers who received the cancellations will want to renew.

“The president’s plan is certainly not a guarantee” that people who received discontinuation notices earlier this fall will now be able to renew, said Chris Jacobs, senior policy analyst with the Heritage Foundation, a conservative think tank in Washington.

The vast majority of insured Americans are unaffected by the furor over the cancellation notices — or by the president’s effort to reinstate the policies — because they get their coverage through their jobs of through Medicare or Medicaid. The cancellations went to people who buy their coverage directly from insurers, an estimated 5 percent of the population.

But they hit a nerve, in large part because of the president’s campaign promise that Americans could keep their insurance if they liked it.

In his comments last week, Obama made the extensions optional, effectively placing the onus on state regulators and insurers. After a meeting with a group of state regulators at the White House Wednesday, the administration affirmed that the decision ultimately rests with state authorities. “States have different populations with unique needs, and it is up to the insurance commissioner and health insurance companies to decide which insurance products can be offered to existing customers next year,” it said in a statement.

States that will allow renewals include Oregon, Florida, Kentucky, Texas, Georgia, North Carolina, Arkansas and Ohio, many of which already allowed insurers to “early renew” existing policies into next year. Early renewals allowed insurers to hold onto some of their customers and temporarily sidestep adding new benefits – and costs — to the policies, and likely reduced the number of cancellation notices sent.

“A huge chunk of people” were offered such early renewals, said Carrie McLean, director of customer care at ehealthinsurance, a private website that offers health insurance from 200 carriers. The practice was so common that ehealth included a website link so users could check if their carrier was offering early renewals.

Several Democratic-led states that embraced the health law have offered the strongest pushback. They cite the law’s protections and concerns that allowing renewals could result in fewer young and relatively healthy policyholders in the new marketplaces. States refusing to allow the renewals include Washington, Minnesota, New York, and Massachusetts. Massachusetts and Washington were among a handful of states that had barred or set limits on the so-called early renewals as well.

Regulators in other states say they are still weighing the decision.

Even states that permit reinstatements may put restrictions on insurers. Oregon, for example, has given insurers a deadline of Friday to decide if they want to pursue renewals. Premiums must stay the same – and they must notify members of their option to renew by Nov. 29.

Most insurers seek premium increases when they renew policies, but that process can take weeks to work through state regulators. If regulators don’t allow an increase – or there isn’t enough time — few insurers may want to renew, especially given inflation and the new taxes and fees imposed by the health law, said Joe Antos at the American Enterprise Institute, a conservative think tank in Washington.

Barring a premium increase as a condition of allowing renewals, as Oregon did, “guarantees insurers won’t go for it,” Antos said.

Notices that plans would be discontinued began arriving in consumers’ mailboxes in late summer. No one knows how many of the estimated 14 million people who buy their own coverage received them. Some states don’t keep track.

The Associated Press has estimated about 4.2 million, with the biggest numbers in California, Georgia, Florida and Washington, based on counts from regulators that track the notices and insurers’ statements.

Key to the final count is what happens in California, which had the most cancellations at 900,000. While the insurance commissioner wants to allow the renewals, he may not be able to do that because of rules set for the state’s online insurance marketplace.

The market, called Covered California, required participating insurers to discontinue plans that didn’t meet the law’s standards, except for a limited number that had been in effect before the health law was enacted in March 2010. Executive Director Peter Lee said Monday the move was an attempt to protect consumers from subpar policies – and to ensure that healthy people would use the new marketplace. A decision is expected by week’s end.

“We were quite concerned that (without such a contractual rule) we would have a large set selling bad coverage in the month of November that would then carry through to 2014,” Lee said.

At issue for many states is whether they have the authority to allow the renewals, particularly if their laws or regulations were changed to incorporate the health law’s requirements.

“In the end, many insurance commissioners won’t allow it,” predicted law professor Timothy Jost, who follows the health law at Washington and Lee University.

Even if state regulators don’t stand in the way, it is unclear how many insurers will want to extend canceled policies. So far North Carolina Blue Cross Blue Shield and Florida Blue have said they would do so. Most other insurers have remained silent.

Insurers must figure out “can we unwind this?” said Kim Holland, executive director, state affairs at the Blue Cross Blue Shield Association and the former insurance commissioner in Oklahoma.

To renew policies they’ve already decided to discontinue, insurers would need to adjust computer programs, seek and win approval for any rate increases and send out new notices to their policyholders, which have to include specific information about how the policies may fall short of what the health law requires and how consumers can see their coverage options under the law. For policies set to expire at the end of the year, all that work needs to be done in what may be an impossibly short time line.

“That’s a very tall order,” said the Heritage Foundation’s Jacobs.

For consumers offered the opportunity to renew, there’s another calculation: “Many people will qualify for financial assistance to buy plans … with more comprehensive benefits and financial protection available in 2014,” said Oregon Insurance Commissioner Laura Cali, in a statement outlining the rules for renewals.

Experts say they are skeptical of insurers’ warnings that the renewals could so skew enrollments that they could drive up future premiums. The group’s trade lobby said the move could mean fewer younger and healthier people would purchase coverage through the new markets, driving up costs and destabilizing the market.

But the modest number of people expected to get renewal opportunities means the “effect on the risk pool shouldn’t be that dramatic,” said Larry Levitt, a senior vice president at the Kaiser Family Foundation. (KHN is an editorially independent part of the foundation.)

Insurers say they are worried because of the double whammy of the renewals coupled with the consumers’ continuing difficulties enrolling in coverage.

“If the website had rolled out perfectly with robust enrollment … there would probably be less concern about the potential for adverse impact,” said Holland at the insurers’ association.

If there is a big impact, the administration has hinted that it might make changes to the way the government shares the financial risk with insurers that get a disproportionate number of unhealthy policyholders.

Antos believes insurers fear that another “crack in the wall” increases the likelihood of other changes.

Most troubling for the industry is the possible delay or softening of the law’s requirement that nearly all Americans carry insurance or pay a fine, which could further reduce the number of younger or healthier people who seek coverage.

“They are worried the administration will use its apparently expansive administrative authority to change that, too,” he said.

What"s really behind Hillary Clinton"s latest wave of speeches?

  • Hillary Clinton has made a series of public appearances in the past week

  • Moves are fueling the speculation of a possible White House bid in 2016

  • She may also be trying to differentiating herself from President Obama

Washington (CNN) — Three speeches, three days.

Former Secretary of State Hillary Clinton is starting to look a lot like someone who is picking up the pace of a presidential campaign — complete with the perks and the challenges that come with it.

On Wednesday, she spoke to the University of Buffalo. Thursday, she returned to Washington for her place in the lineup of high-profile public figures at a conference the Center for American Progress was hosting. Friday night she did Colgate University’s “distinguished speakers” series in upstate New York.

Asked in Buffalo what her ideal presidential candidate in 2016 would look like, she said: “I’m not as interested in what the candidate looks like as what the candidate stands for and what the candidate really believes needs to be the agenda for America’s future, particularly as it relates to young people like students at this great university.”

And in what could be interpreted as either a slight dig at President Barack Obama — or at least a way of differentiating herself — she added, “and what the candidate brings to the table in terms of being able to not only present the agenda but have a very specific set of plans of implanting the agenda and bringing the country along.”

Hillary Clinton gets political

Candidate Obama, of course, was viewed by critics as a powerful speaker with less experience and less of a vision to implement, and Clinton could be playing on buyer’s remorse.

But the tests she might face on the left and the right were in play this week.

She didn’t veer far to the left in her remarks before the wonky liberal crowd at the St. Regis in Washington for the Center for American Progress gathering, but her presence was notable.

CNN contributor Ron Brownstein cautioned that if she faces a challenge in a Democratic primary, it’s likely to be from the liberal left.

“It is very hard to imagine somebody beating Hillary Clinton from the center of the party,” he said. “If there is going to be anybody who could even give her a tough time, it would be somebody coming from more of a fringe of the party, something kind of a tangent of the party — either a generational argument or a populist argument.”

Brownstein specifically mentioned Massachusetts Sen. Elizabeth Warren, who has become a hero to the populist wing of the party, as a potential challenge to Clinton.

And yet, advantages come for politicians who are considered overwhelming frontrunners like Clinton. Just this week, liberal billionaire George Soros said he’s jumping on the bandwagon to draft Clinton into the 2016 race by becoming a co-chair of the “Ready for Hillary” super PAC’s finance team.

Even though Clinton is not exactly lining up donors and bundlers for her own campaign just yet, the commitment to her is a significant one in what could be a quest to sew up her left flank.

But she’ll have other issues on the right, if she reaches the general election.

On Wednesday, a protestor in Buffalo heckled her over the biggest black mark on her record, the death of four Americans at the U.S. consulate in Benghazi, Libya, during her tenure as Secretary of State. Democrats and Republicans alike say it could be her biggest weakness if she becomes her party’s nominee.

“Benghazi. You let them die,” the protestor said.

And that weakness leads some to wonder why Clinton is sticking her neck out so far so soon.

Brownstein said he’s surprised by how visible and vocal she’s been this fall.

“I think a lot of people thought that she would basically go under the radar for as long as possible to stay out of the fray, kind of shorten the race,” he said. “So it is a somewhat different strategy — maybe they are trying to sort of avoid the sense that she is kind of an imperial candidate who believes that this is hers by birthright or succession.”
